    1.8The Executive Council shall amend theConstitution of the Association in the followingmanner:

    3.2The Executive Council administers the affairs ofthe Association in every respect and has fullpowers to manage the affairs ofthe

    Office Hours

    3.9.1The only exception to this by-law is theDirector of Philanthropy, who shallvolunteer a minimum of one and a half(1.5) hours per academic week duringthe fall and winter semesters.

    Duty of the Executive Council

    3.10.5Upon receiving of the initiation ofimpeachmentprocedures, the President (or, if necessary, the

    Vice-President, Finance) shall immediatelyconvene the ExecutiveCouncil.

    3.10.6The Executive Council shall hold hearings toinquire into the impeachment sought.

    3.10.8If the Executive Council is satisfied, bypreponderance of proof that grounds forimpeachment exist and that theAssociationhas been seriously harmed thereby, it canorder that the memberofthe ExecutiveCouncil in question be removed from office.This order can be appealed to the StudentArbitration Committee of the SFUO.

    BY-LAW SEVENFINANCIALCONTROLS

    Expense procedures

    7.1If a member of the Executive Council wishes touse Association funds, either by cheque orto bereimbursed for an expense, she shall follow thisprocedure.

    7.1.1She shall complete an expense request formand submit it to the VP Finance.

    7.1.2The expense request should make itclearwhich individual or organization a chequeshould be made out to, the purpose of theexpense, and the total amount. A receipt,invoice orwrittenproofof the cost shall be

    included with this request.

    7.1.3The VP Finance shall review the expenserequest within five (5) working days to assessits suitability in terms ofAssociation prioritiesand financial realities.

    7.1.3.1If deemed suitable, the VP Finance willapprove the request and draft achequeto be processed within three (3) workingdays.

    7.1.3.2If deemed unsuitable, the request shallbe considered rejected and theexpenseshall not be honoured. This decision canbe overturned by a simple majority voteof the Executive Council.

    7.1.4The VP Finance shall record the transaction in

    the Associations log book forauditingpurposes.

    7.1.5The VP Finance notify the Executive Councilof all recent expenses monthly.

    7.1.6Whenever possible, members oftheExecutiveCouncil shall have expenses approved in thismanner in advance oftheexpense.

    7.1.6.1Any expenses under $100 can beapproved after the expense hastakenplace.

    7.1.6.2Any expenses over $100 must beapproved before the expense hastaken

    place.

    7.1.7Whenever possible, members oftheExecutiveCouncil shall attempt to receive three or morequotes or estimates ofdifferent prices to makethe most informed financialchoice.

    7.1.8Once a subsidy or expense has beenrequested, the maximum amount offunds thatcan be allocated to an item by the VP Financeis $250. Requests above $250must be

    approved by simple majority by the ExecutiveCouncil.

    7.1.9Only voting members of the Executive Councilshall request expenses. Volunteers, agents andemployees of the Executive Council shall havethe expense requested on her behalfbya member of the Executive Council.

    7.1.10Any error or omission in following thisprocedure shall invalidate the expense orcontract, unless approved retroactively bytheExecutive Council.

    7.2Petty Cash

    7.2.1When the Association establishes a petty cash,the VP Finance shall notify the SFUO of itsexistence and size, at the latest, five (5)

    working days after it is established.

    7.2.2A maximum of two hundred dollars ($200) ispermitted for petty cash. The petty cash mustbe kept under lock and key.

    7.2.3All Association cash collections must bedeposited within two (2) business daysofcollection.

    7.2.4When expenditures are made, receipts orother memoranda must be saved in ordertoshow what the money was spent on. The logbook must be kept up to date.

    7.2.5The VP Finance must always have evidence

    of disbursements equal to the balance of thepetty cash account.

    7.3Log book

    7.3.1The VP Finance shall maintain a log book sothat all receipts and disbursements may berecorded in chronological order.

    7.3.2The log book shall also indicate the date

    revenues were received or expenses paid, abrief description of the transaction andthecheque number.

    7.3.3All original receipts must be kept forauditingpurposes.

    7.4Auditing

    7.4.1The VP Finance shall prepare audits oftheAssociations financial as often in such amanner as deemed necessary by the by-lawsof the SFUO.

    7.4.2The VP Finance shall have each auditapproved by the Executive Council priortosubmitting it to the SFUO.
