11.. EEXXEECCUUTTIIVVEE SSUUMMMMAARRYY 1.1 INTRODUCTION Boulder, Gravel & Sand minor mineral mines/quarries of ‘Bailgarh North Block/YNR B 1’ having total area of 44.00 ha is situated in District Yamunanagr in Haryana State.

The Letter of Intent (LoI) for this block has been issued by the Director General, Mines and Geology Department Haryana in favor of M/S Calleis Realtech Private Limited vide letter Memo No.DMG/HY/Cont/B.Garh North Block/YNR B 1/2015/3910 Dated Chandigarh, 19.06.2015 for mining of boulder, gravel and sand (minor mineral) in revenue villages of Bailgarh over an area of 44.0 ha which is enclosed as Annex 1. The mining will be carried out by open cast semi mechanized method as per the approved mining plan.

The entire mineral produced will be used in construction of roads, buildings and other infrastructures. The entire mineral will be sold to buyers in NCR, Haryana, UP, Punjab etc. thereby bridging the gap between demand and supply of these minor minerals in the region. This will also generate much needed employment to the local people. Economy of the area will get a boost and there will be an overall growth of the region in terms of standard of living, education, health and transport.

1.3 PROPOSED PLANNING Mining in river bed will be limited to 3.0 m depth or above ground water table. No overburden or wastes will be generated as the minerals are exposed in the river bed.

The mined minerals will be loaded in trucks. The trucks and equipments will be on hire basis or in-house depending upon requirement. The movement of trucks after mineral loading will be through approach roads connecting to tar roads. Block will have well connected to main highways namely National Highway 73A.

22.. IINNTTRROODDUUCCTTIIOONN 2.1 IDENTIFICATION OF PROJECT & PROJECT PROPONENT The project involves extraction of minor mineral boulder, gravel and sand from mining block of Bailgarh North Block/YNR-1. The validity period of the lease is 07 years. Letter of Intent has been issued in favor M/S Calleis Realtech Private Limited vide letter Memo No.DMG/HY/Cont/B.Garh North Block/YNR B 1/2015/3910 Dated Chandigarh, 19.06.2015 for mining of boulder, gravel and sand (minor mineral) in revenue village of Bailgarh over an area of 44.0 ha which is enclosed as Annex 1. The mining will be carried out by open cast semi mechanized method as per the approved mining plan.

2.2 BRIEF DESCRIPTION OF THE NATURE OF PROJECT The project involves mining area of 44.00 ha in village of Bailgarh in Yamunanagr District, Haryana State. Mining will be carried out till a depth of 3m in river bed using JCB/excavator. No mining operations will be carried out during monsoon season.

2.3 NEED OF THE PROJECT & ITS IMPORTANCE The demand for sand, gravel and boulders is increasing day by day construction activities & infrastructure development. With the rapid pace of development and industrialization, the demand of building material has enhanced manifold in the last 10-15 years and the demand of minor mineral has risen mainly in infrastructure activities like roads, highways, buildings & townships. Mining of minor minerals not only narrows the gap between the demand and supply of building material but also enhances employment opportunities and economic growth of the region. Besides, the production will also give benefit to the State in the form of revenue generation. Also, the mine management will conduct medical camps at regular intervals.

2.4 DEMAND SUPPLY GAP As already mentioned there is a large demand of sand, gravel and boulder (minor mineral) for construction activities which will be bridged to some extent by this project by various end users in the open market.

2.5 DOMESTIC/EXPORT MARKETS The minerals excavated from the proposed mine will be transported from the site towards NCR, Haryana, UP, Punjab etc. where it will be sold in the local market. The proposed mining project aims to cater only the need of domestic market.

2.6 EMPLOYMENT GENERATION DUE TO THE PROJECT The total direct employment in the project will be approximately 60 persons. The local persons will be given employment in the project.

Indirect employment:

• The minerals available will provide indirect employment in the other industries such construction, transportation and building material supply.

33.. PPRROOJJEECCTT DDEESSCCRRIIPPTTIIOONN 3.1 TYPE OF PROJECT INCLUDING INTERLINKED & INDEPENDENT PROJECT (IF ANY) The proposed project is not interlinked to any other project. It is an independent project that involves extraction of sand, gravel and boulder (minor minerals) from mining block of Yamunanagr District, Haryana.

3.2 LOCATION Boulder, Gravel & Sand minor mineral mines/quarries of ‘Bailgarh North Block/YNR-1’ having total area of 44.00 ha contain one block. This mining block of M/S Calleis Realtech Private Limited is situated in District Yamunanagr in Haryana State.

The location of the project site is shown in Figure 3.1. The site is connected by NH-73 (Ambala- Yamunanagar-Roorkee) which is at a distance of 5 km in WNW direction. The area is located between the following latitude & longitude as describe in below Table 3.1 with coordinate map as showing Figure 3.2 and study area map as Figure 3.3.

3.4.3 Physiography & Drainage The proposed lease area is gently dipping towards South side indicating the flow of direction of River. The elevation of the site ranges from 296 m to 302 m above MSL. The annual total rainfall of the area is 963.3 mm. The area is mainly drained by Yamuna River and its canal i.e. its tributaries.

3.5 PRODUCTION DESCRIPTION 3.5.1 Method The open cast semi mechanized mining method will be used. Only excavation & loading activities will be required as the mineral is loose and no drilling & blasting is required

3.5.2 Open Cast Mining The activity will involve the following:

• Minerals from river bed will be mined at a depth of 3m. • JCB/excavator will be used • Mining shall be restricted within 3/4th width of the river/rivulet. • No drilling or blasting is required as the material is loose in nature. • Roads will be properly made and sprayed for dust suppression.

Total production envisaged per year is 2.14 MTPA. The mine quarry will be working as self-sustained unit with all facilities like temporary site office, rest shelter, first aid facility and drinking water supply. Mine will be suitably connected.

Mining will be done scientifically as stipulated by Haryana Minor Mineral Concession, Stocking, Transportation of Minerals and Prevention of Illegal Mining Rules, 2012.

3.6 RAW MATERIAL REQUIRED No raw material will be required. The operation involves extraction of minor mineral in its existing form and then loading the material into trucks which will transport the material to the local market.

3.8 RESOURCE REQUIREMENT & SUPPLY 3.8.1 WATER Water will be taken from nearby villages. The water requirement for mining & allied activities (sprinkling, greenbelt development), drinking and plantation have been estimated to be 20 KLD. The break-up of water requirement is as follows:

3.8.2 POWER Power supply is present in nearby village. The power required for the project will be sourced from nearest village or DG sets as per requirement during mining period.

3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID & SOLID) & SCHEME FOR THEIR MANAGEMENT/DISPOSAL

3.9.1 SOLID WASTE There will be no generation of solid waste as recovery of minerals 100%. The entire mineral is salable.

Septic Tanks/Portable toilets will be used in the project site and therefore there is no chance of generation of any liquid effluent from the project site.

3.10 SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE

As per the Environment Impact Assessment (EIA) Notification dated 14th September, 2006 and its amendment, the proposal for fall under category “A” due to interstate boundary. EIA/EMP report is required to get environmental clearance for this project from the MoEF&CC. The baseline studies will be undertaken as per schematic diagram given as Figure 3.4.

44.. SSIITTEE AANNAALLYYSSIISS 4.1 CONNECTIVITY • The site is connected by NH-73A (Ambala- Yamunanagar-Roorkee) which is at a distance of 5.0 km in NW

direction. • Jagadhri City Railway Station (26km, SW) • Jolly Airport, Dehradun (64 km, ESE) & Chandigarh Airport-84 km (NW) • Airforce Base, Sarwasa (29 km, SSW) 

4.2 LANDFORM, LAND-USE & LAND OWNERSHIP It is a river bed mining project and will be carried out in Yamuna River which flow from North East to South direction. The mining contract for the mine site has been awarded to the project proponent for a period of 7 years. Current land use of the mining area is river bed with land is ownership of private individuals.

4.3 TOPOGRAPHY The proposed lease area is gently dipping towards South side indicating the flow of direction of River Yamuna. The elevation of the site ranges from 296 m to 302 m above MSL.

4.4 EXISTING LAND-USE PATTERN As already mentioned, current land use is river bed.

4.5 EXISTING INFRASTRUCTURE The following infrastructures are available:

• The site is connected by NH-73A (Ambala- Yamunanagar-Roorkee) which is at a distance of 5.0 km in NW direction.

• Jagadhri City Railway Station (26km, SW) • Jolly Airport, Dehradun (64 km, ESE) & Chandigarh Airport-84 km (NW) • Airforce Base, Sarwasa (29 km, SSW) • Proper power supply is present in nearby village. 

4.6 SOIL CLASSIFICATION The soils in the district are mainly silty loam (Khadar), loam (Bhanger and Nardak) and light loam (Seoti). There is no surface feature worth to mention except that the area is traversed and drained by seasonal streams namely Western & Eastern Yamuna Canal, Budhi Nadi, Gangru Drain, Khara Canal, Somb Nadi and Maskara Rao. Physiographically the area is flat terrain. The soils are non-calcareous and sandy loam on the surface, and loam to clayey loam at depth, and placed under the classification of soil as Udipsamments/Udorthents.

4.7 CLIMATIC DATA Meteorology is the key to understand the air quality. The essential relationship between meteorological condition and atmospheric dispersion involves the wind in the broadest sense. Other factors such as variation in temperature, humidity etc. also plays a direct role in dispersion and dilution of pollutants. Wind fluctuations over a very wide range of time, accomplish dispersion and strongly influence other processes associated with them. The hot weather season starts from mid-March to last week of the June followed by the south west monsoon which lasts upto September. The transition period from September to November forms the post-monsoon season. The winter season starts late in November and remains up to first week of March.

The data used for the purpose are the 30 years average IMD data from 1971 to 2000 taken from Meteorological Station, Roorkee.

4.8 SOCIAL INFRASTRUCTURE AVAILABLE Bailgarh is the nearest village and central point in this area and educational and health facilities are available in the form of primary, secondary schools, health care centers in the area. Villagers are availing drinking water facilities generally from the hand pump, own well and tube well. Communication services like post office and telephones are available in the nearby village. Some of the villagers also have mobile phones.

An occupational health unit will be organized and the proposed measures will be adopted.

55.. PPLLAANNNNIINNGG BBRRIIEEFF 5.1 PLANNING CONCEPT River bed mining is for extracting minor mineral from River bed. As per Haryana Minor Mineral Concession Rules, 2012 extraction is limited to 3.0 m depth or above ground water table. Mining area allotted is 44.00 ha in district Yamaunanagr of Haryana State.

Total production envisaged is 2.14 MTPA. The mining quarry will be working as self-sustained units with all facilities like site office, rest shelter, first aid and drinking water etc. All these mines will be connected suitably with communication system.

JCB/excavator will be deployed for extraction. Mineral will be removed in 3.0 m layer only forming one bench. Mineral will be loaded in trucks of suitable capacity. Trucks and equipments will be on hire basis. There will be no OB or waste generation as the minerals are exposed in the river bed.

Workings will be restricted within the mining area/ khasra as per the approved mine plan approved by Mining Department. Mining activities will be carried out in a manner so that there is no obstruction to the movement of water flow, if any. Mining operation will not be carried out during monsoon season. .

5.2 POPULATION PROJECTION There will be no change in population in the nearest and farthest most villages of the project as most of the mine workers will be deployed from nearby local areas.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND Temporary office and stores will be provided in the mine area. Specified first-aid box with all necessary facilities will be maintained at the site office and the rest shelter as per Mine Act-1952. Medical facilities, Primary health Centre are present in the area, imparting services for advance medical facilities. Communication services like post office and telephones are available in the nearby village. Some of the villagers also have mobile phones.

5.5 AMENITIES/FACILITIES The requisite facilities are proposed as under:

66.. PPRROOPPOOSSEEDD IINNFFRRAASSTTRRUUCCTTUURREE 6.1 INDUSTRIAL AREA (PROCESSING AREA) No industrial area is proposed.

6.2 RESIDENTIAL AREA (NON-PROCESSING AREA) As the project will provide employment to local people from local area, no residential area has been proposed for the project.

6.3 GREENBELT DEVELOPMENT A suitable combination of trees that can grow fast and also have good leaf cover to contain dust pollution shall be adopted to develop greenbelt. Greenbelt development will be done by the project proponent wherever possible.

6.4 SOCIAL INFRASTRUCTURE The project proponent will be committed for social development structures like health camps and minor physical structures in health centers.

6.5 CONNECTIVITY (TRAFFIC & TRANSPORTATION) The mined sand will be transported by hired trucks. Loaded trucks will travel on existing village roads which connect to the nearest highway National Highway-73A through which the mined material will be sent to various destinations.

RREECCOOMMMMEENNDDAATTIIOONN)) CCOONNCCLLUUSSIIOONN 9.1 FINANCIAL & SOCIAL BENEFITS The Project will bring economic benefits to the state by way of royalty on the mineral excavated and dispatched. Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. Aggregate is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Sand excavated is in high demand at the local market for real estate industry. This project operation will provide livelihood to the poorest section of the society/economically backward population and tribal in the area. It provides employment to the people residing in vicinity directly or indirectly. The mine management will also help nearby villages by providing aid to school, conducting medical.

The project will provide employment to the local people residing in vicinity directly or indirectly by the proposed mining project. This also ensures scientific method of sand extraction. The appropriate amount of corporate social responsibility is promised by the project proponent.

The underlying benefits through the proposed project are:

• It aims to provide additional employment to the local population of the proposed project. As there would be vocational training camps and Technical Training of mining to the regional people, hence there will be potential manpower available for the proposed & surrounding mines of the area.

• For extracting the mineral no blasting will be carried out. • Conveyance facilities to all employees, for daily commuting will be provided. • Refresher training will be imparted as per the requirement to generate potential manpower. Workers will be

imparted training in use of personal protective equipments. • In addition to this the project proponent proposes to conduct health care camps and medication programs.

As per the preliminary data, the above activities were identified on the need based requirement of the study area. Further activities will be analyzed, after the analysis of the baseline data generation and socio- economic field observations; the appropriate sustainable development will be contributed and projected by the proposed project.

Clearance is obtained by you as the Lol holder/mining contractor for the Mining Block from

notification dated 1419/2006' as amended from time to time by the MoE&F Gol and

mining contract, without obtaining a valid license as per provisions contained in Chapter 14

ofthe State Rules;

or any area prohibited by any law in force in lndia' or prohibited by any authority without

obtaining prior permission in writing from such authority or officer autiorized in this

Following are the general/ special conditions applicable for excavation of minor mineral(s)

from riverbeds in orderto ensure safety ofriver_beils' structures and the adjoining areas:

of five times ofthe

span of a bridge structure on up_stream si'le and ten times the span of such bridge

structure on down-stream side' subiect to a minimum of 250 meters on the up_

(b) There shall be maintained an un'mined blockofSO meterswidth after everyblock of

1OOO meters over which mining is un'lertaken or at such distance as may be

directed by the Director or any ofllcer authorised byhim;

(c) The maximum depth of mining in the river_bed shall not exceed three meters from

the un'mined bed level atanypoint in timewith properbench formation;

(d) Mining shall be restricted within the central 3 /4th width of the river/ rivuleu

(e) No mining shall be permissible in an area up to a width of 5OO meters from the

active edges ofembankments in case of river Yamuna' 250 meters in case ofTangri'

Markanda and Ghaggar and 100 meters on either side of all other rivers/ rivulets'

(Thls clause is appllcable for mintng outside river bed area);

(f) Any other condition(s), as may be required by the lrrigation DePartment ofthe state

from time to time for river_bed mining in consultation with the Mines & Geology

Department, maybe made applicable to the mining operations in river_beds

[xxv) A safety margin of two meters [2m) shall be maintained above the ground water table while

undertaking mining and no mining operations shall be permissible below tllis level unless a

specific permission is obtained from the competent authority in this behall Further' the

contract without obtaining requisite permission from the competent authority as required

for undertaking mining operations under relevant laws;

(xxvii) The contractor shall be under obligation to carry out mining in accordance with all other

provisions as applicable under the Mines Act' 1952' Mines and Minerals (Development and

Regulation) Act, 1957, lndian Explosives Act' 1884' Forest (Conservation) Act' 1980 and

Environment (Protection) Act, 1986 and the rules made thereundet wild Life (Protection)

Act, 1972, Water (Prevention and Control of Pollution) Act' 1974 and Air (Prevention and

Control of Pollution) Act,1981;

4. Accordingly, for the time being you are advised to submit the Draft Contract Agreement on

Form MCI (in Five copies) appended to tie State Rules-2012' on plain papeis along with other

requisite documents including a solvent surety(s) for a sum equal to the amount of the annual bid

for execution of the agreement, within a period of 90 days from the date of issue of this bid

acceptance letter and the Lol You should also fumish an affidavit to the effect tlat you will

immediately deposit the requisite stamp duty as per out of the relate'l Court cases as stated under

para 3(viii) above.
