the new washroom at the southwest corner of Lafarge Lake adjacent to the Evergreen Cultural Centre (ECC).

On March 9, 2020, staff received feedback from Council-in-Committee on the preliminary concepts for the Lake Loop Improvement project Work on the refined Lake Loop Improvements considering Council and public feedback on the initial concept remains ongoing and staff is currently anticipating to update Council on the refined design, budget and construction phasing plans in fall of 2020.

On November 19, 2018, Council approved the detailed design and budget for the first phase of Festival Lawn and improvements. The initial $1,400,000 improvements included lawn enhancements and servicing needs for the future building and were successfully completed in late spring of 2019. Subsequently, staff sought further design and budget approvals onSeptember 6, 2019, for an additional $4,000,000 to proceed with the implementation of the final phase of Festival Lawn improvements including the new Festival Hub, Servery and Washroom building and to support the subsequent phased improvements in Town Centre Park. Construction of the Festival Lawn improvements is currently underway with completion anticipated in the summer of 2020.

Discussion/Analysis:This new washroom building at the southwest corner of Town Centre Park will provide two universal stalls. This will be in addition to the newwashroom facilities already under construction in the Festival Lawn area of the Park on the east side of Lafarge Lake that includes i) two universal stalls,ii) women’s washroom with three stalls and iii) men’s washroom with one stall and two urinals. On May 4, 2020, staff brought forward a report to Council-in-Committee entitled, “Town Centre Park Lafarge Lake Washroom” that presented a washroom site plan, floor plan and conceptual renderings. A number of questions were raised about the siting of the proposed washroom. The focus of this report is the presentation of two siting options including a modified option brought forward on May 4, 2020 and a separate option that locates the washroom along the east wall of the Evergreen Cultural Centre.

On May 4, 2020, staff brought forward a report to Council-in-Committee entitled, “Town Centre Park Lafarge Lake Washroom” that presented a proposed washroom site plan, floor plan and conceptual renderings. A numberof questions were raised primarily relating to the siting of the washroom including impact on sight lines and views across the lake, safety considerations, and lighting. In response to these questions staff are presenting two options for the siting of the washroom - a modified Option 1 near the Lafarge Lake Loop Trail and Option 2 attached to the Evergreen Cultural Centre (Attachment 1). Staff considered adjustments to the location and orientation of Option ito improve site lines from Guildford Way and found that significantly improving the sightlines would require a number of trees to be removed, created grading challenges that would increase project costs, and exacerbated potential safety concerns due to the proximity to the forest. Siting options further to the north in the park were also considered earlier in the project design stage, but were not brought forward due to potential conflicts with future improvements outlined in the TC Park Master Plan, less than ideal separation between washroom facilities to equitably service areas of the park, and higher servicing costs (significantly longer water and sanitary utility connections).

The proposed floor plan and renderings for Options 1 and 2 from the perspective of the Lakeside Loop Trail and from Guildford Way are included in Attachment 1. The table below is a comparison chart for these two options. Both options will include lighting on the perimeter of the building for safety and wayfinding. Additional pathway lighting from the Lakeside Loop Trail and from the Guildford Way pathway will be included as part of the Lakeside Loop Trail Improvements that will come forward to Council in the fall. The Lakeside Loop Trail improvements, which will be delivered through the in-house Parks construction team, can be sequenced such that there is little to no lag time between the completion of the washroom construction and the installation of the pathway lighting.

Lafarge Lake is intended to primarily service park users, but its location will also make it reasonably accessible to the passing public a as well as users of the Lafarge-Lake Douglas SkyTrain station. Staff will develop and implement a wayfinding strategy to facilitate access to the washroom from the SkyTrain station.

and completion in April 2021. The difference in project timelines is a result of additional design work required to reach the tender phase for Option 2 as the project design work to date has focused primarily on Option 1.

Financial Implications:A total of $4,000,000 of Density Bonus funding is currently available to facilitate the Lake Loop Improvements including the design and construction of this new washroom building. The current Class B construction costestimate for the washroom is Option 1 - $400,000 and Option 2 - $425,000. These estimated costs are within the $300,000 - $700,000 cost range listed for this project in the Town Centre Park Master Plan. Staff believe that this work can be achieved within COVID-19 health orders with minimal impact and therefore competitive bids are expected.

Conclusion:The planning and construction of Town Centre Park improvements are currently a “B” Priority in the 2020 Business Plan. Staff has presented aproposed design and two location options for the Town Centre Park LafargeLake Washroom near the Evergreen Cultural Centre. Staff is recommending Option 2 and is looking for Committee feedback on the preferred location that will be incorporated into the design to enable staff to bring forward a report in July seeking final budget approval and authorization for staff to

Staff will minimize disruption to park users duringthe construction phase and work with ECC staff to minimize any potential impacts to their operations. As a proactive measure, staff has appointed a liaison to provide ECC staff with regular updates throughout the duration of the project.
