Elder Economic Security Standard™ Index

The Elder Economic Security Standard™ Index is the basic income needed to make ends meet for persons age 65 and older. It reflects actual costs at the county level for housing, health care, food, transportation, and other costs in different housing types.

Federal Poverty Level (FPL)

Offically called the Federal Poverty Guideline (also called the Federal Poverty Level or FPL), it is used by many public programs to calculate eligibility. In 2007, the Federal Poverty Level for one adult age 65+, living anywhere in the country was $10,210 per year.

Above FPLand Below the Elder Index

Persons age 65 and older whose income is in the gap above the Federal Poverty Level and below the Elder Index. These elders often do no qualify for public supports and do not have enough to cover their basic expenses. The Elder Index demonstrates that many older Americans who are not "poor", as defined by the FPL, still do not have enough income to meet their basic needs.

Living Alone(1 person households) A person age 65 and over who is in a one person household.

Data for these tables are based on the U.S. Census 2006 American Community Survey (ACS) and the California Elder Economic Security Standard™ Index adjusted to 2006.

Economically Insecure(Below Elder Index) Adults Age 65+ by Subgroup Total

These data provide the percent and number of older adults who are economically insecure (below the Elder Index) in each living arrangement. Within each of the four living arrangements, data is provided for those who are economically insecure according to their housing status, gender, age, and race and ethnicity. For example, under the section Gender: the table shows among women 65+ who live alone, the percent and number who are economically insecure. It also shows among men 65+ who live alone, the percent and number who are economically insecure. In cases where the results are fewer than 1,000 people below the elder index for a particular subgroup, the number is too small to calculate a reliable estimate and therefore not included.

Couples(2 person households) Couples are a two person household where one or both are age 65 or older and married.

Total Below Elder Index(Economically Insecure)

All persons age 65 and older in all living arrangements, except nursing homes, whose income is below the Elder Index (Economically Insecure). The Elder Index measures how much income is needed for retired adults age 65+ to meet basic needs in each county of California.

Shasta County is combined with PUMA cluster #100 Del Norte, Lassen, Modoc, and Siskiyou to follow PSA 2. Note: Due to the composition of Census PUMAs, this cluster differs from PSA2 by including Del Norte and excluding Trinity.

Yolo County is combined with two PUMA clusters: Nevada, Plumas, & Sierra (#700) and Sutter & Yuba (#800) to follow PSA 4. Note: Due to composition of Census PUMAs, this cluster differs from PSA 4 by including Plumas and excluding Placer and Sacramento (available separately).

If these clusters and/or other individual counties still contained small numbers and unreliable estimates when subset to older adults, the second step combined PUMA clusters or other individual counties according to the California Department of Aging, Planning and Service Areas (PSAs). In some instances, the PUMAs and PSAs did not coincide and exceptions are noted.

The following clusters contain PUMA clusters with small numbers and unreliable estimates of older adults. Further clustering follows PSA county clusters with exceptions noted.

Butte County is combined with PUMA cluster #500, Colusa, Glenn, Tehama and Trinity, to follow PSA 3. Note: Due to the composition of Census PUMAs, this cluster differs from PSA3 by including Trinity and excluding Plumas.

The following counties are clustered according the Public Use Microdata Areas (PUMAs) as defined by the Census.

Clustered California CountiesMethodology for Clustered Counties

Due to small numbers and unreliable estimates in some individual counties, a 2-step method was used to cluster the counties listed on this page to produce reliable estimates.

The first step clustered counties according the the Public Use Microdata Areas (PUMAs) as defined by the Census. PUMAs are special non-overlapping areas that partition a state, and each PUMA contains a total population of about 100,000. State governments drew the PUMA boundaries at the time of the 2000 Census.
