Cycleways and Bicycle

Facilities Advisory Committee

The following information is provided so that you may be aware of the structure and operation of the Cycleways and Bicycle Facilities Advisory

Committee.

Randwick Council resolved to establish a

Cycleway and Bike Facilities Advisory Committee

with the following terms of reference:

1. Report to the Works Committee;

2. Enhance consultation between Council and the bike riding community;

3. Advance implementation of the planned and funded cycle ways in the Randwick local government area;

4. Review and provide advice on proposed Council bike related capital works projects;

5. Participate in the yearly draft budget process by recommending appropriate bike related projects;

6. Be consulted by Council on cycle way and bike facility issues involving significant planning proposals and Development applications before Council;

7. Regularly review and propose updating of the Randwick Council bike plan in line with the strategic direction of priority cycleways as detailed within “Sydney’s Cycling Future”; and

8. Help advance a Regional Cycle Strategy with neighbouring Councils

4.2. Timing of Cycleways and Bicycle Facilities Advisory

Committee meetings

An online survey was sent to Councillors and attendees, and there were mixed

results. Most people were flexible with regards to timing. Some preferred mornings only, while other preferred evenings only. It was decided that

meetings will be held on alternate mornings and evenings, as stated below.

4.3. Art Cycle (D03287778-KS)

Gilbert Grace from Art Cycle will present information about their initiative.

Meeting discussion

Ms Fisher and Mr Grace informed the committee about their research and ideas for the Sydney Green Ring recreational bicycle route. Mr Lehmann

mentioned that Council is currently proposing 2 walking and cycling routes that may intersect or run parallel to the ‘Green Ring’.

Advisory Committee recommendation:

That Council officers meet with Ms Fisher and Mr Grace to outline Council’s current projects and discuss further opportunities.

4.4. Cycling Without Age (D03287788-KS)

BIKEast will present information about their recent Cycling Without Age initiatives.

Meeting discussion The Committee was shown a video and Ms Poon described recent work by

BIKEast. Their goal is to have 3 active trishaws in the eastern suburbs of Sydney. Cycling access and safety to planned destinations such as Centennial Park was a focus for the program.

4.5. Bicycle route upgrades (F2010/00077 - KS)

Council has received several requests asking for cycleway and cycle route upgrades along specific routes.

The Council adopted its priorities for bike routes following community consultation in 2015. It is likely that we would undertake a review of our bike

route priorities in 2020 and that these routes could again be considered by the community, amongst the existing higher priority routes.

Please also refer to Item 18/19 in the Initiatives for Bicycle Riders – August

update.

Mr Milford read out a recent resolution of the Randwick Precinct Committee:

Resolution 01082018(2): The Precinct requests that Randwick Council and the RMS make safe for cyclists the main roads leading to the Light

Rail terminus at Randwick from all directions and that these works be given priority over all other cycleway works except Anzac Parade, which

also enjoys a Light Rail terminus at Kingsford. These roads, e.g. Avoca Street and Perouse Road, are already the busiest and, for cyclists, most dangerous in Randwick east of Anzac Parade and will become more so

with the opening of the Light Rail. The Precinct suggests that these works should be completed before the Light Rail opens, which means

that other planned cycleways may need to drop in priority. It is also suggested that Frenchman’s Road be included as (a) we have already requested it be made safe for pedestrians by resolution 06062018(6)

and (b) with Avoca Street it provides the only relatively flat, and therefore busy, connection to Waverley and Bondi Junction, where

there is a Heavy Rail terminus. We request that Randwick ask Waverley to make Bronte Road safe for cyclists, as it is not at present, or jointly

to provide an alternative safer route via Carrington Road.

Discussion was then held regarding a possible change in priorities for bike

route implementation.

Councillor Matson reminded those present of the existing priorities, which

require research, design and implementation. He also stated that council staff resources are limited and finite.

Mr Lehmann explained that Avoca Street and Frenchmans Road are State

Roads, under the care and control of RMS. He stated that RMS doesn’t reduce road capacity.

Advisory Committee recommendation:

That a proposal be formulated by those interested for further development and discussion.

4.6. Review of ‘Initiatives for Bicycle Riders’ August update (D03199361-KS)

Attachment 1 is the Initiatives for Bicycle Riders (IBR) – August update. It is

proposed at this time to review this list and for Committee members to provide comment.

Any changes made to the IBR list are highlighted on the list in green font.

Mr Vincent asked why Council wasn’t applying for funding for all 11 bicycle

construction priorities.

Mr Lehmann stated that Council has applied for RMS funding for some routes, and Council generally works to the order of the 2015 consultation list, unless

other funding opportunities arise. He stated that further investigations need to be undertaken to establish what treatments will be applied to each of the 11

priority routes.

Along some routes the narrow road widths make it difficult to accommodate high quality separated cycleways, meaning that alternative treatments will

need to be considered.

Mr Lehmann also advised that the Kingsford to South Coogee route would be

out for consultation soon.

4.7. Recently approved RMS funded items (D03266405–KS)

a) Bicycle wayfinding strategy

Meeting discussion

Mr Shepherd noted that this project has a budget of approx. $30,000,

and council officers would report back to future committee meetings.

b) Design of cycleway facility – Darley Rd, Queens Park (with Waverley Council and Centennial Park & Moore Park Trust)

Meeting discussion

Ms Poon noted that the existing shared path in Queens Park has no

lighting, and asked for lighting to be considered along the whole route.

Mr Vincent noted that it was a major thoroughfare and will be well used facility.

4.8. Walking and Cycling Streetscape Improvements - Kingsford to Centennial Park

(Initiatives for Bicycle Riders list item no. 18/01)

Promotion of the concept design and consultation was provided at Council’s

libraries, via social media and e-news. Council’s Have Your Say website received many submissions.

Council staff door knocked the 2.6km route and organised 2 pop-up stalls to provide information about the project and consultation.

We are currently collating and summarising submissions received. This project will be reported to the Ordinary Council meeting, Tuesday 28 August 2018.

Meeting discussion

Councillor Veitch listed a few concerns raised by residents. Mr Lehmann stated that each submission was individually addressed by Council officers and will

be included as part of the report to Council.

Mr Lehmann also noted that the public are welcome to attend the Council meeting - 6pm, Tuesday 28 August, Randwick town Hall. Councillor Matson

asked that each attendee at this Advisory Committee be sent a link to the business papers once they are uploaded to the Council’s website.

4.9. Todman Avenue and Lenthall Street cycle route

(Initiatives for Bicycle Riders list item no. 18/03)

Following the Council resolution on the matter the Council has written to the State Government asking that it strongly consider placing the Todman Avenue

and Lenthall Street routes on the Sydney Strategic Bicycle Network.

Advisory Committee recommendation:

That the information be received.

4.10. Section 94A contributions UNSW

Section 94A of the Environmental Planning and Assessment Act 1979 enables

Councils to levy contributions for public amenities and services as a consequence of development.

Over recent years the Council has received ‘Section 94A’ (S94A) contributions from University of NSW (UNSW), following the development of various UNSW sites. These S94A contributions were collected for a range of urban domain

improvements including items such as footpath upgrades, powerline undergrounding, traffic calming devices, facilities for bicycle riders, street tree

planting, public lighting improvements etc.

UNSW is very interested in the projects proposed to be funded from their S94A contributions and has asked that the Council await the university’s

finalisation of its Masterplan, prior to Council proposing urban domain improvement projects.

This approach is entirely appropriate so as to ensure that the S94A public domain improvements reflect any proposed modifications to the operations / layout of the UNSW going into the future.

Meeting discussion

Ms Gavriel noted that there were a number of UNSW Masterplans being

developed, and the relevant ones would likely be finalised mid-2019.

Discussion was also held around what the section 94A funds will be used for, the process and timing.

Mr Lehmann agreed to provide an update on the current funds allocated for ‘mobility improvements’ (schedule 1, item 4.2 in the plan) in a report to the

next meeting.

That the Council’s Cycleways and Bicycle Facilities Advisory Committee be regularly updated on the progress of the UNSW Section 94A Plan.

4.11. Bollards (Initiatives for Bicycle Riders list item no. 18/38)

It was suggested at the last Advisory Committee meeting that a Council wide

audit be undertaken to check for any bollards in paths which may be problematic for bicycle riders.

The resources for a Council-wide audit would have been significant and it was

decided that a ‘crowd sourcing’ approach be undertaken instead.

The Council has a very extensive email list of residents, numbering in the

thousands. We also have a very active presence on social media (including FaceBook etc.)

Accordingly we have ‘reached out’ to community members, asking them to

nominate locations where they consider bollards to be problematic. These bollards may be problems for people who are pushing prams, for those who

are jogging, for people using motorised wheelchairs or for those riding along footpaths.

The data gathered will be collated and staff will undertake a program of

investigating each site. Over time this will address each “problematic” bollard.

Residents, or others, can access the “Bad Bollards” website at this address

http://www.yoursay.randwick.nsw.gov.au/BadBollards and can ‘drop a pin’ on a map of Randwick at the site of a problematic bollard.

Sometimes the rationale for a bollard existing at a location may not be initially

understood. However, each site reported will be examined and assessed.

One problematic set of bollards has been identified is outside 61 Military Rd,

Matraville – https://goo.gl/maps/2yTc6KiMqZQ2. These two bollards perform no valid function and will soon be removed.

Mr Vincent thanked Council for removing Pioneer Park bollards.

Mr van den Dool alerted the committee to a separate set of bollards near 61

Military Rd, Matraville. He asked Council to remove them, and if necessary, install replacement bollards that meet NSW Bicycle Guidelines.

It was agreed that Council officers will refer ‘problematic’ bollards in Centennial Park to the Centennial Park and Moore Park Trust for its officers.to address.

4.12. 2018/19 budget for cycleways and bicycle facilities

A number of initiatives are planned for 2018/19 financial year. Council will

seek to undertake the following, depending on available funding:

Queens Park route

Bike parking

Clovelly Road pedestrian refuge

Bicycle wayfinding

Fern Street bike symbols

Bream St contraflow

Pinch point on Malabar Road

Meeting discussion

Mr Vincent noted there were a number of submissions made to increase

funding for bicycle facilities in the 2018/19 budget, and queried the bicycle allocation in the recently determined Council budget.

Mr Lehmann stated there was no additional $100,000 provided from RMS to supplement the RCC bicycle budget.

4.13. Darley Road - slip lane into York Road

(Initiatives for Bicycle Riders list no. 18/13)

Concerns about the conflicts experienced by large numbers of people walking into and out of the Centennial Park gates at the Darley Road / Avoca Street / York Road intersection (Musgrave Avenue Gates), at certain times, has been

raised with Randwick Council.

These people are either joggers, pram pushers, bike riders, pedestrians or

“scooters” etc.. At peak ‘walking’ times tens of persons may have to wait for the traffic signals to change by standing upon the small (7x7x10m) triangular traffic island at the intersection. These people may also have with them their

‘equipment of choice’ - be it a pram, a bike, a scooter….or some other thing. This all creates challenges for people using this small space.

This traffic island is created by the ‘slip lane’ provided for drivers and riders wanting to turn left from Darley Road (eastbound) into York Road (northbound). The existence of the slip lane, in a place of significant people

movement, creates regular conflicts between users; despite the existence of a pedestrian (zebra) crossing across the slip lane. Motorists turning left are

often focussed on the movement of motor vehicles traversing the intersection and sometimes do not notice people walking in this area.

It has been suggested that removal of the slip lane and incorporation of the left turn movement into the signalised intersection would improve significantly

the situation for people who are walking or riding in this area.

One outcome of the removal of the slip lane could be significant queues extending back along Darley Road. To assess the likely impact of such a

change Randwick Council proposed for an intersection analysis of this site to be undertaken. Given that the location sits on the boundary between

Randwick and Waverley Councils (the boundary being along the line of the Centennial Park wall) agreement was reached with Waverley Council that each Council would contribute 50% toward the analysis.

The analysis has recently been completed and will be reported upon at the Committee meeting.

Meeting discussion

Mr Lehmann informed the Committee that the report showed the removal of

the slip lane would result in sizeable delays surrounding the intersection. However, a request for changes would be submitted to RMS for consideration.

BIKEast members highlighted the need for broad investigation around the

various options to be provided, including the possibility of increasing the size of the refuge island, and planning for any future cycleway along Darley Rd.

Advisory Committee recommendation:

That Council officers provide data and analysis to RMS to facilitate discussion regarding improving safety for people walking and cycling at this intersection.

4.14. Darley Road line marking (Initiatives for Bicycle Riders list no. 18/44)

New line marking is required on Darley Road, between Market Street and

Carrington Road, beside Queens Park. Council is investigating the possibility of a wider traffic lane in the uphill direction.

Meeting discussion

Mr Lehmann explained that by offsetting the centreline, it will allow extra space for cars to pass bike riders heading up hill. It would be expected that

many bike riders travelling downhill will occupy the middle of the travel lane, without the need for cars to overtake.

Ms Poon requested that bicycle logos be investigated and if implemented, be placed in the middle of the travel lane when the road width was constrained

(i.e. near pedestrian refuges etc..).

4.15. Clovelly Road and Darley Road pedestrian refuge

Design work has commenced on the pedestrian refuge. Below is a proposed

layout.

Meeting discussion

Mr van den Dool asked Council to consider lowering the level of the shared

path on the north side of Darley Road to maintain its width, instead of installing a ramp. This was agreed to.

Councillor Neilson stated that she would put forward a notice of motion for a

‘no right turn’ sign to be installed at the end of Clovelly Rd, to improve safety for people driving, walking and cycling at the intersection.

That council officers consider the suggestions raised and finalise the design for construction.

4.16. Alison Road and Wansey Road shared path opening (F2010/00077-KS)

Transport for NSW have indicated that the shared path on the south side of

Alison Road from Darley Road to Wansey Road, and along Wansey Road to Arthur Street is likely to be opened in September 2018.

Advisory Committee recommendation:

That the information be received.

4.17. Suggested line marking - Clovelly

Road & Coogee Bay Road (F2010/00077-KS)

At the last meeting of this Committee a suggestion was made to install line marking as

per Page 22 of the NSW Bicycle Guidelines along two roads. The two roads suggested were

Clovelly Road from Darley Road to Clovelly Beach, and

Coogee Bay Road from Avoca Street to Coogee Beach

Clovelly Road has been identified by the Council

as the eleventh (11th) highest priority for treatment as a bike route. The bicycle route

priorities were developed from community feedback in 2015 when the Council identified Clovelly Road for a protected bike lane between

Centennial Park and Clovelly Beach. Clovelly Road operates as a major collector road

between Darley Road, Frenchmans Road and Clovelly Beach. It has significant daily traffic volumes (more than 10,000 vehicles per day)

and frequent bus services. Many parts of Clovelly Road are narrow and it will be

challenging to fit a separated cycleway.

Coogee Bay Road was not identified as a priority route by the Council following community

consultation in 2015. Alternate routes using Dolphin Street and Judge Street, and, also using

Carr Street to St Pauls Street at The Spot, were prioritised as priorities 5 and 9 respectively.

Traditionally, Council bike routes have been proposed for the novice or

cautious riders. They have been installed along routes that are less stressful than the main roads. Novice riders can gain confidence on ‘quieter’ streets

identified on Council maps and indicated by signage and bike logos. It was acknowledged that more confident bike riders would be comfortable using the busier roads.

The rationale for using bicycle symbols only, also has to be carefully considered. Are they used to alert motorists to expect bike riders? Are they

used to identify known ‘squeeze points’? Or, are they used to identify bike routes along alternate, quieter, roads which will be less challenging for the novice / cautious bike riders?

Given the priorities for bike route implementation adopted by the Council in 2015, following considerable community consultation, it is considered that

Clovelly Road and Coogee Bay Road not be treated with the suggested bicycle line marking, at this time.

In addition it is considered that further research into the use of line marking /

bike logos be undertaken and reported back to the Advisory Committee.

Meeting discussion

Mr Vincent requested that Council install bicycle logos to raise awareness of bike riders on these two routes.

Mr Lehmann drew attention to the risk of inviting novice bike riders onto busy roads. He stated that more research was required.

4.19. Cycling and Walking Map update (D03267984-KS)

It has been suggested that the current Council walking

and riding map is not current and needs updating. Also, it has been suggested that the Council should develop a map showing just cycling routes and / or a shared path

only map.

In producing resources for the use by the whole

community the Council ensures that such resources are useful for the many varied users. Having a different suite of maps for off-road bike riders, shared path riders,

walkers, runners etc. would be challenging and resource intensive. It is considered that the current Randwick

Council Cycling and Walking map should be reviewed and updated in a similar form to the current map. This will result in a resource that is appropriate for the needs of

the many different users in the area.

4.20. Bicycle NSW email regarding shared paths and footpaths

4.21. Further discussion on Item 4.1 Hospital Development from the July Traffic Committee

With regard to the major redevelopment of the Prince of Wales Hospital campus, BIKEast provided comments for the Traffic Committee’s

consideration as follows:

The hospital precinct is a large area which forms a barrier for walking

and cycling movements in all directions and every opportunity should be taken to provide fine-grained public access through and around the precinct.

Parts of the precinct include the potential for future regional cycleways, such as the route from Coogee Beach to UNSW

The precinct already generates significant foot traffic and some bike traffic. There are strong needs and opportunities for improvements including end-of-trip facilities.

During construction pressures on the transport system often lead to compromises which unduly affect the walking and cycling environment.

BIKEast requests that strong consent conditions be defined to safeguard existing walking and cycling infrastructure, enhance these facilities where possible and to provide continuous, safe and convenient

walking and cycling access during construction.

Mr Lehmann explained that Council officers are in discussion with Health Infrastructure regarding their campus development (Randwick Campus Redevelopment). Council will make a submission when appropriate.

Ms Poon asked about future car parking changes during construction, especially along Botany St. Mr Lehmann advised that Council officers will

review proposed Traffic Management Plans.

It was also noted that many hospital staff live nearby and may use active

travel if there were safer routes.

Council staff recently met with Transport for NSW staff and toured the Randwick LGA and surrounding areas.

Following the Future Transport 2056 strategy, Transport for NSW is engaging with stakeholders to further their plans in the South East Sydney region. The meeting was a starting point in this process.
