During the past 12 months, we have provided training under the following headings: Customs Broking Customs Tariff Interpretation Customs Valuation and Origin Preference Advanced Customs Tariff by specific Chapter Freight Forwarding IATA Dangerous Goods IATA Aircraft Load and Restraint Regulated Air Cargo Agent A total of 763 people attended CBAFF Courses during the year. To meet New Zealand Customs Service requirements for standards and in the absence of Customs Licensing, CBAFF conducts examinations associated with the Customs Broker, Customs Tariff Interpretation and Customs Valuation and Origin Preference. A pass-mark for these examinations of 80% is required. Success in the three examinations allows the applicant to make application to NZ Customs Service for a Unique User ID to facilitate the lodgement of electronic Customs entries and make a formal declaration to NZ Customs Service. A total of 378 examinations were taken during the year. Declarant Performance – NZ Customs Service has initiated discussion with CBAFF and CAPEC representatives in respect of the accuracy and therefore performance of Customs declarants. CBAFF has prepared proposals to enhance the training that is currently offered and to extend it to ensure that there is a regime of greater accountability within the framework of legislation and audit processes. We have been in discussion with CAPEC to ensure that both organisations are able to support the proposals and achieve industry buy-in. Proposals include for new UUI holders - they have a probation period; structured refresher courses available; a penalty regime of demerit points; an audit programme to be developed – can be conducted by employer or CBAFF appointed person; NZCS must advise employer of issuance of notice to declarants on first instance. There are 8000 current Unique User ID holders. NZ Customs are looking to amend the requirements for people who work for importer and/or exporters and have developed a Q&A competency assessment for four different types of companies. Apprenticeship New Zealand introduced, as a Government initiative, a ‘new’ Apprenticeship scheme. This is designed to up-skill young people. This project has been embraced by the Industry Training Organisation that covers transportation, logistics, and freight and during 2008 a private training provider developed programmes to allow it to be introduced to New Zealand freight forwarders. It has been taken up successfully with some 80 young people paying a minimal sum weekly, attending weekly classes and undertaken in-house training. Feedback from members who have staff members participating is generally very positive, seeing greater commitment to the industry from the GenYers. CBAFF has supported this initiative and provides Opportunities New Zealand Customs Service have a program manager who is currently seconded to Massey University, who is engaged to develop a framework for the Centre of Defense and Security Studies. This follows an initiative driven and direct by CEO Martyn Dunn. Massey University is head quartered in Palmerston North and satellite campuses at Albany in Auckland and Wellington. It has for many years operated a Centre of Defense Studies. New Zealand Customs Service has entered a memorandum of understanding for 5 years with the organisation. The centre of defense studies is being renamed Centre of defense and security studies. The first course offering is scheduled for 2011 in 4 subjects- introduction to border security,-introduction to global trade,-ethics and integrity,- intelligence lead enforcement.. These will all be level 100 subjects i.e. first year studies with an undergrad focus. Following on subjects are to potentially include: legal, trans-national crime, dispute resolution , pacific studies, critical thinking. This presents a potential for CBAFF contribution to the training eg a component of the introduction to global trade could be the role of brokers and forwarders or an offering with CAA to the introduction to border security. CBAFF is now developing its strategy around contribution and involvement.

FIATA The CBAFF Training Programme that has been accepted as the FIATA Diploma in International Freight Forwarding is to be re-approved at the forthcoming FIATA Congress. This is a programme that is offered by MIT and was first approved in 1998. Delivery of this programme is undertaken by the Manukau Institute of Technology. .
