SCOPE OF WORK:  

Koontz Electric Company, Inc. (KECI) was awarded the subcontract to replace the 15KV 1000MCM feeders from the existing transformers in the switchyard to Units 1 through 4 switchgear. 

This was accomplished by first taking down the #1 transformer in the switch yard that is fed by units #1 & #2.  KECI then removed the old cables, (6) per unit, from the transformer to the unit breakers. Modifications had to be made to each unit and to each transformers buss system.  Once POTHEADS were removed and new Micarta top hats installed, KECI was responsible for cutting, re drilling and prepping buss for new terminations.  KECI pulled in new 1000 KCMIL cables and terminated at each breaker section.  Finally, each cable was high potential tested to meet manufactures recommendations.

Once transformer #1 was completed, KECI repeated the same process for transformer #2 which is being fed by units #3 & #4.

Also noteworthy, was the removal and installation process by which KECI used an elaborate push/pull and pulley system allowing all wire to be pulled hundreds of feet through several offsets and elevation changes without and stress on the cables or the tray system.

SCOPE OF WORK:  

This project included the design, fabrication, installation and startup of two GSU Transformers, K1A and K2A at the Bureau of Reclamation’s Folsom Powerplant in Folsom, CA.  K1A is a three‐phase, 60‐hertz, outdoor, generator step‐up type unit.  This unit has a capacity of 80MVA and a voltage rating of 115/13.8kV.    K2A is a three‐phase, 60‐hertz, outdoor, generator step‐up type unit.  This unit has a capacity of 80MVA and a voltage rating of 230/13.8kV.

Koontz Electric purchased the new transformers from Delta Star and worked closely with their engineering department and the Bureau of Reclamation to ensure specification requirements were met.

Upon arrival to site the transformers were inspected, assembled, processed and tested.  This required close coordination with heavy haulers, crane operators, transformer service technicians and plant personnel.  Once the transformers were onsite, Koontz was responsible for removing the existing units from service and storing them in long term storage.  Koontz worked within the Bureau’s Hazardous Energy program to ensure personnel safety throughout the project.  Along with the units, Koontz also removed existing cooling water piping, surge arresters and all other associated appurtenances.

Once removed, Koontz Electric installed the two units, including high side jumper bus connections, low side isolated phase bus connections, grounding, and anchoring.  The anchor system itself was a custom engineered seismic rated system, which required extensive design and a challenging installation.  Once installed, the units underwent final testing and were turned over to the Bureau for operation. 

After the new transformers were in operation for 6 months, Koontz Electric was required to dispose of the old, stored transformers according to all state and federal regulations.

Upon arrival to site the transformers were inspected, assembled, 

processed and tested.  This required close coordination with heavy 

haulers, crane operators, transformer service technicians and plant 

personnel.  Once the transformers were onsite, Koontz was 

responsible for removing the existing units from service and moving 

them to storage offsite.  This was a challenge, as space at the Fremont 

Powerhouse is very limited.  The powerhouse is accessed by a small 

tunnel that is over a quarter mile long.  Transport trucks were required 

to back down the length of the narrow, downhill tunnel to offload and 

pickup of the transformers.  

Once removed, Koontz Electric installed the six new units, including 

low side jumper bus connections, grounding, and anchoring.  This 

project also included the installation and termination of control cables 

from the transformers to the control room in the powerhouse.  Once 

installed, the units underwent final testing and were turned over to the 

Bureau for operation.  

Koontz Electric was required to dispose of six old transformers 

according to all state and federal regulations.

SCOPE OF WORK:

Contract 07CC308082: Installation Service for Hydroelectric Unit Control Modernization at Hoover, Davis and Parker Dams (IDIQ). 26 Units total at three power plants, scheduled from fall 2007 until spring 2012.  Fourteen task orders, and twenty‐two units have been completed to date.

Each Unit Control Modernization includes removal and replacement of control switchboards, protective relay panels, excitation system, digital governor conversion, SCADA Panel, Gen RTD Panel, and associated wiring.   Units range from 15 to 50 MVA.

Outage time is critical, and with careful planning and maximum pre‐outage preparation, we reduced that time to three weeks for two units.  All outages have been completed on time.

SCOPE OF WORK:  

Rehabilitation of Station Service Turbine Generators at the Philpott

(Secondary Unit) and John H. Kerr (Units A & B) Hydroelectric 

Powerhouses in Virginia.   The scope of work included turbine and 

wickett gate refurbishment, generator rewinds, governor retrofits, 

and excitation retrofits.  KECI rehabilitated two 1250 kVA, 480V 

stations service units at John H. Kerr Powerhouse and one 750kVA, 

480V station service unit at Philpott Powerhouse. KECI 

rehabilitated the  existing station service alternating current hydro‐

generator complete with new stator windings, new coolers, housing 

modifications, new RTDs, new speed sensor and transmitters, new 

interconnecting control wiring to the closest terminal cabinet, and 

all associated accessories. KECI refurbished thrust and guide 

bearings. KECI Removed and disposed of asbestos control wiring to 

the closest terminal cabinet. KECI replaced the existing rotating 

exciter and voltage regulator with a new static exciter fed from a 

new PPT tap of the generator output bus. KECI replaced the 

existing analog electric Proportional Integral Derivative (P‐I‐D) 

governors to electronic digital P‐I‐D. KECI replaced all cooling water 

piping with new. Finally, KECI replaced the penstock butterfly valve 

at the Philpott plant.

JH KERR  POWERHOUSE  REHAB

SCOPE OF WORK:  This project is a $46 million plus major renovation for 

replacement of turbines, restacking and rewinding of generators, 

replacement of GSU transformers and extensive balance of plant 

equipment. The general contractor is General Electric Company 

Hydro, Lachine, Quebec, Canada. Koontz Electric Company was 

award a subcontract by General Electric for the balance of plant 

electrical work. The work consists of:

1. Removing existing GSU transformers and installing (1) 15 MVA and 

(6) 41 MVA new GFE up‐rated transformers, 15kV iso‐phase bus and 

115kV high voltage connection to the switchyard cables.

2. 13,800 volt metal clad switchgear to provide an alternative station 

service power source. The switchgear is connected into existing 

generator iso‐phase bus.

3. Furnish and install a new 2 MVA unit substation. The unit 

substation transformer is fed from the 13,800 volt switchgear above. 

The 480 volt switchgear portion of the unit substation is operated 

synchronized to existing station service generators.

4. Replace the existing 480 volt distribution switchboard with new 

2,000 amp bus switchboard and distribution breakers.

5. Replace the existing telephone relay annunciator system with 

state of the art sequence of events recorder and annunciator system.

6. Replace reactor grounding for generators with new high 

impedance transformer grounding equipment.

7. Install GFE static exciters for all units.

8. Install Digital Governors for all units.

9. Perform all wiring for generator and turbine auxiliaries.

10.Perform asbestos abatement work. (subcontracted)

11.Dispose of PCB bushings.
