1. Executive Summary The level of development in any community depends to a large extent on its state of

security. Criminal activity continues to be a major concern in contemporary society. Most

nations are faced with unacceptable levels of delinquency and crime. This project is

designed for Monitoring and developing Information system which will effectively

manage and monitor the criminal activities and to help the officials to gather data

precisely and quickly for effective management.

GIS based management system and Analytics will helps in visualizing the criminal

activities and accidents in spatial context. This will helps the officials to locate the spots

where the incident happened and also the Integrated GPS and Navigational devices will

properly direct the vehicles to the exact locations in easiest and quickest manner. This

project focuses on real time mapping of crime incidents, identifying hot spots where the

most crime occurs and analyzing the spatial relationships of targets and these hot spots,

Developing real time monitoring and complaint registering system with 24 hours call

center facility.

Real Time Monitoring and Complaint registering system will help the citizens to register

complaints if an incident occurs if then automatic alerts will be passed to the datacenter

where the location details of the victims will be automatically retrieved by the database

and alerts will be passed to the corresponding stations. The incident spots can be

updated at real-time using a handheld GPS based Device, which can be visualized and

analyzed for various decision making process.

This solution, Crime Mapping Analysis System, on a mission "to reduce crime and

make the society- safer by empowering the police officers with the best of the

sophisticated technology down to their usability".

The core application centers on their daily tasks like mapping, patrolling,

responding to citizens demands, investigating crimes, generating desired reports

with GIS – Geographic Information Systems are driven Intelligence.

Crime Investigation officers, Officers at Crime Record Bureau, Detective Agencies,

Police officers on Law & Order, Crime analysts, Policy managers and planners use

this system to identify the critical areas / points of crime with spatial analysis.

Dwelt with the principles of Environmental Criminology and GIS and crime

algorithm with the prediction model of Crime- causation and prevention.

2. Proposed Solution - Crime Mapping and Analysis System (CMAS) Crime mapping and Analysis system is a Geographic Enabled Crime Analysis Solution

with integrated data of First Information Report (Automatic FIR) in preparing a

comprehensive new generation solution for law enforcement. The beneficiary includes

the crime investigational officers at crime record bureau, detective agencies, police

officers on law and order, crime analysts, policy managers and planners used this

system to identify the critical areas/points of crime with spatial analysis

• Resided with principles of environmental criminology and GIS with crime analysis

and prediction algorithm on crime cross-section and prevention

• This Solution CMAS teams on a mission to reduce crime and make the society

safer by empowering the police officers with the best of the sophisticated

technology, down to their usability, in addition to their safety.

• The core application centers on their daily task life mapping, patrolling responding

to the citizen’s demands, investigating crimes generating desired reports with GIS

5. Solution Features & Advantages Complete control to the end user by allowing him to configure and manage the following:

Define custom Policing Types

Define the spatial entities that are targeted for each Policing type

Define Inspectors and their service areas with rules and checklists for inspections

Define approval workflows, alerts and fines Management

Based on the rules defined by the managers the system manages schedules

automatically but also gives the users complete authority to override system defaults. To

assist the managers make such decisions our product CMAS offers:

• An intelligent map, spatial search tools to find crime spots, hotspots, inspectors

• Track records and history of inspections with locations and Live tracking

• Playback option to see locations on any given day in the past

• Public complaints information

• Inspector reports and messages to managers

• Reports and charts showing distribution of inspections

CMAS Client has the following features,

• The PDA client can receive daily/weekly inspection tasks assigned for Police.

• The PDA application will generate custom forms based on the checklists defined

by the police on the fly.

• The inspection reports along with photos or any attachments can be sent to the

managers either instantly or in case of unavailability of a network connection,

they can save reports on the device and come to office and transfer or

synchronize reports and collect inspection tasks.

• It gives access to all of the spatial data. This and the integrated navigation

system helps the inspectors find locations with ease.

• CMAS will be integrated with inbuilt GPS receiver, allowing Police to find their

current location and allows the managers at office track the Police.

• The field Police will have access to data like inspection history, crime history,

Traffic reports, manager notifications etc available through web services.

7. Conclusion

Crime analysis using GIS is relevant, as the rate of crimes is very much on the rise.

Since crimes have situational relevance, and hence have a positional element attached

to them, GIS can be a very useful tool to display and apply spatial analysis to data,

which reside in large databases, in order to obtain a strong visual appreciation of the

patterns of crimes. Given the right atmosphere and cooperation from all relevant

authorities, GIS can be used to map and analyze crime occurrences with a view to

determining factors leading to such crimes and how they can be effectively managed.

With GIS, the police and other law enforcement agents could produce maps showing the

scene of crimes and the route(s) leading to scene areas by performing simple queries.

The queries can also be performed to display the shortest route to the scene of the crime

from the police station in the event of an emergency. The analysis carried out using dot

density map could be used to forecast and map out strategies for combating crime.
