As directed by the instructions outlining the prioritization process, the Office of the Vice Chancellor for Academic Affairs formed a large advisory committee (see http://manoa.hawaii.edu/ovcaa/planning) to provide input and guidance in meeting the objectives of the process. As per these directions, the advisory committee was instructed that the focus at the VC level would be to examine the prioritization lists from the point of view of strategic documents and “other data” (see p. 8 at the following site: http://manoa.hawaii.edu/ovcafo/newprocess/FinalPrioritizationProcessFeb2009(4).pdf) The advisory committee presumed that “other data” should address strategic efficiencies such as critical mass of students, program cost, and extramural funding.

The advisory committee faced several challenges. The number of programs identified was significant. There were issues with how the priority categories were defined. “Programs” defined themselves differently depending on the individual respondents. The group also worked to clarify what categories like “invest” and “reorganization” meant. For example in the “invest” category, some colleges included programs that they intended to emphasize or focus on, not necessarily to spend resources. Other colleges thought “invest” meant dollars expended. The committee worked through and clarified these and many similar issues. Despite difficulties, the sense of the advisory committee was that this work, the strategic evaluation of programs at UH Manoa, was overdue and very worthwhile. The discussions were energetic and wide-ranging. Process:

The committee assumed that the “Maintain” category required a thorough reexamination. The first meeting established a point system to re-evaluate the large number of programs that had settled into the “Maintain” category. The following outline documents the strategy for this first approach:

The committee suggested that each program be examined and a threshold established to insure proper placement in the “maintenance” category. However, the first system proved too cumbersome and therefore a criteria sheet (www.manoa.hawaii.edu/ovcaa/planning) was developed and the advisory committee was separated into smaller groups. Working groups segmented based on the prioritization categories: Invest, Reorg, Reduce, Eliminate, and Maintain. One group was eventually combined with the Reduce, Reorg, and Eliminate categories. Since the “Maintain” category was so large, the Interim Vice Chancellor asked Academic Deans to identify programs in the bottom 30% of their maintenance groups based on criteria such as: 1) not essential to main program; 2) chronically low enrollments rates; 3) and other efficiency data (cost, grants, etc). This new list became the evaluation focus for three working groups dedicated to examining the maintenance areas. The structure of this action for the small groups was presented as follows:

As this phase of re-evaluation came to a close, the advisory committee created a view of performance activities from a global perspective on campus. The academic arena was displayed in several pie charts that oriented the colleges along the following data

sets: student majors, graduates, costs, and other data that revealed where the concentration of students, academic interest, and costs reside. The advisory committee again broke into work groups to discuss the strategic organization of the campus. During presentations of their findings, all groups considered Manoa’s current academic configuration in need of re-evaluation from the point of view of strategic focus and efficiency potential.

The results of these discussions were several. It was thought that Manoa should reorganize in a way as to eliminate redundancies but also to form critical mass around strategic themes. Several groups identified the “paused” reorganization of arts and sciences as an attempt to start the campus conversation regarding strategic alignment with efficient structures. In addition, groups saw reasons to collapse health programs into one college: medicine, nursing and social work. Other ideas suggested a college of sustainability as well as a college of professional programs. Several groups suggested the need to incorporate TIM and Architecture into larger units. An extended conversation centered on the need for the UH System to avoid redundant programs. In addition, the committee focused on several issues in the form of one-pagers. These are also submitted as part of this report. Some of these crucial areas are advising, general education, mission clarity, and incentive modeling.

The committee reviewed a large number of programs and discussed large macro reorganization possibilities. The committee realized that this process must continue but must be refined to ensure quality assurance.

In sum, this exercise set the stage for a continuing process/discussion on Manoa’s strategic focus and its allocation priorities. The campus is ready for a continuing and coherent approach to this project. This initial foray into these issues has clearly paved the way for productive movements forward. The call for accountability from many stakeholder groups (parents, students, state and federal legislatures, business and other community interest groups) is growing and continues to evolve. The standards from WASC continue to gain focus and precision in areas such as integrated planning, assessment, and program review. The Bologna Process, coming from Europe and being piloted in 3 states in the US, suggests that the call for a “culture of evidence” has a global framework. The current prioritization process is certainly an important part of responding to the continuing call for a student-centered learning culture of accountability and transparency.

General Education Requirements

The UHM current General Education Requirements were approved by the Manoa Faculty Senate in 1999. At that time, it was considered a major re-construction of General Education. It created new sets of requirements, reduced the overall number of courses required to fulfill general education requirements, and introduced upper division requirements as part of focus requirements. It also created a process of committees not only on the Manoa campus, but across the UH System to find means of improving the systematic transfer of students from one institution to another. Hallmarks were created to explain requirements, and courses were develop or modified to address these requirements. Many of the early issues that challenged General Education, including the content equivalencies and course levels have been addressed. The creation of a General Education Office to oversee the GE curriculum, its delivery, and the evaluation work of over 40+ faculty members who participate in General Education Committees and Boards all demonstrate excellent support and participation of the faculty. It is also important to note that participation in General Education has increased dramatically. Currently, 86 departments offer 3,790 course sections in 105 different subject areas in AY 2009. This past year, the General Education Committee, along with the Office of Undergraduate Education, worked to address the Foundation Writing requirement, addressing a backlog of students who had not taken the requirement in their first year as stipulate in the catalog. Within the next two years, reviews will occur of the Foundation Symbolic Reasoning and Foundation Global and Multicultural Perspectives requirements to plan for the successful completion of those requirements in a timely manner. Assessment of the General Education requirements is already underway. First Year Writing is in its third year of assessment, while assessment of other components has either begun or will shortly be underway. Challenges ahead include developing links between General Education and department majors, clarifying prorated requirements, and simplifying the overall explanation of the requirements for all students. Also, size of the diversification offerings each semester, and the scheduling of so many courses may require closer coordination of offering so student enrollment can support the courses. (This process can be done through STAR and https://www.star.hawaii.edu selecting Data-Metrix and click Department Management Tab) Indeed, a stronger course management system might be necessary to review and monitor longer course scheduled planning.

Enrollment Management

In 2006, VCAA Neal Smatresk invited two enrollment managers from two major universities to review our enrollment needs are UHM. Their first recommendation was UHM should hire an Assistant Vice Chancellor for Enrollment Management. Shortly, thereafter, UHM sought a position and requested funding for such a position from the state legislature. A national search was launched, contingent upon funding. The search generated two finalists, however, the position was never funded, and the search was terminated.

The arguments presented throughout the 2006 consultant’s report are even more critical today than they were three years ago. The connection between tuition revenue, recruitment, academic programs, and mission of the campus, require every aspect of the campus to operate from a common data set with an approved recruitment plan. To date, the campus has not hired a Vice Chancellor for Enrollment Management, nor a director for Admissions and Records, both key positions in developing direction and focus of mission for the campus.

The Assistant Vice Chancellor for Enrollment Management would be responsible for providing the leadership, vision, and overall guidance and direction for the enrollment management programs for the University of Hawai‘i at Mānoa. These functions involve providing enrollment planning, actively identifying, counseling recruiting and enrolling qualified students; and offering services that promote student retention and success. The programs organized in enrollment management should include recruitment, admissions, financial aid and scholarships, registration, student records, orientation, and support in the transition to college life. The Assistant Vice Chancellor must ensure the provision of seamless services to undergraduate students in these areas. In consultation with the Vice Chancellor for Academic Affairs, the Assistant Vice Chancellor for Undergraduate Education, the Vice Chancellor for Students and Dean of Graduate Education, the Assistant Vice Chancellor for EM should provide the leadership and coordinated vision to develop a comprehensive plan to guide the University of Hawaii at Mānoa to its desired enrollment state. This person should ensure that all functions within the Enrollment Management program support and proactively address the recruitment and retention of students. The person should take decisive action to increase undergraduate enrollment by improving the recruitment strategies through the use of innovative, creative and focused efforts, and lead faculty and staff in enhancing planning, performance, assessment and public accountability in the program areas. The Assistant VC should also utilize data and analyses to develop strategies aimed at maximizing the recruitment and retention of students to include recruiting a diverse and successful undergraduate student body. The person should engage the University community in the enrollment planning process as well as in understanding the overall processes and its relationship with student success and retention. And finally, this person should provide leadership to ensure the integration of the student into the UHM’s academic culture to ensure that the undergraduate experience at the campus is meaningful and interwoven with activities, from recruitment to the first year experience to successful matriculation. It is recommended that the hiring of an Assistant Vice Chancellor for Enrollment Management be put at the top of the Invest List and at the earliest date possible, a national search be launched.

Academic Advising at UHM

Academic advising is an essential component of student success. Many institutions have tried different advising models, ranging from instructional faculty participating to relying on professional advisers, all with mixed results. UHM uses a college-based model. Fourteen colleges on campus maintain academic advising offices, some relying on instruction faculty to assist, while others use instructional faculty only advising students on the major. The Office of Undergraduate Education, working with the Council of Academic Advisers, maintains consistent academic policies throughout the campus. The central concerns in advising are the issues of access, accuracy, and timeliness. These concerns are directly tied to the adviser/student ratio. If adviser student ratios are too high, a student will not have an opportunity to see an adviser, regardless on the model used by a campus. The National Academic Advising Association (NACADA), recommends a 250 to 1 student to adviser. In many advising units, UHM is not close.

Academic advising at UHM is driven by two academic policies. One policy begun this fall, requires freshmen to receive two years of academic advising, while the other requires all students to declare an academic major before their junior year. Transfer students are allowed one semester. Increasing partnerships with students and providing greater opportunities for access to academic advising is critical. These two policies require a change in the basic relationship of students with this institution. It requires a new level of involvement and commitment on the part of student and academic advisers. Recently, four major initiatives related to academic advising have begun to address the issues of engagement and increased student involvement. The establishment of a computerized degree audit system; the creation of a new advising office designed to assist first year and transfer students, general undeclared students and pre-majors, and Ka’ie’ie (duel accepted) students; the development of a Council of Academic Advisers which includes head advisers to address policy issues, strategies and consistency and finally the development of a new Student Success Center to coordinate several major student academic services.

The undergraduate student to adviser ratio at UHM remains a challenge. College of Engineering has 1 adviser for 798 students; Shidler College has 2 advisers for 859 students; TIM has 439 students with 1 adviser; CTAHR has 1 adviser for 567 students; Nursing has 1 adviser for 344 students; and the SOEST has 2 advisers for 141 students. A&S has a 423 to 1 ratio, while MAC has a student to adviser ratio of 1,566 to 1. The Office of Undergraduate Education is confident that if MAC is supported, that office will have a direct and significant impact on both our graduation and retention rates.

However, until additional positions and resources are available, a restructuring of academic advising on the UHM campus might need consideration. Centralizing academic advising would require a new reporting structure, and the ability to consolidate and re-write responsibilities of advisers. Spreading the responsibilities of the heaviest student advisor ratio offices, combined with using the advance technology available will increase student services significantly. Restructuring can be done quickly and with little front expense. One additional benefit of such a centralized oversight office would be dealing with student appeals and concerns consistently. Thus, the centralized option deserves more discussion.

PRIORITIZATION PROCESS: DISTANCE LEARNING AT UH MANOA

BACKGROUND In 2004, the Manoa Distance Learning Committee, composed of faculty, staff and administrators appointed by the then-Interim VCAA, issued a draft “Distance and Distributed Learning Strategic Plan.” The document stated, “The vision for Manoa is to use distance learning (DL) as a way to maximize our educational mission and strategic plan…improves and expands Manoa’s educational effectiveness and participation in the economic development of Hawaii.” Specific administrative policy “from the highest levels of the University administration” supporting distance learning was called for: naming of a DL coordinator for the Manoa campus, allocating sufficient resources to develop the needed infrastructure, and collaborating on DL activities with other units within the UH System. THE PRESENT Since then, the draft plan has remained in limbo while distance learning at Manoa has been left to individual departments/colleges to pursue. Rising to the challenge in response to state needs, the colleges of Education, Nursing and Social Work and the Information and Computer Sciences department have dedicated personnel to plan and implement their DL programs. Other academic units have also ventured into distance learning but all have had to utilize existing resources within the unit or external grants. In 1997, CCECS which became Outreach College, was charged with coordinating outreach efforts and by extension, distance learning; it has continued in that role but on a largely self-support basis and with no official mandate from subsequent administrations. Meanwhile, distance learning on the Manoa campus has grown from 26 DL courses enrolling 838 students in fall 1997 to 246 courses registering 2,581 students in fall 2008, but this increase has occurred with little support or direction from the Manoa administration. THE OPPORTUNITY Research I universities have not been leaders in expanding distance learning opportunities; that effort has been left to the institutions whose focus is teaching. However, because we live in the middle of the Pacific and have unique areas of expertise to share with an increasingly global community, distance learning presents an opportunity to directly address Goal 2, Objective 3 of University of Hawaii Strategic Plan (2002-2010): ”To provide access for students, faculty, and staff to a first-class information technology infrastructure, support, and services…within the University, throughout Hawaii, and beyond.” Investing resources into the expansion of distance learning at Manoa will also provide additional revenue as we tap into the already-burgeoning popularity of online instruction. Outreach College has the infrastructure in place to provide administrative and student support to distance learners while providing incentives to the offering programs by sharing revenue; it is already performing those functions. However, a DL coordinator for the whole campus, preferably at the OVCAA level, is needed to bring under one umbrella all DL activity so that academic quality can be monitored, consistent course and program assessments can be administered, collaboration with the rest of the System can be accomplished, and appropriate incentives for faculty developing and teaching distance learning courses can be instituted, e.g., course-reduction, tenure/promotion considerations, etc. The Prioritization Process presents the perfect opportunity to identify distance learning as an area for growth and investment.

Ka’ie’ie Program Ka’ie’ie Program was signed on May 10th, 2007 between UHM and KCC. A copy of the document, "Memorandum of Understanding between the University of Hawai'i at Manoa and Kapi'olani Community College on Ka'ie'ie, a Degree Pathway Partnership Program" is available at http://www.hawaiLedu/vpaa/cms/MOU_UHM_KCC.pdf Ka'ie'ie resides in the OVCAA, but is administered by the Office of Undergraduate Education (OUE). Ka'ie'ie is implemented by the Manoa Advising Center (MAC) and the Manoa Admissions Office and by their counterparts at KCC. The Administrative Coordinator for both campuses is UHM's Director of Pre-Health/Pre-Law Advising Center (PAC). The OAVCUE oversees the program. Ka'ie'ie -- named after a climbing vine to symbolize students transferring from CCs to Manoa where they flower (i.e., graduate) -- is a dual-admission, dual enrollment program between KCC and UHM. The goals of the program are to help students transfer smoothly, to provide better access to University resources at both campuses, to provide improved advising and academic planning for students who plan to graduate from Manoa, and to help students graduate with a Bachelor degree within as close as possible to a total of four years (or the equivalent in part-time attendance). The major advantages for students are improved communication, mandatory advising and academic planning, early declaration of major, early connection to the major department, and early registration with UHM's continuing students. The first cohort of Ka'ie'ie students enrolled at UHM in Fall 2008. The program is proving to be in more demand than expected, but remains an unfunded mandate, its growth hampered by a scarcity of time, money, and positions. Ka'ie'ie addresses long-standing difficulties in the UH system transition process, difficulties that persist despite years of negotiations between campuses. Without changing policy, Ka'ie'ie allows our UH CC transfer students to register with their class which helps keep students on track; ensures that students declare a major in a timely fashion; connects students to their major department early in their academic journey; ensures that students receive regular academic advising; ensures that students make an academic plan that they follow and update regularly; allows advisors/counselors on both campuses to track and assist students by communicating through STAR Advisor Notes, which prevents students from "falling through the cracks" when they transfer; ensures that UH CC transfer students receive orientation to the Manoa campus and learn about available services and resources; and conveys to incoming students that Manoa welcomes them and cares about their success. Until Ka'ie'ie graduates its first cohort, it will not be possible to assess whether Ka'ie'ie has succeeded in improving the transfer process and whether it has improved our retention and graduation rates. What it has achieved thus far, however, is to help bridge the mental moats between the two campuses, reduce skepticism, and build an atmosphere of cooperation and collaboration between faculty/staff at KCC and UHM while respecting one another's mission differentiation. Ka'ie'ie agreements have additionally been signed with all UH System Community Colleges, but implementation has been postponed until the positions and funding necessary to grow the program are in place. It is the OUE’s position that Ka’ie’ie will go a long way to addressing a smooth transition process for all UH CC students transferring to Manoa..

Revenue Incentive:

As part of a movement to becoming a culture of evidence and as part of the movementtowards becoming a tuition-based campus, it has become clear that a incentive basedmanagement system would benefit UH Manoa. As an example, at present, in the midst ofthe current budget cuts, the Deans are left with sticks and no carrots. In other words, theDeans and the OVCAA have no tools to inspire creativity or initiative. These leaders aresimply left with the obligation to cut back services, usually in areas that a are mostcrucial to student success and persistence.

An incentive model would allow deans to deploy courses even in the face ofbudget cuts. This has largely been proven in the current budget-cutting environment.Courses that cant be offered because of budget cuts are being transferred to the OutreachCollege because of the entrepreneurial model existing there.

In addition, UH Manoa’s ability to respond with innovation and initiative hasbeen blunted by the allocation model for colleges and to the OVCAA as well. If onelooks at SSH production, for example, the College will receive the same allocation yearafter year regardless of increasing or decreasing student registrations. In addition theOVCAA has no leadership budget to inspire change or fund new directions.Opportunities to invite faculty to consider new assessment strategies or new teachingwith technology developments need a funding source from the OVCAA if this office isgoing to be effective.

One way to think about the funding paradigm for college allocations is to considerthe following: 1) colleges should generate enough revenue to pay a proportion (to becalculated) of its costs; 2) the college should generate enough revenue so the Universitycan pay proportional costs of the non revenue producing elements of the University(library, etc); 3) when the college achieves these benchmarks, “excess” productivityshould be returned to the college.

Mission clarification

As the Strategic Plan comes to a close in 2010, there has been increasing discussionaround the lack of a mission statement in the plan. Defining with more clarity who we areand what our intention is will help clarify the current prioritization process. There aremany understandings of our mission and focus. One group may see us as a Land Sea andSpace grant institution, a Research Intensive campus with strengths in the medical andnatural sciences, a Hawaiian place of learning, a 4-year degree granting institutionserving the sons and daughters of Hawaii which also has a graduate set of offerings. Ofcourse, UH Manoa is all of this and more. A mission statement that clarifies all of thisseems warranted.

It was also suggested that the Manoa campus needs to own its own IT department. Atpresent, the IT assets deployed at Manoa report to a system officer. To properly manageand deploy these resources, it might be assumed that these assets should have a reportingline on the UH Manoa campus proper. It does seem that this current situation is a legacyremnant from the System/Manoa split, a remnant that still needs to be resolved.

Statement on Duplication of Engineering at UHH, MCC and UHM UHH is proposing a BS in Engineering that would focus on some applied topics, such as robotics and energy. Maui is proposing an engineering technology BS degree to support the growing industries of optics and energy. The UHM Engineering College clearly supports high tech, green, economic development on all islands and would like to be part of the solution to support the development of STEM, technology, and pre-engineering on the outer islands. Ensuring that the UHM College of Engineering is adequately funded for its mission, rather that diverting resources to marginal programs on other campuses, can be justified by considering the following:

• Regional class engineering programs are expensive, typically tying with Nursing for some of most expensive undergraduate programs on a campus.

• The Engineering College at UHM has developed a well-tested articulation with KCC and LCC whereby students transfer from these Colleges to the College of Engineering at UHM. This is possible because KCC and LCC can offer the required STEM pre-engineering and even lower division engineering courses. Thus if these courses could be offered at other components in the UH system, there is no reason to believe that students could not seamlessly transfer to UHM Engineering.

• Given that the Island of Hawai‘i has a limited existing industry base, it is unclear that there will be a large enough volume of students to warrant the initial outlay of funds necessary to start such a program and to rationalize the high cost per student to operate the program.

• ABET accreditation requires an “acceptable” number of faculty. This is usually measured in terms of capacity to offer both breadth and depth of courses. This requirement means that there is a critical mass of faculty below which a program cannot become accredited. Without accreditation it is almost impossible for schools to offer competitive degrees.

• Should the state invest in many individual engineering programs in the state or sink the investment it wants to make into one program? The State of Hawai‘i is not alone in wrestling with these issues, but it must be one of the least populated and hence least able to fund such a luxury.

• It is not surprising there are efforts to develop upper division engineering on the outer islands given the apparent historical lack of attention to STEM curricula on the outer islands and the coincident desire to diversify the economy in Hawai‘i. Given the efforts that the UHM College of Engineering and others at UH are now making to address these unmet needs, it seems sad that the State would now diffuse its energy and meager resources and decrease its efficiency in meeting these needs.

• As an initial attempt to address these needs, at a meeting of UH System leaders and some stakeholders in the Fall of 2008, Dean Crouch of the UHM College of Engineering assisted the meeting participants to identify a tentative vision and a mechanism to support the development of engineering and technology post secondary education in Hawai‘i:

A system of UH Community Colleges and Universities, high schools, economic development entities, and industry cooperating to:

• Offer a rich curriculum of widely co-listed, appropriately articulated courses and programs serving engineering, engineering technology, and technology at a variety of levels (AS, AA, BS, Masters, Professional Ed).

• Deliver these courses and programs through a variety of mechanisms including distance delivery and distributed laboratory and classroom centers, within a coordinated institutional framework.

• Fulfill the workforce needs of Hawai‘i across the islands in an economically responsible fashion by leveraging the common and distinguishing socioeconomic resources and opportunities on each of the islands.

One-Pager: Closer Administrative Links Between Biological Engineering and the College of Engineering

In the past decade, there have been periodic discussions among the faculty of the Biological Engineering (BE) program, CTAHR administrators, and the College of Engineering to investigate better ways to align the BE program’s objectives, resources, and management with those of the College of Engineering. In recent years the establishment of more formal relationships has taken on increased urgency as students, university administrators, accrediting bodies, and stakeholders increasingly demand greater efficiency and accountability. A higher degree of administrative alignment between the academic priorities, processes, and resources of the BE program and the College of Engineering would yield cost savings and improved service to students and stakeholders in the following ways:

1. Improvements in recruitment and retention in all engineering programs by a greater degree of coordination of promotional literature, brochures, web-links, and recognition of greater academic diversity;

2. Greater parity in student fees and resource access across engineering disciplines resulting in a process for major selection that is more centered on performance of individual programs;

3. Improved student access to design resources in both colleges; 4. Greater degree of collaboration and cross-listing in the development and delivery of courses,

especially for lower division students; 5. Reduced administrative burden in handling academic restrictions for course registration across

engineering disciplines; 6. Better leveraging of resources in both colleges to address emerging priority areas, for example

in bioenergy, biomechanics, and biomedical engineering; 7. Improved communication and collaboration among engineering faculty in disparate fields to

address new interdisciplinary research problems; 8. Better service to students at career fairs and other professional development activities.

Land-grant institutions throughout the nation offer a wide array of examples that might be used as models for joint administration of the BE program. Indeed, within UH Manoa’s peer institutions alone, the vast majority presently have undergraduate biological engineering programs that are administered jointly by the College of Agriculture and the College of Engineering.

One-pager for OVCAA Advisory Group: Secondary Teacher Education The College of Education is working toward the following modifications in secondary teacher education: • Phasing out the BEd in secondary core content areas in response to national trends

and federal recommendation for content focus. • Collaborating at the UH system level to reduce duplication and minimize competition

among secondary teacher education programs at UHM, UHH, and UHWO.

• Merging the Post-baccalaureate Certificate in Secondary Education (PBCSE) and the Master of Education in Teaching (MEdT) to provide increased flexibility for students and seamless transition between programs.

• Streamlining the MEdT curriculum to reduce the number of credits required for

completion.

• Revamping the PBCSE and MEdT curriculum to provide licensure requirements in the first year and focus on mentoring for new teachers in the second year.

Myron B. Thompson School of Social Work (MBT-SSW) BSW Expansion In alignment with our mission the UH School of Social Work is reaching out to the Leeward community by creating a pathway program to help students attain an undergraduate degree in social work. We know through our conversations with state officials and directors of public and private agencies that there is a dire need for professionally trained social workers in that region of O`ahu. At the same time there are logistical challenges that need to be addressed. MBT-SSW administrators and instructors have met with community representatives on several occasions and have identified potential barriers and designed potential bridges. Barriers include but are not limited to travel, cost and belief. Travel -- For many on the leeward coast travel to and from Mānoa is difficult at best and in some cases simply not possible. Escalating transportation costs and reliable alternative transportation remain problematic. Cost -- The University of Hawai‘i at Mānoa tuition is much higher than either Leeward Community College or UH West O‘ahu. More importantly, neither has a Bachelors of Social Work (BSW) program. UH West O‘ahu appears to be in the process of developing a BSW program, but it will likely not be up and running for several years and will need even more years still to become accredited. Belief -- According to community leader Puanani Burgess, one of the main barriers is the belief that a bachelors degree is even a possibility. The community values education and recognizes the need, but most do not believe that it is within reach. Bridges Travel -- Because travel remains a core issue, it is critical that the majority of the education process occur on the Coast. The assumption is that if we stage the educational process so that it starts in Wai`anae, proceeds to LCC and then is completed at UH Mānoa, we will minimize the amount of travel for the Leeward Coast student and minimize attrition. The UH Education program has a project of similar design that has enjoyed great success. Current enrollment far exceeds what was once projected. Meeting with LCC have been fruitful and they appear to be on board. In addition to a staged process, MBT-SSW has the ability to utilize already developed Distance Education capacities and extend services to the Leeward Coast. While there may be a technological gap for many residents, it is believed that an agreement will be reached with LCC to utilize space and technology. Cost -- A pathway program as discussed here would greatly reduce the cost to Leeward Coast residents. The hope is to create a seamless system that eliminates superfluous credits and minimizes the number credits taken at the Mānoa rate.

Belief -- Perhaps the most critical barrier to address and the most difficult to overcome is the belief that higher education is a legitimate possibility. To do this, the MBT SSW must be involved from the start. We would be involved in the counseling process, guiding the student through the very long road of higher education. By being involved from the onset, the student can connect with a Mānoa representative and no longer rely on belief and can instead realized that higher education is an option. Important Notes While the MBT-SSW has been actively involved in the development of a pathways program, it is critical to know that both the Department of Human Services (DHS) (Amy Tsark, Pat Newlin) and the community (Puanani Burgess, Lucy Gay) have requested our presence. DHS has designated the Leeward Coast a top priority for intervention and continued education (Title IVE). The MBT-SSW has a strong, historic connection on the coast has does not need to “build” relationships and can instead rely on living relationships to move and steady the process. We are concerned about duplication/redundancy of social work degree programs in the UH system. MBT-SSW has the capability of reaching every Hawai`i community on every island. We are also the only accredited program in Hawai`i. The establishment of new degree programs from “scratch” that are duplicative of existing programs defies sensible planning, especially in this economic climate. Several other institutions in the Pacific Region (i.e., University of Guam) have requested our degree program. We have considered the viability of new markets beyond Hawai`i.

Board of Regents states there are four First Professional Degrees in the U.H. system. Manoa includes Law, Medicine and Architecture. Hilo has Pharmacy.

Partnership agreements, scheduling, and off campus study will meet most additional space needs. Establish an agreement with BOR to exceed non-resident limitations on enrollment. Allow professional tuition to increase to meet demand. Provide greater opportunities for expanded research, creativity and collaboration within the University. Generate income to exceed the demands of the School of Architecture. Create professional programs that meet the demands of a sustainable built environment.

Fund through tuition generation only and create tuition sharing agreement with the University. At no time during expansion would the SoA request additional funding beyond 80% of tuition generated.

The School is prepared to move forward with preparing a detailed business plan to articulate benchmarks and identify measurable deliverables. The School has the support of the faculty, students, alumni and the profession in moving this proposal forward. All will assist as called upon.

April 27, 2009 TO: Chancellor’s Advisory Committee on Prioritization FROM: Joe O’Mealy, Interim Dean, LLL RE: RANKINGS OF LLEA PROGRAMS AT VCAA LEVEL I wish to call your attention to some problems I see with the VCAA Advisory Committee’s placement of various programs offered by the LLEA department, as well as alert you to some possible opportunities for re-visioning these valuable offerings. First, there is at least one obviously illogical decision: To propose the elimination of the first two years of Russian language study (101-202) is a clear error, while at the same time placing the Russian BA, which draws its majors from these first two years of language study, into the Reorganize category. The Russian Program has a great deal to offer Mānoa as our only western language designated as critical and strategic by the US government. Second, there are several questionable decisions that I believe undermine areas of excellence and popularity that would shortchange students who need as broad an exposure to the liberal arts tradition as possible. Chief among them is the placement of the BA in Classics in the Eliminate category. Classics (Latin and Greek), the foundation of Western university education, is a subject on the curriculum of virtually every Research Extensive institution and is a subject that has figured prominently in enabling universities like Mānoa to obtain and retain their accreditation with Phi Beta Kappa. Similarly shortsighted is the placement of Greek 101-202 in the Reduce category, which cuts off a prime source of students for the Classics major. The German BA is growing in strength, with dedicated teachers who understand its importance, not only to international and European studies but also as a heritage language in Hawai‘i and the Pacific. I support the restoration of the Russian, German, and Classics bachelors’ degree to the Maintain category, where I originally placed them, because restoration to Maintain will offer LLEA the freedom to continue to rethink their offerings, with such new possibilities as a BA track in Classical Studies and a new configuration of existing majors, like Russian and German, into a cross-disciplinary major like European Studies. The LLEA faculty take seriously the 2008 Program Review recommendations that advise them “to focus beyond language toward more of an emphasis on cultural studies. . . . The emerging strengths of these programs in cultural studies areas should be further articulated and promoted.” We ask for the support of the Chancellor’s Advisory Committee to allow LLEA the opportunity, in the words of the 2008 Program Review, “to play an ever more important role in educating leaders and decision makers in the Pacific region.”
