D. REGIONAL LEVEL AGREEMENTS/IMPLEMENTATION

PLAN/STRATEGIES

This section contains the regional agreements made during the regional postharvest

workshop of Region IX. In the regional postharvest workshop, the proposed interventions of

the provinces and city were validated and some of the locations for proposed projects at the

provincial level have been cancelled. Participants were keener on the components of the

proposed project rather than the cost. Thus, some projects have been renamed based on its

components. Locations of the proposed projects were changed and some provinces added

more locations for the proposed projects. They based their validation on the on-going

projects and the necessity of the project in the locality. Other proposed locations that are for

consideration of Office of the Provincial Agriculturist (OPAg) or Office of the City

Agriculturist (OCAg) in the Provincial/City Postharvest Development Plans have been

identified. In addition, during the regional postharvest workshop the participants have also

come up with new proposed projects or priority development projects to address the major

development concerns of the region.

These lists of proposed projects will also serve as an input in the planning or

decision making of the DA- Regional Field Unit IX for agricultural development. It will also

serve as reference to interested investors, be it local or private and to collaborators who

provide grants or financial assistance from the local government, private entities and even

foreign agencies.

Realization and proper implementation of these proposed projects in the region will

definitely improve its agricultural environment. Their existence will provide farmers access

of adequate and appropriate production and postproduction facilities and technologies that

would empower them to become more productive, competitive and to develop their

capability to become entrepreneurs.

Economic impact of these projects upon operationalization in the long run include

employment generation, reduced postharvest losses, improved status of living of farmers,

enhancement of local economy, entrepreneurial development and farm mechanization,

among others.

The following are the new project proposals and priority agricultural development

programs identified during the regional postharvest workshop to address the major

development concerns at the regional level. These projects need further analysis in order to

determine the factors to be considered for the implementation of such project.
