Efforts for the solution of the Cyprus ProblemFor 36 years, Cyprus is trying to
find a fair and lasting solution to the Cyprus problem in accordance to the principles of the UN Charter.
The aim of Cyprus was to become a member of the European Union.
16
Accession of Cyprus to E.U.May 1st, 2004 constitutes a historic moment for CYPRUS. It becomes a full member of the European Union and has the unique opportunity to belong to the big family of Europe.
17
Wide open doors for Cyprus AccessionYesterday, it was a historical day for Cyprus. The European Union of “15” decided the accession of ten new countries including Cyprus, in May 2004. At 10 p.m., Members of the European Commission welcomed the leaders of the ten new European Countries-members in a special ceremony.During the two day congress of the E.U. in Copenhagen, two important subjects were discussed: the Cyprus Problem and the accession of Turkey to the E.U.According to yesterdays conclusions of the high committee of Copenhagen, Cyprus becomes a member of E.U. even though the political problem has not been resolved. As it is clearly shown from the conclusions, the E.U. encourages the two communities to resolve the Cyprus problem as soon as possible. At the same time, the E.U. shows the proposals of the Anan Plan as a unique opportunity for the resolution. The Council calls on the European Commission to proceed in cooperation and agreement with the Cyprus Government in order to find ways for the financial development of the north occupied part of Cyprus, which is necessary for the accession of this part also. Yesterday, the president of Cyprus, Mr Klirides, announced a series of measures for the support of the Turkish Cypriots which will be presented within this week. Twelve years after the application for accession, Cyprus is, since last night, an official member in the EU. Our attention now is towards the Accession Treaty which will take place in Athens next April.

Political status of Cyprus before the accession in the E.U.
In order to show good will, Cyprus Government announces a series of measures for economical support of the Turkish Cypriots.
The E.U. encourages the two communities to resolve the Cyprus problem as soon as possible.

What changes have been made, concerning the Cyprus problem, after the accession of Cyprus in the European community
Fifty years from the commencement of the structuring of a unified Europe, the borders and the identities as symbols of national discrimination, have now been replaced with a unified European area. Within this area, the European citizen, with a new European identity, is now moving about equally and freely. Cyprus is now an integral historical and cultural part of Europe. Nevertheless four years after its accession in the European family, Cyprus remains separated with border lines and barbed wires and it is the only exception that smears the vision of a unified Europe.
Cyprus’s attempts are focused on finding a solution to this problem, based on the rights of National Law, which will enable the island to be reunited. This solution should allow the two communities, to live peacefully under an integrated government and one national identity which would ensure the human rights for both Greek and Turkish Cypriots.
Due to the fact that Cyprus is now a full member of the European family, the solution to the Cyprus problem must now be according to the rules and regulations of the European Union. This compatibility is necessary of a successful functioning and peaceful co-existence of both communities.
The hard core structure of the European union is comprised of the rights of its citizens which provide a guarantee for their well being. For Cypriot citizens, this is very important because it ensures their safety and the viability of the solution.
The political status of the European union is working towards a uniform progress of all European area. This includes occupied countries of course, such as the North side of Cyprus. After the solution it is expected that the European union will try for the establishment of an economical equality between the two communities. The Turkish-Cypriots are already enjoying the benefits that arise from the European citizenship, for those of course that are entitled to Cyprus’ legal documents.
The dynamics that arose after the accession of Cyprus in the European family, and the negotiations under way for the accession of Turkey, provide a new prospective for the solution to the Cyprus problem. This new prospective added an additional pressure to Turkey towards showing a good will with respect to the solution.
Cyprus remains focused on the strict obligations of all members of the European union. This is the ingredient for the protection of the European area, mostly because this is the only way for Turkey to evolve into a democratic country that will respect the national law and resolve any differences with dialogue and peaceful means.
The message for Turkey is now clear. In order to join the European family, it has to fulfill all its obligations towards all members including Cyprus.
