BACKGROUND: On January 25, 2011, your Board approved Resolution 071231, authorizing an Agreement with MedAssets Supply Chain Systems, LLC to provide a group purchasing organization program (GPO) for the County of San Mateo and San Mateo Medical Center (SMMC). On April 26, 2011, your Board approved Resolution 071364, authorizing an amendment to add the Broadlane Group, Inc. as an affiliate and to extend the term through January 31, 2016. On June 7, 2011, your Board approved Resolution 071451, authorizing an amendment to include professional registry services. On June 21, 2011, your Board approved Resolution 071480, authorizing an amendment to include Contract Manager/Contract Manager Pro/Rapid Reserves services as an effective way to compare the individual patient charges being reimbursed to the contracted amount. On September 21, 2011, the Chief of the Health System approved an amendment to include Broadlink Software, which links

the SMMC Materials Management Inventory System with the MedAssets Agreements to compare the negotiated prices in the Agreements to vendor invoiced prices. DISCUSSION: In July 2011 a Request for Proposals (RFP) was issued for Staffing Productivity and Needs Assessment with Implementation, which would compare hospital volume and competitive benchmarks and organizational structure for size of operation. MedAssets Workforce Management Consulting (MedAssets) was elevated because of their tools for data and analytics, use of LEAN methods, and ability to analyze staffing demand, to analyze capacity, and to optimize staffing. MedAssets will provide comprehensive data analysis, program observation, structured interviews and qualitative analysis, presentation of assessment results, and staffing effectiveness. County Counsel has reviewed and approved the Amendment and Resolution as to form. The Contractor’s insurance has been reviewed and approved by Risk Management. MedAssets has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The County Manager has previously approved a waiver of the three-year limit on contracts. This Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by improving SMMC’s cost report preparation process to ensure that accurate information is being recorded on submissions to the Medicare Program. It is anticipated that SMMC’s cost per patient day will increase from $900 to $920. Performance Measure:

SMMC cost per adjusted patient day $900 $920* *Due to increase in operating costs FISCAL IMPACT: The term of the Agreement remains February 1, 2011 through January 31, 2016, with two optional one-year extensions regarding the entire Agreement. The maximum fiscal obligation of this Amendment is $800,000. Funds in the amount of $440,000 are included in the SMMC Adopted FY 2011-12 Budget. Funds in the amount of $310,000 will be included in the SMMC FY 2012-13 Recommended Budget. An annual update fee of $10,000 will be included in future budget years. Expense savings and revenue enhancements have a targeted savings of a minimum of $ 5 million dollars. Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC.

WHEREAS, On January 25, 2011, the Board of Supervisors approved an

Agreement with MedAssets Supply Chain Systems, LLC (MedAssets) for the purpose of

providing a group purchasing program for the County of San Mateo for the term January

1, 2011, through December 31, 2015, with two optional one-year extensions, at no cost

to the County of San Mateo; and

WHEREAS, on April 26, 2011, the Board of Supervisors approved an

Amendment to the Agreement with MedAssets in order to add an affiliate, the Broadlane

Group, Inc., to provide additional purchasing options to the County and to extend the

term of the Agreement to January 31, 2016; and

WHEREAS, the Agreement was subsequently amended three additional times

to include professional registry staffing services, to include a Contract Manager/Contract

WHEREAS, In July 2011 a Request for Proposals (RFP) was issued for Staffing

Productivity and Needs Assessment with Implementation, which would compare

hospital volume and competitive benchmarks and organizational structure for size of

operation; and

WHEREAS, MedAssets Workforce Management Consulting (MedAssets) was

WHEREAS, this Board has been presented with a form of such Amendment

(the “SOW For Workforce Management Consulting”), has examined and approved it as

to both form and content, and desires to enter into it.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the

President of this Board of Supervisors be and is hereby authorized and directed to

execute said Amendment for and on behalf of the County of San Mateo, and the Clerk

of the Board shall attest the President’s signature thereto.
