Developments since last visit:
Rothrock's last scout report (Dec. 26, 1956) showed that the tools, pipe, mud pump, table, and cement were still at the location. He had noted in his scout report when plugging (Dec, 20-21, 1956) that the cap plug was still to be set, after the table had been removed.
Apparently, this was never done. Mrs. Rothleutner tells me that they made a water well out of it. Thus she had to have a rig move on the well and drill out the plug at 95-205 toget to the water-bearing rocks.
Remarks and recOmmendations: Rothleutners did not sign a request to convert to water well. However, they have done this conversion, and the bond of Black Hills Drilling Co. (Crum, Thomas, Aimonetto) cannot be released until this is done (actually, it can- not be released until the samples have bben received, either). The Rothleutners fish to make this into a water well legally, and I suggested that they write this to the Oil And Gas Board, and the Water Resources Commission immediately. I recommend that they pe permitted to do

Schlumberger logs received. i i Plugging affidavit received. Plug No. 2 was not placed exactly where figures indicate. Correct depths are to be found on my last scout report. The plugging is satisfactory, however, as this plug was to seal the bottom of the surface pipe. The discrepancy is due to the fact that their geologist left before this plug was run and the depth had to be changed to insure proper plugging of the bottom of the pipe.

The requirements of the Oil and Gas Board have no been met as no well samples have been deposited with the state. They are supposed to have been sent from a service company laboratory but have not arrived. Until they are received the bond should not be released.

Work in progress at time of visit: Plugging as per attached sheet. Bailed mud out of hole and jetted it out of pito. Tried to dismantle and remove rig on ground, land owner wanted a water wel I made him replace rig and table; buy new mud; circulate new mud till hole was full and conditioned for plugging; Call Halliburton cementers and do plugging right.
Developments since last visit:
Spudded in without permit on November 21, 1956. Set 150 feet, 8 5/8 inch casing; cemented by circulating till cement
reached surface; pusher did not know how many sacks were used. Drilled 7 7/8 inch hole to 1650 feet at time of visit. Ran Schlumberger logs.
Contractor;- Black Hills Drilling Company (Newcastle?) Geologist;- Hale Sherley; Consultant from Oklahoma; apparently in charge Elevation;- Ground 4071.5, Kb 4072.5 feet above sea level. of drilling
Remarks and Recommendations: Apparently no attempt was made to obtain a permit. Since I found them when they were ready to quit and they were willing to plug properil l I thought it best to take proper care of the hole and leave the other matters for later consideration. Since this operator wants to drill another test in South Dakota, I recommend that the permit for such test be with-held till he has filed the proper papers on this hole and filed a set of cuttings and two copies of the Schlumberger logs with the State. It would be most unfortunate for the Board if he should get away with this well and worse if he is allowed to drill another without full complian e with the regulations.

In my letter of Novemh(r 19, 19L7, l noted that Ur. Rothrock's scout reports did not show that he had received the cuttings, and as I had told you earlier we do not have them in the State. Geolojical Sz . rvey's files.
I wrote to Ur. Rothrock in Phoenix, and he answered that he does not recall having received the cuttings, and t'lat if he hac, they would he r(corced on the scout reports and he in our files.
Therefore I would appreciate it if you would check Stith any other possible sources, to who the cuttings might have gone. This might include Mrs. babel Phifer, or the RoChleutner*s, or possibly som0m4 else that you might be able to think of.

Your letter of Nov.l9th caught me yesterday when we returned from a visit to some mercury mines un near the Mogollin Rim. We missed the blizzard but have been getting the chill winds from it. Arizona winters are not balmy summer but the sun s hines and it is very pleasant.
I never heard of the Rothleutner #2 well. I caught them finishing the #1 well last Xmas and tried to straighten them out with the Oil Board. I can not trust my memory for all details on these wells as there were too many but I was very fussy about keening the records. If we got the cuttings from that well it will be recorded in the scoot sheets. If ft did not there will be no statement to the Board that all reouire-ments have been met.
I was on my way to Denver at the time and my recollection is that their geologist offered to send the cuttirws to the office. At no time did I see or talk with Mr. Thomas.

are in the midst of a blizzard up here, so you should bask twice as comfortably down there while we are beginning to struggle with a typical northern winter.
In attempting to clean up the Black Hills Drilling Company rl Rothleutner and 42 Rothleutner tests in Custer County, I found that. we do not have cuttings on well 4 1 in our files. I wrote to Mr. Aimonetto, and he said that Ty Thomas has "the distinct recollection that the cuttings were given to you at the time the well was plugged";your notes do not show thatthis happened, ant: as we do not have the samples in the basement, apparently Ty Thomas is wrong. Do you sup i.ose he would have given the cuttings to Hal Shurley instead?

Reference is made to your letter of November 15, 1957, concerning the 11 1 Rothleutner anti 42 Rothleutner, in Custer County, South Dakota.
Thank you for the copy of the geological log on 42 . Rothleutner, As I mentioned in my letter of October 26 to
Mr. Aimonetto, we have the cuttings on this hole, but we do not have an electric log. Two copies of the electric log must ')e filed oaith the Secretary of the State Oil and Gas Board in Pierre; one copy of this log will then he sent to my office.
With regard to #1 Rothleutner, I have rechecked our sample files in the basement, and :find that we ch: not have cuttings for this well. Furthermore, Dr. Rothrock's notes, taken at ale time of the plugging, show that the electric log was filed and that the plugging affidavit was signed then (January 22, 1957); however, he did not note that the cuttings had been received, as is his practice when they are received at the well. Dr. Rothrock is in Phoenix, Arizona now, and I am attempting to learn definitely from him as to whether this is the case.

Dear Madam:
Reference is made to your letter dated October 23, 1957 concerning your intention to convert the Rothleutner No. 1 and No. 2 oil test wells to water wells.
You are hereby authorized to open well No. 1 to a depth not to exceed 1238 feet and well No. 2 to a depth not to exceed 1111 feet. Dr. Agnew, State Geologist, informs us this will allow you to tap the water bearing layers.
No further arrangements with the State are necessary be-fore you drill. After you have completed the wells, please write us the diameter and lengths of casing used in each well.
Copies of this letter are being sent to the State Oil and Gas Board and to the State Geologist to show that the State Water Resources Commission will accept jurisdiction of the wells as water wells.

The condition of well #1 is as follows:

One hundred and fifty feet of 8 5/8-in casing was left in this hole, and was cemented. by the plug 95 to 205 feet. The water apparently came from the Converse sand 9 at 840 to 960 feet depth. The base of the Minrelusa is at approx-imately 1375 feet.
With regard to hole #2, we havo the following informat ion:

Sixty feet if 7-in casing was left in this hole. Although we h,ave received the sa=l -r2s on the hole, we have nit studied them yet, and do not have a geologic log. However, I would judge that the formations will run within 20 or 30 feet of the hole #1. Thus the Converse water sand should be somewhere in the range of 800 to 950 feet.

In the case of both holes, drilling out the cement plug at the base of the casing, and in the case of the #2 hole drilling out the plug from 461 to 568, will result in water wells.
In the electric log of hole #1 the Minnekahta lime was shown at 555 to 600 feet depth. In oil tests nearby there has been a . gas flow and a water flow immediately underneath the Minnekahta; however it appears from the electric log that the Minnekahta was riot permeable enough in this hole to give such a flow. If It had been permeable, it should probably be cemented off from the Converse viter because of the gas pressure and because the 1uality of the water might be somewhat different.
Thus it appears as if, for satisfactory completion as water wells, all that needs to he done is drill out the plug from 95 to 205 in hole #1, and the plugs frolT 47 to (?0 and 461 to 568 in hole #2.

For your information we are enclosing a copy of a letter from Helen Rothleutener regarding conversion of the two Rothleutener oil test holes to water wells.
We have checked the files of the State Oil and Gas Board on these two wells and find that you and your staff are familar with these two holes and also that the specified procedure for plugg-ing abanded holes has not been completed.
We believe we could allow these wells to be opened to the bottom of the Minnelusa formation without a resulting inter-ningling of the artesian waters and therefore would not require cement grout around the casing. If the intent is to go below the Minnelusa, we believe we should require that cement grout be placed around the casing for a depth of at least 100 feet above the bottom of the Minnelusa. In actual fact, as the holes are already plugged at various depths, such grouting would probably be done in the 100 feet immediately above the existing plug nearest the bottom of the Minnelusa.

Reference is made to Black Hills Petroleum Conmany No. 1 Rothleutner, in sec. 9, T. 6 S., R. 2 E., Custer County, South Dakota, and to No. 2 Rothleutner in sec. 8, T. 6 S., R. 2 E., Custer County, South Dakota. I am very sorry that neithA* of the two Rothleutner tests was productive of oil or gas, and can only hope that your further drilling adventures in South Dakota meet with better success. Along this line, I'had an inter-esting conversation with Francis Walsh of Dewey the other day.
Since I became State Geologist on July 1, 1957, I havt been atteipting to check over the files of informa-tion that we have on the various oil tests in the State, especially those drilled within the last year or so before I became State Geologist.
As you recall, your No. 1 Rothleutner was completed in January of this year, and you remember No. 2 Rothleutner was completed in August of this year.
With regard to No. 1, we haVe the geologic log, the electric log, but do not have the cuttings from this hole. }'pith regard to No. 2, we have the cuttings, but no geologic log. I understand that no electric log was run.
I believe that you are aware that the State Oil and Gas Board regulations require that this information be filed with the State Geologist before the bond can be released.

I as out in Custer County last weekend talking to the Rothleutners, and I find that they wish to make water wells out of both of those oil tests. In fact, they had apparently wished to do so at the time you folks were drilling, but did not comply pith the State's requirement of submitting a written notice that they wished to make water wells out of these two tests, and that they would. take over the legal responsibility (that is, be bonded) for the holes. This, you see, would enable us to release you from your bond when the other requirements that I have noted above are complied with. I note that Mr. Lyle Sylte of the Black Hills Drilling Company re- ceived a letter last week from Mrs. Halls, Secretary of the Oil and Gas Board, about the conversion of No. 2 Rothleutner. I have informed the Rothleutners about the papers they should file and have notified the Oil and Gas Board, so I believe that it is just a matter of time until this water well conversion part can he straightened out. However, I would appreciate it great-ly if you would check with your geologist, Mr. Shirley, to learn when we can expect to receive the other informa-tion that I have asked for above, namely the cuttings on the No. 1 Rothleutner and the geological log on the No. 2 Rothleutner.

This is to advise you that we want to keep the following abandoned oil wells for water wells on our ranch. It is our intention to complete these wells during this next summer. These wells have been plugged back to the surface waters by the drillers of same.
The wells in question are:
(1). The No. 1 Rothleutener drilled by the Black Hills Drilling Company of New Castle Wyoming. Same was plugged back to surface waters under the direction of Dr. E. P. Rothrock. The location is Township 6 South Range 2 East. Section 9; SE. SW. NW.
(2). The No. 2 Rothleutener drilled by the Black Hills Drilling Company of New Castle, Wyoming. Same was plugged back to the surface waters under the direction of Mr. Bernard Petsch, of the South Dakota State Geological Survey. The location of this well is Township 6 South Range 2 East. Section 8. NE1/4 NEB.
These wells can be used to a great advantage on our ranch for stock purposes. We would appreciate hearing from you regarding any arrangements that we will have to make with the State of South Dakota relative to our completing same as water well for our stock.

Dear , r. Thomas:
I arrived at your well on the Rothleutner place just before Christmas and just as they were finishing it. Apparently, something had gone wrong in the Oil Board's ofrice, probably due to the rush at election time and we did not receive notice that you were drilling. I understand from the Secretary of the Board that the matter has been straightened out, however, and I saw to it that the well was properly plugged. The requriements of the Oil Board, ther-fore, have been met with the exception of filing two copies of the Fchlumberger logs and one set of cuttings with the state. As soon as I have received these, the Board will release the bond they hold against this well.
Your geologist, Mr. 3herley, tells me ':hat he took a good set of samples. If you will have him make a split, and send them directly to us, that will take care of the samples.
I hope you will be able to help Mrs. Helms with her development on the Barker Structure. I am en-closing a set of Oil and Gas Board regulations. If you do drill there, I would appreciate a card from you when you are ready to spud in.
