Existing-home sales manage to increase 2.5% in July as lower mortgage rates alleviate some

affordability constraints

The numbers: Sales of previously-owned homes edged up 2.5% in July, as mortgage rates offset the

affordability crunch caused by high home prices at the margins.

Existing-homes occurred at a 5.42 million seasonally-adjusted annual pace, up from a revised 5.29

million in June, the National Association of Realtors said Wednesday. Compared with a year ago,

sales were 0.6% higher.

Big picture: The precipitous drop in mortgage rates throughout 2019 has translated into the largest

spate of refinance activity in years, but has yet to spark a resurgence in home buying. Would-be

buyers are still hamstrung by the lack of inventory. As of July, it would take 4.2 months for all homes

available on the market to be sold, down from 4.4 months in June. That’s well under the 6-month

benchmark for home inventory that designates whether the market is balanced, suggesting that it is

still a seller’s market.

Stabilizing peso is priority, Argentina's new finance minister says

Buenos Aires, Aug 20 (efe-epa).- New Finance Minister Hernan Lacunza said Tuesday that his main

goal would be shoring up the Argentine peso, which has fallen sharply since last week's primary

elections.

Trump heaps pressure on Fed and its chairman Powell to cut rates

President Donald Trump on Wednesday continued to pressure the Federal Reserve and the central

bank’s chairman to lower interest rates, saying its policies were hampering U.S. growth and reducing

the country’s ability to compete economically.

“Doing great with China and other Trade Deals. The only problem we have is Jay Powell and the

Fed. He’s like a golfer who can’t putt, has no touch. Big U.S. growth if he does the right thing, BIG

CUT - but don’t count on him!” Trump wrote on Twitter.

The 10-year Treasury yield rose to 1.581% from Tuesday’s 1.559%. But the yield curve between

the 10-year and 2-year did invert briefly again following the Fed minutes.The spread was 1.68 basis

points at the close, down from 4.3 basis points on Tuesday.

Fed Members Not All-In on Further Rate Cuts: Fed Minutes

Federal Reserve policymakers highlighted concerns about slowing global growth and trade tensions

as headwinds, but stopped short of suggesting that a series of rate cuts should follow, according to

the minutes of the Federal Reserve’s July meeting released Wednesday.

"Most participants viewed a proposed quarter-point policy easing at this meeting as part of a

recalibration of the stance of policy, or mid-cycle adjustment, in response to the evolution of the

economic outlook over recent months," the Fed minutes showed.

The Fed suggested that the best course of action would be to remain "flexible" and monitor incoming

economic data amid uncertainty over when risks weighing on the economy, including the U.S.-China

trade war would be resolved.

Dollar holds gains after Fed minutes temper rate cut expectations

The dollar held gains on Thursday after minutes from the Federal Reserve’s last policy meeting hosed

down some aggressive expectations the central bank would embark on a series of deep interest rate

cuts.

At the Fed’s last meeting in July, the U.S. central bank cut interest rates for the first time in a decade

to 2.00-2.25%. The Fed next meets Sept. 17-18.

The dollar held steady at 107.79 yen JPY=EBS following a 0.36% gain on Wednesday, its biggest

since Aug. 13.

Against the Swiss franc CHF=EBS, the dollar traded at 0.9822, close to a two-week high of 0.9831.

Gold Dips as Fed Meeting Minutes Show No Plan for Series of Rate Cuts

Gold prices dipped on Wednesday after just-released minutes from the Federal Reserve’s July

meeting showed the central bank wanted to review more data befire making future rate decisions,

stopping short of suggesting a planned series of rate cuts. That disappointed gold longs hoping the

Fed would have sounded more dovish.

Gold prices fell in response to the news, but remained above the key $1,500 level. Spot gold, reflective

of trades in bullion, was down $1.45, or 0.1%, to $1,514.25 per ounce by 2:40 PM ET (18:40 GMT).

Bullion had moved back and forth between $1,500 earlier in the week as some investors bet the Fed

wouldn’t add to its dovish tone ahead of its closely-watched Aug 22-24 Jackson Hole, Wyo.

Gold futures for December delivery, traded on the Comex division of the New York Mercantile

Exchange, fell $3.20, or 0.2%, to $1,504.21 in post-settlement trade. It ended the session unchanged

at $1,515.70.

EIA’s report reveals bigger-than-expected drop in U.S. crude oil inventories

The U.S. Energy Information Administration (EIA) revealed on Wednesday that crude inventories

fell by 2.732 million barrels in the week ended August 16. Economists had forecast a drop of 1.500

million barrels.

At the same time, gasoline stocks rose by 0.312 million barrels, while analysts had expected a decline

of 0.200 million barrels. Distillate stocks surged by 2.610 million barrels, while analysts had forecast

a decrease of 0.300 million barrels.

Meanwhile, oil production in the U.S. was unchanged at 12.300 million barrels a day.

U.S. crude oil imports averaged 7.2 million barrels per day last week, down by 497,000 barrels per

day from the previous week.

Oil prices were mixed. West Texas intermediate futures fell 45 cents to $55.68 a barrel. Brent crude,

the global benchmark, rose 27 cents to $60.30.

Increased External Risks Fuel German Business Uncertainty-Ministry

The German economy is facing increased headwinds from abroad and this is fuelling business

uncertainty, the finance ministry said on Thursday, adding that the so far robust labour market is

showing first signs of cooling.

Export-oriented manufacturers in Europe's largest economy are suffering from weaker foreign

demand, growing trade tensions and uncertainty over Brexit.

The economy contracted by 0.1% quarter-on-quarter from April to June. The Bundesbank warned on

Monday that overall economic output could have continued to shrink over the summer, raising the

spectre of a technical recession.

The finance ministry said tax revenues of the federal government and the 16 regional states rose 2.3%

year-on-year from January to July. That was slightly below the projected rise of 2.4% for the whole

year.

Farmer's threat prompts U.S. Agriculture Department to pull staff from crop tour

The U.S. Agriculture Department said on Wednesday it had pulled all staff from an annual crop tour

after an employee was threatened, and three sources said the threat of violence was made during a

phone call from an angry farmer.

U.S. farmers have complained this month that a government crop report did not reflect damage from

historic flooding this spring. They are also frustrated about unsold crops due to the trade war with

China, falling farm income and tighter credit conditions.

Lance Honig, crops chief at the USDA’s National Agricultural Statistics Service, was among the

USDA staffers who had to leave the privately-run Pro Farmer tour, three sources with knowledge of

the situation said. Police will be present at stops for the rest of the trip, which ends on Thursday, they

said.

Tether Plans to Issue CNHT — A Chinese Yuan-Pegged Stablecoin

Stablecoin operator Tether plans to issue a Chinese yuan-backed stablecoin, local industry media

ChainNews reports on Aug. 21.

Bitfinex shareholder Zhao Dong informed the outlet that Tether — the stablecoin operator behind

USDT — plans to issue a new stablecoin in the near future. It would be backed by Chinese yuan held

in offshore accounts under the CNHT ticker.

Zhao also reportedly said that his digital asset management platform RenrenBit would be the first to

invest in the project. He also pointed out that Tether and cryptocurrency exchange Bitfinex are in a

side-by-side relationship and that they have the same management team.

Tether has not replied to Cointelegraph’s request for an official confirmation at the time of

publication.

Facebook's Libra faces EU antitrust probe: Bloomberg

Facebook Inc’s (FB.O) proposed digital currency Libra faces anti-trust probe by European Union

regulators, Bloomberg reported on Tuesday, citing a document seen by the organization.

The European Commission is "currently investigating potential anti-competitive behavior" related to

Libra amid concerns that the proposed payment system would unfairly shut out rivals, said the report.

SegWit Creator Introduces New Language for Bitcoin Smart Contracts

Bitcoin Core developer Pieter Wuille has introduced a new Bitcoin (BTC) smart contract

programming language called Miniscript.

Wuille, a creator of major Bitcoin network upgrade SegWit, announced the Miniscript project website

on the mailing list message for Bitcoin developers on Aug. 19.

Miniscript was developed and implemented by Wuille, Andrew Poelstra and Sanket Kanjalkar at

Canadian blockchain tech firm Blockstream Research. Wuille claimed that the project took the

developers about a year, and it has now reached the stage where it needs to get more attention

Australia’s Biggest Bank Says Its ‘BioTokens’ Can Help the Environment

The bank announced in a press release published on Aug. 21 that it is working on “BioTokens,”

enabling sustainable investments co-developed with BioDiversity Solutions Australia.

Per the report, the project is part of broader developments meant to support regional businesses across

the country — and enable the creation of crypto assets representing biodiversity credits for New South

Wales Government’s Biodiversity Offsets Scheme.

The government project — introduced in 2017 — requires companies to find and purchase

biodiversity credits to offset development impacts. Such credits can be generated by landholders

establishing stewardship sites to protect biodiversity on their land.

Solutions Australia managing director, Rod Barnaby, said:

“Developing a digital marketplace is part of a broader project we have been working on to help

SEC Settles With ICO Rating Over Anti-Touting Breach

EC claimed that ICO Rating violated the anti-touting provisions of Section 17(b) of the Securities Act

of 1933 by failing to disclose payments it received from initial coin offering (ICO) issuers it rated and

published on its platform.

The Securities and Exchange Commission (SEC) announced that Russian entity ICO Rating agreed

to pay $268,998 in order to settle charges of failing to reveal all the remittances it collected from

suppliers for announcing their digital asset securities offerings.

SEC found out that ICO Rating breached the anti-touting provisions of the Securities Act of 1933.

Without commenting the SEC’s revealation, ICO Rating agreed to halt and refrain from committing

or causing any future violations of such presentations and to pay disgorgement and prejudgment

interest of $106,998, and a civil penalty of $162,000.

6 Indian Supreme Court Orders RBI to Answer Crypto Exchanges, New Date Set Positive (+)

After hearing the arguments against the banking restriction by the Reserve Bank of India (RBI) in

detail, the Indian supreme court directed the central bank to reply to the representations filed by crypto

exchanges. Since the RBI has not adequately answered them, the court set a new date to resume

hearing the case.

Divan explained to the court why a ban is appropriate, then discussed the IMC recommendations and

various crypto warnings issued by the central bank. He reiterated the point he made yesterday that the

ability for cryptocurrency to be used for cross-border payments could undermine the country’s

monetary policy. The RBI counsel proceeded to discuss the use of cryptocurrency in illicit activities,

noting its “anonymity.” He cited a July 2018 report by the Financial Action Task Force (FATF) and

the May 2018 European Union directive
