I IntroductionI. Introduction

• CSOs: all non-market and non-state organizations in which people organize themselves to pursue shared interests in the public domain. They cover: membership-based CSOs, cause-based CSOs and service-based CSOs. Examples: Community-based organizations, village associations, environmental groups, based organizations, village associations, environmental groups, women’s rights groups, farmers associations, faith-based organizations, labour unions, cooperatives, professional associations, chambers of commerce, independent research institutes, and the not-for-profit media. • CSO and Paris Declaration on Aid Effectiveness: There are about 15 CSOs attending High Level Forum that came out as Paris Declaration on Aid Effectiveness, but all were observers and not signatories of the Paris Declaration

Lessons from the National and sub-national Processes: Processes:

• The processes have opened up dialogues among CSOs and other development actors at national and sub-national levels.Th t f i f ti th • The asymmetry of information among the development actors concerning project implementations can be mediated through open dialogues.

• There is a need for more open dialogues among development actors at sub-national levels.

• CSOs need to develop their own accountability charter reflecting on the International CSOs charter reflecting on the International CSOs Accountability Principles, such as IATI, (and the government accountability principles).

• When the development actors are open to each other and set joint development agenda while other and set joint development agenda while respecting different perspectives, there is more potentials for collaborating for achieving development effectiveness. IV. OPPORTUNITIES AND CHALLENGESCHALLENGES

A. Opportunities:1. Historically CSOs in Indonesia have been working to

support the achievement of national development goals, although with different methods and approaches. These initiatives are strengthenedinitiatives are strengthened.

2. Cooperation between CSOs, the government and donors is always open as far as the principles are agreed.

3. CSOs at local levels are real development actors, and are ready to work collaboratively in development projects.y y p p j

4. Critiques or critical inputs from CSOs are increasing in numbers and in quality, and need to be accommodated as expression of willingness to participate in ensuring the effectiveness of development.

b) Political obstacles to local CSOs and their international partners in certain regions Eg international partners in certain regions. Eg. Papua. International NGOs are not allowed to work and support local NGOs in Papua. “Where there is no freedom, there is destitution” (paraphrasing from Amartya Sen) If Papua is still (paraphrasing from Amartya Sen). If Papua is still poor and backward, it is because there is no freedom and it means there is still systematic human rights violations in this region.

Indonesian CSOs have to compete with International NGOs and multilateral donors establishing PIUs in accessing funds from bilateral donors The accessing funds from bilateral donors. The competition is fine as far as the rules and requirements are openly explained. (NB: There is a rumor spreading around that certain multilateral donor makes black list of NGOs that should be donor makes black list of NGOs that should be excluded from funding supports. Donors should clarify this issue and the government should protect the CSOs against this blackmailing)

The Road to BusanThe Road to Busan

• National Consultations: CSOs in Indonesia are conducting and will conduct CSOs consultation to prepare for Busan HLF.

• Global CSOs Assembly II – will be held in Cambodia in yJune 2011. Indonesia hopefully will send more participants with better prepared agenda to be discussed and included in the international Framework for CSOs Development Effectiveness.

• The International Framework will be presented at the 4th High Level Forum on Aid Effectiveness in Busan, South g ,Korea, November 2011.

• We expect that A4DES will facilitate both the CSOs national consultations and the participation of Indonesia’s CSOs in the Global Assembly.
