    The structured functions and procedures of this protocol and the relationship with other layers and entities are describedin general terms in !"## T+ 21.006.

    The procedures currently described in the present document are for the call control of circuit;switched connections

    The networ8 determines when the traffic channel is to be assigned. The assignment may be performed at anytime after call establishment has been initiated in the fixed networ8. In the following the case is consideredwhere the networ8 will only allocate a traffic channel after the called party has answered the call %late

    assignment.

    &s in a an &5,'TIN" message is sent to the mobile station when user alerting has been initiated at the calledside. If the ringing tone is needed it has to be generated locally at the mobile station as no traffic channel isallocated. *hen the called party has answered the networ8 will initiate the channel assignment procedure inorder to allocate a traffic channel to the mobile station.     The networ8 assigns the traffic channel at the earliest possible moment i.e. in the immediate assignmentprocedure.     &uthentication and ciphering are treated by the networ8 in the same way as defined for the mobile originating callestablishment %subclause 6.!.2. &fter ciphering has been started the networ8 sends a +,T3# message to the mobilestation.
