The Crowsnest Pass Health Centre was developed in 1987 as a full service regional hospital. It is a concrete and brick structure, one story high plus partial basement, giving a total area of 8,253 square metres. Exterior windows are sealed double glazing in anodized aluminum frames. Entrance doors are also aluminum framed with safety glazing. There is one active operating room, and a full Emergency Medical Department, and a total of 100 patient beds. The facility is self contained, with a full commercial kitchen, dining area, therapeutic and exercise facilities, diagnostic and laboratory services, and large staff support areas. The building is a completely barrier free facility.

Structural Summary

The foundations for this building are concrete spread footings, concrete pads, and grade beams. The structure consists of a reinforced concrete frame above and below grade. Floors are reinforced concrete slab and beam construction, or concrete slab on grade. The roof and mechanical penthouse structure is of steel beams and open web steel joists, with ribbed steel roof decking. There has been no major upgrade work to the structure, and there is no evidence of cracking or settlement. Overall, the structure of this building is in acceptable condition.

Envelope Summary

The exterior of this building is substantially brick masonry, with roof penthouse structures of ribbed prefinished metal siding. The majority of the roof is the original asphalt and gravel built-up membrane, which has failed and is due for replacement. Part of the roof has already been changed to an SBS membrane. Interior Summary

Interior division in this facility is a combination of concrete block walls and gypsum board partitions, both of which are painted. The majority of this building has sheet vinyl flooring with welded seams, although there is also some ceramic tile and some carpet. The carpeted areas have deteriorated and should be replaced with sheet vinyl flooring. Ceilings are mostly suspended t-bar with acoustic tiles, and there are also some gypsum board ceilings. Doors are either solid core wood or flush steel, in pressed steel frames. There is a considerable amount of plywood millwork throughout, finished with plastic laminate. The laboratory has acid resistant countertops. The passenger elevators have recently been serviced, and the dumbwaiters, used for moving decontaminated materials and equipment, are acceptable. Overall, the interiors of this facility are in acceptable condition.

Electrical Summary

The main service to this facility is a 347/600 volt 3 phase 4 wire Federal Pioneer distribution panel. The main service is fed through underground ducts from a pad mounted utility owned transformer. The fire alarm system is the original Edwards 8500 non-addressable system and is scheduled for replacement. Two styles of nurse call systems are installed, including a newer Rauland Responder 4 system installed three years ago, and the original Rauland Responder 3 system. It is recommended that the Responder 3 be upraded to match the newer Responder 4 system. The clock system is an Edwards 2470 120 volt clock system, and the security system is an Edwards 1775.

Several of the fluorescent fixtures have been upgraded to T8 lamps with electronic ballasts. Approximately 10% of the fixtures have yet to be upgraded. Emergency lighting is fed from the emergency distribution system that is supplied by a 500 KW 347/600 volt Cummins emergency power generator. Several fixtures are also connected to a Lumacell Inverter that acts as a large battery pack for emergency lighting. The exterior lighting consists of high pressure sodium wall mounted and pole mounted fixtures.

Although the systems reviewed did not show any physical signs of deterioration, increased maintenance costs can be expected as the systems approach their expected lifecycle replacement dates.

Overall, the electrical systems are in acceptable condition.

Mechanical Summary

The building is heated with 4 hot water boilers. Hot water is pumped to radiation and reheats around the building. A hot water to glycol heat exchanger is provided for the glycol system. Glycol is circulated to all AHU's. AHU's are VAV, each with glycol heating coils, chilled water cooling coils and steam grid humidification. A separate steam boiler is provided for steam grid humidifiers in each AHU. Plumbing fixtures through out the facility are original. Domestic hot water is supplied from 3 storage tanks with immersion coils. All terminal heating controls are pneumatic. The air handling unit, boiler plant, domestic water heating and chiller are controlled off the ESC BMS system, which was upgraded in 2008. The overall mechanical condition is acceptable.
