    to identifu he numberof Marines,by calendar ear,dishonorably ischarged, ivenbadconductdischarges, r, in the caseof officers, he total numberof dismissals.The resultsof thosequeriesare dentifiedas documentsUSMC (15) andUSMC (16) andcopiesareprovidedat enclosure2).

    As for item (8) of CREW's equest, e advised hatknowledgeableM&RA personneln theM&RA FAP Branchhave apprised hat there s no centralized atabasehat collects he numberofMarines ordered o attend angermanagement lassesandlor counseling, et aloneone that collectsthe nurnber of those ordered o attendpursuant o a deferredprosecutionagreementor diversionprogram. Calculation of this number would require an extensivemanualsearchand review ofhundredsof paper file charts/recordsmaintained n FAP and legal offices across he USMC.

    Regardingtem (10) of CREW's equest, e advised hat knowledgeable ersonneln theM&RA FAP Branchhavealsoapprised hat theonly documentation f a Marine'sattendance tmandated ngermanagement lasses ould be "sign-in"sheetsmaintainedat each nstallation.However,simply providingcopiesof the sign-insheetswould not providean exactnumberofMarineswho attended uchclasses incesomeattendees renot mandatedo take he classaspartof a domesticviolence reatmentprogrambut simplywant to attend or their own personal nterest.Therefore,eachand every sign-insheetwould have o be reviewedandonly the numberof Marinesmandatedo take he classcounted. Further,we havebeenapprised hat thereare nconsistenciesacrossUSMC installationFAP officeswith regard o attendanceecordkeeping. Some nstallationsmaintainsign-insheets, omeust update he attendancenformationon the individualMarine'schart. Additionally,we were apprised hat FAP officesdo not maintain ecords hatwould reflectany action taken againsta Marine for failure to attendordered angermanagement lasses nd/orcounseling. nstead, uch ecordswould be maintained t localcommand evelswhere ocalinstallationFAP offices would ascertain "no show" from an individualMarine'schartandnotifythe Marine'scommanding officer, letting the command ake action, as appropriate. Any effort tocollect, eview,and count henumerous ign-insheets nd/or ndividual chartrecordsgeneratedsince Jan2001would be an enormous ffort, exhausting undreds f not thousands f manhours.Because uchan effort is not consideredeasonable,tem (10) of CREW's equests consideredobe "unperfected" ndno further action s being aken o provideCREW a responseo this item.As for item (18),be advised hat knowledgeable ersonnelwith the JudgeAdvocateDivisionof this Headquarters aveapprised hat neither he Department f theNavy (DON) nor theUSMCmaintain any centralized databaseshat would allow for the ready dentification of documents hatwould reflect USMC decisions ot to prosecute Marine for a domesticviolencecrime because ucha prosecutionwould havepreventedhe Marine Corps rom being able o deploy hat Marine o Iraq,or any otherforeign country. A manualsearch f an ncalculable umberof paper iles maintainedby eachand everyMarine commanderwith suchdecisionmaking authority. Because uchan effortis not consideredeasonable,tem (18) of CREW'srequest s consideredo be "unperfected" ndnofurtheraction s being aken o provideCREW a responseo this item.Finally, regarding tem (19),be advised hat we have earned hat responsivenformation s
