The Master Agreement (2017-2026) for the Plumbing and Piping Industry of Southern California
between California Plumbing and Mechanical Contractors Association and Southern California
Pipe Trades District Council No. 16 of the United Association states 5.9.1 Effective September 1,
2018, all Book 1 and Book 2 Journeymen must annually complete ten (10) hours of approved
journeymen training as a condition of new or continuing employment. Effective September 1,
2020 the annual training requirement shall increase to fifteen (15) hours. Effective September
1, 2022 the annual training requirement shall increase to twenty (20) hours. The Union and
Contractors Association working with the Southern Pipe Trades Apprentice and Journeymen
Training Trust shall establish approved classes, seminars, instruction, and other types of training
for purposes of satisfying the requirements hereunder.
• Effective September 1, 2018 to August 31, 2019 = 10 hours minimum training hours
must be completed by August 31, 2019 (Journeymen Training hours from the approved
list completed from January 1, 2018 to August 31, 2018 will be accepted for the September
1, 2018 to August 31, 2019 year.) (Annual means September 1 to August 31)
• Effective September 1, 2019 to August 31, 2020 = 10 hours minimum training hours
must be completed by August 31, 2020 (For this year only, any hours over the first 10
hours completed from January 1, 2018 will be accepted towards hours for the September
1, 2019 to August 31, 2020 year.)
• Effective September 1, 2020 to August 31, 2021 = 15 hours minimum training hours
must be completed by August 31, 2021.
• Effective September 1, 2021 to August 31, 2022 = 15 hours minimum training hours
must be completed by August 31, 2022.
• Effective September 1, 2022 to August 31, 2023 = 20 hours minimum training hours
must be completed by August 31, 2023.
• Effective September 1, 2023 to August 31, 2024 = 20 hours minimum training
hours must be completed by August 31, 2024.
• Effective September 1, 2024 to August 31, 2025 = 20 hours minimum training
hours must be completed by August 31, 2025.
• Effective September 1, 2025 to August 31, 2026 = 20 hours minimum training
hours must be completed by August 31, 2026.
The following courses have been approved by Labor and Management for the required annual
journeymen upgrade training. (Note: Actual course hours may vary from the approved credit
hours. Course hours may be more hours than the annual required hours; however, excess hours

over the 10 hours completed from January 1, 2018 to August 31, 2019 will only be allowed to
carry over to the 2019/2020 fiscal year.)
Members must attend all hours of training, pass the course with a 70% or better, and pass the UA
weld test when taking a UA weld test toward their required annual JUT hours. Members taking
the same course/courses each year will not qualify for the required minimum annual training
hours. The same course/courses may be retaken when a certification is due to expire within that
year. Courses offered through A&J must be requested on A&J website at www.ajtraining.org.
Courses offered through CPMCA must be requested on CPMCA website at www.cpmca.org.
• Example of compliance with the MLA annual JUT requirement.
o Attending, completing and passing an 11-hour Cal OSHA 10 course from January
1, 2018 to August 31, 2019 will satisfy the required 10 hours that must be
completed by August 31, 2019. 1-hour (11th hour) can be carried over towards
satisfying the September 1, 2019 to August 31, 2020 year 10-hour requirement.
o Attending, completing and passing a 32-hour NITC Fitter Certification course
from September 1, 2020 to August 31, 2021 will satisfy the required 15 hours that
must be completed by August 31, 2021. The 16th to 32nd hour of the 32-hour
course will not carry over to the September 1, 2021 to August 31, 2022 year 15-
hour requirement.
• Example of non-compliance with the MLA annual JUT requirement.
o Notification sent to members home local and Contractor/Employer. Member will
be removed from employment with Contractor/Employer and will be ineligible for
Book 1 and Book 2 list.
Procedure for submitting training outside of approved course list:
• Journeyman must submit an email to the Journeyman Upgrade Administrator (JUA) on any
course they may wish to submit outside of those listed on the approved course list. These
requests will be evaluated by the JUA to determine if the training is equivalent. If a course
has already been recently taken, the JUA will confirm that the recent training was
completed and submits their finding to Journeyman Upgrade Training (JUT) committee
for approval. Course must have been taken and completed after January 1, 2018.
o Example of such courses may include, but not limited to, college course in
estimating, building construction systems and codes, or industrial Relations in
Construction. The JUA understands that various trades association have training
session that may have CEU’s that qualify as approved courses. These may also be
submitted to the JUA for evaluation. Example of such course may include NFPA 99
4-hour Online Medical Gas Training, ASME Boiler & Pressure Vessel Certification or
AWS’s Understanding Welding Symbols course.

o Example of course that would not qualify would be those such as, Introduction to
Philosophy, Childcare, or World History. Course must pertain in some manner to
the piping industry.
• Courses offered at a Local Union or Contractors Office/Shop must pre-approved by the
JUT Committee. All requests must be emailed to the JUT Administrator, including
description of course/presentation, location, beginning and ending time and
instructor/presenter. After completion of class/presentation, a legible list of members
names, UA ID number, phone number and signature must be submitted to the JUT
Administrator via email. The JUT Administrator may need to be onsite during training to
confirm training has been completed.
