COVID-19 Unified Incident Command Operations
UAB Medicine’s robust emergency management plan has a set structure and design to ensure a thoughtful decision-making process and is strategic to bring diverse voices to consensus.
The Hospital Command Center (HCC) in the West Pavilion Conference Center is currently fully operational from 7 am – 6 pm weekdays, with limited and remote operations after hours and weekends. These hours are subject to change based on organizational needs. To find the most current version of this document, please go to ONEuabmedicine.org/coronavirus.
Roles in the HCCs include:
Incident Commander organizes and directs the Hospital Command Center (HCC) and provides strategic direction.
Infectious Disease Specialist serves as the primary leadership role for a physician, collaborating to maintain continuity of medical care in the diagnosis, treatment, and prevention of COVID-19.
Liaison officer functions as the incident contact person for representatives from other agencies.
Safety Officer identifies any hazards and opportunities to improve safety in the environment of care.
The Public Information Officer provides information to the news media and internal audiences.
Risk Management assesses the need for changes to risk management policies.
Legal Affair organizes and provides legal advice to the Incident Commander or Section Chief.
Medical Ethicist advises the Incident Commander or Section Chief on issues with ethical implications.
The Section Chiefs for Operations, Planning, Logistic, and Finance will establish their functions as indicated by the Incident Commander. They should be your point of contact for issues related to areas under their oversight. If you call a Section Chief and they are not available, the call will default automatically to the Command Center.
Operations Section Chief develops and implements strategies to carry out the objectives to organize and supervise our medical care. This includes inpatient, ED, perioperative, outpatient, behavioral health, facilities, clinical support, infection prevention, training, social services, and security.
Planning Section Chief collects and evaluates information for decision support and maintains resource status information. This includes personnel tracking, patient tracking, situation unit leaders, and documentation leader.
Logistics Section Chief provides support, resources, and other essential services to meet operational objectives. This includes supply chain, employee health, staffing, food services, guest services, equipment, and employee family care.
Finance Section Chief monitors costs related to the incident while providing accounting, procurement, time recording, and cost analyses.
