Board Committee Meetings The Building committee met with Paul Lies and Joe Lies present, to brainstorm ways to reconfigure the front office to address safe- ty and functionality issues. Patti Larson and Alyson Myhre both attended the Knowledge- Works conference. Principals’ Reports Elementary Principal Becker reported that she and other staff attended a Knowledge- Works conference; planning curriculum, staffing, and programming for the 2019-20 school year; will be visiting North Star’s Sci- ence Learning Lab and Sullys Hill classroom; facilitating the County Geography Bee on January 23, 2019; and completing obser- vations and attending teacher, IEP and RTI meetings. Mrs. Becker has been contacted by DPI to be part of a teacher effective re- porting committee. Secondary Principal Baumbach report- ed he also attended the KnowledgeWorks conference, an Instant Alert regarding Se- mester One grades went out last Friday; the PLA now has 17 students enrolled; the sophomores and juniors are completing the Pre-ACT test this month; he and Rita An- derson will attend a Choice Ready training on January 16th; the students will be com- pleting a youth risk survey coming up along with a student engagement survey; and the students will be doing student presentations from Rocket Time groups at the March 7th parent/teacher conferences. Superintendent Report Superintendent Louters reported that a Shadow Day where staff can follow a student for the day is being set up with the board being encouraged to participate; the Knowl- edgeWorks team is working on a “Portrait of a Graduate” using six core competencies; she is applying for Impact Aid on behalf of the district; community members were sur- veyed regarding community education; and building renovation issues with CTS are lev- eling off with a plan for commissioning to be completed prior to the next board meeting. Student Report Cassidy Clifton reported that the new se- mester has begun and that plans are under- way for Winter Fest at the end of February. Review Pledge of Securities It was moved by Price and seconded by Larson to approve the Pledge of Securities as presented. Motion carried unanimously. Approve Destruction of Records It was moved by Jacobson and seconded by Holzwarth to approve the destruction of records resolution as presented. Motion car- ried unanimously. Board Self Evaluation Mrs. Louters will send the board evalua- tion tool out to board members for review. John Grann suggested that the board con- sider contracting with Jon Martinson for board training. Debt Service Fund Bank Account It was moved by Jacobson and second- ed by Holzwarth to approve Janet Heskin to open a money market bank account for the Debt Service fund and to authorize Janet Heskin, John Grann, Alyson Myhre, and Todd Duchscherer be added to a signature card for the account. Members present: John Grann, Alyson Myhre, Mary Kay Price, Patti Larson, Mike Jacobson and David Holzwarth. Absent: Todd Duchscherer. Others present: Jill Lout- ers, Superintendent; Avolt Baumbach, Sec- ondary Principal; Natalie Becker, Elementary Principal; and Janet Heskin, Business Man- ager. Approval of the Consent Agenda It was moved by Jacobson and second- ed by Price to approve the consent agenda as presented. Motion carried unanimously. The consent agenda consists of the January 14, 2019 regular meeting minutes, the busi- ness manager report, and the bills for the general fund of $71,640.19, the food service fund of $9,913.39, and the activity fund of $28,304.24. Board Committee Meetings The Building committee met on Febru- ary 6, 2019. Discussion was held on video camera upgrades, keyless entry, securing the front doors, security doorstoppers and exterior door replacements. Principals’ Reports Elementary Principal Becker reported that she attended the Elementary Principal’s conference; held an elementary curriculum committee meeting and discussed priority standards and programming for 2019-20; fa- cilitated the Eddy County Spelling Bee; and continued with observations of classroom teachers. Secondary Principal Baumbach reported that the YRBS and Student Engagement surveys have been completed; a secondary curriculum committee meeting is scheduled for February 25; student ALICE training was held on February 12; he attended NESC training on priority standards; parent/teacher conferences are scheduled for February 26 with student presentations; and is working on the 7-12 class schedule for 2019-20 and looking at flexible scheduling and innovative programming. Superintendent Report Superintendent Louters reported on her activity over the past month which included research regarding a board evaluation tool and board professional development; con- sultation and research regarding staff train- ings on safety and building modifications; meetings with food service and wellness committee; KnowledgeWorks planning; East Central board meeting; review of CTS work; parent meeting on ALICE training; and bud- get review and planning for 2019-20. Student Report Kyleigh Hilbert reported that the student council is planning Snow Fest, which is the week of February 25. School Board Election It was moved by Holzwarth and seconded by Myhre to hold the annual school board election on Tuesday, June 4, 2019 from 11:00 a.m. to 7:00 p.m. in the school gym- nasium. Motion carried unanimously. Up for elections is a three-year position from the former New Rockford district currently held by Todd Duchscherer, a one-year pos- iton currently held by Mike Jacobson, and a three-year at large position currently held by Alyson Myhre. Reduction in Board Size Discussion was held on reducing the school board size from seven members to five. If the board is interested in considering the change, a public forum will be held. The board would need to approve a resolution and it would then be placed on the ballot at an annual school board election. School Board Self Evaluation It was moved by Holzwarth and seconded by Myhre for the school board to complete a self-evaluation. Motion carried unanimously. Germany Trip It was moved by Jacobson and seconded by Price to approve Jordan Brown to attend a trip to Germany for social studies teachers this spring at no charge to the District. Mo- tion carried unanimously. Close Up Trip It was moved by Larson and seconded by Holzwarth to approve the Close Up trip to Washington D.C. and New York City in June 2019. COUNTY COURTHOUSE MARCH 19, 2019, 10:00 A.M. The meeting was called to order by Glen- da Collier, Chairperson. Also present were Commissioner Dave Gehrtz, Auditor Patty Williams, States Attorney Ashley Lies and Rachel Brazil, New Rockford Transcript. Dave Gehrtz made a motion to approve the agenda and it was seconded by Glenda Collier. The motion carried. Dave Gehrtz made a motion to approve the minutes of the March 5, 2019 meeting. Todd Weber, Road Superintendent, gave an update on the road department. Commissioner Neal Rud joined the meet- ing by phone. Ashley Lies, States Attorney, suggested the County do a Quiet Title Action on the for- mer Mill Pump property and she explained the process. The Commission requested that she get the paperwork started. Glenda Collier explained the conversation she had with Ardyce Snyder regarding the deposits and cleaning of the bathrooms at the fairgrounds. Patty Hilbert, County Recorder/Clerk of Court, attended the meeting to give an up- date on her department. Kathy Anderson, Treasurer, attended the meeting to give an update on her depart- ment. NEW BUSINESS Glenda Collier made a motion to support being part of the NDACo Drug and Alcohol Testing Program. Dave Gehrtz seconded the motion and the motion carried. The Commission discussed the request from Teresa Kluth, Director, Central Prairie Social Services District, for a value of space/ rent for the year 2018. Ashley Lies will do some research on rent values. Erling Rolfson and Larry Danduran, New Rockford Airport Authority, Douglas Larson, JLG Architects and Jessica Tagestad, Wold Engineering, P.C., attended the meeting to discuss the plans for a new hangar/terminal at the airport. They are requesting 4 mills from the County for 3 years to help support the costs. Ashley Lies will research ND Cen- tury Code to see what is legally possible. Glenda Collier, Chairperson, adjourned the meeting at 12:05 P.M. The next regular meeting will be April 2, 2019 at 8:30 A.M. Members present: John Grann, Alyson Myhre, Mary Kay Price, Patti Larson, Mike Jacobson and David Holzwarth. Absent: Todd Duchscherer. Others present: Jill Lout-ers, Superintendent; Avolt Baumbach, Sec-ondary Principal; Natalie Becker, Elementary Principal; and Janet Heskin, Business Man-ager. Approval of Agenda It was moved by Holzwarth and seconded by Larson to approve the agenda with the addition of opening a Debt Service Fund bank account. Motion carried unanimously. Approval of the Consent Agenda It was moved by Jacobson and seconded by Myhre to approve the consent agenda as presented. Motion carried unanimously. The consent agenda consists of the Decem-ber 10, 2018 regular meeting minutes, the business manager report, and the bills for the general fund of $179,608.36, the food service fund of $10,729.27, and the activity fund of $10,980.81. Board Committee Meetings The Building committee met with Paul Lies and Joe Lies present, to brainstorm ways to reconfigure the front office to address safe-ty and functionality issues. Patti Larson and Alyson Myhre both attended the Knowledge-Works conference.Principals’ Reports Elementary Principal Becker reported that she and other staff attended a Knowledge-Works conference; planning curriculum, staffing, and programming for the 2019-20 school year; will be visiting North Star’s Sci-ence Learning Lab and Sullys Hill classroom; facilitating the County Geography Bee on January 23, 2019; and completing obser-vations and attending teacher, IEP and RTI meetings. Mrs. Becker has been contacted by DPI to be part of a teacher effective re-porting committee. Secondary Principal Baumbach report-ed he also attended the KnowledgeWorks conference, an Instant Alert regarding Se-mester One grades went out last Friday; the PLA now has 17 students enrolled; the sophomores and juniors are completing the Pre-ACT test this month; he and Rita An-derson will attend a Choice Ready training on January 16th; the students will be com-pleting a youth risk survey coming up along with a student engagement survey; and the students will be doing student presentations from Rocket Time groups at the March 7th parent/teacher conferences.Superintendent Report Superintendent Louters reported that a Shadow Day where staff can follow a student for the day is being set up with the board being encouraged to participate; the Knowl-edgeWorks team is working on a “Portrait of a Graduate” using six core competencies; she is applying for Impact Aid on behalf of the district; community members were sur-veyed regarding community education; and building renovation issues with CTS are lev-eling off with a plan for commissioning to be completed prior to the next board meeting.Student Report Cassidy Clifton reported that the new se-mester has begun and that plans are under-way for Winter Fest at the end of February.Review Pledge of SecuritiesIt was moved by Price and seconded by Larson to approve the Pledge of Securities as presented. Motion carried unanimously.Approve Destruction of Records It was moved by Jacobson and seconded by Holzwarth to approve the destruction of records resolution as presented. Others present: Jill Lout-ers, Superintendent; Avolt Baumbach, Sec-ondary Principal; Natalie Becker, Elementary Principal; and Janet Heskin, Business Man-ager. Approval of Agenda It was moved by Jacobson and seconded by Holzwarth to approve the agenda with the deletion of budget planning. Motion carried unanimously. Approval of the Consent Agenda It was moved by Jacobson and second-ed by Price to approve the consent agenda as presented. Motion carried unanimously. The consent agenda consists of the January 14, 2019 regular meeting minutes, the busi-ness manager report, and the bills for the general fund of $71,640.19, the food service fund of $9,913.39, and the activity fund of $28,304.24. Board Committee Meetings The Building committee met on Febru-ary 6, 2019. Discussion was held on video camera upgrades, keyless entry, securing the front doors, security doorstoppers and exterior door replacements.Principals’ Reports Elementary Principal Becker reported that she attended the Elementary Principal’s conference; held an elementary curriculum committee meeting and discussed priority standards and programming for 2019-20; fa-cilitated the Eddy County Spelling Bee; and continued with observations of classroom teachers. Secondary Principal Baumbach reported that the YRBS and Student Engagement surveys have been completed; a secondary curriculum committee meeting is scheduled for February 25; student ALICE training was held on February 12; he attended NESC training on priority standards; parent/teacher conferences are scheduled for February 26 with student presentations; and is working on the 7-12 class schedule for 2019-20 and

looking at flexible scheduling and innovative programming.Superintendent Report Superintendent Louters reported on her activity over the past month which included research regarding a board evaluation tool and board professional development; con-sultation and research regarding staff train-ings on safety and building modifications; meetings with food service and wellness committee; KnowledgeWorks planning; East Central board meeting; review of CTS work; parent meeting on ALICE training; and bud-get review and planning for 2019-20. Student Report Kyleigh Hilbert reported that the student council is planning Snow Fest, which is the week of February 25.School Board Election It was moved by Holzwarth and seconded by Myhre to hold the annual school board election on Tuesday, June 4, 2019 from 11:00 a.m. to 7:00 p.m. in the school gym-nasium. Motion carried unanimously. Up for elections is a three-year position from the former New Rockford district currently held by Todd Duchscherer, a one-year pos-iton currently held by Mike Jacobson, and a three-year at large position currently held by Alyson Myhre.Reduction in Board Size Discussion was held on reducing the school board size from seven members to five. If the board is interested in considering the change, a public forum will be held. The board would need to approve a resolution and it would then be placed on the ballot at an annual school board election.School Board Self Evaluation It was moved by Holzwarth and seconded by Myhre for the school board to complete a self-evaluation. Motion carried unanimously.Germany Trip It was moved by Jacobson and seconded by Price to approve Jordan Brown to attend a trip to Germany for social studies teachers this spring at no charge to the District. Mo-tion carried unanimously.Close Up TripIt was moved by Larson and seconded by Holzwarth to approve the Close Up trip to Washington D.C. and New York City in June 2019. The meeting was called to order by Glen-da Collier, Chairperson. Also present were Commissioner Dave Gehrtz, Auditor Patty Williams, States Attorney Ashley Lies and Rachel Brazil, New Rockford Transcript. OLD BUSINESS Darrel Statema and JJ Hofts, Access Ele-vator and Lifts, Inc., met with the Commis-sioners to discuss the Garaventa Lift Model Artira and Vertical Platform Lift Model ENC-72 quote they submitted to replace the cur-rent lifts in the courthouse. Todd Weber, Road Superintendent, gave an update on the road department. Commissioner Neal Rud joined the meet-ing by phone. Ashley Lies, States Attorney, suggested the County do a Quiet Title Action on the for-mer Mill Pump property and she explained the process. The Commission requested that she get the paperwork started. Glenda Collier explained the conversation she had with Ardyce Snyder regarding the deposits and cleaning of the bathrooms at the fairgrounds. Patty Hilbert, County Recorder/Clerk of Court, attended the meeting to give an up-date on her department. Kathy Anderson, Treasurer, attended the meeting to give an update on her depart-ment.

NEW BUSINESS Glenda Collier made a motion to support being part of the NDACo Drug and Alcohol Testing Program. Dave Gehrtz seconded the motion and the motion carried. The Commission discussed the request from Teresa Kluth, Director, Central Prairie Social Services District, for a value of space/rent for the year 2018. Ashley Lies will do some research on rent values. Erling Rolfson and Larry Danduran, New Rockford Airport Authority, Douglas Larson, JLG Architects and Jessica Tagestad, Wold Engineering, P.C., attended the meeting to discuss the plans for a new hangar/terminal at the airport. They are requesting 4 mills from the County for 3 years to help support the costs. Ashley Lies will research ND Cen-tury Code to see what is legally possible. Glenda Collier, Chairperson, adjourned the meeting at 12:05 P.M. The next regular meeting will be April 2, 2019 at 8:30 A.M.
