Certification

Districts can now begin the request process for individuals who hold CTE

limited certificates scheduled to expire on June 30, 2020. Certificates

scheduled to expire may include CTE probationary and CTE conditional

certificates.

• Districts may request CTE conditional certificates for these individuals.

• 50 clock hours or the equivalent in credits or PGPs (professional growth plans) must be completed prior to the reissuance of a CTE conditional certificate. This continuing education must relate to CTE competencies. Districts themselves verify the completion of this continuing education.

• If an individual currently holds a probationary CTE certificate, and the district is now requesting a CTE conditional certificate, the 50 clock hours or equivalent is not required.

Shared Values – OSPI & SBCTC • Policies should keep students and families at the center; what is best for the student should

guide decisions;

• CTE Dual Credit opportunities support the development of a skilled workforce, ensure business

and industry thrive and expand across the state, and support Washingtonians to obtain living

wage careers through credentials of workplace value;

• When policies and practices are consistent across all district and college agreements, we support

that students regardless of geography, demographics, or socioeconomic status will have

equitable access to earn college credit and have recognition for demonstrated knowledge, skills,

and abilities;

• Students can demonstrate the knowledge, skills, and abilities in a variety of ways;

• Educators from both systems have worked to align learning outcomes and expectations clarified

through articulation agreements – now is the time to value that work;

• Educators are the experts in teaching and assessing students; now is a critical time to

demonstrate trust across our systems.

Current Considerations - DRAFT Topic

Washington Office of Superintendent of

PUBLIC INSTRUCTION

Grading Students must earn grade as reflected in the articulation agreement to

earn the CTE Dual Credit

Content Alignment Educators will ensure the competencies identified in the articulation

agreement will be met for any student that earns the CTE Dual Credit

Demonstration of Skills Students may demonstrate competency mastery through a variety of

assessment styles – learning outcomes as identified in the articulation

agreements are the focus areas

Articulation Agreements Agreements represent an understanding between the two systems; any

change in process or requirements will require a conversation and shared

agreement – and should be explored only through amendments or MOUs

for this school year, including course contingency plans. Major changes

could be initiated in future year agreements

Additional Requirements Agreements should be maintained and honored for achieving students.

Students and school districts should not face additional requirements to

access credits outside of what is reflected in the articulation agreement

Should our system partners prioritize articulation agreements that align with credits for required courses for professional technical programs? (not elective credits)
