Arvind Kumar Jain was appointed as the new Director General (DG) of Uttar Pradesh (UP) Police. He will serve the post for just two months as he is due to demit the office on 31 March 2015. Jain succeeded Arun Kumar Gupta who retired as the DG Police of Uttar Pradesh on 31 January 2015.

World Wetlands Day was Observed On 2 February

World Wetlands Day was observed across the world on 2 February. The theme for the world wetland day 2015 is Wetlands for our future. This day marks the date of the adoption of the Convention on Wetlands also called as Ramsar Convention on 2 February 1971 in the Iranian city of Ramsar. For first time, WWD was celebrated in year 1997 and since then it is observed every year.

Sergio Mattarella, a constitutional court judge, has been sworn in as Italy’s new President on 3 February. He is the 12th President of Italy since the country became a Republic after World War II. Sergio Mattarella was elected as the President of Italy on 31 January 2015. He succeeded Giorgio Napolitano, 89, who stepped down from the post in January 2015 citing signs of fatigue.

Haryana, the Manohar Lal Khattar government on 3 February launched online registration of land deals in all tehsils of the state. Initially, the facility was offered in only eight tehsils. After the successful implementation of the pilot project during past more than a month, the facility will be available in all 130 tehsils and sub-tehsils of Haryana. Under the new system, documents for land registration have to be submitted at e-Disha centres, where a helpdesk will provide information regarding stamp duty and collector rates. The help desk will fix the appointment date of applicants with tehsildars for registration of sale deed.

UN Human Rights Council has appointed former US judge Mary McGowan Davis as the new head of a UN inquiry into the 50-day Gaza conflict last year, replacing William Schabas who quit this week after a controversy. Earlier, McGowan Davis had served as a justice on New York’s Supreme Court, and chaired the UN follow-up committee to probe into the 2008-2009 war between Israel and Hamas.

Kolkata Becomes First WiFi-enabled Metro City

Kolkata, West Bengal’s capital city, has become India’s first fully WiFi-enabled metro city. Reliance JIO is reportedly providing the services. The WiFi services will be initially free of charge. The services inaugurated by the West Bengal chief minister, Mamta Banerjee have been first made available at Park Street. It will be next available in the Ghariahat-Gol Park area of South Kolkata and accordingly by the end of April 2015, the whole city will be WiFi enabled.

LC Goyal Takes Charge As Union Home Secretary

LC Goyal on 5 February took charge as the new Union home secretary replacing Anil Goswami who had resigned on 4 February. Anil Goswami was given the marching orders after he admitted that he had called up CBI officers to dissuade them from summoning former Union minister Matang Sinh in the Saradha scam. Goyal, a 1979 batch IAS officer belonging to the Kerala cadre, was secretary, rural development ministry. He has earlier served as joint secretary (internal security) in the home ministry from 2002 to 2007. He will have a fixed tenure of two years.

Veteran Marathi theatre Artist Atmaram Bhende Died

Veteran Marathi theatre artist and film actor Atmaram Bhende, considered the doyen of Marathi experimental theatre, was died in Pune, Maharashtra. He was 91. He was considered the doyen of Marathi experimental theatre and had graced the Marathi stage for more than six decades. Atmaram Bhende was born in May 1923. He was affectionately called as Bapu by colleagues and coworkers. Between 1954-60s, he was the Joint Secretary of the Marathi Natya Parishad and was first to introduce the concept of revolving stage in Marathi theatre. In his 6 decade long acting career, he has acted in various Marathi, Hindi films and also in TV shows. He also had appeared in English plays and had translated two of the American playwright and novelist Thornton Wilder’s plays into Marathi.

Adani Enterprises To Set Up Country’s Largest 10,000 MW Solar Plant In Rajasthan

The Rajasthan Government and Adani Enterprises Ltd., signed a memorandum of understanding (MoU) for developing solar parks with a capacity of 10,000 MW in the next ten years. The MoU was signed by Adani Enterprises CEO Vineet Jain and Rajasthan Renewable Energy Corporation Managing Director B. K. Dosi in the presence of Chief Minister Vasundhara Raje. Adani Enterprises, the flagship company of the Adani group, will develop solar parks having a capacity of 10,000 MW in the next ten years. Of these, solar parks of 5,000 MW capacity will be developed in the next five years. Adani Enterprises will set up solar power projects of 5,000 MW on its own as part of these solar parks in addition to solar manufacturing units and power evacuation system.

Four New Fish Species Discovered In Kerala

Four new fish species named Puntius nelsoni, Puntius nigronotus, Systomus chryseus and Systomus rufus have been discovered in Kerala.They were discovered by Mathews Plamoottil, a zoology professor at Baby John Memorial Government College in Kollam. These new fishes have been deposited in the museum of the Zoological Survey of India at Kolkata and Kozhikode.

An Indian American researcher at Kansas State University (KSU), Gurpreet Singh, has been given a $500,000 National Science Foundation CAREER award, which will help him further his research on nanosheets, and help organize educational activities for high school students and teachers. Singh will use the award to develop ultrathin metal sheets that can help produce better rechargeable batteries, supercapacitors and catalysts for photoelectrochemical hydrogen production.

SpaceX Falcon 9 Rocket Successfully Launches From Cape Canaveral

An unmanned SpaceX Falcon 9 rocket carrying a space weather satellite has successfully launched from Florida’s Cape Canaveral Air Force Station on its third attempt. This satellite will be used by the United States National Oceanic and Atmospheric Administration (NOAA) to monitor the Sun.The satellite will collect the information on solar storms and will monitor changes in solar wind and provide warnings on hazardous outbursts from earth to warn forecasters. It will also help forecasters to predict changes which affect satellites, power grids and communication systems.

Odisha Chief Information Commissioner Tarun Kanti Mishra Resigned

Odisha Chief Information Commissioner (CIC) Tarun Kanti Mishra resigned from his post on 12 February. A 1975-batch IAS officer, Mishra is also is associated with several cultural activities besides discharging his duties and responsibilities as an administrative officer. Mishra retired from the government service in August 2010. Post-retirement, he was appointed at the state level selection committee meeting chaired by chief Minister Naveen Patnaik. On 15 November 2010, he was appointed as the Chief Information Commissioner of Odisha by replacing D.N. Padhee. Mishra has also written several books and compilation of short stories. He was also awarded with the prestigious Odisha Sahitya Academy Award for his significant contribution to Odia literature.

Aam Aadmi Party (AAP) leader Arvind Kejriwal was sworn-in as 8th Chief Minister of Delhi on 14 February 2015 in Ramlila Maidan, Delhi. Lieutenant Governor Najeeb Jung administered the oath of office and secrecy to Kejriwal. In 2015 Delhi Assembly elections, AAP staged a historic victory by sweeping 67 of the 70 seats. This will be Arvind Kejriwal‘s second term as Delhi Chief Minister. Earlier in February 2014, he had resigned after running a 49-day government with the support of Congress.

India Successfully Test Fired BrahMos Missile From INS Kolkata

India on 14 February successfully test-fired its 290-km range BrahMos supersonic cruise missile from the Navy’s newest destroyer INS Kolkata. The launch off the Goa coast was flawless and the missile met all its designed parameters. INS Kolkata, which was commissioned by the Indian Navy on August 16, 2014, has the capability of firing the highest number of BrahMos missiles. While a ship normally has the capacity to fire eight missiles, INS Kolkata can fire 16 BrahMos missile in salvo mode. This is the first ship of this class, with two more in the pipeline.

3-D Vaccine Adds New Dimension To Cancer Research

Researchers recently developed a new 3-D vaccine that may be crucial to using the body’s immune system to defeat cancer and infectious diseases. The vaccine is composed of nanoscale silica rods, which are administered via injection. Once inside the body, the rods group together into a scaffold-like structure. This structure is then able to draw in immune cells and teach them how to take on threats to the body. International Mother Language Day Observed Across The World On 21 February

International Mother Language Day (Bhasha Divas) was observed across the world on 21 February 2015. This day is observed with an aim to promote awareness of linguistic, multilingualism and cultural diversity. International Mother Language Day was announced by UNESCO on 17 November 1999 and was formally recognised by the United Nations General Assembly in its resolution establishing 2008 as the International Year of Languages. It celebrates cultural diversity and commemorates the “language martyr” students of 1952 Bangladesh. In 1952 four students were killed on 21 February 1952 because they campaigned to officially use Bengali as their mother language in Bangladesh instead of Urdu. These students are honored by the encouragement of multiculturalism and the promotion of protective measures for endangered languages. Current International Mother Language Day events include multicultural festivals which promote the hearing of all voices, and display social cohesion, cultural awareness, and tolerance. Chris Gayle Hits First-Ever World Cup Double Hundred

Chris Gayle of West Indies made history on 24 February after he became the first-ever cricketer to score a double century in an ICC World Cup match. He made this record by scoring 215 runs off just 138 balls in a Pool-B match against Zimbabwe held at Manuka Oval stadium in Canberra, Australia. Till now Gary Kirsten’s 188 not out against UAE (in 1996) was the highest score as far as World Cup is concerned. Rana Bhagwandas was appointed as a judge of the Sindh High Court. In 2005 for first time he was appointed as acting Chief Justice of Pakistan (CJP) for few days and again in 2006 during the absence of then CJP Iftikhar Chaudhry. During the Pakistan’s judicial crisis of 2007, he was again appointed as acting Chief Justice. After his retirement from Supreme Court, he was appointed as the chairman of Federal Public Service Commission (FPSC) of Pakistan. In 2009, as chairman FPSC, he had headed the interview panel for the selection of Pakistan’s Civil Servants.

Union Cabinet Approved NTPC’s 15,000 MW Solar Power Projects

The rapidly falling cost of solar power has ignited interest in its potential in Asia’s third-largest economy, which relies on coal for three-fifths of its energy needs while solar supplies less than 1 percent. Railway Minister Suresh Prabhu presented the Railway Budget 2015-16 in the Lok Sabha on 26 February 2015. In his first Railway Budget, Prabhu outlined a plan to invest over 8 lakh crore rupees over 5 years. The size of the Plan Budget has gone up by 52 percent from 65789 crore rupees in 2014-15 to 100011 crore rupees in 2015-16. Kshatrapati Shivaji Takes Over As new CMD of SIDBI

Kshatrapati Shivaji, a 1986 batch IAS officer, has taken over as the Chairman and Managing Director (CMD) of Small Industries Development Bank of India (SIDBI). Shivaji was appointed on deputation basis for a period of three years. Shivaji is currently Principal Secretary (Expenditure), Finance Department in Maharashtra government.

Acclaimed US Actor Leonard Nimoy Died

Acclaimed US actor Leonard Nimoy was died on 27 February in Los Angeles. He was 83. He was best known for his half-human, half-Vulcan character of Mr Spock in the cult sci-fi series Star Trek. Leonard Nimoy was born in 26 March 1931. In 1950s, he started his career in teaching acting classes at Hollywood and making minor film and television appearances. In 1965, for first time he appeared in rejected role in Star Trek as pilot The Cage. From 1966-69, he played the role of Spock in original Star Trek series. The character of Spock had a significant cultural impact and had garnered Nimoy three Emmy Award nominations. He also had appeared in multiple films, television series and video games.

Economic Survey 2014-15

Union Finance Minister Arun Jaitley presented the Economic Survey for 2014-15 in the Parliament on 27 February.

Following are the highlights of Economic Survey:-

Economic Growth :-

* Economic growth at market prices is expected between 8.1 to 8.5% during 2015-16 (based on the new GDP calculation formula)

* Growth rate in 2014-15 is estimated at 7.5%

Fiscal Deficit :-

* Union Government will stick to fiscal deficit target of 4.1% of GDP in 2014-15

* Country needs to meet its medium-term fiscal deficit target of 3% of GDP

Current Account Deficit (CAD) :-

* Current Account Deficit (CAD) to decline to about 1 per cent in 2015-16.

Inflation :-

* Consumer inflation in 2015-16 likely to range between 5 to 5.5%

* Inflation likely to be below RBI’s target by 0.5 to 1% point

* Inflation shows declining trend in 2014-15

* Decline in inflation by over 6% points since late 2013

Foodgrain Production :-

* Foodgrains production for 2014-15 estimated at 257.07 million tonnes; will exceed last 5-year average by 8.5 million tonnes.

Subsidy :-

* Food subsidy at Rs. 1,07,823.75 crore during 2014-15 (up to January 2015), an increase of 20% over previous year.

India on 28 February 2015 observed National Science Day to mark the discovery of the Raman Effect by Indian physicist Chandrasekhara Venkata Raman (CV Raman). In 2015, the theme of the day is “Science for Nation Building”. This year’s theme has been chosen for the purpose of raising public appreciation on scientific issues for the development of nation. This day is celebrated every year on this day to spread a message about the significance of scientific applications in the daily life of the people. The National Council for Science and Technology Communication (NCSTC) in 1986 asked the Government of India to designate 28 February as National Day. Raman Effect is also termed as the Raman scattering and it speaks about the change in the wavelength of light (inelastic scattering of a photon) when it passes through a transparent sample of a chemical compound. This change in the wavelength is caused due to deflection of the molecules. The Raman Effect was discovered by CV Raman and for this discovery he was awarded with the Nobel Prize in Physics in 1930. The American Chemical Society in 2013 designated Raman Effect as an International Historic Chemical Landmark. In 1998 the Raman Effect was designated as a National Historic Chemical Landmark in recognition of its significance as a tool for analyzing the composition of liquids, gases and solids.

International Rare Disease Day Observed On 28 February

Eighth International Rare Disease Day was observed globally on 28 February 2015. The Rare Disease Day annually takes place on the last day of February. To mark the day, hundreds of patient organisations from more than 80 countries and regions worldwide carried-on awareness-raising activities around the slogan Day-by-day, hand-in-hand. The day is observed to raise awareness for rare diseases and improve access to treatment and medical representation for individuals with rare diseases and their families. The Rare Disease day is coordinated by European Organization for Rare Diseases (EURORDIS) and the main objective of the day is to raise awareness amongst the general public and decision-makers about rare diseases and their impact on patients’ lives.The Rare Disease Day was launched by EURODIS and Council National Alliances in 2008.
