Role of Cultural Competency/Ethnic Services Manager

Two core areas of responsibilities:

To ensure the delivery of appropriate quality services to vulnerable racial, ethnic, and cultural communities

To ensure that county behavioral health system of care is culturally and linguistically competent and responsive in the delivery of behavioral health services.

Cultural Competency Plan Requirements

Counties MUST submit a three-year plan and annual updates

Criterion 1: Commitment to Cultural competence Criterion 2: Assessments of Service Needs Criterion 3: Strategies and Efforts For Reducing

Racial, Ethnic, cultural, and Linguistic Mental Health Disparities

Criterion 4: Client/Family Member/Community Committee: Integration of Committee within the County Mental Health System

Role of the Peer Empowerment Manager

Manages the Peer Empowerment Program Plan, develop, coordinate and advocate for programs, activities and

services to support consumers, families/caregivers, peer and managers/supervisors staff

Makes operational and policy recommendations to the highest levels of mental health administration for system changes

Address barriers affecting peer staff and/or consumers and their families

Mentors peer staff Collaborates with clinical managers/supervisors Facilitates the Peer Employee Forums and The Consumer Family

Member Action Team Assists the Mental Health Services Act Coordinator with the

Community Planning Process Participates in state and local community members

Consumer led project of county behavioral health departments

Project goals: By the end of 2020, we will have implemented three weekly (3)

peer-run digital literacy groups at the PHF Normalizing Telehealth Supporting client’s discharge to their first appointment Mindfulness using technology applications

By the end of March 2021, a guide for peers to digitize peer navigation will be released. This guide will be a resource for supervisors and peer staff and provides: Guidance with digital tools and resources Guidance with meeting formats, best practices on group

facilitation and peer support practices

By the end of FY 2021, they will have piloted a peer-to-peer chat or a self guided therapeutics mobile application

What is a Peer

People who have personally experienced mental health challenges, or who are the family member of someone with mental health challenges; or the parent, foster parent or caregiver of a child with mental health challenges

A type of social support designed and delivered by people who have lived experience with mental health challenges and live in recovery

Peer Certification-Senate Bill 803

On September 25, 2020 Senate Bill 803 was signed into law by Governor Newsom

Law will create a structure that will regulate Peer Support Specialist certification-scope of practice

Provides formal validation of the role of Peer support

Assures that peer support specialists receive standardized training and demonstrate competencies

Allows counties to be reimbursed with Medi-Cal funds for designated services provided by Certified Peer Support Specialist
