Merchant Discount Rate

Context-:

Digital transactions made using RuPay credit

cards or UPI QR codes will not attract

additional charges for merchants or customers

from the beginning of next year, Finance

Minister Nirmala Sitharaman said on Saturday.

Merchant Discount Rate-:

The Merchant Discount Rate is the percentage of

the digital transaction that a merchant pays to

banks. This cost is often passed on to the

customer.

वित्त मंत्री विमभला सीतारमण िे शवििार को

कहा वक RuPay के्रविट कािभ या UPI QR कोि

का उपयोग करके वकए गए विविटल लेिदेि

अगले साल की शुरुआत से व्यापाररयो ं या

ग्राहको ं के वलए अवतररक्त शुल्क िही ंलेंगे।

Merchant Discount Rate-:

मर्चेंट विस्काउंट रेट एक विविटल लेिदेि का

प्रवतशत है िो एक व्यापारी बैंको ं को रु्गताि

करता है। यह लागत अक्सर ग्राहक को दी

िाती है।

Latest announcement-:

All shops, business establishments and companies with

an annual turnover of ₹50 crore or more have been

mandated to offer these modes of payment to

customers.

The Department of Revenue will soon notify RuPay and

UPI as the prescribed mode of payment for digital

transactions without any Merchant Discount Rate

(MDR).

Why RuPay and UPI-:

The decision to choose RuPay and UPI as the platforms

which will not attract this levy, may promote these home-

grown digital payment pathways over those promoted by

foreign companies, including VISA and MasterCard.

What was the Budget announcement-:

The business establishments with annual turnover

more than 50 crore shall offer such low cost digital

modes of payment to their customers and no

charges or MDR shall be imposed on customers as

well as merchants.

In other words, the government has mandated that

neither the customers nor the merchants will have

to pay the so-called Merchant Discount Rate (or

MDR) while transacting digital payments.

It is good news for both customers and merchants

because their costs of digital payments come

down.

बिट की घोषणा क्ा थी-

50 करोड़ से अविक िावषभक टिभओिर िाले

करिा होगा।

Who will bear the MDR costs-:

In her speech, the FM has said that RBI and Banks

will absorb these costs from the savings that will

accrue to them on account of handling less cash as

people move to these digital modes of payment.

Necessary amendments are being made in the

Income Tax Act and the Payments and Settlement

Systems Act, 2007 to give effect to these

provisions.

Issue and concern-:

According to Payments Council of India an MDR

waiver would hurt companies in the payments

system.

It argued that the cost should be borne by

the government instead of banks, which

would have no incentive to promote digital

payments without MDR revenues.

Moreover, many payments providers

apprehend that the banks will find a way of

passing on the costs to them.

यह तकभ वदया वक लागत बैंको ं के बिाय सरकार

द्वारा िहि की िािी र्चावहए, विसके पास

एमिीआर रािस्व के वबिा विविटल रु्गताि को

Committee on Economic Statistics

Context-:

On December 28, 2019, the Ministry of Statistics

and Programme Implementation constituted

standing committee on statistics under India’s first

chief statistician Pronab Sen.

Member-:

This committee has 27 member including

academics and industry representatives

Objective-:

The objective of the committee is to improve

data of the government.

संदर्भ-:

28 वदसंबर, 2019 को, सांख्यिकी और कायभक्रम

कायाभन्वयि मंत्रालय िे Indias के पहले मुि

सांख्यिकीविद् प्रोमोि सेि के तहत सांख्यिकी पर

स्थायी सवमवत का गठि वकया।

Function-:

Ministry of Statistics and Programme

Implementation has set up this single standing

committee on economic statistics (SCES) to

deliberate and develop methodologies for

surveys on industry, services and employment in

place of multiple panels on these issues.

It will review the existing framework of data

sources, indicators and definitions of index of

industrial production, periodic labour force

survey, time use survey, economic census and

unorganised sector statistics

सांख्यिकी और कायभक्रम कायाभन्वयि मंत्रालय

िे इि मुद्दो ं पर कई पैिलो ं के स्थाि पर उद्योग,

सेिाओं और रोिगार पर सिेक्षण के वलए

कायभप्रणाली को िािबूझकर और विकवसत

करिे के वलए आवथभक सांख्यिकी (एससीईएस)

पर इस एकल स्थायी सवमवत की स्थापिा की

है।

यह िेटा स्रोतो,ं संकेतकों और औद्योवगक

उत्पादि के सूर्चकांक की पररर्ाषाओ,ं

आिविक श्रम बल सिेक्षण, समय उपयोग

SCES will subsume in it the four standing

committees on labour force statistics,

industrial statistics, services sector and

unincorporated sector enterprises.

Significance-:

The committee has been set up at a time when

the credibility and independence of India’s

official statistics have been doubted on various

grounds, including the gross domestic product

(GDP) growth numbers and methodology,

employment and expenditure surveys.

एससीईएस इसमें श्रम बल सांख्यिकी,

औद्योवगक सांख्यिकी, सेिा के्षत्र और

अवसंवर्चत के्षत्र उद्यमो ं पर र्चार स्थायी

सवमवतयो ं की सदस्यता लेगा।

Significance-:

सवमवत का गठि ऐसे समय में वकया गया है

Financial Stability Report

Context-:

The Reserve Bank of India (RBI) has recently

released the Financial Stability Report.

About-:

Financial stability report is biennial and reflects

the collective assessment of the Sub-committee

of Financial Stability and Development Council.

Key findings-:

The Provision Coverage Ratio of banks increased

to 61.5% in September 2019 from 60.5% in

March 2019.

संदर्भ-:

र्ारतीय ररििभ बैंक (RBI) िे हाल ही में

वित्तीय ख्यस्थरता ररपोटभ िारी की है।

के बारे में-:

वित्तीय ख्यस्थरता ररपोटभ वद्विावषभक है और

वित्तीय ख्यस्थरता और विकास पररषद की उप-

सवमवत के सामूवहक मूल्ांकि को दशाभती

मार्चभ 2019 में बैंको ं का प्राििाि किरेि

अिुपात बढकर वसतंबर 2019 में 61.5% हो

गया िो मार्चभ 2019 में 60.5% था।

The report also stated that capital to risk weighted

assets ratio (CRAR) improved to 15.1% in

September 2019 from 14.3% in March 2019.

The credit losses have jumped by 7.33% as

compared to June 2019.

The quality of banks showed an improvement

with the gross non-performing assets (GNPA)

ratio of Scheduled commercial banks declining

from 11.5% in March 2018 to 10.8% in September

2018.

GNPAs of state-run lenders falling to 14.8% in

September 2018 from 15.2% in March 2018.

ररपोटभ में यह र्ी कहा गया है वक र्ाररत

संपवत्त अिुपात (CRAR) को िोख्यखम में िालिे

के वलए पंूिी वसतंबर 2019 में 15.1%

सुिरकर मार्चभ 2019 में 14.3% हो गई है।

िूि 2019 की तुलिा में के्रविट लॉस 7.33%

बढा है।

मार्चभ 2018 में 11.5% से वसतंबर 2018 में

10.8% की वगरािट के साथ अिुसूवर्चत

िावणख्यिक बैंको ं िे सकल गैर-विष्पावदत

पररसंपवत्तयो ं (GNPA) अिुपात के साथ बैंको ं

की गुणित्ता में सुिार वदखाया।

मार्चभ 2018 में 15.2% से वसतंबर 2018 में

राि-संर्चावलत ऋणदाताओं के GNPA 14.8%

GNPAs of Private sector banks falling to 3.8%

in September 2018 from 4% in March 2018.

Provision coverage ratio (PCR)-:

The Provisioning Coverage Ratio is the

percentage of bad assets that the bank has

to provide for from their own funds. In other

words, it is the ability of banks to service its

debt and meet its financial obligations such

as interest payments or dividends.

The higher the coverage ratio, the easier it is

to make interest payments on debt or pay

dividends.

वसतंबर 2018 में वििी के्षत्र के बैंको ं का

िीएिपीए मार्चभ 2018 में घटकर 3.8% रह गया।

प्राििाि किरेि अिुपात (पीसीआर) -:

प्रोवििविंग किरेि अिुपात खराब संपवत्त का

प्रवतशत है िो बैंक को अपिे स्वयं के िि से

प्रदाि करिा है। दूसरे शब्ो ं में, यह बैंको ं की

अपिे ऋण की सेिा और ब्याि रु्गताि या

What is Capital Adequacy Ratio -:

The capital adequacy ratio (CAR) is a

measurement of a bank's available capital

expressed as a percentage of a bank's risk-

weighted credit exposures.

The capital adequacy ratio, also known as

capital-to-risk weighted assets ratio (CRAR), is

used to protect depositors and promote the

stability and efficiency of financial systems

around the world.

पंूिी पयाभप्तता अिुपातक्ा है: -

पंूिी पयाभप्तता अिुपात (CAR) एक बैंक की

उपलब्ध पंूिी का माप है विसे बैंक के

िोख्यखम-र्ाररत के्रविट व्यय के प्रवतशत के

रूप में व्यक्त वकया िाता है।

पंूिी पयाभप्तता अिुपात, विसे पंूिी-से-

िोख्यखम र्ाररत संपवत्त अिुपात

(सीआरएआर) के रूप में र्ी िािा िाता है,

का उपयोग िमाकताभओं की रक्षा करिे

BAD LOAN

A loan whose interest or instalment of

principal have remained overdue for a

period of 90 days is considered as NPA.

Restructured asset or loan are that assets

which got an extended repayment period,

reduced interest rate, converting a part of

the loan into equity, providing additional

financing, or some combination of these

measures.

Hence, under restructuring, a bad loan is

modified as a new loan.

एक ऋण विसका ब्याि या मूलिि की वकस्त

90 वदिो ं की अिवि के वलए अवतदेय बिी हई

है, उसे एिपीए मािा िाता है।

पुिविभवमभत संपवत्त या ऋण िह संपवत्त होती है,

विसे विस्ताररत पुिरु्भगताि अिवि, ब्याि दर

कम करिे, ऋण के एक वहसे्स को इख्यिटी में

पररिवतभत करिे, अवतररक्त वित्तपोषण प्रदाि

करिे या इि उपायो ं के कुछ संयोिि से

वमलती है।

A restructured loan also indicates bad asset

quality of banks.

This is because a restructured loan was a past

NPA or it has been modified into a new loan.

Written off assets are those amount when the

bank or lender doesn’t count the money

borrower owes to it.

Thus, Stressed assets = NPAs + Restructured

loans + Written off assets.

एक पुिगभवठत ऋण बैंको ं की खराब गुणित्ता

को र्ी दशाभता है।

UN - Treaty on Cyber Crime

Context-:

The UN General Assembly approved a resolution

Friday that will start the process of drafting a

new international treaty to combat cybercrime

over objections from the European Union, the

United States and other countries.

Key details-:

The Russian-drafted resolution was approved

by the 193-member world body by a vote of

79-60 with 33 abstentions.

संदर्भ-:

संयुक्त राष्ट्र महासर्ा िे शुक्रिार को एक प्रस्ताि को

मंिूरी दी िो यूरोपीय संघ, संयुक्त राि अमेररका

और अन्य देशों की आपवत्तयो ं पर साइबर अपराि का

मुकाबला करिे के वलए एक िई अंतरराष्ट्र ीय संवि का

मसौदा तैयार करिे की प्रवक्रया शुरू करेगी।

मुि वििरण-:

रूसी-मसौदा प्रस्ताि को 193 सदस्यीय विश्व विकाय

द्वारा 33 संयम के साथ 79-60 के िोट से अिुमोवदत

वकया गया था।

The resolution establishes an expert committee

representing all regions of the world "to elaborate a

comprehensive international convention on

countering the use of information and

communications technologies for criminal purposes".

The United States suggests that the world should

expand the accord on existing 2001 Budapest

Convention.

Budapest Convention-:

The Budapest Convention was the first ever treaty on

cyber crime that addressed internet and computer

crimes.

संकल्प दुविया के सर्ी के्षत्रो ं का

प्रवतविवित् करिे िाली एक विशेषज्ञ

सवमवत की स्थापिा करता है "आपराविक

उदे्दश्यों के वलए सूर्चिा और संर्चार

प्रौद्योवगवकयो ं के उपयोग का मुकाबला

करिे के वलए एक व्यापक अंतरराष्ट्र ीय

समे्मलि का विस्तार करिे के वलए"।

संयुक्त राि अमेररका का सुझाि है वक

दुविया को मौिूदा बुिापेस्ट कन्वेंशि पर

समझौते का विस्तार करिा र्चावहए।

बुिापेस्ट कन्वेंशि-:

बुिापेस्ट कन्वेंशि साइबर अपराि पर

पहली संवि थी विसिे इंटरिेट और

कंपू्यटर अपरािो ं को संबोवित वकया था।

It was drawn by Council of Europe.

At present, it is the only treaty of cyber crime under

the United Nations.

Countries like India and Brazil have not adopted the

convention on the grounds that they did not

participate in its drafting.

Council of Europe -:

It is an international organization that aims to uphold

human rights in Europe.

It was founded in 1949. There are around 47 member

states associated with the organization.

It is totally independent of European Union though it

has adopted its flag and partly adopted its flag.

इसे यूरोप की पररषद द्वारा तैयार वकया गया

था।

ितभमाि में, यह संयुक्त राष्ट्र के तहत साइबर

अपराि की एकमात्र संवि है।

र्ारत और ब्रािील िैसे देशो ं िे इस आिार पर

समे्मलि को िही ंअपिाया है वक उन्होिें इसके

प्रारूपण में र्ाग िही ं वलया।

यूरोप की पररषद -:

यह एक अंतरराष्ट्र ीय संगठि है विसका उदे्दश्य

यूरोप में मािि अविकारो ं को बिाए रखिा है।

यह 1949 में स्थावपत वकया गया था। संगठि से

िुडे़ लगर्ग 47 सदस्य राि हैं।

यह यूरोपीय संघ से पूरी तरह से स्वतंत्र है,

हालांवक इसिे अपिा झंिा अपिाया है और

आंवशक रूप से अपिा झंिा अपिाया है।
