Dear Friends and Colleagues,

It’s my pleasure to welcome you on behalf of CWEA’s Pretreatment, Pollution Prevention, and Storm Water (P3S) Committee, to the Thirty-Fifth Annual CWEA P3S Conference, on February 25-27th, 2008 in the coastal City of Long Beach.

If you’ve attended one of our conferences, you won’t be disappointed with what we’ve got in store for you. Long Beach, with its beautiful location nestled next to Santa Monica Bay is the ideal setting for water quality professionals from: public agencies, non-profit advocacy groups, and the private sector, to converge, share ideas and debate water quality issues.

This year’s conference will provide attendees with comprehensive training and networking opportunities. Officials from EPA, State, Regional Water Quality Control Boards and local municipalities will be present. We’ll hear experts from EPA, as they provide an all day Pretreatment Training Program. Also, EPA officials are doing “double duty” by providing Storm Water Training with assistance from the State and Regional Water Quality Control Board officials. Our colleagues from Cal FOG will provide all day training for those wanting to learn more about Fats, Oil, and Grease Programs, so critical to water quality protection.

In addition, we’ll hear about the important issues related to marine debris and its impact on our oceans, as well as, some of the important initiatives currently being proposed by advocacy groups and state organizations.

The Long Beach Conference Center at the Hilton Hotel is incredibly accessible for both local and out-of-town guests, whether you’re traveling by plane, train, or automobile.

Conference HighlightsOPENING GENERAL SESSIONThis year’s opening session will feature an impressive slate of top wastewater and storm water regulators at the local, state, and national level. The Director of the Department of Toxic Substances Control, the Director of the Water Enforcement Division at US EPA Headquarters, the Chair of the State Water Resources Control Board, and the Vice-Chair of the Los Angeles Regional Water Quality Control Board will discuss the latest regulatory updates that affect you and will be available to take your questions. The ses-sion will conclude with Heal the Bay and Surfrider updates on clean water priorities.

SPECIAL LUNCHEON ACTIVITIESMonday’s luncheon will feature industries being presented awards that have demonstrated outstanding and innovative solutions in multi-media waste management. During this awards ceremony, Joe Lucia will present the “Order of the Silver Cover Award” to the person that ex-emplifies volunteerism and support for the CWEA P3S Committee. John Boyd and Tim Potter will present the “Facility of the Year” award.

Tuesday’s luncheon will feature Captain Gor-don Graham, back by popular demand, a CHP officer who is also an attorney and a consultant specializing in risk management. The entertain-ing and practical Captain Graham will deliver the keynote address entitled “Tactical Report Writ-ing,” something we all need skill in doing.

Wednesday’s luncheon will feature Alexis Strauss, the Director of the Water Division at EPA Region IX. Alexis will be providing an update on current water issues, regulatory initiatives, and an overview of water programs in the Pacific Southwest.

MONDAY AND TUESDAY EQUIPMENT & SERVICES EXHIBITIONThe conference will include an “Equipment and Services Exhibition,” which will feature a selection of products and services of interest to wastewater and storm water professionals. Greg Kent from Bio Clean Environmental Services has

provided a wide array of exhibitors that provide products and services that enhance the Pretreat-ment and Storm Water industry. The manufactur-ers’ representatives will be on hand until 7 P.M. Monday for an exhibitor hosted reception to explain their services/products and to answer questions. Don’t miss it!

AN EVENING ABOARD DUELING TALL SHIPS AT RAINBOW HARBORTuesday evening, confer-ence attendees will enjoy a historic battle of tall ships in the waters beyond

the Queen Mary. This entertaining evening will begin after sessions end on Tuesday, at 5 P.M. Our group will take a shuttle to the Pine Avenue Pier at Rainbow Harbor where attendees will board two tall ships, the American Pride and the Privateer Lynx. Food and drink will be provided on board. The Dueling Ships at Rainbow Harbor is included with conference registra-tion; spouses and guests are also welcome for a $20.00 fee. Space is limited, so be sure to reserve your seat on the conference registration form. When you arrive at the conference, confirm your attendance by completing a “Waiver of Liability and Indemnity Agreement.” Bring a warm jacket and leave high heel shoes behind; this is a 2½ hour adventure on the high seas. Hang on to your pirate hats... Arrh Mateys!

EPA STORM WATER TRAININGOn Monday afternoon, Amy Miller will moder-ate EPA storm water training. Ms. Miller has put together an excellent line-up of topics and trainers for this session. The training will provide information on MS4, construction, and industrial permitting, as well as enforcement on all of the aforementioned topics. Representatives from the RWQCBs of Los Angeles, San Diego, and Santa Ana, as well as speakers from SWRCB and EPA will all be trainers for these storm water sessions. This session is always filled with lively debates you won’t want to miss!

ALL DAY WORKSHOPSEnvironmental Compliance Inspector TrainingThis one-day training conducted on Tuesday is geared toward both new and seasoned inspec-tors. Bill Garrett and Bellete Yohannes have brought together a great list of veteran trainers. Speakers will present the inspector’s role in the

Pretreatment Compliance Audit process from the City of Los Angeles as well as the Orange County Sanitation Districts. Storm water case studies and dry weather urban runoff acceptance at Publicly Owned Treatment Works will be dis-cussed. Topics also include how to maintain an industrial user inventory, how to investigate liquid waste haulers and how to monitor Slug Discharge Control Plans. The session ends with a panel discussion on inspection issues led by Southern California’s most experienced inspectors.

EPA Basic Pretreatment TrainingBack for a return engagement, Keith Silva and Greg Arthur, EPA Region IX, will provide comprehensive training for newcomers to the Pretreatment field and those veterans who are returning for a refresher. Mr. Silva and Mr. Authur will provide the tools needed to start and oper-ate a successful Pretreatment Program. They’ll give their insights and updates to the National Pretreatment Program. This session is always jam packed so arrive early!

Fats, Oil, and Grease Control Program Training Cal FOG is providing its first training at a P3S conference in the south. Cal FOG’s training is always up-to-date with the latest technical information for those starting a FOG program or wanting to enhance a current FOG program. Trish Maguire will moderate this training and John Shaffer and Stan Steinbach from Environmental Engineering and Contracting will be the trainers. This program provides an excellent overview of FOG basics and advanced techniques to improve existing FOG programs. The workshop provides a comprehensive framework of FOG program information from which inspectors and adminis-trators can draw from when implementing their individual agency FOG programs. This is a proven workshop that also provides field training related to grease interceptor inspection and cleaning.

CWEA CONTACT HOURSThe P3S Conference offers CWEA Contact Hours, so be sure to hand in your contact hours form pro-vided with your conference packet. Forms will be stamped at the end of each session. Don’t forget to turn in your completed form at the end of the conference. There are approximately 19 hours available for attending the full conference.

P3S COMMITTEE MEETINGPlease plan to join current P3S committee members on Tuesday from 7:30 am to 8:30 am to discuss committee issues related to training needs of committee members. Committee volun-teers invite you to attend and have breakfast. We are always looking for volunteers interested in supporting a great committee and organization!

Payment Guidelines for Conference Registration: All fees for conference registration shall be paid in full at the time of pre-registration or on-site registration. Full payment may be made by credit card, personal check or company/agency check. Purchase orders are acceptable and must be attached to the registration form. Registrations received by CWEA without full payment or purchase order will not be processed.

Refund Policy: Written cancellation notice is required, and must be received at least 30 days prior to the conference date. A 25% service fee shall be retained on all cancellations. No refunds shall be given for cancellations made less than 30 days prior to any conference.
