Background Information on Credit by Examination

The purpose of program evaluations in the Clear Creek Independent School District (CCISD) is multi-faceted and shall result in findings, recommendations, and/or conclusions that:

• Ensure program alignment with District goals and vision; • Assess strengths and weaknesses of the program; • Measure the success of the program in meeting its expressed goals; and/or • Result in improvements in, revisions to, or discontinuation of the program.

As part of CCISD’s program evaluation process, the Office of Assessment and Evaluation has completed a program evaluation for the Credit by Examination program encompassing the five year period from the 2007-2008 school year through the 2011-2012 school year.

Beginning in 1996, the Texas Education Agency adopted and later amended the state policy in accordance with local school district policies, which offers Credit by Examination (CBE) without prior instruction as an alternative method for earning credit. Clear Creek ISD offers opportunities during the summer for students to gain credit by examination. Exams are available for acceleration from grades K-8 and selected TEKS-based courses from grades 9-12. The purpose of credit by exam is to allow a student to accelerate and earn credit without formal instruction in that course or grade. The student must score a minimum of 87 for the required tests taken for the appropriate course or grade the student wants to skip. Credit by Examination is applied to a narrow band of students. CBEs are developed by Texas Tech University, and study guides are available online; however, the Chinese tests are locally developed by CCISD.

Acceleration of a student from grades K-5 occurs when the following criteria are met: a student scores a minimum of 87% in four areas of assessment: language arts, mathematics, science, and social studies; the student earns the recommendation of the grade placement committee; and the parent provides written consent for acceleration. Acceleration of a student in grades 6-12 occurs when the following criteria are met: a student scores a minimum of 87% on an examination for acceleration; the student earns the recommendation of the grade placement committee; and the parent provides written consent for acceleration. The state requires districts to set a minimum passing standard of no higher than 90%. CCISD has established a passing rate of 87%. Grades from any CBE are not factored into a student’s GPA. Three types of students typically choose to register for CBE: those who are trying to accelerate to a higher grade level or course, those who are trying to catch up to their peers (possibly failed a grade level in the past), and those who have not yet been in school. Students who choose to fulfill course requirements through credit by examination for the core content courses listed below must also achieve at least the minimum required score on the corresponding STAAR End of Course Exam(s). All course and graduation requirements pertaining to STAAR EOCs are applicable to course credits attempted through credit by examination, including:

• Algebra I, Geometry, Algebra II • Biology, Chemistry, Physics • English I, English II, English III • World Geography, World History, U.S. History

In accordance with TEA policy, CCISD provides three days between January 1 and June 30 and three days between July 1 and December 31 to allow students the opportunity to accelerate from grades K-8 or selected courses from grades 9-12 through examination, for a total of six days. Furthermore, these dates are published on the CCISD website and in the local newspaper. CCISD does not charge a fee for credit by examination during the dates specified; however, the student’s parents must pay for an alternative assessment approved by the district outside of the six day window provided by CCISD. Exams may be created by the district or purchased from the University of Texas at Austin or Texas Tech University.

During the time period of this study, there have been a greater percentage of Asian students as compared to the district enrollment. There has been an increase in LEP and Economically Disadvantaged students, particularly in grades PreK-4. There are a greater percentage of GT students in all grade levels.

In grades K-5, approximately 13% met standard on all four areas of assessment: Language Arts, Math, Science, and Social Studies; however, 87% did not meet standard, which means they scored below the 87% minimum on at least one of the assessments.

4. What type of information and support do counselors, parents, and students receive?

A representative from the Assessment and Evaluation Department meets with counselors throughout the fall of each school year to ensure that the section regarding Credit by Examination in the Educational Planning Guide (EPG) is aligned to the current local and state policies. The representative also meets with counselors each January to provide them with information about policies and procedures for the upcoming CBE registration process, including registration deadlines. The counselors then disseminate the information at the campus level.

CBEs are advertised in the local newspaper as well as on the CCISD website. Parents are guided to the website should they need more information regarding the registration process and deadlines. Registration forms are due in the spring in order to provide the assessment department ample time to order the appropriate materials from Texas Tech University. Review materials are available on the Texas Tech website, which are state standards that are assessed. The university requires that the materials are ordered thirty days prior to testing days, which occur each June and July in CCISD. Once the assessments are scored, they are sent to the assessment department. The assessment department then sends results to the student’s parents and to the counselor at the student’s next campus, based on registration forms.

Based on data provided by CCISD’s Assessment and Evaluation Department, the average overall cost per student has ranged from $62.33 to $75.63 over the past five years; however, the cost per pupil varies from elementary to intermediate to high school. (This data is provided on the following page). Credit by Examination expenditures include payment to Texas Tech University for the creation and processing of tests, extra duty pay for proctors, advertisement in the local daily newspapers, shipping costs for test delivery, and supplies such as cassette tapes, pens, pencils, and batteries. The cost per test, which is paid in advance to Texas Tech by CCISD, is nonrefundable. The cost per test at Texas Tech is $17 per test/content area, which is why the cost per pupil varies between each level, depending on the number of assessments students choose to take. Kindergarten and 1st grade students receive oral administration, which requires 1 proctor per 6 students. LOTE (Language Other Than English) CBEs cannot be combined with one proctor. LOTE exams have three components: speaking, listening, and a written portion. Due to the logistics of the classroom and to alleviate any confusion among testers, it is not feasible for more than one proctor to administer these exams at one time. The cost of the proctor is $26/hour; however, in an effort to effectively and efficiently budget, the Assessment and Evaluation department has used employees on the 230 day salary schedule to proctor exams, as opposed to allocating funds for proctors.

Summary of Findings

Below is a summary of findings for each of the program evaluation questions:

1. How are students performing on the CBE (s)?

In grades K-5, approximately 13% met standard on all four areas of assessment: Language Arts, Math, Science, and Social Studies; however, 87% did not meet standard, which means they scored below the 87% minimum on at least one of the assessments. Approximately 37% of K-5 students met standard on the Language Arts CBE, while 45% met standard on the Math CBE; however, K-5 Science and Social Studies CBEs have substantially lower rates at 22.9% and 18.1%, respectively. Approximately, 53% of students met standard on the Intermediate Math CBEs. There is a 0% met standard rate on the Intermediate ELA CBEs with an average score of 71.8%. There is a 0% met standard rate on the Intermediate Science CBEs with an average score of 61.1%. There is a 0% met standard rate on the Intermediate Social Studies CBEs with an average score of 38.7%. Approximately 41 % of students who took a high school CBE met standard, while approximately 22% did not meet standard. The failure rate is roughly 8%, and the cancellation/no show rate is 29%. Foreign languages CBEs, such as Spanish and Chinese have the highest passing rate, along with Communication Applications and Health Education. Algebra and Geometry, which are EOC courses, have higher passing rates as well.

Parents receive information regarding CBE via the CCISD website as well as in the local newspapers and are guided to the website by campus counselors. Counselors receive information through a representative from the Assessment and Evaluation Department and disperse the information to students seeking to gain credit by examination. Registration is held each Spring, and testing is administered in June and July.

Superintendent’s Recommendations

1. By May 2013, create a plan to use CBE results as a communication piece to share with parents.

2. Based on a review of the Credit by Examination Program Evaluation, state law allows little opportunity for local control for staff to impact student performance. Therefore, this program should move to periodic internal review and be eliminated from the program evaluation cycle.
