WELCOMEARTIST-IN-RESIDENCE (AIR) GRANTS PROGRAM

In May 2008, the Federal Government announced that $5.2m would be provided over four years for a new initiative whereby professional artists would participate as artist(s)-in-residence in schools and as sessional staff in universities, to improve students’ access to quality arts education programs.

Managed for the Federal Government by the Australia Council for the Arts, the AIR Grants Program was launched in Western Australia in June 2009 by Minister for Culture and the Arts John Day and

Minister for Education Dr Elizabeth Constable.

Through the strategic arts in education partnership between the Department of Culture and the Arts (DCA) and the Department of Education (DoE), ArtsEdge implements the AIR Grants Program and in 2011 will deliver the third funding round of the four year pilot.

Both DCA and DoE recognise that the arts contribute to the development of our communities; that the fostering of

imagination, risk-taking and curiosity, especially in children and young people, enriches and transforms lives.

Through the provision of the AIR Grants Program, partnerships between professional artists and Western Australian public schools and teacher training institutions can be forged, increasing access and quality of arts in education experiences for students, teachers and artists, and leading to the development of effective teaching methods and practices for the arts.

THE AIR GRANTS PROGRAM OFFERS TWO FUNDING STREAMS:STREAM 1 – short term residency projects designed to establish arts and education partnerships between a public school, cluster of public schools or teacher training institution (ie. tertiary School of Education) and an individual professional artist, group of artists or arts and cultural organisation for a minimum period of 30 days (ie. equivalent to a minimum of 150 contact hours).

STREAM 2 – encourages in-depth collaborations between arts and cultural organisations and a public school, cluster of public schools or teacher training institution (ie. tertiary School of Education). This stream is open to organisations currently receiving triennial and multi-year funding from DCA (ie. key funded organisations). Applicants in this stream must have a proven track record of excellence in arts education

in Western Australian schools. DCA key funded organisations will be invited to submit an Expression of Interest, with a small number then short-listed to submit a more detailed Full Proposal. The length of this residency will be a minimum of 60 days (ie. equivalent to a minimum of 300 contact hours).

Taken together, both funding streams prioritise creative processes which actively engage with students, and partnerships between a public school, cluster of public schools, artists, arts and cultural organisation(s) and the wider community.

IMPORTANT THINGS TO KNOW BEFORE YOU APPLY

When looking at applications the AIR Grants Program Assessment Panel will be assessing them against the following Key Priorities and Assessment Criteria.

KEY PRIORITIESPriority is given to those applications that do one or more of the following:

• Actively engage with students in the creative process.

• Develop partnerships between a Western Australian public school, cluster of public schools, artists and/or

arts and cultural organisation(s) and the wider community.

• Demonstrate innovation and twenty-first century technology.

• Incorporate professional learning opportunities for educators, artists and/or pre-service teachers.

• Increase access to regional and remote school communities.

• Increase access for Indigenous students.

• Increase access for students at educational risk.

• Increase access for students with disability.

• Support the creation, presentation or promotion of work which supports cultural difference and diversity.

ASSESSMENT CRITERIA

PARTNERSHIPSIn assessing partnerships, the AIR Grants Program Assessment Panel seeks to support AIR projects which have strengths in one or more of the following:

• Develop sustainable partnerships between education, the arts and the wider community.

• Develop relationships between a cluster of public schools.

• Develop cross-curricular partnerships within a school community.

• Partner educators, artists and/or pre-service teachers to deliver professional learning opportunities.

LINKS TO THE CURRICULUMIn assessing links to the curriculum, the Panel seeks to support AIR projects which:

• Maximise opportunities for students to achieve outcomes described in the Western Australian Curriculum Framework or course of study (in the case of tertiary institutions);

• Aim to maximise students’ learning by employing powerful and distinctive teaching and learning approaches to meet the unique needs of each student, their family and the local community; and

• Engage students in a creative activity of their own and with the artistic, cultural and intellectual work of others.

ARTISTIC EXCELLENCEIn assessing artistic excellence the Panel seeks to support AIR projects which:

• Demonstrate high quality artistic experiences for participants.

• Exhibit relevance to, enhance or extend the school’s existing arts activities or develop new art program opportunities.

• Involve artistic personnel with the expertise to deliver the project’s objectives.

• Develop students’ capacity to discover, imagine and create.

• Incorporate high quality professional learning benefits for educators, artists and/or pre-service teachers.

GOOD PLANNING AND EFFECTIVE USE OF RESOURCESIn assessing good planning and effective use of resources, the Panel seeks to support AIR projects which include:

• Achievable, realistic outcomes;

• A plan, or methodology, that can achieve these outcomes;

• A process to critically review and evaluate outcomes;

• Accurate and comprehensive costings in the budget;

• Efficient use of resources; and

• Appropriate rates of pay for artists.

WHO CAN APPLY?

ELIGIBILITY

STREAM 1In 2011, the third year of the pilot program, STREAM 1 applications must come from a Western Australian public school, cluster of public schools and/or teacher training institution (ie. tertiary School of Education).

By developing a STREAM 1 AIR project, schools have the opportunity to engage students across strands of the curriculum from Kindergarten to Year 12 or an arts in education pre-service teacher training course, generating diverse and challenging learning and teaching experiences for students, teachers and artists.

The STREAM 1 applicant must show that their proposed AIR project includes the involvement of at least one professional1 artist or arts and cultural organisation with a minimum of three years experience in their art form, and who relates well to students and communicates, discusses and demonstrates their art with ease.

A STREAM 1 AIR project must commence at or after the start of Term 2, 2012 ie. Monday 23 April, and must be

completed by Friday 28 September 20122. The length of the residency is to be a minimum of 30 days (ie. equivalent to a minimum of 150 contact hours). There are up to six $30,000 grants available in the 2011 funding round.

The application must address at least one or more of the Key Priorities and all Assessment Criteria. Applicants will also need to supply the requested Support Material.

STREAM 2The applicant requesting STREAM 2 funding must be an organisation currently

receiving triennial or multi-year funding from DCA (ie. key funded organisation), with a proven track record in delivering high quality arts education projects in schools. The applicant will be required to work in collaboration with a Western Australian public school, cluster of public schools and/or teacher training institution (ie. tertiary School of Education).

The STREAM 2 AIR project grant is capped at $100,000. It must commence at or after the start of Term 2, 2012 ie. Monday 23 April and must be completed by Tuesday 18 December 2012. The artists in residence will be required to meet the minimum residency duration of 60 days ie. equivalent to a minimum of 300 contact hours.

The application must address at least one or more of the Key Priorities and all Assessment Criteria. Applicants will also need to supply the requested Support Material.

Applications will be assessed through a two stage process: Expression of Interest and Full Proposal.

Expression of Interest (EOI) applications can be submitted following an invitation extended by ArtsEdge on behalf of funding partners the Australia Council for the Arts, DCA and DoE. If your EOI is successful, you will work collaboratively with your education

partner(s) to develop a Full Proposal which will include a detailed budget and Memorandum of Understanding.

INELIGIBLE ACTIVITIESApplications to the AIR Grants Program will be ineligible if they:

• Propose identical or similar projects to those that have already been or are currently being undertaken in a public school(s), cluster of public schools or teacher training institution.

• Do not meet the minimum residency duration.

• Do not engage an artist with a minimum three years professional experience.

• Do not directly link to the Western Australian Curriculum Framework or tertiary course of study.

• Are provided by a DCA key funded organisation or previous successful STREAM 1 school applicant which has outstanding Acquittal Report/s.

• Propose a project which starts or

finishes outside of the stated residency delivery period.

• Seek funding on a retrospective basis; that request funding for restoration or conservation of cultural material.

• Request funds for the purchase of capital equipment, including instruments, computers, software or other goods/services not directly linked with the project or which cannot otherwise be obtained from existing school/institution budgets or other funding sources.

• Request funds for capital works.

• Seek funds for fundraising, competitions, prizes and/or trophies.

• Request funds for the work of other State or Federal Government departments.

• Are received or postmarked after the closing date and time or are submitted via email or fax.

ADDITIONAL INFORMATION FOR ALL APPLICANTS

• ALL proposed AIR projects can incorporate any art form or combination of art forms including creative writing/literature, dance, drama, design, media (including film, television and radio broadcasting), music and visual arts.

• ALL participating artists must have a current Working with Children Check (WWC Check). Information on WWC can be downloaded from www.checkwwc.wa.gov.au or by calling (08) 6217 8100 or 1800 883 979 (within WA only).

• Applications requesting below the funding level available, ie. $30,000 per

project in STREAM 1 and $100,000 in STREAM 2, will be considered less competitive. The level of funding made available through the AIR Grants Program should be reflected in the quality of the AIR project proposed in the application, in terms of artistic and education benefits to students, teachers, artists and the wider community.

• Professional learning opportunities for both teachers/pre-service teachers and artists must be incorporated into each AIR project.

• Any public school/institution participating in an AIR project must

allocate an appropriate working area(s) for the artist(s), provide adequate staff support including a Project Coordinator, and, if possible, a support or reference group to oversee the project from start to finish.

The Project Coordinator is the liaison person between the artist/organisation and the public school/institution and should be the person who submits the application for STREAM 1 funding or who liaises with the arts and cultural organisation applying for funding in STREAM 2. The Project Coordinator ensures the AIR project is integrated into the curriculum or course of study

(in the case of a tertiary School of Education course) as well as student assessment, and is the contact for ArtsEdge for obtaining project progress updates, arranging school visits for key staff from the funding partner organisations and provision of the AIR Project Acquittal Report.

• The AIR funding provided may not meet 100% of the cost of your proposed project, so it is important that applicants consider other sources of income for the delivery of the project, such as in-kind support, donations or fundraising.

Where the funding provided does not support the entire cost of a project, priority must be given to funding artists’ fees. (See the information sheet titled Professional Artist Fees available from the ArtsEdge website at www.artsedge.dca.wa.gov.au/4_artists.asp)

• ALL applicants must provide as accurate a budget as possible for their proposed AIR project. A proposed project budget is requested as support material in both funding streams.

Budget Notes are an important adjunct to your budget and can assist you in demonstrating financial responsibility. They become very important if you are unable to provide adequate details

within the budget format provided in the application form.

Budget Notes must be submitted as support material by STREAM 1 applicants however notes are optional for those seeking STREAM 2 funding.

Applicants must also remember to include any costs that are contributed as ‘in-kind’. These may be donated services, borrowed or hired equipment, work or office space, relief teacher costs, volunteer labour etc. On your budget form, list all the in-kind support as if you have to pay for it. Then in the income column, list all the in-kind support as income because these goods or services have been donated to the project.

• Artists must note that legally, any art work produced in the course of

a residency or workshop where the artist is employed or contracted by the school is owned by and copyrighted to the Government of Western Australia, through the Department of Education. Visit the ArtsEdge website at www.artsedge.dca.wa.gov.au (Artists in Schools page) for more details.

• ALL applicants should note, that should your application be successful, all school/institution Project Coordinators and artists or arts and cultural organisation representatives are requested to attend an AIR Grants Program Induction Workshop.

This professional learning opportunity is designed for artists and educators to come together, refine their planning and processes and discuss roles and responsibilities for the implementation of their AIR project. It is also a valuable information session detailing the acknowledgement, reporting, and documentation and

evaluation requirements of grant recipients including the delivery of the grant Acquittal Report. Time and payments for all artists and teachers to attend the workshop should be considered in each applicant’s budget. Session details for each stream workshop will be forwarded to successful applicants by ArtsEdge.

• ALL successful applicants will be required to submit a grant Acquittal Report at the conclusion of their AIR project.

An acquittal is an accurate record of the project and how the grant money has been spent. The AIR Grants Program Acquittal Report is necessary for audit purposes, provides useful statistical information for the grant

funding partners and contributes to the knowledge that DCA and DoE staff have about the arts and education sectors in general.

Acquittal Reports must be submitted to ArtsEdge within 13 weeks after the conclusion of the AIR project. If your project changes in any significant way after you have received your grant, you must still submit an acquittal outlining how and why the project varied from the original proposal.

HOW TO APPLY: A STEP-BY-STEP GUIDE

STEP 1:READ AND UNDERSTAND THE AIR GRANTS PROGRAM GUIDELINESUse these guidelines to find out crucial information about applying for AIR funding.

At the outset you should check the following:

• That you are eligible to apply.

• That your project meets the Key Priorities and Assessment Criteria.

• That your project commences on or after the start of Term 2, 2012.

• That your project meets the minimum residency duration requirement (ie.

minimum amount of contact hours for the residency).

• That the public school/institution can supply adequate support for the artist(s) in terms of appropriate fees and working areas, and can assign a Project Coordinator to the AIR project.

STEP 2: READ THOROUGHLY THE INFORMATION INCLUDED IN THE SECTION TITLED ADDITIONAL INFORMATION FOR APPLICANTS AND OBTAIN THE RELEVANT APPLICATION FORM.The application form for STREAM 1 is available from the ArtsEdge website at www.artsedge.dca.wa.gov.au or you can contact ArtsEdge to have one posted to you. Electronic copies of the Expression of Interest form for STREAM 2 are available from ArtsEdge and will be distributed to DCA key funded organisations on an invitation only basis.

STEP 3:TALK TO ARTSEDGEIt is important that you discuss your idea with ArtsEdge before submitting an application. ArtsEdge staff are available to provide feedback, put you in contact with public schools and/or artists, assist with determining eligibility, and more.

STEP 4:PREPARE A DRAFTWhen drafting your application

remember that your application will be assessed against the Key Priorities and Assessment Criteria. It is important that you answer all the questions in the application form as completely as possible and assume that the Panel does not have any prior background knowledge of you or your project.

When your draft is complete you can request that ArtsEdge read over it and give you feedback. Feedback should be sought as early as possible prior to the closing date (see deadline for draft submissions in the table on page 18. Please note that draft applications for feedback can be sent by email but final submissions sent via fax or email will not be accepted – see Step 6). Feedback given will not guarantee the success of your application and should be used at your discretion. Whilst ArtsEdge staff may provide feedback, it is your responsibility to ensure your application meets all the requirements of the AIR Grants Program.

STEP 5:ASSEMBLE YOUR SUPPORT MATERIALCollating your support material can take time as you may be relying on others to provide you with information, budget figures, CVs, images, DVDs etc. Refer to the application form for details of what support materials must be submitted in each funding stream. Support material that is not supplied as requested and not supplied in a PC compatible format may make your application ineligible.

STEP 6:SUBMIT YOUR APPLICATIONBefore you submit your application, run through the checklist at the front of the application form to make sure you have met all requirements. Applications, along with all support materials, must be submitted by the closing date/time.

Hand delivered applications to ArtsEdge must be received by 5pm sharp on the due date (see application closing dates on pages 17 and 18).

Postal applications must be postmarked before 5pm on the due date. Please check your local post office to ensure your application is postmarked correctly.

Emailed or faxed applications for both funding streams will not be accepted.

STEP 7:NOTIFICATIONAll applicants will be notified in writing during November 2011 as to the success of their application. After you receive notification you may contact ArtsEdge to discuss the Panel’s feedback. Information on successful applicants will be listed on the ArtsEdge website. Successful applicants should also note their required

attendance at the Induction Workshops for each funding stream. Information on these events is available on pages 10 and 18, or call ArtsEdge for details.

STEP 8:PAYMENT OF GRANTSIf your application has been successful you will receive an AIR Grants Program

Grant Contract detailing the conditions and requirements that apply to the grant. For successful STREAM 1 applicants, the contract and funds will be administered by DoE and the grant will be transferred to your school/institution via the Gateway in early February 2012. For the successful arts and cultural organisation receiving the STREAM 2 grant, your

contract and funds will be administered by DCA. For all grants, transfer of funds will only be made once the signed contract has been returned to the relevant funding partner.

STEP 9:ACQUITTAL REPORTSuccessful applicants in both funding streams will be required to provide a grant Acquittal Report. An acquittal is a written account of how funds received for a particular purpose have been spent. It is a legal requirement for DCA and DoE to obtain acquittals from all schools and arts and cultural organisations in receipt of State funds through the AIR Grants Program. Acquittal Reports should be sent to ArtsEdge within 13 weeks of the completion of the project. Failure to provide an acquittal makes a public school/institution/organisation ineligible for future AIR grants.

Whether you are a first-time AIR Grants Program applicant or have previous experience of the funding process, you will find important information to assist you with your application throughout this booklet and from the information available on the ArtsEdge website at www.artsedge.dca.wa.gov.au.

Please make sure you discuss your eligibility and project idea with ArtsEdge prior to submitting your application. ArtsEdge can provide assistance to help you write your best application either through attending one of our briefing sessions, arranging for a face-to-face meeting or by telephone and email.

Additional information on developing artist-in-residence projects can also be

found in the ArtsEdge Artists in Schools Guide. This easy to read generic arts education resource gives schools and artists tips on planning and developing arts in education projects. The Artists in Schools Guide is available in hard copy or can be downloaded from the ArtsEdge website.
