Search and Rescue Regulations and the SA Maritime and Aeronautical Search and
Rescue Amend Act, 2002.
Further to the above requirement, the learner must be in possession of Higher Education
Qualification/Diploma/Degree in maritime field (as determined by SAMSA,
National/international benchmark, DOL).

6.International Comparability
Follow international standards and procedures strictly according to the International
Aeronautical Maritime Search and Rescue (IAMSAR) Manual Vol II and South Africa
Maritime and Aeronautical Search and Rescue (SASAR) Act and Executive.
The International Civil Aviation Organization (ICAO) and the International Maritime
Organization (IMO) coordinate, on a global basis, member States’ efforts to provide search
and rescue (SAR) services. Briefly, the goal of ICAO and IMO is to provide an effective
worldwide system, so that wherever people sail or fly, SAR services will be available if
needed. The overall approach a State takes in establishing, providing and improving SAR
services is affected by the fact that these efforts are an integral part of a global SAR
system.
The objectives of the Maritime Search and Rescue Convention are to standardise SAR
worldwide, facilitate intergovernmental direct contact, ensure co-operation between surface
and air SAR units, and provide guidance where needed for development of national SAR
services.
Search and rescue services are defined as the performance of distress monitoring,
communication, coordination and search and rescue functions, including provision of
medical advice, initial medical assistance and medical evacuation, through the use of
public and private resources, including cooperating aircraft, vessels and other craft and
installation
7. Rationale
Search and Rescue (SAR) comprises the search for and provision of aid to persons who
are, or are believed to be, in imminent danger of loss of life. The two operations – search
and rescue – may take many forms, depending on whether they are both required or not,
on the size and complexity of the operation and on the available staff and facilities. Search
and rescue does not include salvage or the saving of property except where the action is
indivisible from that of safeguarding life.

This new qualification is essential in providing confident young people with the required
knowledge to progress in the MRCC structure as it is extremely specialised and difficult to
follow a defined career progression with reflective remuneration of skill levels.

1.1 Purpose of the Work Experience Modules
The focus of the work experience is on providing the learner an opportunity to gain
exposure in the processes and procedures for the notification of distress procedures. The
learner will be required to perform each Work Experience until the Maritime Rescue Co-
ordinating Centre Chief or Supervisor has found the learner competent.

1.2 Guidelines for Work Experiences
1.2.1 WM-01-WE01: Executing distress communication or other emergency and
message formats
Scope of Work Experience
The person will be expected to engage in the following work activities:
WA0101 Concerned with immediate operations and should make provision for all the
stages of the SAR system.
WA0102 Evaluate all the information pertaining to the mission.
WA0103 Classify the SAR mission (uncertainty, alert, distress) if this has not already been
done.
WA0104 Alert the appropriate SAR facilities and organisations that may be of assistance
during the mission.
WA0105 Dispatch the initial SAR force(s), if necessary.
WA0106 Conduct preliminary communications search (PRECOM) and extended
communications search (EXCOM) to obtain additional information on the craft in
distress, its equipment, personnel, etc.
WA0107 Conduct the planning for the execution of the operation. Prepare and promulgate
feasible plans.
WA0108 Keep information on past/present and forecast weather as well as oceanographic
conditions pertaining to the operational area.
WA0109 Arrange crew briefings and debriefings, task SAR facilities and appoint an OSC.

Physical Requirements:
Access to all areas in the operation room in order for the learner to have exposure to all
aspects of occupational tasks
Tools and equipment to conduct occupational tasks
The physical resources in terms of tools, equipment, systems, conditions and interfaces
that the workplace must have to ensure that learners can participate in all work activities
Human Resource Requirements:
Minimum requirements to include entry requirements as prescribed by the International
Aeronautical and Maritime Search and Rescue manual Vol II and General Operator
Certification (GOC)
The learner must have basic knowledge of Search and Rescue principles.

2.1 Purpose of the Work Experience Modules
The focus of the work experience is on providing the learner an opportunity to gain
exposure to the planning requirements, precautions and legislative requirements for
Search and Rescue (SAR) response framework.
The learner will be required to:
WM-02-WE01 Assist in rescue by helicopter
WM-02-WE02 Assist with a rescue by fixed-wing aircraft
WM-02-WE03 Factors involved in rescue by ships
WM-02-WE04 Emergency care
2.2 Guidelines for Work Experiences
2.2.1 WM-02-WE01: Assist in a rescue by helicopter
Scope of Work Experience
The person will be expected to engage in the following work activities:
WA0101 Evaluate the requirement for helicopter rescue
WA0102 Consider environmental factors affecting helicopter rescue
WA0103 Identify appropriate helicopter resource
WA0104 Comply with helicopter resource provider protocol
WA0104 Provide helicopter resource with up-to-date SITREP
WA0104 Inform SAR incident role players of rescue helicopter details
WA0104 Identify helicopter rescue delivery location
WA0104 Issue rescue and delivery plan to helicopter resource
WA0104 Conclude helicopter rescue by landing or hoisting
WA0104 Obtain debrief from helicopter rescue resource

Scope of Work Experience
The person will be expected to engage in the following work activities:

WA0402 Request First-Aid and emergency care to stabilise survivor’s condition
WA0403 Survivor debriefing
WA0404 Life support during transport to ensure that injured survivors’ stabilised condition
is maintained
WA0405 Transfer/delivery of survivors to the selected safe delivery point.
WA0405 Briefing of appropriate receiving authorities at the selected safe delivery point.

3.1 Purpose of the Work Experience Modules
The focus of the work experience is on providing the learner an opportunity gain
experience in the five Search and Rescue stages, supported by the five components,
which are necessary to render Search and Rescue services.
The learner will be required to:
WM-03-WE01 Analyse the awareness stage
WM-03-WE02 Classify the initial action stage
WM-03-WE03 Initiate the planning stage
WM-03-WE04 Prioritise the operational stage
WM-03-WE05 Distinguish the incident conclusion stage
3.2 Guidelines for Work Experiences
3.2.1 WM-03-WE01: Analyse the awareness stage
Scope of Work Experience
The person will be expected to engage in the following work activities:
WA0101 Awareness that an emergency situation may exist
WA0102 Receiving of emergency information by any person or agency
WA0103 Identity follow-up questions if required
WA0104 Activate SAR system

3.2.2 WM-03-WE02: Classify the initial action stage
Scope of Work Experience
The person will be expected to engage in the following work activities:

WA0203 Evaluation and SAR Phase classification of the information alerting SAR facilities,
preliminary communication check, extended communication check
WA0204 Immediate action as circumstances dictate

3.2.3 WM-03-WE03: Initiate the Planning stage

WA0304 Selecting the appropriate search pattern
WA0305 Execute the optimum rescue plan or an attainable rescue plan

Scope of Work Experience
The person will be expected to engage in the following work activities:
WA0601 Movement of Search and Rescue facilities from the safe delivery point to their
regular location
WA0602 Search and Rescue units to return to base
WA0603 Final debriefing
WA0604 Documentation of the Search and Rescue mission
WA0605 Requirements imposed by the operational stage include five functional
components
WA0606 Consists of the geographically defined areas of Search and Rescue responsibility
WA0607 Includes the personnel, equipment and facilities necessary to perform the stages
of the Search and Rescue
WA0608 Consist of all communication through which early detection, alerting, control,
support and co-ordination are maintained throughout the SAR system
