Customs chief declaresEXODUS successful

U.S. Commissioner of Customs Wil-liam von Raab has acclaimed as anoutstanding success the agency’s effortsto curb the illegal outflow of defense-re-lated strategic materials and technologyto Eastern-bloc nations.

Commissioner yon Raab said the six-month old enforcement program, code-named "Operation EXODUS," has ac-counted for the detention of more than350 shipments of strategic materialsworth about $23 million. According tovon Raab, much of the seized merchan-dise would have been diverted to Soviet-bloc countries to beef up their militarystrength.

Commissioner von Raab is askingU.S. technology-producing businessesand the shipping community to be alertfor possible export violations and toreport this information to U.S. Customs.

Operation EXODUS, begun last Oc-tober to curb the illegal exportation ofhigh-technology information and

strategic materials, is being coordinatedwith the Departments of Commerce,State, Justice and Defense. Shipmentsdetained to date for violations of U.S.export control laws included: aircraftparts, communications equipment, com-puters and computer parts, electronicnavigation systems, laser systems,military parts and equipment, and semi-conductors.

Corps names district counselThomas H. Moore, formerly an assist-

ant division counsel for the LowerMississippi Valley Division of the Corpsof Engineers, has been named districtcounsel for the Galveston District.

Moore will have overall legal respon-sibility for district operations, includingenvironmental, regulatory, planningand contracts, plus coordination oflitigation with the U.S. Attorney’s of-rice.

A native of Mt. Vernon, II1., Mooreattended the University of Illinois beforecompleting his bachelor’s degree, andsubsequently his Doctor ofJurisprudence at Memphis State Univer-sity in 1969.
