SUBJECT: EXTEND AND INCREASE THE CONTRACT WITH WEST COAST ARBORlSTS, INC. FOR TREE TRIMMING AND REMOVAL SERVICES, REQUEST FOR QUOTATION NO. 900335; AMOUNT: $200,000

RECOMMENDATION:

Approve and authorize the Purchasing Agent to execute a second amendment to extend and increase Master Contract No. 900335, Procurement Contract No. 2309, with West Coast Arborists, Inc. (Patrick O. Mahoney, President), Anaheim, CA, to provide tree trimming and removal services as required by the Alameda County Public Works Agency (PWA). The total amount of the contract will increase from $651,708 to $851,708, an increase of$200,000. The term of this contract extension shall be for one year, beginning on approximately February 1, 2012 and ending on approximately January 31, 2013. The contract allows for this extension by mutual agreement.

DISCUSSION/SUMMARY:

On January 8, 2008, File #22981, Item #19, your Board authorized the Purchasing Agent to enter into a three-year contract with West Coast Arborists, lnc. (WCA) to provide tree trimming and removal services along roadsides in unincorporated areas, and along flood control channels and canals for the Flood Control District as needed and to respond to emergencies. The County has an average of21 emergencies per year.

On February I, 2011, File #27025, Item # 17, your Board approved a contract increase with WCA for $200,000, bringing the total contract value to $651,708.

WCA and its subcontractor are responsible for perfonning tree trimming and removal services according to all federal, state, local laws and regulations, including the Alameda County Tree Ordinance.

WCA provides all necessary labor, tools and equipment required to perform services in a professional manner in conformance with the aforementioned guidelines and specializes in providing tree trimming and removal services to public entities. When tree trimming and removal services are perfonned along roadsides, WCA is responsible for all necessary lane closures, including signage, adequate barricades and warning devices that roay be necessary to accomplish work in a safe and legal manner as directed by the PWA. All green waste is promptly transported for recycling. PWA is satisfied with the performance of this Contractor.

SELECTION CRITERWPROCESS:

In 2007, the Alameda County Public Works Department worked with General Services Agency­Purchasing /0 issue an RFQ which resulted in three responses. WCA submitted the lowest priced qualified bid, had satisfactory rejerences and was awarded the contract.

WCA declared SLEB vendor Simply Trees as their subcontractor on August 6, 2010. As recorded in Elation, WCA has spent $144,66610 date with SLEB subcontractor Simply Trees, totaling 27% ofthe $537,570 in invoices paid by the County, and is therefore SLEB compliant. WCA will continue to subcontract with Simply Trees, a certified SLEB, throughout the term o/this contract. PWA will work with General Services Agency to rebid the contract during the extension term.

FUNDING:

Appropriations for this contract are included in the PWA FY 2012/2013 Approved Budget and wi II be requested in subsequent budget years. No additional appropriations are required and there will be no increase to net County cost.
