today so here's your first question let's talk about local business today and the

resilience that they are showing in the face of this pandemic how are our local latinx

businesses adopting and adapting to the new restrictions imposed by the state first

you're closed then you're open and then you're closed and how are they being

impacted yeah so first off thank you so much for the invitation it's a pleasure to be

here with you today and yes our businesses have continuously have to adapt whether

it's the requirements to reopen their business or to remain open and this is really

where we have seen the importance of having the boots on the ground approach and

being able to go out there and present the protocols to our businesses one of the

challenges that we have seen is of course how do we work through the digital divide

and that's certainly where our chamber has come into place where we've worked

very hard to go to the edb website go to the county website print out information on

the protocols and all the ordinances and deliver them directly into the hands of our

business owners so certainly that has been a challenge for both the businesses and for

our chambers but we've been able to work through it another big challenge that i've

seen has been access to funding so whether it's federal funds when it came to the

ppp loans some of our businesses were simply not eligible for these funds or they

were eligible but perhaps they were not prepared with their financials to then apply

and as we know those funds went through fairly quickly also when it comes to grants

one of the things that we have seen and i really want to voice the concerns of our

business owners that grants should not be on a first come first serve basis we really

need to focus on how as opportunities come up to apply for grants that we truly get

those into the hands of our business owners that need them so really a call out to our

county and to our supervisors that when these opportunities come up that we really

look at it through the lens of equity and really get it to the hands of the business

State's dashboard). Ages of COVID deaths in Seminole County range from 34-104; the

average age is 79.9. Please note, all Seminole County COVID deaths are reported once

still in effect for FL East Coast Overnight, Isaias strengthened to a Category 1

Hurricane. While Isaias has gained strength, the cone has shifted slightly away from

South Florida including Hollywood, as of the National Hurricane Center's 8AM Advisory,

there have been no changes to the Tropical Storm Watch in effect for the East coast of

Florida from Ocean Reef to Sebastian Inlet. A Tropical Storm Watch means that tropical

storm conditions are possible within the watch area, generally within 48 hours. No

Garbage/Recycling Pickup on Saturday Due to the possibility of Tropical Storm force

winds on Saturday, there will be no garbage, recycling or commingled pick up on

Saturday. Customers are asked to secure garbage cans and solid/commingled and

recyclable materials in a safe, sheltered location. City of Hollywood Emergency

Management staff and public safety personnel continue to monitor the track and

development of Hurricane Isaias. Residents should finalize their emergency plans and

make sure they are prepared for the potential of severe weather and possible tropical

storm conditions. Heavy rains and tropical storm-force winds may occur in South

Florida, although it is still too soon for forecasters to determine precisely where these

hazards will occur. Residents should continue monitoring this storm and ensure they

have a hurricane plan in place and not focus on the forecast track of Isaias' center.

Residents should use this time to finalize their personal hurricane preparations: Gather

your hurricane supplies now if you have not already done so. You should have five to

seven days' worth of supplies, such as non-perishable food and water, for each person

in your household. Residents should refrain from cutting trees or doing additional

landscaping projects until after this storm passes. Solid/commingled and recyclable

materials should be properly secured in a safe, sheltered location. Secure any outdoor

items that could be blown around in the storm. Bring them indoors or otherwise secure

them as the storm approaches. Residents are encouraged to visit

post signs inside and outside stating that masks and social distancing are required. All

businesses shall require employees and volunteers to wear face coverings while at

work in their facilities for symptoms of COVID-19. All businesses shall encourage

employees and volunteers to quarantine or isolate if they have or are believed to have

the water keeping everyone safe last week we saw a fire island ferry company

deckhands pull six people from a capsized motorboat just off ocean beach it was the

second day on the job for one of the deckhands and there are some that wonder

about the experience of the person navigating that boat two people died in waters off

the bronx when their jet skis collided last week and i am getting more and more calls

at the office about the problem with the jet skis out there in our canals on the

connect what river it just is a dangerous dangerous situation the covet 19 pandemic

has kept people inside for months and because of restrictions has limited family

recreation and travel this summer sales of personal watercraft have absolutely

skyrocketed i don't think you could find a jet ski today no matter how much you were

willing to pay for it and according to the national marine manufacturers association

the sale of personal watercraft was up in may by 75 from 2019. so where does that

leave us it shows us that recreational boating accidents including those of personal

watercraft rose nationwide in the first six months of 2020 compared to 2019 and this

big events that were being cancelled and now you know we're hearing marathons and

you know all kinds of celebrations justifiably so are being cancelled yeah i mean i

think you know we are absolutely in a much better place today which i think yes

which i think is great but you know i don't think we've completely gotten through the

pandemic and i think that that's also important that people realize that you know as

says it is to see states around the country you know going and heading in the

direction we were at uh and states that were doing better and now all of a sudden

they're seeing spikes because they opened up too quickly it certainly is a lesson for all

of us that we have to stay the course as painful as it is sometimes to you know wear

the mask and do all of those things it's so important so at the peak at good sam we

actually had 264 coveted positive patients back and how many beds do you have in

good sam uh i mean what well over that no i know it's over that but when you think

of the percentage of beds that were just covered at the time yeah i mean the majority

of our cases at that point we're covered positive today i'm happy to say we're down

to 13 which i think is obviously great news for us and for the community but we're

MPHD Daily COVID-19 Update for July 31 Metro Public Health Department officials

announced today 21,023 confirmed cases of coronavirus disease (COVID-19) in

Nashville/Davidson County. There have been two new probable cases in the past 24

hours. Probable cases refer to those that do not test positive in a diagnostic test but do

have supporting epidemiological and clinical evidence that a COVID-19 infection has

occurred. If a person is a close contact of a COVID-19 case and has a clinically

compatible illness, he or she meets the criteria to be a probable case. Additionally, if a

health care provider diagnoses a person with clinically compatible illness with COVID-

19, this person meets the probable case criteria. Including both confirmed and

probable cases, MPHD officials announced a total of 21,060 cases, an increase of 132 in

the past 24 hours. The cases range in age from 1 month to 102 years. There have been

no new probable deaths reported in the past 24 hours. When the health care provider

who signs the death certificate determines COVID-19 disease was the cause of death or

a significant condition contributing to death, this person meets the probable case

criteria and would be considered a probable death. Two additional confirmed deaths

have been reported in the past 24 hours, a 77-year-old man with underlying health

conditions and an 84-year-old woman with a pending medical history. A total of one-

hundred eighty-three (183) people in Davidson County have died after a confirmed

case of COVID-19. Including both confirmed and probable cases, 192 deaths have been

attributed to COVID-19. 16,380 individuals have recovered from the virus. Available

THE COVID-19 UPDATE JULY 31ST 2020 Today marks day 140 of the Joint Task Force.

According to the Epicurve, it looks like we experienced our high point in July. We are on

a decline in cases and positivity rate (see images). The projection still shows a peak in

October (see image), but the current trends do not confirm that. There is a recorded

73.8% recovery rate with cases, closing more out is a good sign according to the SCHD.

We are currently hovering at about a 1.07 reproductive rate (R0). The hospital

occupancy rate is normally about 90% utilization pre Covid-19. Dr Jain discuses the

20,000 cases, extrapolated: It's possible 200,000 people in our county that may have

had Covid-19. Dr Horrell speaking for the municipal schools, schools systems need

some clear definitive guidance on contact sports. Notes from Today: - Shelby County

with 20,797 cases, 275 deaths, 1.3% mortality, and 10.4% cumulative positivity rate. -

On Friday, July 31, Smith County Judge Nathaniel Moran filed the Fiscal Year 2021

Proposed Budget, which drops the tax rate by a full penny from the current fiscal year

in an effort to provide tax relief to property owners during this time when so many

have been affected by the COVID-19 pandemic. Since late June, the Commissioners

Court has held multiple budget workshops to discuss the Proposed Budget and receive

input from the public. Now that it has filed with the County Clerk's Office, the

Commissioners Court will hold additional public meetings on the Proposed Budget and

proposed tax rate before adopting those items on August 25. Fiscal Year 2021 goes into

effect October 1, 2020. Recognizing the economic hardships that many citizens in Smith

County have had to endure through COVID-19, the proposed budget seeks to lower the

property tax rate from 34.5 cents per $100 valuation to 33.5 cents per $100 valuation

in FY2021. This decrease is anticipated to be about a half of a cent below the No-New-

Revenue Rate (formerly known as the "Effective Rate"), though the final calculation of

the No-New-Revenue Rate had not yet been provided to the County as of July 31. The

tax cut means that the County would take in less revenue from property taxes in

FY2021 than it did in FY2020 if no new property had been added. The only additional

property tax revenue will come from new property development. "Cutting property

taxes below the no-new-revenue rate is a rarity with governmental entities, and it is

especially so during this time when the County's property tax rate is already among one

of the lowest in Texas and its other sources of revenue such as sales tax revenue, fines

and fees, and interest are decreasing significantly as a result of the COVID-19

pandemic." Judge Moran gave credit to the County's numerous elected officials,

department heads, and the Auditor's office, all of whom worked hard early to find

areas within their individual budgets to trim, knowing that many households in Smith

County were having to do the same. "It is a reflection of your character, your

dedication to public service, and your recognition of this extraordinary time and the

need to reaffirm to all in this community, 'We are with you,'" he said in his cover letter

to elected officials and department heads. In addition to making cuts, Judge Moran

7pm Thursday, July 30 - Rowlett added 16 new cases. Key data continues to be

unavailable for some fields and the additional charts we normally share - our Office of

Emergency Management is working diligently to update this information. Sadly, we

must also share the passing of an additional Rowlett resident, a man in his 50's with no

reported underlying health conditions. Beacon Harbor Healthcare and Rehabilitation

[?] 18 residents and eight staff have tested positive for COVID-19. [?] Three of those

staff members have recovered. [?] The latest 23 cases have occurred within the last

two weeks. [?] The 18 residents are included in our total case counts, staff are only

counted in our totals if they are Rowlett residents. [?] Another round of facility-wide

testing will be conducted tomorrow. [?] Texas Health and Human Services, Texas

Department of Emergency Management, Garland Health Authority and Rockwall

County Office of Emergency Management have been working with Rowlett Office of

Emergency Management and Beacon Harbor staff to evaluate mitigation measures,

investigate cases, ensure adequate PPE supply, coordinate testing, and ensure that

everything possible is being done to protect Beacon Harbor residents and staff. Please

continue to stay home and stay safe. Stay vigilant when you must go out - wear your

face covering, maintain the six feet of social distancing from others not in your group

and, most importantly, wash your hands often. These measures are critical not only to

slow the spread and protect people's lives, but also to protect our economy from

TRAVEL ALERT: One-boat weekend service continues on Edmonds/Kingston,

Mukilteo/Clinton routes Because of a continued shortage of available crew during the

COVID-19 pandemic, service on the Mukilteo/Clinton and Edmonds/Kingston routes

will remain on one-boat weekend service until further notice. The limited weekend

service on the Washington State Ferries' routes began in July. The Edmonds/Kingston

route is a primary access to and from the North Olympic Peninsula, while the

Mukilteo/Clinton route connects the I-5 corridor north of Seattle with Whidbey Island.

Washington State Ferries alerts people looking to travel on either route to plan ahead

by checking Mukilteo / Clinton Schedule and Edmonds / Kingston Schedule and be

prepared for long waits if driving onto a state ferry on the weekends. The #1 boat will

be the only boat in service on these routes. Customers should consider traveling during

non-peak times in the early mornings and later in the evening, and limiting non-
