Background

• During the September VVWG meeting, the team presented the necessity of establishing an IEEE M&V Standard by sharing an overview of data related anomalies and a comparative study of three conventional methodologies

– The study compared three different methodologies – comparison-based, linear regression and deemed CVR factor

o For the same feeder, the three methodologies led to different savings

– The team also discussed the impact of data assessment on saving’s evaluation

• The conclusion was to form a Task Force to study the need for a recommended practice or a standard on M&V.

• An eBallot for approval to form a Task Force was sent out to the VV WG on Sept. 9th, with the final decision to kick-off the Task Force made on Sept. 21st.

• Proper data cleansing and reconstruction are required before utilizing them in the model/methodology

Methodology

• What methodology(ies) should be studied?

– Comparison (i.e., comparing a circuit with CVR with another similar circuit without CVR)

– Comparison (i.e., comparing the same circuit with on and off days considering impacts of different factors such as season, temperature, time of the day, on/off status, etc.)

– Regression (i.e., establishing the analytical relationship among load, voltage, temperature, season, type of the day, time of the day etc. through statistical analysis)

– Simulation (i.e., simulating the same circuit with and without CVR to estimate the benefits)

• What variable(s) need to be included in the algorithm?

• Are the methodologies used only for CVR factor calculation?

– Is the CVR factor calculated system-wide or feeder by feeder?

• Define pros/cons? What are different utilities doing?

– Should the seasonal CVR factor be considered?

– Are the savings calculated using the baseline consumption multiplied by the % of voltage reduction and the CVR factor? Or the savings is calculated from the comparison of power consumption?

– How do we define if a CVR factor is valid?

– How will the savings of a feeder be calculated if feeder by feeder calculation is opted and CVR factor was invalid?

– What approaches should be taken to extrapolate the CVR factor for invalid feeders?

• Should the line-losses be considered while taking the feeder-head data for analysis?

Proposed Study Design Steps

In a nutshell, the followings steps may need to be taken to complete the study. Some of these steps may need to be taken on the utility and some steps need group collaboration.

• Step 1: Define data requirement and design the template

• Step 2: List the data sources for each study utility willing to participate in the study

• Step 3: Select the feeder types based on different factors(i.e., RCI mix) and # of feeders

• Step 4: Acquire data in different resolution

• Step 5: Define the scenarios based on the data availability, feeder type, resolution etc.

• Step 6: List data quality items and define the cleaning process

• Step 7: Methodology selection and modify, if required

• Step 8: Develop scripts to exhibit listed data quality statistics and run on the selected methodology

• Step 9: Run each methodology based on the defined scenarios and compare the results

• Create a feedback loop for collaboration

• Identify utilities who want to participate in the study

• Collectively define the tasks to conduct the study

• Call for volunteers to help based on the tasks
