Airservices Australia is Australia’s air navigation service provider who exists to provide safe, secure, efficient and environmentally-responsible air navigation and aviation rescue fire fighting services to the Australian aviation industry.

Formed in July 1995, Airservices is a government owned organisation who are responsible for airspace management, aeronautical information, aviation communications, radio navigation aids and aviation rescue fire fighting services. We are responsible for 11 per cent of the world’s airspace.

Airservices provides air traffic management services from our 29 air traffic control towers, two terminal control units in Sydney and Melbourne, and two air traffic service centres in Brisbane and Melbourne. Our aviation rescue fire fighters provide emergency response services at 26 of Australia’s busiest airports.

Australia is facing significant growth and exponential technological change and has partnered with the Department of Defence to develop a state of the art, integrated air traffic control system, OneSKY. This system will unite Australian skies under a new, harmonised civil-military system to provide new levels of operational efficiency, cost efficiency and safety, while reducing delays for the travelling public and provide opportunities to improve environmental outcomes.

The organisation is governed by the Air Services Act 1995 and is an industry leader in promoting and fostering safe and efficient civil aviation in Australia and overseas through strong relationships, industry forums and engagement.

Aireon is deploying a space-based air traffic surveillance system for ADS-B equipped aircraft throughout the entire globe. Aireon will harness next-generation aviation surveillance technologies that are currently ground-based and, for the first time ever, extend their reach globally to significantly improve efficiency, enhance safety, reduce emissions and provide cost savings benefits to all stakeholders. Real-time ADS-B surveillance will cover oceanic, polar and remote regions, as well as augment existing ground-based systems that are limited to terrestrial airspace. In partnership with leading ANSPs from around the world, like NAV CANADA, the Irish Aviation Authority (IAA), ENAV and Naviair, as well as Iridium Communications, Aireon will have an operational, global, space-based air traffic surveillance system by 2018.

Dear colleagues,

There has never been a more exciting time to be in aviation and ATM, and as new technologies change the current landscape, we all have a responsibility to ensure that future ATM is even more safe than today.

Safely embracing new technologies, managing the threat of cyber security on an increasingly digitised industry and understanding the complex relationship between human performance and technology are key to delivering secure ATM operations worldwide. While we need make sure we are optimising our performance and growing our capabilities, we also need to remain true to our number one priority – maintaining open, safe and secure skies.

As the global voice of ATM, we are working hard to make sure the ATM community is informed about the challenges ahead and equipped with the tools it needs to shape the future of ATM.

During the CANSO Global ATM Safety Conference 2017, we will consider a range of topics including safely integrating new entrants into airspace, automated service delivery, and remote and digital towers. We will also explore guidance on how to achieve in excellence in safety management, the methods we can use, such as peer review, benchmarking, metrics and survey work, and best practice examples.

I am delighted that the Conference sessions will be led by a number of experienced and knowledgeable speakers and moderators, so I hope you find the conference sessions interesting and relevant as well as educational and informative. Runway safety remains a high priority for the ATM industry, with the approach and landing phases of flight accounting for around 61 percent of accidents. This session will focus on the current state of the CANSO Runway Safety Maturity Checklist, its value in helping ANSPs reduce runway safety-related incidents and the next steps in the development of this important tool.

This session will feature a presentation on a new metric for runway safety which ICAO is considering using to measure safety. The primary goal of developing a runway safety metric is to gauge, over time, the safety performance of the system at the national and facility level. Unlike existing metrics that focus solely on runway incursion incidents, this approach incorporates all types of relevant events in the airport environment including runway collisions, runway incursion (RI) incidents, runway excursion (RE) accidents, RE incidents, surface collisions, and surface incidents (SIs).
