WelcometoClover’sConnectedClassroom!

OurConnectedClassroomoutcomesinclude:

In2012-13,Cloverstudentshadincreasedaccesstomobilecomputingdevicesviaacartmodelateachschool.Wealreadyhadmultipledesktopandlaptoplabsineachbuilding.Inthe2013-14schoolyear,33classroomswereidentifiedasConnectedClassroomswherethestudentshadconstantaccesstopersonalmobilecomputingdevices.ElementaryandmiddleschoolstudentsintheseselectedclassroomshadaccesstoiPadswhiletheselectedhighschoolteacherswereusingMacBookAirs.ThecomputerlabsandiPadcartsremainedinplaceforusebyallstudents.Forthe2014-15schoolyearandyearstofollow,thedistricthasprovidedpersonalmobilecomputingdevicesforallstudentswherebyallclassroomswouldbeConnectedClassrooms.

OurConnectedClassroominitiativeisnotaboutwhichdigitaltoolisused.Rather,itisabouttheincreasedconnectivitytopeople,placesandthings.Itmattersnotwhichdevicestudentsusetoaccessinformation,butitmattersthatwehaveprovidedthemboththetoolsandtheinstructionforusethattheymightbeproductivedigitalcitizens.Ourdistrictmissionistoprepareeachchildforasuccessful,productiveandresponsiblefuture.Creatinganengagingdigitallearningenvironmentthatdoesn’tknowphysicalboundariesiskeyinaccomplishingthatmission.ProvidingdevicestostudentsconnectsthemtolimitlesslearningopportunitiesbecausetheywillhaveaccesstothemostcurrentinformationonanytopicthroughtheInternetandtoourlearningmanagementsystemwheretheycancommunicate,collaborate,create,publishandlearn.Teacherswillbeabletosupplementprintedresourcesandprovideinteractiveapplicationstostudentslikeneverbefore.

Creativity becausewevaluemeaningfulexperiencesthatshapestudents’visionforthefutureandthesewillfostercreativity.

Collaboration becausewevaluecontinuousimprovementthroughcollaboration.Ourdeviceswillconnectustovastresources,includingpeoplewithwhomwecancollaborate.

RECEIVING/RETURNINGYOURPERSONALMOBILECOMPUTINGDEVICE

DistributionofPersonalMobileComputingDevicesPersonalMobileComputingdeviceswillbedistributedeachyearduringthefirstfewdaysofschool.

Parents/guardiansandstudentsmustattendanorientationaboutClover’sConnectedClassroominitiativetolearnaboutthechangestothelearningenvironmentmadepossiblebyaccesstomobilecomputingdevicesandpoliciesregardingappropriatedeviceuse.Thesewillbeheldineachschoolduringsummerregistrationandanonlineversionwillbeavailable.

Parents/guardiansandstudentsmustattendtheorientation;payoroptoutoftheTechnologyInsurancePlan;andsignandreturntheTechnologyInsurancePlanforPersonalMobileComputingDevicesandStudentPledgedocuments(seeAppendicesA&B)beforetheschoolcanissueaPersonalMobileComputingdevicetoastudentfortakehomeordayuse.

TheTechnologyInsurancePlanforPersonalMobileComputingDevicesoffersfamiliesanoptionforprotectingthePersonalMobileComputingdevice.PleasereviewtheTechnologyInsurancePlanforPersonalMobileComputingDevicesincludedinthishandbook(seeAppendixA).

DailyUseProtocols:TakeHomeversusDayUsersTakehomeusersareabletousetheirdevicesatschoolaswellashome.Tobeeligibletobeatakehomeuser,students/parentsmusthavesignedtheStudentPledgedocument(seeAppendixB),paidfororoptedoutoftheTechnologyInsurancePlan(seeAppendixA),andmaintainresponsibleuseofthedevices.OntimepaymentsfortheplanonascheduleorfilingforaTechnologyHardshiparealsoacceptablewaystobecompliantwiththeTechnologyInsuranceplancomponent.

Dayuserswillhaveaccesstodevicesduringtheschoolday.Theywillcheckouttheirassigneddeviceseachmorningandbackinaftertheschooldaysends.Students/parentsmustsigntheacceptableuseagreement.Parentsmaychoosetodisallowdevicestocomehomeyetstillallowstudentsaccessatschool.

TakehomeusersmaybecomedayusersintheeventthatpaymentsarebehindfortheTechnologyInsurancePlan,paymentsforrepairsorreplacementsarenotpaidinfull,orstudentsmayhavereceiveddisciplinaryconsequencesforinappropriateuseofadevicethatresultinthestudentbecomingadayuserforacertainperiodoftime.

ReturningPersonalMobileComputingDeviceDevicesaretobereturnedtoachargingstationattheconclusionofeachschooldayiftheyaren’tbeingtakenhome.

Studentsareresponsiblefordeviceprotectionwhenitisintheirpossession.Studentswillreportlossordamagetotheirteacherimmediately.Teacherswillreportlostdevicesimmediatelytothetechnologydepartment.

StudentstransferringoutoforleavingCloverSchoolDistrictduringtheschoolyearmustreturnthePersonalMobileComputingdevice(includingpowercords,casesandanyotherdistrict-orschool-issuedaccessories)beforeleavingtheschool.Likewise,graduatingseniorswillreturntheirPersonalMobileComputingdevices(includingpowercords,casesandanyotherdistrict-orschool-issuedaccessories)beforeleavingtheschool.Ifastudentdoesnotreturnhis/herPersonalMobileComputingdeviceuponleavingthedistrict,thestudentwillbesubjecttocriminalprosecutionorcivilliability.ThestudentwillalsoberequiredtopaythereplacementcostforanewPersonalMobileComputingdevice.

Ifastudentreturnshis/herPersonalMobileComputingdevicethathasbeendamagedoutsideofschool,costsforreplacementorrepairsarethestudent’sresponsibility.Thedistrictwillchargethestudentthecostofneededrepairs,nottoexceedthereplacementcostofthePersonalMobileComputingdevice.Ifastudentiscoveredundertheplan,repairsarecoveredunlessthestudentbreaksthedevicemorethanonce,inwhichcasethestudentwillpayfortherepair.IfastudentoptsoutoftheTechnologyInsurancePlanandthedeviceisdamagedwhenitisreturned,thatstudentisresponsibleforallcostsforrepairsorreplacement.

IdentificationofPersonalMobileComputingDeviceEachstudent’sPersonalMobileComputingdevicewillbelabeledinthemannerspecifiedbythedistrict.PersonalMobileComputingdevicescanbeidentifiedbySerialNumberand/orMacaddressaswellasbyaCloverSchoolDistrictAssetTag.

CARINGFORTHEPERSONALMOBILECOMPUTINGDEVICEThePersonalMobileComputingdeviceisdistrictproperty.AlluserswillfollowtheseguidelinesandtheCloverSchoolDistrictAcceptableUseofTechnologypolicy(IJNDandIJND-RinAppendixC).

Studentsareresponsibleforthegeneralcareoftheirschool-issuedPersonalMobileComputingdevice.

StudentsmusttakeanydamagedPersonalMobileComputingdevicesordevicesfailingtooperateproperlytotheirteacher.Teacherswillreportdamagestotheschoolhelpdeskforevaluationand/orrepair.

GeneralPrecautionsUseonlyaclean,softclothtocleanthescreen.Donotusecleansersofanytype.

CarefullyinsertcordsandcablesintothePersonalMobileComputingdevicetopreventdamage.

PersonalMobileComputingdevicesanddistrict-issuedcoversmustremainfreeofanywriting,drawing,stickersorlabelsnotthepropertyofCloverSchoolDistrict.“Skins”andotherpersonalizationareprohibited.

NeverleaveyourPersonalMobileComputingdevicesinanunlockedlocker,unlockedcaroranyotherunsupervisedarea.

CarryingPersonalMobileComputingDevicesThedistrictprovidesstudentswithprotectivecasesfortheirPersonalMobileComputingdevices.Thesecaseshavesufficientpaddingfortypicaluse.

StudentsmustkeeptheirPersonalMobileComputingdevicesinsidetheprotectivecasesatalltimes.Casesshouldnotholdotherobjects.Folders,workbooks,etc.shouldbekeptinabookbagorcarriedseparatelytoavoidplacingexcessivepressureandweightonthePersonalMobileComputingdevicescreen.

ScreenCareScreendamagewilloccurwhenexcessivepressureisappliedtothescreen.Usersmustavoidleaningonthetopofthedeviceorplacingobjectsinabookbagorprotectivecaseinawaythatwillapplypressuretothescreen.

DonotbumpthePersonalMobileComputingdeviceagainstlockers,walls,cardoors,floors,etc.,asitwillcrack/breakthescreen.

USINGYOURPERSONALMOBILECOMPUTINGDEVICEPersonalMobileComputingdevicesareintendedforuseatschool.Inadditiontoteacherexpectationsfordeviceuse,studentsmayaccessschoolmessages,announcements,calendarsandschedulesusingtheirPersonalMobileComputingdevicethroughtheirOneDriveorCanvasaccount.

PersonalMobileComputingDevicesLeftatHomeWhenstudentsaregivenaccesstotakethedevicehome,itisthestudent’sresponsibilitytobringthedevicebacktoschoolthefollowingday.StudentswholeavetheirPersonalMobileComputingdeviceathomearestillresponsibleforcompletingtheirdailycoursework.

Repeatedoffensesmayresultindisciplinaryaction.

PersonalMobileComputingDevicesUndergoingRepairTheschoolmayissuealoanerPersonalMobileComputingdevicetoastudentwhilehis/herPersonalMobileComputingdeviceisbeingrepaired.Astudentmaynotreceivealoanerimmediately.TheremaybeadelaydependinguponavailabilityofaloanerPersonalMobileComputingdevice.

ChargingYourPersonalMobileComputingDevice’sBatteryPersonalMobileComputingdevicesthatstayatschoolmustbereturnedtothechargingstationdesignatedbytheteacherattheendofeachschoolday.

PersonalMobileComputingdevicesthatgohomemustbebroughttoschooleachdayinafullychargedcondition.StudentsmustchargetheirPersonalMobileComputingdeviceseachevening.Repeatviolationsofnotchargingthebatteryfortheschooldaymayresultinastudentbeingrequiredto“checkout”his/hermobilecomputingdevicedaily.

PrintingStudentscanprintfromtheirPersonalMobileComputingdeviceswhengivenpermissiontodoso.SchoolswillgivestudentsinformationaboutprintingwiththePersonalMobileComputingdeviceswhileatschool.

HomeInternetAccessStudentsmayestablishWi-FiconnectionswiththeirPersonalMobileComputingdevicesoutsideofschool.Studentscanthenusethemobilecomputingdevicewhereveraccessisavailable.

CameraUseThePersonalMobileComputingdevicecomesequippedwithphotoandvideocapabilities.

TheFamilyEducationalRightsandPrivacyAct(FERPA)isafederallawthataffordsparentsandstudentsover18yearsofagecertainrightswithrespecttostudents’educationalrecordsincludingphotographs.YoucanreadmoreaboutFERPAintheFormsandNoticespacketyoureceivedatthebeginningofschooland/oronlineathttp://www.clover.k12.sc.us//site/default.aspx?PageID=4311.

Forthisreason,studentsmustobtainpermissiontopublishormakepubliclyavailableaphotographorvideoofanyschool-relatedactivity.Unauthorizedrecordingsaresubjecttodisciplinaryactioninaccordancewiththedistrict’sAcceptableUsePolicy(seeAppendixC).

CloverSchoolDistrictretainstherightstoanyrecordingand/orpublishingofanystudentorstaffmember’sworkorimage.

MANAGINGYOURFILESANDSAVINGYOURWORK

SavingtotheCloudStudentsmaysavetheirworktotheirOneDriveandsharefilesorfolderswithotherstudentsand/ortheirteacher(s),sincetheywillhavelimitedstoragespaceontheirPersonalMobileComputingdevice.Eachstudenthas1terabyteofpersonalcloudstorage.Filesarepersonaltothestudentuntilthestudentsharesthemwithanotheruser.CloverSchoolDistrictretainstherightstoanyrecordingand/orpublishingofanystudentorstaffmember’sfilesorfoldersstoredwithintheOneDrive.

Studentswilldownloadfilestoworkonthemandsavethembacktothecloud.Itiseachstudent’sresponsibilitytoensurethathis/herworkisnotlostduetomechanicalfailureoraccidentaldeletion.

PersonalMobileComputingdevicemalfunctionsarenotanacceptableexcuseforfailuretosubmitwork.

NetworkConnectivityCloverSchoolDistrictmakesnoassurancethatthenetworkwillbeoperationalatalltimes.Intherareinstancethatthenetworkmaynotbeoperational,thedistrictwillnotberesponsibleforlostormissingdata.

APPLICATIONSONPERSONALMOBILECOMPUTINGDEVICES

OriginallyInstalledApplicationsTheapplicationsoriginallyinstalledbyCloverSchoolDistrictoneachPersonalMobileComputingdevicemustremainonthePersonalMobileComputingdeviceinusableconditionandreadilyaccessibleatalltimes.

Youmaynotremovetheserequiredapplications,andstaffwillperiodicallycheckPersonalMobileComputingdevicestoensurethatstudentshavenotremovedthem.Theschoolmayalsoaddotherapplicationsperiodically.

SomelicensesforapplicationsrequirethattheapplicationbedeletedfromthePersonalMobileComputingdeviceatthecompletionofacourse.Ifthisappliestoanapplicationstudents’use,technologystaffwillre-syncthedevicesofthestudentsinthatcourse.

AdditionalApplicationsCloverSchoolDistrictsyncsPersonalMobileComputingdevicessothatthedevicescontainthenecessaryapplicationsforschoolwork.

TeacherswillbepermittedtoloadadditionalapplicationsontheirPersonalMobileComputingdevicesaslongastheydosoinaccordancewiththedistrict’sAcceptableUsePolicy.YoucanreadtheentireAcceptableUsePolicyinAppendixC.

InspectionStaffmayrandomlyselectstudentsandaskthemtoprovidetheirPersonalMobileComputingdeviceforinspectionwithoutwarningorprobablecause.

ProcedureforReloadingApplicationsIftechnicaldifficultiesoccurorunauthorizedapplicationsarediscovered,technologystaffwillre-syncthePersonalMobileComputingdevice.Theschooldoesnotacceptresponsibilityforthelossofapplicationsordocumentsdeletedduetoare-sync.

ApplicationUpgradesThedistrictwilldistributeupgradedversionsoflicensedapplicationsfromtimetotimethroughnetworkprocessesormanuallybyatechnician.

DIGITALCITIZENSHIPDigitalCitizenshipisaconceptthathelpsstudentsunderstandhowtousetechnologyappropriatelyinasocietyfulloftechnology.

Thedistrictexpectsstudentstousetechnologyappropriatelyandresponsiblywhetherinelectroniccommunicationorparticipation.

Thedistricthaselectronicprecautionsinplaceinorderforstudentstoparticipatesafelyandsecurelyinthisenvironmentandenjoytherightsofadigitalworldinaneducationalsetting.

DistrictandTeacherResponsibilitiesTheschoolwillprovideInternetandemailaccesstostudentswhileonschoolproperties.

Schoolstaffwillhelpstudentsconductresearchandensurestudentcompliancewiththedistrict’sAcceptableUsePolicy(seeAppendixC).

Filtering/blockingofinappropriateInternetmaterialsisdoneatthedistrictlevel,andthedistrictprovidesnetworkdatastorageareasforallstudents.

CloverSchoolDistrictreservestherighttoinvestigateanyinappropriateuseofresourcesandtoreview,monitorandrestrictinformationstoredonortransmittedviaCloverSchoolDistrict-ownedequipmentandresources.

StudentResponsibilitiesStudentswillabidebythedistrict’sAcceptableUsePolicy(seeAppendixC)and:

▪ contactanadministratoraboutanysecurityissuetheyencounter.

▪ monitorallactivityontheirpersonalaccount(s).

▪ alwaysshutdownandsecuretheirPersonalMobileComputingdeviceafterusetoprotecttheirworkandinformation.

▪ reportemailcontaininginappropriateorabusivelanguageorquestionablesubjectmattertoateacheroradministrator.

▪ returntheirPersonalMobileComputingdevicetotheissuingschoolonthedatetheywithdrawfromschoolortransfertoanotherschool.(Thisalsoappliestoseniorswholeaveschoolmid-yearorwhograduate.)

Parent/GuardianResponsibilitiesParents/Guardiansarerequiredtoattendanorientationsessionannually.

Alldistrict-issuedPersonalMobileComputingdevicesdonotcontainafilterforuseathome.Parents/Guardiansareexpectedtomonitorstudentactivityathome,especiallyInternetaccess.

OnlylabelsorstickersapprovedbyCloverSchoolDistrictmaybeappliedtothePersonalMobileComputingdeviceordistrict-issuedprotectivecase.PersonalMobileComputingdeviceprotectivecasesfurnishedbytheschooldistrictmustbereturnedwithonlynormalwearandnoalterationstoavoidacasereplacementfee($25foriPadand$35forMacBookAir).

Malfunctioningordamagedmobilecomputingdevicesmustbereportedtoateacherandthensenttothetechnologydepartment.CloverSchoolDistrictwillberesponsibleforrepairingmobilecomputingdevicesthatmalfunction.

StudentsareresponsibleforanyandalldamagetotheirPersonalMobileComputingdevice.FeesfordamageorlosswillbedetermineddependingonwhetherornotthestudentchoosestheTechnologyInsurancePlan.IfastudentiscoveredundertheTechnologyInsurancePlan(seeAppendixA),repairsarecoveredunlessthestudentbreaksthedevicemorethanonceoritisdeemedofmaliciouslyintent,inwhichcasethestudentwillpayforsubsequentrepairs.IfastudentoptsoutoftheTechnologyInsurancePlanandtheirdeviceisdamagedwhenitisreturned,thatstudentisresponsibleforallcostsforrepairsorreplacement.

StolenorlostPersonalMobileComputingdevicesmustbereportedwithin48hourstotheschooland/orthelocallawenforcementagencysothatapolicereportcanbefiled.

TermsofthePersonalMobileComputingDeviceAgreementTermsandconditionsthatapplytotheusageofthePersonalMobileComputingDeviceundertheTechnologyInsurancePlanareasfollows:

▪ Familiesmaypay$50perstudentforanoptionalnon-refundabletechnologyinsuranceplan(seeAppendixA)forPersonalMobileComputingdevices.Youmustmakethedecisiontooptforornotoptforthisinsuranceplanpriortoyourstudenttakingpossessionofthedevice.

Ifthefeecreatesafinancialhardshiponthestudentorparent/guardian,contactyourschool’sadministrationaboutpaymentoptions.Uponproofoffinancialhardship,theadministrationcanelecttocreateapaymentplanwherethestudent/parent/guardiancanpayfeesthroughapaymentscheduleorhavethefeewaived.

▪ TheTechnologyInsurancePlancoverspartsandrepairforsystem-relatedissuesorfailuresoccurringfromnormaluse.ItdoesnotcoverintentionaldamageordamageassociatedwithmisuseorneglectofthePersonalMobileComputingDevice.Italsodoesnotcovertherepairorreplacementofchargingcables,protectivecases,keyboardsandotheraccessories.

▪ TheTechnologyInsurancePlancoversoneofthefollowingannually:

o Onedevicerepairforaccidentaldamageperschoolyear

o Onedevicereplacementintheeventoflossasaresultofacatastrophicevent

▪ IntheeventaPersonalMobileComputingdevicecoveredbytheTechnologyInsurancePlanisstolenorlost,thestudentorparent/guardianmustreportthetheftorlosstotheschoolandfileapolicereportwithin48hoursinordertoavoidpayingthecosttoreplacethedevice.

TermsofthePersonalMobileComputingDeviceAgreementwithorwithouttheTechnologyInsurancePlan:

StudentswillcomplyatalltimeswithCloverSchoolDistrict’sPersonalMobileComputingDeviceAgreement(seeAppendixA).Failuretocomplyendstherightofpossessioneffectiveimmediately.

TitleLegaltitletothepropertyiswiththedistrictandshallatalltimesremainwiththedistrict.

RepossessionCloverSchoolDistrictreservestherighttorepossessanyPersonalMobileComputingdeviceforfailuretocomplywithanyoralltermsofthePersonalMobileComputingAgreement.

LiabilityCloverSchoolDistrictreservestherighttodemandreturnofthePersonalMobileComputingdeviceatanytime.PersonalMobileComputingdeviceagreementsaregoodforoneyear(fromthefirstdayofschoolinthecurrentschoolyearuntilthelastdayofschooldefinedonthedistrictcalendar),unlesstheagreementisterminatedearlier.

FailuretoreturnthePersonalMobileComputingdevicetotheissuingschoolbeforedeparturefromthedistrictmayresultincriminalchargesbroughtagainstthestudentand/orthepersoninpossessionofthePersonalMobileComputingdevice.

IntentionalMisuseStudentsareresponsiblefortheentirecostofrepairstoPersonalMobileComputingdevicetheyintentionallymisuse,abuseordamagethedevice.Studentswillbecomedayusersuntilbalancesforrepairorreplacementarepaidinfull.

EstimatedRepairPricingforRepeatedorDeliberateDamageorNeglect:

Ifyouarefoundtohaveintentionallystolenordamagedadeviceandthedevicecannotberetrievedorrepaired,studentswillbechargedfairmarketvalueforareplacement.

CloverSchoolDistrictrecognizesthatwiththeimplementationofthePersonalMobileComputingDeviceInitiative,thepriorityistoprotecttheinvestmentbyboththeDistrictandtheStudent/Parent/Guardian.

Thefollowinginformationoutlinesvarioustermsofprotection:warranty,accidentaldamageprotectionandoptionalinsuranceplan.ChoosingnottooptinoroutofthiscoverageindicatesforthedistrictthatyouareoptingoutoftheTechnologyInsurancePlan.

Purpose:ToestablishthefoundationfortechnologyliteracyforthestudentsandemployeesofCloverSchoolDistrict.

Byprovidingaccesstotechnology,thedistrictintendstopromoteeducationalexcellenceinschoolsbyfacilitatingresourcesharing,innovation,communicationandlearningandbyallowingaccesstoresourcesunavailablethroughtraditionalmeans.

TheavailabilityofInternetaccessprovidesauniqueeducationalopportunityforstudentsandstafftocontributetothedistrict'spresenceontheworldwideweb.Thismediumofcommunicationprovidesanopportunitytoshareaccurateinformationwiththecommunity,thestateandtheworldaboutthedistrict'scurriculumandinstruction,school-authorizedactivitiesandotherrelatedinformation.Thedistrictprovidesthisinstructionalresourceasaneducationaltoolforstaffandthetechnologyacceptableusepolicywillgovernitsuses.ThefailuretofollowthispolicymayresultinthelossofprivilegesorotherdisciplinarymeasuresasoutlinedinJCDA.

AcceptableUseAgreements

Atthebeginningofeachyear,theprincipalswillsendletterstoparents/legalguardiansdescribingthelevelofInternetsupervisionandaccessavailableattheschool.Attheelementarygrades,theteacherortechnologyassistantwilldirectlycontrolallInternetaccess.Ingrades3-12,studentswillberequiredtoreadandsigntheacceptableusecontract,IJND-E(1).Thecontractmustalsobesignedbytheparent/legalguardian.OnlythosestudentswiththissignedcontractonfilewillbeallowedaccesstotheInternet.Employeesmustsignasimilarcontract,IJND-E(2).ThesecontractsspelloutguidelinesforInternetuseaswellasconsequencesforviolatingtheguidelines.

Confidentialinformation

Thedistrict’sresearch,informationandcommunicationresourcesystemshavesecuritymeasuresinplace;however,suchmeasuresdonotguaranteetotalsecurity.Asaresult,informationgenerallyconsideredtobepersonalorconfidentialshouldnotbesentviathedistrict’scommunicationresourcesexceptthroughmeansdeployedforthatpurposeorapprovedforthatpurpose.Thedistrictcannotassumeresponsibilityforlostorstoleninformationsentorreceivedviathedistrict’scommunicationresources.

NetworkandInternetusage

AccesstothedistrictnetworkandInternetismadeavailabletoauthorizedusersforeducationalanddistrictoperationalpurposes.Allauthorizeduserswillreceiveinstructiononproperuseofthedistrict’snetworkandInternetsystem.Althoughstudentswillbeunderteachersupervisionwhileonthenetwork,itisnotpossibletoconstantlymonitoreveryindividualstudentandwhatdatatheyareaccessingonthenetwork.Somestudentsmightencounterinformationthatisnotofeducationalvalue.

Thedistrictwillnotbeliablefortheusers’inappropriateuseofthedistrict’selectroniccommunicationresourcesorviolationsofcopyrightrestrictions,users’mistakesornegligence,orcostsincurredbyusers.ThedistrictwillnotberesponsibleforensuringtheaccuracyorusabilityofanyinformationfoundontheInternet.

ThedistrictprohibitstheuseofitsnetworkandtheInternettointentionallyaccess,view,download,store,transmitorreceiveanyinformationthatcontainsmaterialwhichisinviolationofanydistrictpolicyoradministrativerule,oranylocal,stateand/orfederallawsorregulations.

Reporting

Districtandschoolcomputertechniciansaswellasotherdistrictemployeeswhoareworkingwithacomputerandcomeacrosssexuallyexplicitimagesofchildrenmustreportthistolocallawenforcement.Thereportmustincludethenameandaddressoftheownerorpersoninpossessionofthecomputer.

Off-campusconduct

Students,parents/legalguardians,teachersandstaffmembersshouldbeawarethatthedistrictmaytakedisciplinaryactionsforconductinitiatedand/orcreatedoff-campusinvolvingtheinappropriateuseoftheInternetorweb-basedresourcesifsuchconductposesathreatorsubstantiallyinterfereswithordisruptstheworkanddisciplineoftheschools,includingdisciplineforstudentharassmentandbullying.

Personaluseofsocialmedia

Whenstaffmembersorstudentspublishcontent,postpicturesormaintaindialoguethroughFacebookoranyothersocialnetworkingtool,theprofessionalism,integrityandethicsintheirroleasaneducatororstudentshouldneverbecompromised.

AFacebookfanpagemaynotbeusedtoreplaceaschoolorclasswebsite.AFacebookfanpageislimitedtoextracurricularactivitiesandclubsoutsideoftheregularclassroom.Staffmemberswhowanttousefanpagesforstudentgroupsmusthaveapprovalfromthebuildingadministratorandfromthedistrict.

Inappropriateuseofsocialmediaorelectroniccommunicationtoolsmayresultindisciplinaryactionuptoandincludingdismissal.

Electronicmail(email)usage

Thedistrict’semailsystemismadeavailabletoauthorizedusersforeducationalanddistrictoperationalpurposes.Allauthorizeduserswillreceiveinstructiononproperuseofthedistrictemailsystem.

Thedistrictprohibitstheuseofitsemailsystemforunprofessionaland/orinappropriatepurposestoinclude,butnotbelimitedto,thefollowing.

Limitedpersonaluseofdistrictcomputers,thedistrictnetworkandtheInternetandelectronicresearchandcommunicationresourcesispermittedtotheextentthatsuchusedoesnotdisruptorinterferewiththeoperationofthedistrictanditsinstructionalprograms.Excessivepersonalusethatmayordoessodisruptorinterfereisprohibited.

Thirdpartyaccesstosystemsand/ordata

Withinlimitedcircumstances,thedistrictsub-contractsspecificworktobeperformedonbehalfofthedistrictinareasincluding,butnotlimitedto,softwaredevelopment,systemsupport,hardwareacquisitionandprovisioning,andtraining.Aspartoftheseagreements,specificauthorityisgrantedtothesub-contractedthirdpartytoaccessthedistrict’snetworkanddata,includingstudentinformationandfinancialinformation.Theseagreementsandauthorizationsofaccesstosystems,networksordataaretemporaryindurationandboundbynon-disclosureprinciples,confidentialityandtimeframesestablishedwithintheagreementbetweenthedistrictandanythirdparty.Alllocal,stateandfederalstatutes,lawsorregulationsregardingconfidentialityofstudentinformationorfinancialinformationapply.

Sub-contractedworkbeingperformedonbehalfofthedistrictislimitedtothespecifiedparameterswithintheagreement.Uponcompletionoftheagreeduponwork,accesstodistrictsystemsordataistobeconsideredterminated.Thisterminationofaccesswillbeaccomplishedeitherbymanualactiontakenbythedistricttechnologydepartment,orconsideredasthedefaultaccessstatusofthethirdpartyfollowingthecompletionofagreeduponworkortasks.

Atnotimewillaccesstosystemsordatabecontinuedbeyondthecompletionofworkordurationofspecifiedtime.Anyphysicalorvirtualaccess,eitherlocallyorremotely,tonetworks,systemsordatamustbeapprovedbythedistricttechnologydepartmentorthesuperintendent.Nootherdistrictentityholdstheauthoritytograntaccesstoanynetworks,systemsordata.Incircumstanceswhereaccessisgranted,thespecificaccessisvalidonlyforthedurationofspecificallyagreeduponworkand/ortimeframes.Atthecompletionofagreeduponwork,accessisconsideredterminated.Onceaccessisconsideredterminated,newauthorizationofaccessmustbegrantedbythedistricttechnologydepartmentorthesuperintendentpriortoanynewwork,continuanceofworkorattemptedaccess.Continuanceofaccessauthorityisneverautomaticortobeassumedbyanythirdparty.

Violations

Allauthorizedusersofdistrictresearchandcommunicationresourcesareexpectedtoreportanyusethatisbelievedtobeunauthorized,excessiveorotherwiseinviolationofthisadministrativerule.Districtemployeeswhowitness,experienceorotherwiselearnaboutasuspectedviolationshouldreportthemattertotheirimmediatesupervisor.Studentswhowitness,experienceorotherwiselearnaboutasuspectedviolationshouldreportthemattertoateacherorschooladministrator.Otherauthorizeduserswhowitness,experienceorotherwiselearnaboutasuspectedviolationshouldreportthemattertoadistrictadministrator.

Anemployee'spersonaluseofnon-districtissuedelectroniccommunicationsresourcesoutsideofworkinghourswillbetheconcernof,andwarranttheattentionof,theboardifitimpairstheemployee'sabilitytoeffectivelyperformhis/herjobresponsibilitiesorasitviolateslocal,state,orfederallaw,orcontractualagreements(seepolicyGBEBregardinguseofnon-districtissuedelectronicresources).

Allsuspectedviolationswillbeinvestigatedthoroughly.Ifitisdeterminedthataviolationofthisadministrativerulehasoccurred,thefollowingdisciplinaryand/orcorrectiveactionsmaybetaken.

• Reviewofandpossiblechangestothelevelofsupervisionandthecircumstancesunderwhichuseisallowed

• Limitation,suspensionand/orterminationoftheviolator’suserprivileges

• Disciplinarymeasuresdeterminedtobeappropriatebasedontheseriousnessoftheviolation,uptoandincludingterminationorexpulsion

• Reporttolawenforcementwhentheviolationisbelievedtoconstituteaviolationofastateorfederallaworregulation

JICJ–UseofPersonalElectronicDevicesinSchool

Purpose:Toestablishthebasicrulesfortheboard’spermissionofstudentuseofcellphonesandotherpersonalelectronicdevicesinschools.

Forpurposesofthispolicy,apersonalelectronicdeviceincludes,butisnotlimitedto:cellphones,pagers,gamingdevices,orotherdevicesthatemitanaudiblesignal,vibrate,displayamessage,displayorrecordanimage,orotherwisesummonordeliveracommunicationtothepossessor.Studentsmaypossessacellphoneorotherpersonalelectronicdeviceinschool,aslongasitisusedduringauthorizedtimesandisnotdisruptivetotheeducationalenvironment.

Unauthorizeduseofacellphoneorotherpersonalelectronicdevicemayinclude,butisnotlimitedto:takingpicturesorrecordingwithoutpermission,cheating,harassmentorbullying,useduringanyemergencydrill,useduringunauthorizedtimesoruseforunlawfulactivities.

Parents/legalguardiansareadvisedthatthebestwaytogetintouchwiththeirchildduringtheschooldayisbycallingtheschooloffice.Studentsmayuseschoolphonestocontactparents/legalguardiansduringtheschooldaywithpermissionoftheadministration.

Students,parents/legalguardians,teachersandstaffmembersshouldbeawarethatthedistrictmaytakedisciplinaryactionagainststudentsconsistentwithpolicyJICDA/JICDA-Rregardingstudentconduct.

Elementaryschool

Elementarystudentsmaynotuseordisplaycellularphones,beepersandpagerswhileonschoolpropertyduringschoolhours.(Thestartandendofschoolwillbedenotedbythestartandendbell.)

MiddleschoolandHighschool

MiddleschoolandhighschoolstudentsmayuseECDssuchascellularphones,electronicpagersoranyothercommunicationsdevicesbeforeandafterschool,duringtheirlunchbreak,within"freezones"asdeterminedbytheprincipal,and/orforeducationaland/orinstructionalpurposesonlyasdeemedappropriatebytheteacherandapprovedbytheprincipal.Anyotheruseofwirelesscommunicationsisconsideredmisuseandviolationsmayresultindisciplinaryaction.

Consequencesforinappropriateusemayinclude,butarenotlimitedto:

• warning/confiscatedeviceandreturntostudentattheendoftheschoolday

• confiscatedevice/returntoparent/legalguardian

• confiscatedevice/returndevicetoparent/legalguardianandprivilegetohavedeviceisrevokedfortheremainderoftheschoolyear

• confiscatedevice/returnattheendoftheschoolyear

Possessionofapersonalelectronicdeviceonschoolpropertyacknowledgesconsenttosearchthecontentsofthedeviceinaschoolorcriminalinvestigation.Insuchinvestigations,studentswillprovidenecessarylogininformationasneeded.

Astudentinpossessionofacellphone,orotherpersonalelectronicdeviceinconflictwiththispolicywillbesubjecttodisciplineasprovidedundertheDistrict’scodeofstudentconduct(policyJCDA/JCDA-R).

Possessionanduseofpersonaland/orschoolissuedelectronicdevicesonschoolpropertyacknowledgesconsenttosearchthecontentsofthedeviceinaschoolorcriminalinvestigation.Insuchinvestigations,studentswillprovidenecessarylogininformationasneeded.Misuseoftechnologyoutsideofschoolthatimpactsthepeopleorenvironmentoncampusmayalsonecessitatesimilardisciplinaryconsequencesandsearches.
