Conservation community unitesto defend marine habitat

In a misguided response to the2010 Gulf oil spill, the U.S. Depart-

ment of Interior issued the Idle Iron directive in October of 2010 order-

ing that all non-producing wells beplugged and any associated structuresremoved within five years of the issu-ance of that directive.

Since then, CCA has worked on andsupported a number of actions to derailthat policy, including the Rigs to ReefsHabitat Protection Act filed by U.S. Sen.David Vitter (R-La.) and Rep. StevenPalazzo (R-Miss.); language implement-ing strict review and reporting require-ments on removals in the Sportsmen’sAct of 2012; the Gulf of Mexico FisheryManagement Council’s decision to be-gin the process of classifying rigs andother vital artificial reefs as EssentialFish Habitat (EFH), and letters fromboth Texas Governor Rick Perry andU.S. Rep. Blake Farenthold (R-Texas) toU.S. Department of Interior SecretaryKen Salazar urging him to reconsiderthe policy.

In June, a coalition of marineconservation, tackle and boating in-

dustry groups also called for a haltto Idle Iron policy in a letter to Secre-tary Salazar, citing the irreparabledamage it stands to inflict on an exten-sive range of marine fisheries and eco-systems.

Additionally, the Sportfishing andBoating Partnership Council, an 18-member committee established to pro-vide input to the Department of Inte-rior and the U.S. Fish and Wildlife Ser-vice on recreational boating and fishingissues, and aquatic resource conserva-tion issues, sent a letter to Secretary

Salazar call-ing for a two-

year moratorium on rig removals.“These towers of metal covered incoral are inactive for years, sometimesdecades. They are a far cry from activerigs engaged in drilling operations inthousands of feet of water,” said Rep.Palazzo. “Rigs and platforms acrossthe Gulf have come and gone over theyears, but the Idle Iron Policy proposesto clear-cut that vast forest of struc-ture. The Idle Iron issue may seemcomplex, but at the end of the day wewould be wise to protect these habi-tats.”

Recently, at abreakfast briefinghosted by theCongressionalSportsmen’sFoundation, Rep.Palazzo pre-sented the concerns of the recreationalangling community over the Depart-ment of Interior’s controversial IdleIron directive and closed by invitingfellow congressmen to sign onto a let-ter requesting a moratorium on rig re-movals. “A temporary moratorium onrig removals related to the Idle IronPolicy is needed to evaluate thosestructures and keep as many as safelypossible in the water,” he said. “Thatiron wasn’t put there to become habi-tat, but that’s what it has become, andit certainly is not ‘idle.’ It is an irre-

placeable, living asset that should beprotected. And as a sportsman from aGulf state, I feel an obligation to pro-tect that habitat.”

The CCA hasworked with Rep.Palazzo on the call for a mora-

torium on the Idle Iron policy,and engaged CCA membership to en-courage their elected officials to addtheir signatures to the letter.

“Rep. Palazzo and others clearlyappreciate the value of those struc-tures as artificial habitat and under-

stand the concernsof the recreationalangling commu-nity,” said PatMurray, CCA presi-dent. “His call for amoratorium is the

latest in a growing chorus of concernsfrom other elected officials, marinescientists and other state and federalagencies. It is time for the Departmentof Interior to heed those concerns andtake a more precautionary approachto these structures.”

Legacy of a Texasfisherman

Ben Kocian could see that redfish and speckledtrout were disappearing from the bays around hisPort O’Connor home, and he took it personally. The

burly artist-designer-illustrator recruited other artists, andwe donated paintings to the first Gulf Coast Conservation As-sociation fund-raising event in Houston. He also producedthat 1978 event’s program, replete with art and feature sto-ries. The program became the Gulf Tide, which became theaward-winning Tide magazine, illustrated and produced byBen and his wife, Cheri, for more than 30 years. Ben’s earlycontributions were acknowledged in 1980 when he wasnamed GCCA’s first Man Of The Year and in 2006, nominatedas Texas State Artist.

Along the way, Ben lent his time and talent to many im-portant conservation projects. He designed powerful imagesthat have become icons of coastal conservation, not only in Texas, but across the Gulfcoast, East coast and now, West Coast states. Ben Kocian joins CCA leaders like DustyRhodes, Jack Cowan, Perry Bass, Bob Brister and Walter Fondren III. Ben Kocian’s ef-forts finally ceased Tuesday, June 12, but he left a legacy of a healthier coast that Tex-ans will enjoy far into the future. –Sam Caldwell

6-8 Fish Fillets 8 oz each / ¼ cup almonds toasted¼ cup sesame seeds toasted / 2 cups cornflakes¼ ??? granulated sugar / 1 ½ T red chili flakes / 1 T Salt 1 cup milk / 2 eggs / 1 cup all purpose seasoned flour6 T clarified butter

In food processor, combine almonds, sesame seeds, cornflakes,sugar, red chili flakes and salt until coarse and crunchy but wellblended. Place in Pyrex dish for dredging. In another dish, whiskegg and milk to make egg wash. Dredge fish in seasoned flour. Passfilet thru the wet mixture then in cornflake mixture, pressing mix-ture onto filet. In a large skillet, heat clarified butter until it shim-mers. Cook filets for approximately 3 minutes per side. Keep warmon cookie sheet until all are cooked.Serve with Aioli or your favorite fish sauce.

Mango Jalapeno AioliJuice of 2 lemons / 1 bunch cilantro leaves (roughly chopped)½ cup Hudson’s Mango Jalapeno sauce (available atHudsonsonthebend.com) 1 cup mayonnaise / 2 cloves minced garlic

Combine all ingredients. Season to taste with salt and pepper.

Reel stories from Father’s DayPast… the ultimate gift!

Father’s Day morning; at 5:30am, DavidMatula accompanied by wife, Lisa and theirdogs, Scrapper and Macey headed out of

Sargent. Several spots did not pay off, until Lisasuggested the Swing Bridge. Matula immediatelygot a bite and told Lisa, “ Get the net and beready”! As Lisa nettedthe redfish, Matulasaw the tag andyelled out, “It has atag!” Off to CaneyCreek Marina theMatulas went to regis-ter the redfish. Sincethen Lisa hasn’tstopped remindingher husband that ifnot for her suggestionto go to the swingbridge and keep fish-ing, he would havemissed out on a newtruck and boat prizepackage. “I willnever forget this Father’s Day fishing trip as longas I live,” said Matula.

On the same morning down the coast, TonyGonzalez invited his two brothers to join him andthe trio arrived at Packery Channel about 6:30am. Gonzalez was fishing near the rocks whenhis line went tight. When Gonzalez got the fishclose, he shouted, “It has a tag!” They took thefish to the official STAR Weigh Station, Roy’s Bait& Tackle, just to check. The weigh station con-firmed it was 2012 CCA Tag #TA424. Everyone inthe store, including Gonzalez, was smiling ear toear, shaking hands and high fiving. “It was a greatfeeling and a very Happy Father’s Day,”saidGonzalez.

Fortunately for David Matula and TonyGonzalez, they were registered and willbe driving home a 2012 loaded Ford F-150

Longtime CCA staffer SamCaldwell takes national art

awards from OWAA.The Outdoor Writer’s Association ofAmerica (OWAA) awarded its top two il-lustration prizes to Sam Caldwell, ofHouston Texas. The first place prize wasfor Caldwell’s painting,“Thirteen Years Old.” Com-missioned by Texas DucksUnlimited for the 2010-2011state art print, the paintingfeatures a 13-year oldhunter and his 13-year oldretriever. Caldwell took thesecond-place award for“Copano Bay Redfish Re-lease,” a Texas bay fishingscene. Caldwell is the edi-tor of Currents, the news-letter for Texas CCA mem-bers.

restoration of pass

Work continues on the restorationof Cedar Bayou as a series ofrecent significant steps

clears the way for sand to fly atthe earliest possible moment.

Aransas County has ap-proved funding to complete finalengineering and surveys for initialrestoration of the pass and hasalso announced that it will annu-ally allocate at least $50,000 to aCedar Bayou Maintenance Fund, a criticalcomponent to keeping the pass open inthe future.“The County is clearly committed to do-ing the project right and making sure thatit succeeds over the long term,” saidRobby Byers, executive director of CCATexas. “This has not been an easy road,but the pieces are really starting to fallinto place. It is a major undertaking, but

we have faith that the partnership be-tween the County, CCA Texas and therecreational angling community will get itdone.”

Aransas County has pledged$948,000 towards the cost of opening thepass, while CCA Texas has pledged anadditional $500,000. The County and CCATexas have partnered to hire a profes-sional fundraiser to secure the remaining

$5.5 million and applications to severalfederal grant programs have alreadybeen made. Addi-tionally, a websitededicated to theproject has beenlaunched to provideup-to-date informa-tion about theproject as well as an

partnership has worked beautifully sofar and it has been the key to movingthis project to reality so quickly.”

Coastal Harbor Engineering hasbeen tasked with proceeding with finalengineering and surveys for theproject, which are expected to take fourto five months to complete. When

those plans are complete and full funding

Early morning topwaters,super action in the surf

August may well be the hottest month for fish-ing. Temperature-wise, yes, but the fishing aswell. Calmer winds, and the opportunity tospend time fishing the surf increases. AroundMatagorda, 20 miles of beach front isaccessable by 4x4 east of the mouth of theColorado River. West, 25 miles of beach frontis accessable only by boat. Any time that thesurf is flat and green you can find me there.

I'll start the morning with top waters, thenswitch to soft plastic or Mirrolures. I key onbait, slicks, and sometimes birds working overshrimp near the beach. The magic of fishing thesurf is the wide variety of fish that your nextcast might encounter. Spanish mackerel, pom-pano, trout and redfish roam the rich green wa-ters.

In East Matagorda Bay on calm days, wewade the mid-bay reefs. Top waters at daylight,then Corkys or Norton Sand Shads can resultin coolers of fat speckled trout. On the southshore of East Matagorda, fishing grass bedsand drains can afford you some super redfishaction. There's nothing more exciting thanwatching a well-placed topwater result in a mas-sive explosion.

In West Matagorda Bay, it's pretty muchthe same scenerio, with a real plus—tripletail!These fish can be found around almost anystructure. An encounter with a 10-20 pound“tail” is pure war on light tackle. Live shrimpfished 4-5 feet under a cork is the ticket for put-ting a tasty tripletail in your cooler. September brings the first hints of fall to themiddle coast. Throwing topwaters to schoolsof redfish while teal strafe the shorelines isabout as good as it gets. If you are a fly fisher-man, look for nervous bait, movement in thewater, and of course, an occasional flaggingtail. And then, here comes great fall fishing.—Capt. Tommy Countz

Bronze bulls and silver kings—surf andlate summer gold standards

Blue water all the way to the sand—but solar-heated, air-clear saltwater paints a challengingpicture for surf waders. Speckled trout and red-fish are sensitive to heat, so the dawn’s earlylight window of opportunity is fleeting. Goodthing, then, that the sweltering weeks beforeand after Labor Day herald the start of Big FishSeason in the tide-carved vicinity of bay-to-Gulf passes.

Tending 9-foot-long surf rods, beachfrontbullfighters catch and release 30-pound-classredfish with delightful regularity. Heavy mono,long shock leaders, wire-pronged surf spiderweights and circle hooks baited with live ordead mullet entice massive bronze bulls thatare invariably jaw-hooked … and, after an un-forgettable fight and a few quick photographs,released unharmed. No boat required.

Outside those same passes, it’s TarponTime. Port O’Connor’s Pass Cavallo, the Colo-rado River at Matagorda, San Luis Pass be-tween Freeport and Galveston... the shallowexpanse from the North Galveston Jetty on upto High Island, the Fish of a Lifetime waits.Hundred-pounders are commonplace. Circlehooks are essential to conservation. It’s a no-guarantees game of open-water hide-and-seek,played from the consoles of slowly-driftingboats by sunburned fishermen who incessantlyscour the horizon with the assist of polarizedshades. Their mission? An aquatic VisionQuest, focused on spotting the liquid-silverglint of a surfaced pod of tarpon “rolling”upcurrent in steady synchronicity.

Hookups are common. Landings are not.Granite-hard jaws are adapted to throwing fish-hooks, circular or otherwise. But the mercurialsilver kings of September are the undisputedgold standard. Be warned— a single, spectacu-lar jump from a trophy-caliber tarpon can hookan unsuspecting angler for life. —Larry Bozka

Now's the prime time for shallow waterfishing on Baffin Bay

The summer is hot in Texas, that’s a fact. But,because shallow water cools off the fastest, it’sthe first place that cools down after a long, hotday and stays cool all night long. Predatorsrange there to find easy food throughout thenight and the early part of the next day, makingit perfect for the shallow water fisherman.

Because of the lack of tidal move-ment in the Baffin and Upper Laguna Madrearea, the secret to finding these perfect fishingplaces starts with water levels and wind-driventide. Keep track of water outflows and influxesand wind blown water by watching real-timereports from stations atwww.tidesonline.nos.noaa.gov. Tracking thewind direction, water level and movementtrends along with air pressures will help todetermine where to start fishing. Whenstarting early in the summer, go as shallow aspossible. Look for tailing redfish and blackdrum in grass mats and along the edges ofgrass and sand. As the sun gets up, stalksilently on the sand looking for the big shapesof redfish, black drum and even giant trout.Toss small soft plastics, like a SaltwaterAssassin paddle tail in natural colors on verylight jig heads (1/16th or 1/32nd oz). A 1/8th ozgold or copper weedless spoon is also deadlywhen sightcasting in a foot of water or less.The best lure presentation is quiet and natural.No prey ever swam up from behind apredator; neither does it swim right into apredator. Fly fishermen do all of the above,but toss small and large flies in natural colorsyou can see, such as seaducers, clousers anddeceivers. Fly fishing is really the bestpresentation in shallow water, but whateveryou throw, be quiet and deliberate.—Capt. As of this writing on June 26, the recreationalfishing season is definitely “on,” as evidencedby the three times I have been down onBolivar and in Galveston for various fishingtournaments. Jerry Niekamp and Ed Gordonhosted their annual HAPL (Houston Associa-tion of Professional Landmen) tourney out ofSea Isle Marina on West Bay. It always amazesme to go to a weigh-in, and see the various fishthat are caught—both size and type. AndyRische won big fish, with a 50 lb. jackfishcaught in the Bay. Many redfish and trout werealso caught.

Two weeks later, Boogie’s Tournament onBolivar was held, and the wind was not realkind. However there were many fish caught—both inshore and offshore. Mandy Wilson wonthe speck division, Christine Grozkowsky wonredfish, Kirk Brenner won the flounder divi-sion, Rocky Chapman won red snapper, EarlFrost won first and second in King, and GregBiesindome won with a good ling.

Will Jenkins and I were able to go downto Sabine Lake not long ago, and again, thewind was a bit rough, so we eased on up in tothe Bessie Heights marsh. It had been a longtime since I had fished up there, but it is a pris-tine marsh, that looks much like Big Pastureand Yates Bayou on East Bay. Gorgeous redfisheverywhere—very peaceful place to fish ifyou get run off the lake.

As of 6/26, there have been 4 tagged redscaught in the STAR tourney, with 2 being veri-fied as legal entrants and winners of the boat,

It is with sadness that I start our article with thenews that a dedicated member of our chapterhas passed away. Mrs. Don “Marylyn” Bushadied on May 27, 2012. She was a highly moti-vated person whose efforts made all of our KidFish and fundraiser/banquet events happensmoothly and effectively. Marylyn loved herCCA chapter and she will be missed.

Our chapter hosted our 2nd Annual KidFish on May 19 at the Matagorda CountyBirding and Nature Center ponds. We had 86youngsters ready to go. After enjoying amorning of fishing, everyone was treated to ameal of hotdogs, chips, ice cream and drinks atthe Nature Center Pavilion area. Trophies weregiven by chapter president, Jerry West, to win-ners for the largest accumulative weight of fishcaught in four age categories. As a highlight ofthe awards ceremony, 10 rods and reels werealso given away free to lucky raffle ticket hold-ers.

We want to thank the individuals and busi-nesses who donated funds to make it possiblefor our chapter of CCA to present this event tothe young people of Bay City and surroundingareas. We also want to thank the many volun-teers who took time to help us make this eventa success, and to Drew McGinnes of “ServeOutdoors Inc.” for providing all the fishingequipment at the ponds.

Our 4th annual CCA Fundraiser/Banquetwill be held Friday, AUGUST 17th, at the BayCity Civic Center. MARK YOUR CALEN-DARS. We will have live and silent auc-tions which will include fishing and huntingtrips, select artwork, and many other greatitems. We will also have our card games for apair of custom boots and an IPad. Another rafflewill be a custom AR-15, last year this gun wasa very hot item!

A new game we will have this year is a 10Gun/10 Yeti Cooler raffle. We have pistols,rifles, and shotguns. In addition to the guns, wehave 10 coolers ranging in size from 35 quartto 250 quart. Tickets are only $100 each. Only250 tickets will be sold. That’s a 1-in 12.5chance to win a prize ranging from $400-$800.Who doesn’t need a new gun or Yeti cooler?
