    Good Afternoon Admiral Allen,Please find the attached Situation Brief Update that has been prepared by the Nrc SituationUnit current as of 160eEDT 30 June 2010. Please see attached fo r full report.Highlighted bullets:Highlights of the Last Operational Period: The UAC initially reported that three staging areas were evacuating. Subsequentreports indicated operations were limited due to weather and no evacuation was required. DISCOVERER ENTERPRISE: DE shut down at 1002 EDT fo r lightening within 5 miles restartcommenced at 1130 EDT. T-time (time to get off s ta tion in the event of a hurricane) is 114hours. The OVERSEAS CASCADE will return to lighter the DE. Lightering scheduled to commenceon 02 July and will require less than 5' seas. The limiting factor of 5' seas is based on thtolerance of the f loating transfer hose and the hose handling vessel. Should the DE not beable to star t lightering operations by 02 July 2010 (Friday), a second transfer window shoulbe available on 05 JUly 2010 (Monday). Lightering ops require 24 hours fo r full discharge oDE. If the DE is unable to lighter by 06 July 2e10 (Tuesday) then the DE will reach maximumstorage capacity and production will be stopped. (Houston, 30 Jun 10, 120eEDT) Dispersant: Subsea Dispersant is being injected at the BOP at a steady rate of 8gallons per minute. Surface injection dispersant vessels remain in Port Fourchon due to higseas. Subsea dispersant authorization expires today and application will be made this eveninfor an extension of th e dispersant authori ty. There was a 40 minute interrupt ion indispersant discharge for repositioning o f the d isper san t wand. (Houston) 30 Jun 10, 1200EDT) Short Term Containment: Top Hat - Top Hat #4 is in place over the MC 252 BOP andproducing oil in conjunction with DE. A pressure transducer has completed the 72 hour readincycle and data is being interpreted by government scientist. A decision will be made toremove the transducer o r leave i t in the methanol injection port. Weather has had l i t t le tono effect on the Top Hat, i t has remained stable with less than a 2'; wobble during theincreased sea state. Top Hat #3 is available , located on the mud mat. Top Hat #10 isavailable , located on the deck of DE. There are no plans to change Top Hats at this time.(Houston, 30 Jun le, 1200EDT)

    Long Term Containment and Disposal Plan 1: Planned startup of the system and productioof oil is now 7 July, delay is due to weather. The 4000' Free standing Riser (FSR) is fullyin place. The 1,350; flexible, CDP manifold to FSR base, installation is ongoing. The 1, 350flexible was successfully connected to the base of the FSR and is currently being connectedto the CDP manifold. Damage to the gasket occurred during attempts to land the connector andrepairs will have to be made. I t has been determined a second crane will be required toobtain the correct angle to land the connection. Once connected, i t will be pressure testedfor t ightness . The 1,200' flex hose th at w ill a ttach the Mud Manifold to the CDP Manifold isconnected to the CDP manifold and crews had to abandon attempts to connect i t to th e MudManifold due to weather . This operation is being conducted within 40' of th e DISCOVERER1

    ENTERPRISE and th e ves se l masters made the decision to halt the operation t i l l seas calm. TheQuick Connect/Disconnect (QC/DC) buoy and clump weight were placed and i t was found th ehawser connecting the buoy to the clump weight stretched beyond calculations. The buoyremains hanging from th e crane of the OSV HaS IRON HORSE (9457050). Sections of chain,attaching the buoy to th e hawser, will be removed allowing th e buoy to sink to theappropriate depth. The HaS IRON HORSE will l i f t th e QC/DC Buoy and complete the required workwhen seas are blow 4' to 6 '. The QC/DC will be connected to the top of FSR through a 1,060'6" flex hose. Deployment of the 1,060' flex hose been delayed due to high sea state.(Houston, 30 Jun 10, 1200EDT) MC 252 Well Bore Cap: The transition spool and capping stack have been built andsuccessfully passed a System Integration Test (SIT) with the exception of a failedpressure/temperature sensor, the sensor has been replaced with a pressure/pressure sensor, BPscientist approved the change. Both will be prepared fo r shipping tonight via barge to Portof Fourchon at OOA 1400 30 June, ETA 02 JUly. The flange split ter system required to installthe spool is complete and procedure has been approved. The system is scheduled to undergo aSIT 30 June. Machining on the latch cap" contingency system commenced 26 June. The WellBore Cap is th e capping stack that will be used on top of the LMRP to assist in containmentonce the TOP HAT and lMRP flange is removed. (Houston, 30 Jun 10, 1200EDT) DO-II: Cementing has been completed and a leak Off Test (LOT) will be performed on 30June. The dril l string is currently being run down hole to dri l l through the cement plug sothe lOT can be performed. Provided the LOT is successful drilling will commence 01 July. Ablind shear test of the BOP was successfully performed. T time is 108 hours. DD1I's annualCOC inspection will be conducted by MSU Morgan City inspectors. The air can and subsea anchor are complete .Suction pile installation will start 02 July, weather pending. FSR 2 has been constructed and allcomponents are staged in Port Fourchon. Installation will commence once the first FSRinstallation is completed with startup and "first oilH anticipated OOA 15 July.     International Offers of Assistance: Letters of Acceptance were drafted by the NrC for 22 offers of assistance from 12 countries.Letters are currently under review, including Department of State (DOS) clearance. UAC expects to take delivery of 800 meters of fireboom this week from a Sonatrach subsidiary.

    Coast GuardlEPA Emergency RegulationThe Coast Guard and the Environmental Protection Agency (EPA) continue to take stepsto ensure that vital oil spill response equipment currently stationed throughout the countryis available to join the fight against BP's leaking oil in the GOM. The most recent step inthis strategy involves a joint Coast Guard-EPA emergency interim rule, submitted to theFederal Register on June 28, which will temporarily lower timing thresholds that requireidentification and staging of oil spill response equipment around the country in case of anoil spill-freeing up some resources for deployment to the Gulf. Essentially this meansthat we are temporarily reducing the time in which equipment, including vessels, must beavailable and "at the ready" for an oil spill so that we can battle the BP oil spill with aneven greater force than we have already mobilized.
