Item No. I. Confirmation of Minutes of the 46th Academic Senate Meeting of the University

held on August 03, 2015 at Conference Hall, Level III, SMIMS College building , 5th Mile

Tadong, Gangtok.

Decision: Confirmed.

Item No. II. Review of Minutes; 46th Academic Senate Meeting

A) List of members for BOS of Dept of IT for BSc & MSc in Information Technology.

Decision: Internal Members & External member from Academics, Approved. For

external member from Industry, Senate suggested the department to take fresh

approval from Mr Kushal Kumar Banerjee, Head Academic Relations, East India, Tata

Consultancy Services (TCS).

Progress: Mr Kushal Banerjee has given his consent to be the BOS member from

industry.

Decision: Approved.

B) Proposal for Absolute Grading:

Decision: Senate members suggested that the Registrar, SMU to get the details from

MIT and check. SMU will follow the same group policy as followed by MIT, MU.

Progress: Email received from Registrar, MU informing that MU follows Relative

Grading.

Decision : Noted.

C) Examination fee for all the courses are to be revised.

Decision: Senate directed Dean SMIMS to form a committee with DCE (M), Principal

College of Nursing, Principal (i/c) Physiotherapy and Finance Executive SMIMS as

members to recommend the revised fees.

Progress: Has been implemented and ratified by executive committee.

Decision : Noted.

D) Proposal for establishment of MSc in Nursing.

Decision: - Approved in principle subject to:

i. Syllabus duly approved by BOS to be placed before the next Academic Senate for

ratification.

ii. Course curriculum to be placed before the next Academic Senate for ratification.

iii. Fee structure will be decided based on revised fee fixation under process

currently.

Progress: -

The Syllabus and the curriculum of Indian Nursing Council (INC) were endorsed by

the members of BOS for MSc Nursing programme. Based on the INC syllabus the

details of regulations for MSc Nursing course plan, academic calendar, master

rotation plan, internal assessment plan, summative evaluation plan, guidelines for

dissertation and unit plan for all subjects developed and presented during the

meeting which were approved by the BoS.

Item No. III. Change of Syllabus of CSE for Academic Session July-August 2016.

Change of syllabus for students of Academic Session July-August 2016. Two theory subjects

of third and fourth semesters needs to be replaced by new subjects. Two electives to be

added. (Annexure –II, Page No. 65)

Decision : Referred to Board of Studies for approval.

Item No. IV. Proposal from iNurture for starting New Age Degree programs for

Graduate & Postgraduate segments at SMIT (Annexure –III, Page No. 66- 70)

Decision :

i. Dual Specialization in B Tech will not be accepted by AICTE hence not

approved.

ii. Feedback to be sought from those Universities which have already introduced

the other courses given in the proposal.

iii. Initially BBA, MBA, may be started provided regulatory norms are not

violated.

iv. Logistic aspect especially hiring of faculty to be as per SMU norms.

v. Admissions into these courses to follow SMU rules.

vi. Executive Committee to be kept aligned before starting the course.

Item No. V. Award Of Diploma for One Year Executive Training Programme on E-

Governance, by SMU.

A proposal was taken up by the department of Information Technology (IT) SMIT

regarding offering 47 weeks training programme on E-Governance for the public

servant of different states of North Eastern region. This was initiated during the

Workshop on Preparing North East for Digital India on 17th June 2015 at Guwahati,

Assam which was organized by NISG (National Institute for Smart Government). This

programme will be completely funded by NISG.

It was a part of agreement that at the end of the one year training programme,

successful candidates are expected to be awarded DIPLOMA by Sikkim Manipal

University.

The format for the training programme is as mentioned below:

A minor project will be carried out by students in their respective organization for 5

weeks after completing at SMIT so that total duration of the programme becomes 52

weeks.

Senate is requested to approve the award of DIPLOMA by Sikkim Manipal University,

against the above mentioned training Programme.

Item No. VI. Upgraded Syllabus of Department of Anesthesia, SMIMS.

Decision : Approved.

Item No. VII. Proposal to reschedule IV Semester ENT posting to VII Semester

The IV semester MBBS students are not aware about ear, nose and throat. Only the basic

anatomy and related physiology classes were taken in pre-clinical posting. As the students

are not aware regarding pathology and microbiology and also the diseases in relation to ear

nose and throat, therefore they face problem during clinical posting. It is therefore

proposed to re schedule IV semester ENT posting to VII semester.

Decision : Not Approved. It will violate the existing MCI norms.

Item No. VIII. Inclusion of Postgraduate Teacher & PG Internal Examiners.

Senate Approval is sought for the list of eligible teachers of SMIMS as per annexure to be

included as post graduate teachers and post graduates internal examiners.

Decision : Approved.

Item No. IX. Proposal to start a Diploma course in Audiometry

It is proposed to introduce a diploma in Audiometry (two seats). The basic requirement to

run the same is available as far as instruments and staff are concerned.

Decision : Approved in principle. Regulatory approval to be sought. A

detailed proposal may then be put up in the next ASM.

A) Revision of Subject Code and Subject Title:

New Subject Code along with Subject Name of various courses being run in the Sikkim

Manipal Institute of Medical Sciences (SMIMS), Sikkim Manipal College of Nursing

The new subject codes is proposed for the students of 2015 Batch onwards while

previous batch students will continue with the existing subject codes and subject titles.

B) MCI regulations for MBBS students :

A student shall not be allowed to graduate later than 9 years of joining first MBBS

course.

(Annexure – VIII, Page No. 115-116)

Decision : Approved with following instructions:

i. It will be applicable from 2016-17 batch

ii. Manipal University rule for the same to be confirmed.

iii. DCE(M) to ascertain the number of existing students who have crossed 9

years in MBBS course.

Item No. XII. Agenda Point from Department of Pathology, SMIMS:

A) Proposal for adjunct Faculty for Dr. Rohan Sinha

Dr Rohan Sinha is one of the investigator in ongoing research project with department of

Pathology on stem cell therapy under the financial support by ICMR. It includes travel grant

which take care of his travel expenses. It is proposed that Dr Rohan Sinha may be included

as adjunct faculty of SMIMS.

Decision : Approved.

B) Proposal to start MD program in Laboratory Medicine and MD program in

Transfusion Medicine.

Senate Approval may be granted to SMIMS to work on modalities for starting MD program

in Laboratory Medicine as well as MD in Transfusion Medicine.

Decision : Regulatory approval to be sought and the detailed proposal to be

put up in the next senate meeting.

Item No. XIII. Closure of BSc MLT admission from 2016

The BSc MLT course a 3 years Bachelor of Science Degree in Medical Laboratory

Technology was started in 2009 under skill development initiative of the University. This

course was a 3 year course designed to allow in-service technological staff, general

candidates and nominees from the Sikkim Government to register. The module was mostly

table site learning to promote more in-service candidates to register for the course to meet

up to the minimum qualification for the given posts as well as to increase the number of

trained technicians in the region.

The in-service students were given a discount with offer of fee refund after providing

continuous service to the institute for a fixed period after award of degree. The general

candidates were paying full fee whereas the nominees from the Government of Sikkim

came at the rate fixed by the state and the university. The following is the number of seats

and quotas for different categories and the number of admission since inception.

The in-service candidate has an option of completing their BSc MLT Degree from the

Distance Education course which costs less and is less stress-full in terms of time

management for the individuals. It has been seen that more candidates are opting to do the

Distance Education course therefore defeating the very reason the course was begun.

The enrollment of the in-service candidates from CRH / SMIMS is negligible and the general

Academic Senate members suggested to upgrade the course from 3 years to 4

years with 1 additional year as internship in order to attract students.

SMUDDE faculty to share the teaching load.

In case the admissions continue to be low and uneconomical the decision will

be reviewed.

Justification:

1* Advanced Cost Accounting (1106) is being proposed to be replaced by ‘Marketing

Management’, since ‘Advanced Cost Accounting’ has already been studied in the

Under Graduate level thus the introduction of ‘Marketing Management’ will help the

students in the different examination like CBSE, NET & Management entrance etc.

2* Foundation of Science & Technology (Code- 2005) is being proposed to be replaced

by ‘Principles of Marketing’, since Marketing is the core paper of Commerce and

having a fundamental knowledge in it will help the B.Com students in their higher

academic courses.

3* Foundation in Business & Commerce (Code- 105) is being proposed to be replaced

by

‘Communicative English’ due to its practical relevance in day to day life of the

students and we can also have a common class of B.A. 2nd Semester along with

B.Com 2nd Semester students, thus overcoming the shortage of faculty. No. of seats

in B.A. (Hons) to increase from 20 to 30.

4* Foundation Course in Science & Technology (Code- 205) is proposed to be replaced

by ‘Foundation in Business & Commerce’ as this will help the BA students in

acquiring a fundamental knowledge of business and commerce apart from their core

subjects.

Manipal University would like to offer faculty development programmes to the faculty of

Sikkim Manipal University. Expenses (travel & accommodation) pertaining to these

programmes will be borne by Manipal University.

The tentative date for the programme is May 2 to 7, 2016.

They can take up to a maximum of 50 faculty in one workshop. If there are more faculty to

be trained, then they will do two identical workshop back to back, first workshop 2 to 4

May 2016 and second one for second batch 5 to 7 May, 2016. The decision for one or two

workshops will depend on the number of participants.

I) Appointment of Guide of SMIMS PhD Scholars: The eligibility criteria for

appointment of PhD guide in SMIMS is required to be as per the MCI regulations. The

current regulations of SMU on the eligibility criteria for PhD guide is not in conformity

with MCI. According to MCI regulations, “a guide for the PhD degree shall have not

less than fifteen years’ teaching experience after obtaining post graduate

qualification and shall also have not less than ten years postgraduate teaching

experience as a faculty member”.

URC Decision: Approved for pure medical research. However MCI regulations

pertaining to faculty with PhD becoming guides to be checked.

Sikkim Manipal University Directorate of Distance Education

Item No. XVII. Introduction of Credit-based Grading for all students to be admitted

post UGC approval.

The Directorate of Distance Education, Sikkim Manipal University plans to introduce

Credit-based grading system for students who seek admission to Programs in Distance

education from the ensuing cycle to be commenced after recognition of Programs by the

UGC. The details pertaining to the same are given below:

The total marks for each subject will be 100 irrespective of the Credits.

A) Theory Subjects: Assessment in Each subject will comprise of Marks awarded on

Internal Assessment (IA) and Term End University Examination (TEE).

a. Internal Assessments: The Internal Assessment will be assessed for 30 marks.

The assignments will be submitted by students as per existing system. The

pattern will be uniform across all subjects.

b. Term-End Examinations: The Term End Examination Question paper for these

students will be set for 70 marks. The Question paper pattern is given below

48th Academic Senate Meeting

Sikkim Manipal University

Item No III. New Logo for Sikkim Manipal University.

Approval is sought for adoption of new logo for Sikkim Manipal University (SMU) and its

constituent colleges.

The new logo will replace the old logo of Sikkim Manipal University, and its constituent

units. Henceforth, the constituent units shall not use their independent logo. They shall use

only the New Logo approved by the Senate.

The usage of logo for letterhead, signage, brochure, envelopes, marketing posters,

presentation, signboard, billboard, visiting card etc., will be communicated shortly when

the brand manual is ready.

The crest will be common for three universities of Manipal Education System viz., Manipal

University, Manipal; Sikkim Manipal University, and Manipal University, Jaipur, Jaipur.

However, the logo of each of the universities, incorporating the crest and name of the

University will be unique for each University. (Annexure II, Pg No. 48-51)

Many students take transfer from one College and joins another College under Manipal

Group and also from other colleges with whom SMIT/SMU may or may not have a MOU.

This may take place in different semesters. While admitting a student in any semester on

transfer from other colleges/universities, a uniform policy has to be laid down for the

same. Accordingly, a credit transfer policy for SMIT is proposed. (Annexure V, Page No.

64-69)

The transferred student should spend at least 50% of course duration at SMIT.

Also while calculating the CGPA the credit earned on account of 80%

curriculum matching to be taken into consideration in addition to all the

credits earned in SMIT.

Item No IX. Approval for Introduction of Universal Human Values and

Professional Ethics in 1st Year B. Tech.

Proposed course shall be of 4 credits and to be taught in 1st year in two semesters of 2

credits each. As the total credits of first year is now fixed as 50 (25+25), it is proposed that

the credits for 1st year will be 54 (27 + 27) and accordingly total credits for B. Tech. course

of all branches will be 54 + 160 = 214. There will be no change in minimum credits

requirement for promotion from I to II year and neither for higher semesters.

The revised schema for B. Tech. 1st Year and the proposed syllabi of UHVPE-I & II is

attached.

Item No X. Approval for Uniform Grading System throughout the Departments.

SMIT is currently following the Relative Grading System for all branches under CGPA

Regulation. Under this scheme, if the appearing strength of students in any subjects fall

short of 20, the Absolute Grading System is followed instead of Relative Grading in that

subject.

In this process, B. Tech. Information Technology students are presently the most sufferer

due to the current intakes for last few years (less than 20), due to the following reasons:

While for the Relative Grading, the cut off for ‘E’ Grade may vary from 35-45, the same is

fixed at minimum of 40 for Absolute Grading and accordingly the other grades are fixed. It

becomes difficult for IT students to get even ‘E’ Grade while the students of other branches

get it with mere 35 marks in most cases. Similarly, it becomes difficult for IT students to get

higher grades in comparison to relatively graded students of other B. Tech. branches.

In addition, the absolute grading of B. Tech (IT) students affects their placement prospects

which is resulting into low intakes for last few years.

The same is the case with other branches, wherein the examinees in any papers such as

Electives, re-joined subjects becomes less than 20. Even though the actual batch strength is

more than 20, the no. of students finally appeared may be less than 20 due to absentees,

detainees and mal-practice cases. In such cases, the students lose the benefit of relative

grading and accordingly the failure rate rises unnecessarily.

To normalise the process, it is recommended that uniform criteria of Relative Grading may

kindly be approved at least for all B. Tech. courses, including IT Department irrespective of

number of students appearing in the subjects.

However, such candidates if interested can be allowed to take re-admission in 1st year with

the following conditions:

The minimum duration of Ph.D. is 3 years but IEC approval is given for only one year. It is

studies or clinical trials, any adverse event should be reported within 48 hours, in addition

to the annual progress report.

Item No XX. Preparation of list of recognized/non-recognized boards for

admission process.

The intake of students is from within Sikkim as well as from other parts of the country. As a

part of admission process applicants submit their school pass certificates/marksheets

issued by various bodies. The online search of website of Ministry of Human Resource

Dept., Government of India does not give information of recognized list of Senior Secondary

Boards except National Open Schools. Many of the states have their own list of recognized

boards but the complete reliable information is not available. There are many private

portals who are also presenting list of recognized boards, probably for promotion of self-

interest.

In this circumstance there is a need for list of recognized boards and the list of non-

recognized boards as well, approved by SMU in order to ensure that admission process

progresses smoothly.

Item No XXI. Fee for dissertation of final year students of Medical

Biotechnology, SMIMS

For practical dissertation of final year students of Medical Biotechnology, SMIMS reagents

Therefore, in view of the high cost most of the students do theoretical study as a part of

their dissertation. There is a proposal to make practical dissertation mandatory.

Earlier he was given an extension of a year upto 2nd February 2016. He could not

initiate pre synopsis submission because his second paper communicated was under

review. Candidate has therefore requested for further extension of six months, that is

upto 02 August 2016.

The matter has the recommendation for extension from DPRC and IRPEC.

URC Decision: Approved. However this will be the final extension.

their respective institution. Further, notification on Introduction of New Logos to be

put up in the website to avoid any confusion.
