The seventh edition of Exercise MITRA

SHAKTI- 2019 amongst the army of India and

Sri Lanka commenced on 01 December at

Aundh Military Station, Pune.

Aim-:

enhancing interoperability and operational

efficiency amongst the armies of both India

and Sri Lanka when deployed as part of

United Nations peace keeping forces.

संदर्भ-:

र्ारत और श्रीलंका की सेना के बीच एक्सरसाइज

MITRA SHAKTI- 2019 का सातवां संस्करण 01

ददसंबर को पुणे के औधं दिदलट्र ी से्टशन िें स्थादपत

दकया गया।

Aim-:

संयुक्त राष्ट्र शांदत सेना के दिसे्स के रूप िें तैनात

िोने पर र्ारत और श्रीलंका दोनो ं देशो ं की सेनाओं

के बीच अंतर और संचालन क्षिता बढाना।

Details-:

The objective of the exercise is to build and

promote positive relations between armies of

India and Sri Lanka through focus on sub unit

level training on counter insurgency and

counter terrorism operations in urban and rural

environment under United Nations mandate.

The joint training exercise also signifies the

strength of India-Sri Lanka relations in the field

of military cooperation and engagement, which

is vital for refining the interoperability and

operational preparedness.

अभ्यास का उदे्दश्य संयुक्त राष्ट्र के जनादेश के

तित शिरी और ग्रािीण पररवेश िें काउंट्र

इंसजेंसी और काउंट्र टे्रररज्मऑपरेशंस पर उप

इकाई स्तर के प्रदशक्षण पर ध्यान कें दित करके

र्ारत और श्रीलंका की सेनाओं के बीच

सकारात्मक संबंधो ं का दनिाभण और बढावा देना

िै।

संयुक्त प्रदशक्षण अभ्यास सैन्य सियोग और

सिर्ादगता के के्षत्र िें र्ारत-श्रीलंका संबंधो ं की

ताकत को र्ी दशाभता िै, जो अंतर-संचालन और

पररचालन संबंधी तैयारी को पररषृ्कत करने के

The primary focus of the joint training

exercise will remain on field craft, battle

drills and procedures as also the ability to

operate jointly with seamless

interoperability.

संयुक्त प्रदशक्षण अभ्यास का प्राथदिक फोकस

फील्ड क्राफ्ट, बैट्ल दररल्सऔर प्रदक्रयाओं पर

रिेगा, साथ िी सीिलेस इंट्रऑपरेदबदलट्ी के

साथ संयुक्त रूप से काि करने की क्षिता र्ी।

GLOBAL MIGRATION REPORT 2020

Context-:

International Organisation for Migration’s

(IOM) has released global migration report

2020.

Key details about migration-:

It reiterates the key trend of the

International Migrant Stock 2019 dataset

released by the UN Population Division in

September — of the 272 international

migrants worldwide (3.5% of the global

population).

International Organisation for Migrations (IOM) ने

The top destination country remained the

United States (50.7 million international

migrants).

More than half of all international migrants

(141 million) live in Europe and North

America.

The top three countries of origin of

international migrants – India (17.5 million)

, Mexico (11.8 million) and China (10.7

million).

Key details about remittance-:

International remittances in 2018 (2020

report) reached $689 billion, out of which

India received $78.6 billion from the 17.5

million living abroad.

The top three remittance recipients were

India ($78.6 billion) , China ($67.4 billion) and

Mexico ($35.7 billion).

The United States remained the top

remittance sending country ($68 billion)

followed by the United Arab Emirates ($44.4

billion) and Saudi Arabia ($36.1 billion).

The International Organization for

Migration (IOM) is an intergovernmental

organization that provides services and

IOM’s stated mission is to promote humane

and orderly migration by providing services

and advice to governments and migrants.

In September 2016, IOM became a related

organization of the United Nations.

It was initially established in 1951 as the

Intergovernmental Committee for European

Migration (ICEM) to help resettle people

displaced by World War II.

As of March 2019, the International

Organization for Migration has 173 member

states and eight observer states.

IOMs ने किा दक दिशन सरकारो ं और प्रवादसयो ं

Operation Clean Art

Context-:

Operation Clean Art is the first pan India

operation to crack down on the smuggling of

mongoose hair in the country.

It was a planned raid, not to apprehend

criminals, but to check on organised factories

that were making paint brushes with mongoose

hair.

Mongoose-:

The mongoose is listed in Schedule II Part 2 of

the Wildlife Protection Act and any smuggling

Outcome of the operation-:

By the end of the day, ten manufacturing units

in Sherkot were raided and approximately

26,000 brushes and over 100 kg of raw

mongoose hair was seized. About 26 people

were arrested in connection with illegal trade

in mongoose hair.

Jose Louies, Deputy Director and Chief-Wildlife Crime

Control Division, Wildlife Trust of India, also involved

in Operation Clean Art, said the entire operation

across the country yielded 54,352 brushes and 113 kg

of raw hair.

About 49 arrests were made and 27 cases were

registered under the Wildlife Protection Act (1972).

Why mongoose hair are used-:

Brushes made of mongoose hair is because they are

superior and hold colour better.

The othwr alternatives available in the market are not

of good quality.

Wildlife Crime Control Bureau-:

Wildlife Crime Control Bureau is a statutory

multi-disciplinary body established by the

Government of India under the Ministry of

Environment and Forests, to combat organized

wildlife crime in the country.

The Bureau has its headquarter in New Delhi and

five regional offices at Delhi, Kolkata, Mumbai,

Chennai and Jabalpur; three sub-regional offices

at Guwahati, Amritsar and Cochin; and five

border units at Ramanathapuram, Gorakhpur,

Motihari, Nathula and Moreh.

वन्यजीव अपराध दनयंत्रण बू्यरो-:

Mandate-:

Under Section 38 (Z) of the Wild Life

(Protection) Act, 1972, it is mandated to

collect and collate intelligence related to

organized wildlife crime activities and to

disseminate the same to State and other

enforcement agencies for immediate action

so as to apprehend the criminals.

To establish a centralized wildlife crime data

bank; co-ordinate actions by various agencies

in connection with the enforcement of the

provisions of the Act.

Assist foreign authorities and international

organization concerned to facilitate co-ordination

and universal action for wildlife crime control.

Advise the Government of India on issues relating

to wildlife crimes having national and

international ramifications, relevant policy and

laws.

It also assists and advises the Customs authorities

in inspection of the consignments of flora &

fauna as per the provisions of Wild Life Protection

Act, CITES and EXIM Policy governing such an

item.

GST revenue

The Goods and Services Tax (GST) revenue

in November came in at ₹1,03,492 crore,

crossing the ₹1 lakh crore mark once again,

having dipped below it for three successive

months.

Average collections in the financial year

2019-20 so far stand at ₹1,00,646 crore. The

collections in November 2019 are the third

highest since the GST was introduced, next

only to April, 2019 and March, 2019.

का राजस्व 1,03,492 करोड़ था, जो दक एक

बार दफर 1 लाख करोड़ के पार पहंच गया, जो

The gross GST revenue collected in

November, 2019 is ₹1,03,492 crore, of which

the CGST is ₹19,592 crore, the SGST is

₹27,144 crore, the IGST is ₹49,028 crore and

the cess is ₹7,727 crore, the government said

in a release.

After two months of negative growth, GST

revenues witnessed an impressive recovery,

with a positive growth of 6% in November,

2019 over the November, 2018 collection.

domestic transactions saw a growth of 12%,

the highest during the year. The GST

collections from imports continued to

contract, by 13%, compared with a

contraction of 20% in the previous month

Context-:

London and Berlin on Saturday welcomed six new

European countries to the INSTEX barter

mechanism.

About-:

The Instrument in Support of Trade Exchanges

(INSTEX) is a European special-purpose vehicle

(SPV) established in January 2019.

The SPV is headquartered in Paris.

INSTEX will allow trade between the EU and Iran

without relying on direct financial transactions.

संदर्भ-:

लंदन और बदलभन ने शदनवार को INSTEX वसु्त

दवदनिय प्रणाली िें छि नए यूरोपीय देशो ं का

स्वागत दकया।

के बारे िें-:

इंसू्टिेंट् ऑफ़ सपोट्भ ऑफ़ ट्र ेर एक्सचेंज

Purpose-:

Its mission is to facilitate non-USD transactions

and non-SWIFT to avoid breaking U.S.

sanctions.

It will focus on humanitarian trade. It has been

registered in France and will be run by German

Commerzbank manager Per Fischer.

It aims in the long term to be open to economic

operators from third countries who wish to

trade with Iran and the E3 continue to explore

how to achieve this objective.

Why such a mechanism-:

The move will allow the European Union to

circumvent U.S. sanctions in an effort to

continue humanitarian trade with Iran.

It will uphold what is left of the Joint

Comprehensive Plan of Action, commonly

known as the Iran nuclear deal.

Recent U.S. sanctions halted a significant

portion of trade between Iran and its

European partners.

Report on forest

Context-:

Update of the India State of Forest Report

(ISFR) will be done soon.

Details-:

The Environment Ministry is likely to release

an update on the state of forests in India in

December 2019 and this exercise is to

ascertain whether there has been an

increase or decrease in forest cover.

संदर्भ-:

इंदरया से्टट् ऑफ फॉरेस्ट ररपोट्भ (ISFR) का अपरेट्

जल्द िी दकया जाएगा।

दववरण-:

पयाभवरण िंत्रालय द्वारा ददसंबर 2019 िें र्ारत

िें वनो ं की क्सस्थदत पर एक अद्यतन जारी करने

की संर्ावना िै और इस अभ्यास से यि पता

लगाया जा सकता िै दक वन आवरण िें वृक्सद्ध या

किी हई िै या निी।ं

The India State of Forest Report (ISFR) is a

biennial exercise to estimate the forest cover,

the density of forest vegetation, tree cover

across States, and the progress of plantation

outside regions officially designated ‘forest.’

The exercise involves both satellite mapping

and surveys to map increase or decrease in

forest cover.

The latest ISFR, or the report of 2017, was

released in February 2018, after a delay of

nearly three months.

इंदरया से्टट् ऑफ फॉरेस्ट ररपोट्भ (ISFR) एक

PSLV 50th flight

Context-:

ISRO is gearing up for 50th flight of PSLV.

ABOUT PSLV-:

The successor to the SLV and the

ASLV, PSLV is the ISRO’s third-gen launch

vehicle, capable of placing payloads in

different orbits, including the

Geosynchronous Transfer Orbit (GTO).

इसरो PSLV की 50 वी ं उड़ान के दलए किर कस रिा

PSLV के बारे िें-

SLV और ASLV के उिरादधकारी, VPSLV इसरो के

Details-:

The Indian Space Research Organisation

(ISRO) is preparing for the 50th flight of the

Polar Satellite Launch Vehicle (PSLV),

popularly called the agency’s workhorse.

The lift-off of the PSLV-C48 mission is

scheduled for December 2019.

To date, 49 PSLV missions have lifted off

from the Satish Dhawan Space Centre,

Sriharikota.

इंदरयन से्पस ररसचभ ऑगेनाइजेशन (ISRO) foris ने

पोलर सैटे्लाइट् लॉन्च व्हीकल Space (PSLV) की 50

वी ं उड़ान की तैयारी की िै, दजसे लोकदप्रय रूप से

एजेंसीज वकभ िॉसभ किा जाता िै। पीएसएलवी-सी 48

दिशन का दलफ्ट-ऑफ ददसंबर 2019 के दलए

They include the initial three developmental

flights and 46 operational flights. The total

count includes two failed missions and the

PSLV variants, such as PSLV-XL and PSLV-CA.

Vikram Sarabhai Space Centre (VSSC), is

ISRO’s lead agency for launch vehicles.

Along with the higher capacity

Geosynchronous Satellite Launch Vehicle

(GSLV), the PSLV continues to remain the

mainstay of the Indian space programme.

In a career spanning nearly three decades,

the PSLV has launched more than 45 Indian

payloads — including the Chandrayaan 1 and

Mars Orbiter Mission (Mangalyaan) spacecraft

and the IRNSS satellites — and 310 foreign

satellites. The C37 mission has the distinction

of placing 104 satellites in orbit, a record.

The 50th flight would have 10 satellites on

board, including India’s RISAT-2BR1 and nine

small satellites from abroad.

लगर्ग तीन दशकों के कररयर िें, careerPSLV ने
