EUCHARIST
The Primate, the Most. Rev. Fred Hiltz, preached and presided at the opening
Eucharist. The Eucharist celebrated the discipleship of Hugh, Bishop of Lincoln.
OPENING REMARKS & FORMALITIES
The Primate provided opening remarks during the service. He welcomed members
to the first meeting of the new triennium and thanked them for allowing their names
to stand for the Council of General Synod (CoGS). Members, guests, and staff
introduced themselves.
The orientation manual (You are my witnesses: Council of General Synod 2016 –
2019 Orientation Manual), circulated at the meeting, was commended to members
for reading.
The Primate explained the mandate of CoGS and introduced the groups and
individuals who support the Council in their work. The following were introduced:

the Rev. Dr. Karen Egan (Co-Chair, Planning), the Very Rev. Peter Elliott
(Chaplain to CoGS), Ms. Cynthia Haines-Turner (Prolocutor), the Most Rev.

the Ven. Dr. Michael Thompson (General Secretary), and the Very Rev. Peter

The Primate spoke about the decision-making process at meetings. The Council
would do much of its work by consensus, but parliamentary process would be
required for decisions that concerned legal matters and finances.

The Primate hoped members would enjoy their work on the Council and that they
would be uplifted by the worship.
The Primate also shared that the theme guiding the Council’s work this triennium
was “You are my witnesses”, which was the theme of General Synod 2016.
The Report from the Primate (#023-01-16-11) was also referred to and expanded on.
ORIENTATION & COMMUNITY BUILDING
The Ven. Dr. Lynne McNaughton, Deputy Prolocutor and member of CoGS, and the
Very Rev. Peter Wall, Co-Chair of the Planning and Agenda Team (PAT), led
Council members through a series of orientation and community building exercises.
The exercises included a floor map of Canada and conversation in table groups.
REGRETS
The Very Rev. Peter Wall noted that regrets had been received from Ms. Rachel
Barrett, Ms. Caroline Chum, the Very Rev. Peter Elliott, Mr. Graham Ward, and Ms.
Lucy Young. Ms. Siobhan Bennett who was not in attendance at the start of the
meeting would join Council later in the day.
BIBLE STUDY
The Ven. Dr. Lynne McNaughton led Bible Study after lunch. In table groups,
through a series of questions, members reflected on Ephesians 4.
GROUP ACTIVITY
The General Secretary, the Ven. Dr. Michael Thompson, led members, guests, and
staff through a group activity using a wall map of Canada. Each person placed on the
map a sticker of The Anglican Church of Canada’s crest to identify their local setting
and their gifts and passions.
CONSENSUS DECISION-MAKING
The Prolocutor, Ms. Cynthia Haines-Turner, led Council members through a
conversation about consensus decision-making.
MEETING NORMS
The Rev. Dr. Karen Egan, Co-Chair of the Planning and Agenda Team (PAT),
introduced members to the meeting norms identified by last triennium’s Council.
Meeting norms apply to all members of Council, the head table, and PAT. In their
table groups, members reviewed the norms and had opportunity to submit

amendments. The revised list of meeting norms would be reviewed later in the
meeting.
PLANNING AND AGENDA TEAM UPDATE
The Very Rev. Peter Wall announced that Ms. Donna Bomberry had recently been
appointed to the Planning and Agenda Team (PAT) by the Anglican Council of
Indigenous Peoples (ACIP).
CHURCH HOUSE AND THE CHURCH
The Ven. Dr. Michael Thompson provided an overview of the ministry of General
Synod. He spoke about the coordinating and standing committees, and the people
involved in the ministries.
General Synod has six coordinating Committees and two Standing Committees.

Indigenous Ministries, which is not just a department of the General Synod,
but a ministry that is emerging with vitality at every level of the church.
THE CHURCH: TOWARDS A COMMON VISION
The Rev. Dr. Eileen Scully, Director of Faith, Worship, and Ministry (FWM),
introduced The Church: Towards a Common Vision. This document serves as the
proposed response of The Anglican Church of Canada to Faith and Order Paper No.
214 from the Word Council of Churches (WCC). The WCC had requested that
member churches provide official responses by the end of 2016 by answering specific
questions about the paper. Council members were asked to read the document in
anticipation of the vote later in the meeting.
ELECTION AND NOMINATIONS
Deputy Prolocutor and Chair of the Nominations Committee, the Ven. Dr. Lynne
McNaughton, presented a series of resolutions from the Nominations Committee to
ratify individuals appointed to the Responsible Investment Working Group, Joint
Anglican Lutheran Commission, and the Audit Committee.

Archdeacon McNaughton also spoke to the election scheduled for Saturday for the
Ministry Investment Fund Sub-Committee (MIF Sub-Committee). This Sub-
Committee is a sub-committee of the Financial Management Committee. The
deadline for Council members to submit their nominations was Friday, November 18
at 8:30 PM.
GOVERNANCE WORKING GROUP
Ms. Cynthia Haines-Turner and the Chancellor, Canon David Jones, introduced
members to the work of the Governance Working Group (GWG) and spoke about
the difference between governance and management. The GWG is the body that
advises CoGS and the role of CoGS is part of the governance structure. Members
took part in a quiz to identify activities that fell under governance and activities that
fell under management.

PRAYERS
A time of prayer took place before dinner. Among the prayers, the Primate passed on
prayers from the Mission to Seafarers who recently had their national meeting.
EVENING PRAYER
The Very Rev. Peter Wall led evening prayer.
OUR CHURCH’S REPSONSE TO THE TRC
Council members spent the evening looking at The Anglican Church of Canada’s
response to the Truth and Reconciliation Commission of Canada (TRC).
Anglican Fund for Healing and Reconciliation
The Primate introduced Ms. Esther Wesley, Coordinator of the Anglican Fund for
Healing and Reconciliation (AFHR). Ms. Wesley spoke about The Anglican Church
of Canada’s response to the TRC through the work of the AFHR, and shared
reflections from her recent sabbatical where she looked at the work she had been
doing since 2001 and the work the church has supported across the country. A
document was circulated that noted projects and funding the AFHR has received.
Council members learned more about themes of the projects, which included:
Conferences/gatherings/reunions/TRC events
Resource development
Training/community capacity building
Language programs/translation
Children/youth programs
Prevention and awareness (suicide)
Program design and set up/program enhancements
Knowledge building/histories
Community healing services
Training/community capacity (e.g., training volunteers, administration
workers, healers, etc.) for parenting and counseling. Leadership, group
support, and training skills.
The Ven. Dr. Michael Thompson thanked Ms. Wesley for both her presentation and
her ministry on behalf of the church. Ms. Nancy Hurn, General Synod Archivist, who
attended as a guest, was also thanked for the work she has done in the church’s
response to the TRC.
United Nations Declaration on the Rights of Indigenous Peoples
Members received a copy of the United Nations Declaration on the Rights of
Indigenous Peoples in their orientation manual. An introduction to the articles of the

declaration took place through the reading of An Action in Solidarity with the
Indigenous Peoples of Canada, which was a local response to the Primate’s call from
earlier in the year for every parish to read the declaration on National Aboriginal Day
of Prayer (June 21, 2016). See Appendix A for a copy of this response.
From Wrongs to Rights
Each member received a copy of the book From Wrongs to Rights: How Churches
can Engage the United Nations Declaration on the Rights of Indigenous Peoples,
published by the Mennonite Church Canada. This book was for members to keep and
read throughout the triennium. The Ven. Dr. Lynne McNaughton led members
through a reading assignment and reflective conversation in table groups.
The evening concluded with candlelight prayers led by the Primate.

Amendments to the minutes for the July 11, 2016 meeting were noted.
It was asked if there was a policy on passing minutes from the previous triennium
when some members of the Council were not present. The Chancellor, Canon David
Jones, clarified there is not a policy that prevents people from voting, either because
they were not on the Council last triennium or present at the meeting.

WHAT NOW?
Council members spent the morning reflecting on feedback received from General
Synod delegates after the vote on proposed changes to the Marriage Canon (July 12,
2016) that responded to the question, “What is next for the church prophetically,
pastorally, and structurally?” Ms. Cynthia Haines-Turner distributed a document that
distilled the feedback. Members read the document, reflected on it in their table
groups, and shared their responses with the Council about what they felt people were
saying and what they too felt was next. It was stressed that the conversation was not
about changing the proposed amendment to the Canon, but about the work to be done
this triennium by dioceses and provinces in the consideration process. After hearing
the reflections, the Primate noted it would be helpful if Council came away from the
meeting having made specific referrals to the General Synod Planning Committee
and the Governance Working Group (GWG). Members requested more time to
continue the conversation.
FIANANCIAL MANAGEMENT PRESENTATION #007-01-16-11 to 04-16-11
The Treasurer and CFO of General Synod, Ms. Hanna Goschy, presented the report
from the Financial Management Committee. The report included a budget with
narrative, year-to-date financials with commentary and balance sheet, criteria for the
Ministry Investment Fund (MIF), new projects approved in June 2016, and a report
from the Chair.
Ms. Goschy spoke to the 2017 budget summary and encouraged members to read the
commentary provided for program areas. She highlighted the following:
The final version of the proposed budget forecasts a $47,360 surplus.
As mandated, a five-year budget has also been provided with each year
balanced.
The budget presented was reviewed by the Financial Management Committee
on October 29, 2016.
Expenses were reviewed for General Synod ministries.
87 percent of net revenues come from diocesan provincial gifts.
Diocesan contributions are the most important component of revenue for
General Synod.
Questions and comments were welcomed. Members inquired about program
expenditures, maintenance costs at Church House, and whether there has been a
motion to ensure staff are paid a living wage. Regarding living wage for staff, The
Ven. Dr. Michael Thompson noted an analysis would be done for the next CoGS
meeting.
Further conversation about the budget and the resolution from the Financial
Management Committee was scheduled for the following day.

The Primate thanked Ms. Goschy and those on Management Team who supported
the development of the budget’s narrative for CoGS.
BIBLE STUDY
The Ven. Dr. Lynne McNaughton led Bible Study where members, in their table
groups, reflected on Ephesians 4:1-6.
IDENTIFICATION OF RESOURCES AND PROCESS FOR MARRIAGE
CANON STUDY
Conversation concerning the proposed changes to the Marriage Canon continued
from earlier in the day. Conversation took place on how CoGS could ensure that
conversation about the Marriage Canon continued in the dioceses and provinces. In
response to an inquiry, Ms. Haines-Turner clarified questions about legislative
process and reminded Council that the first reading of the proposed amendments was
passed at General Synod, resulting in a second reading in 2019. She noted that certain
amendments could still be put forward.
The Rev. Dr. Karen Egan asked the following questions to Council members:
Do you anticipate your diocese being able to have these conversations easily?
What process would they need?
Are there ways the national church and CoGS could begin to facilitate these
conversations, taking into account your particular place (diocese, provincial
synod)?
Discussion followed in table groups and responses shared with the Council.
Highlights from the conversation that ensued included the following:
Members wondered what consideration by dioceses and provinces would
look like.
The executive summary on proposed changes to the Marriage Canon needs
to be made available.
Resources need to be available on the Holy Manners.
Feedback from the dioceses and provinces need to be sent in an effective way
to the rest of the church. Typically, feedback gets sent as a memorial that gets
lost in a circular.
There needs to be consultation of elders and leaders in Indigenous
communities. This would require funding and translation.
It is important that the views of Indigenous peoples are respected.
Some people in the dioceses and provinces may feel that this conversation
has already taken place.
This Holy Estate will need translation and a video.
Episcopal leadership is needed to call the conversation together.

Members wondered how these difficult conversations within dioceses,
provinces, and churches take place and how trusting relationships are built.
Council members discussed what they could do now and within the next few
meetings to facilitate the conversations. The Primate noted that a number of people
on the Commission of the Marriage Canon have indicated a willingness to serve the
church as the conversation is continued (e.g., with resources, making visits,
presentations, Holy Town Halls, etc.).
PWRDF PRESENTATION #011-01-16-11
Council members received an update on the work of The Primate’s World Relief and
Development Fund (PWRDF) from the Rev. Gillian Hoyer, Board representative for
PWRDF to CoGS, and Mr. Will Postma, Executive Director. Council members
recounted their first experiences with PWRDF and heard through the presentation
how PWRDF achieves its vision of “a truly just, healthy and peaceful world” though
partnerships, responding, innovation, collaboration, and evaluation.
BREAK AND FREE AFTERNOON
Members enjoyed free time from 3:30 PM to 5:00 PM, followed by dinner.
EVENING PRAYER
The Ven. Dr. Lynne McNaughton led evening prayer.
VISION 2019 AND MARKS OF MISSION
The Ven. Dr. Michael Thompson introduced and provided background information
on the priorities and practices of Vision 2019. A summary of the practices and
priorities are in the orientation manual. Archdeacon Thompson noted that Vision
2019 made the shift from strategic plan to strategic vision to comprehensive guiding
document that allows for continuity of ministries and the emergence of new
ministries. He also noted that the last meeting of CoGS in March 2016 decided that
Vision 2019 was a sufficient document to carry the church through to 2022. Members
of this Council have some time in the planning function to understand how a new
strategic vision may emerge over the next five years to bring a new strategic direction
to 2022. Archdeacon Thompson credited the Primate with helping to build a
connection between Vision 2019 and the Marks of Mission.
The Primate and members of Council engaged in conversation about areas of
ministry that had been shaped and informed by Vision 2019. Members divided into
groups based on passion and interest in one of the four areas: enlivening leadership
and worship formation; walking with Indigenous peoples; communications; and
work in the Anglican Communion and ecumenical relationships. Youth members

were invited to form their own group if they wished. Conversations in the groups
focused on the following questions:
How has Vision 2019 supported and shaped some of the commitments of our
church?
What can we name in the spirit of Vision 2019 as significant movements and
accomplishments?
What can we discern as things in the spirit of Vision 2019 that are emerging
and might need tending?
What would you like us to pray for in light of your conversation tonight? `
Council members reconvened and highlighted what was discussed in their groups.
Highlights from each group included the following:
Enlivening leadership and worship formation
Members discussed the meaning of “enlivening” and whether “lively” was a
more appropriate word.
Members discussed the revision of liturgical texts.
Walking with Indigenous peoples
There was consensus that the trajectory of conversations in Indigenous
communities had helped shape Vision 2019.
There was a sense of urgency this triennium to make amendments to Canon
XXII to recognize the National Indigenous Anglican Bishop, Sacred Circle,
and the Anglican Council of Indigenous Peoples (ACIP).
Indigenous peoples need to determine what self-determination looks like.
Communications
There are effective ministries in the national church that communicate well.
Council of the North has made efforts to make themselves better known and
PWRDF in sharing their message down to the local level.
The internet offers everyone the capacity to get down to the local level.
Members wondered how they could communicate more to the church what
goes on at CoGS and how to make it more compelling to the whole of the
church. Discussion took place on personalizing people’s experiences at
meetings.
Discussion took place on the issue of being able to take on new forms of
communications and the boundaries they give while at the same time letting
go of older forms of communication that are close to the heart but cost a lot.
Hope was expressed that online communications could experience Holy
Manners.
Work in the Anglican Communion and ecumenical relationships
Members discussed the Anglican Communion and The Anglican Church of
Canada’s place in it. It was suggested this topic be an agenda item for a future
meeting.

There was discussion on the value of the capacity to rebuild relationships and
at looking at other relationships that could be formed.
There was reflection on what the church has learned from other
denominations (e.g., the Evangelical Lutheran Church in Canada (ELCIC)).
The evening ended with candlelight prayer and hymns.

Day.
INDIGENOUS MINISTRIRES PRESENTATIONS
Council members spent the morning hearing from Indigenous Ministries about local
ministry in the Diocese of Rupert’s Land, the work of the Anglican Council of
Indigenous Peoples (ACIP), and received an update from the Co-Chairs of the
Primate’s Commission on Discovery, Reconciliation and Justice.
Diocese of Rupert’s Land and Local Ministry
The Rev. Vincent Solomon spoke of his experience with local ministry as the Urban
Indigenous Ministries Developer in the Diocese of Rupert’s Land. He shared
personal reflections on his efforts to raise up a local Indigenous worshiping
community in Winnipeg, MB and what that looked like. The community would have
their first service at the beginning of February. Mr. Solomon reflected on
reconciliation and highlighted the healing components that are part of the
community’s ministry. They include Christian counselors, suicide prevention
programs, teachings from elders, and building up Indigenous peoples in the church.
The Anglican Foundation of Canada was thanked for their support of this ministry.

The Ven. Sidney Black, Co-Chair of ACIP, and Canon Grace Delaney, the Rev.
Canon Virginia Doctor, the Rt. Rev. Mark MacDonald, and the Rev. Vincent
Solomon presented on behalf of ACIP.

Bishop MacDonald informed Council members that since General Synod, ACIP had
met twice over conference call and once face-to-face. Topics of concern for ACIP
members are community responses to the Marriage Canon vote, and continuing work
towards self-determination through the ongoing development of a Confederacy of
Indigenous Anglican Lands.
Council members learned more about a Confederacy of Indigenous Anglican Lands
through a presentation, entitled: “A Confederacy of Indigenous Anglican Land in
Circles with the Primal Elements: A way forward to an Indigenous Anglican Spiritual
Ministry in The Anglican Church of Canada, a journey together.” In the presentation,
ACIP members spoke about continuing to walk the path towards Indigenous self-
determination within The Anglican Church of Canada through the concept of the
primal elements of air (spiritual formation), water (leadership formation), fire
(mission and ministry), and earth (sustainability). The presentation will be posted to
the CoGS webpage.
At the end of the presentation, ACIP members addressed the goals outlined in the
presentation and their recommendations for expanding the Office of the National
Indigenous Anglican Bishop and Indigenous Ministries.
A question and answer period about the presentation took place after a short break.
Bishop MacDonald spoke further about the concept of idolatry and Canon Doctor
discussed the urban ministry that is taking place in the Diocese of Toronto with the
Rev. Christ Harper, Indigenous Native Priest of the diocese. Bishop MacDonald also
spoke about his recent visit to North Dakota where he served as a “protective witness”
for water protectors protesting pipeline development near the Standing Rock reserve.
Interim Report from the Primate’s Commission on Discovery, Reconciliation
and Justice #029-01-16-11
The Rt. Rev. Mark MacDonald introduced the Most Rev. Terence Finlay and the
Rev. Canon Andrew Wesley, Co-Chairs of the Primate’s Commission on Discovery,
Reconciliation and Justice. Archbishop Finlay and Canon Wesley highlighted the
recent work of the Commission. Council members were reminded that a draft report
was presented at the past General Synod, which they received a copy of for this
meeting. While asked to give a final report at General Synod, the Commission
realized there was too much work to be done before that could happen. Archbishop
Finlay spoke of the listening process of the Commission, the need to translate the
report into Indigenous languages, who is on the Commission, and their work. He also
spoke about: finances and how several Indigenous clergy live on welfare to support
their ministry; the need for parishes and communities to acknowledge the land
(territory) they are on; and the need to further explore the meaning of “free, prior,
and informed consent.”
One of the recommendations from the draft report was to hire a Reconciliation
Animator to further the work of reconciliation. Canon Wesley spoke to the position

description that was circulated for CoGS to consider. To the pleasure of both
Archbishop Finlay and Canon Wesley, the Ven. Dr. Michael Thompson shared that
the 2017 budget has allocated resources for a position that sounds very much like the
position description circulated.

BIBLE STUDY
The Ven. Dr. Lynne McNaughton led Bible Study after lunch. In table groups,
through a series of questions, members reflected on Ephesians 4:17-32.
ELECTIONS
The Ven. Dr. Lynne McNaughton, Chair of the Nominations Committee, reminded
Council Members that nominations for the 2019 Anglican Consultative Council were
due March 1, 2017.
On behalf of the Nominations Committee, Archdeacon McNaughton brought forth a
motion to appoint a member of Council to the Ministry Investment Fund (MIF).

OPEN LETTER AND PROPOSED EVENT
The Primate spoke to two topics that were not covered during the Indigenous
Ministries presentation because of time. He reported that an open letter from the
Primate’s Commission, signed by both the Primate and the Rt. Rev. Mark
MacDonald, had been drafted for all Anglicans. This letter brings wider attention to
the Commission’s work, on ways Anglicans can respond to the Truth and
Reconciliation Commission of Canada (TRC) Calls to Action, and brings increased
focus on the United Nations Declaration on the Rights of Indigenous Peoples. The
plan is for the letter to be sent out on December 9, 2016.
The Primate also spoke about the 1994 Anglican Indigenous Covenant, as well as the
response to the covenant by the 1995 General Synod. The 1995 General Synod
passed three related resolutions that:

Accepted and affirmed the covenant, called the church into unity through its
commonality in Christ, and pledged to work towards self-determination for
Indigenous Anglicans.
Changed the name of the Council for Native Ministries to its current title, the
Anglican Council of Indigenous Peoples.
Called for the establishment of a National Indigenous Anglican Bishop.
He also highlighted the work that has been done in the spirit of both and suggested it
was time for the church as a whole to reflect where it is on this long journey towards
reconciliation. The journey has often been the subject of conversation in the Anglican
Council of Indigenous Peoples (ACIP), CoGS, the Indigenous House of Bishops
Leadership Circle, and the House of Bishops. It is now time that the conversation be
extended to the whole church.
In light of this, a national consultation, hosted by the Primate and Bishop MacDonald,
will take place in June 2017. It was hoped it would take place in anticipation of the
National Indigenous Aboriginal Day of Prayer on June 21, 2017. This consultation
will bring together a group of 50-60 Indigenous and non-Indigenous people from
across the country that include youth, elders, members of ACIP, people engaged in
Indigenous ministries and also in urban ministry settings, people involved in the
ministry of Aboriginal Friendship Centres, corrections, bishops, etc. It is hoped that
this consultation will identify next steps together in the spirit of the covenant.
Together they will look at:
What are the things in the spirit of the covenant that we can celebrate?
What have we learned as we have moved forward in certain locales in the
spirit of self-determination?
What is it that we still lament?
What still remains a significant challenge?
What do we hope for?
What might be some next steps as we move forward in building a truly
Indigenous church?
The consultation will address these questions through stories, songs, prayers, the
Sacred Fire, talking circles, healing circles, discernment, and learning. A planning
team will be put into place in December.
The Primate noted that this event is not part of the 2017 budget, but he was optimistic
that funds would be available to support it.
2017 BUDGET CONVERSATION & RESOLUTION
Having had time to reflect on the 2017 budget and the Financial Management Report,
Council members were invited to ask questions. As previously reported, it was
requested that for the next meeting of CoGS, General Synod provide comment on
whether staff are paid a living wage.

selecting an auditor for 2017. With a change in the audit engagement partner at Ernst

General Synod’s audit service. The Audit Committee was in the midst of follow-up
work. Their recommendation and rationale will be sent to the Council via email with
a resolution to be voted on by e-ballot.

MEETING NORMS REPORT BACK
The Rev. Dr. Karen Egan presented the feedback received from table groups earlier
in the meeting about the meeting norms. All feedback had been incorporated into a
revised document.

RESOLUTIONS FROM MARRIAGE CANON CONVERSATION
Ms. Cynthia Haines-Turner presented three resolutions that were developed in
response to the previous day’s conversation about the continued conversation in
dioceses and provinces about proposed changes to the Marriage Canon. The
resolutions involved: translation of materials related to the vote on the Marriage
Canon; inviting members of the Council to take on the role of ambassadors in their
local context to help continue the conversation; and identifying resources to continue
the conversation. The resolutions were recalled after a number of questions and
concerns were raised from members about wording. It was decided the resolutions
would be revisited the following day after the Resolutions Committee and volunteers
from the Council modified the language.
FWM DISCIPLESHIP VIDEO
The Rev. Dr. Eileen Scully introduced Council members to a discipleship video that
was originally scheduled to be viewed at General Synod. In the end, the video was
not shown there because Dr. Scully voluntarily gave up Faith, Worship, and
Ministry’s (FWM) time on the agenda when further discussion needed to take place
about the Marriage Canon vote.
After watching the video, Council members reflected in their table groups about
discipleship, their experiences at this meeting of CoGS, and what they have learned
as a group about what it means to be a follower of Jesus.
PLANNING AND AGENDA TEAM UPDATE
The Very Rev. Peter Wall reported a change to the agenda. The Pension Committee
Report would now take place in the afternoon and the General Secretary’s Report
was moved to Sunday.

ENCOUNTER WITH OUR PARTNERS
Council members heard from the members of CoGS that represent some of the
church’s ecumenical partnerships and their personal experiences with these
partnerships. The Rev. Dr. Karen Egan and the Very Rev. Peter Wall introduced the
panel: Ms. Melanie Delva, partner to The Episcopal Church (TEC) from CoGS;
Canon Noreen Duncan, partner from TEC to CoGS; Ms. Cynthia Haines-Turner,
partner to the Evangelical Lutheran Church in Canada (ELCIC) from CoGS; and Ms.
Pat Lovell, partner from ELCIC to CoGS. The Primate facilitated the conversation,
sharing at the end his experience with the partnerships. He also shared that the
partnerships with both ELCIC and TEC continue to deepen and mature.
After hearing from each of the partners, conversation ensued with questions and
comments. The conversation included the following:
Next year marks the 500th anniversary of reformation in the ELCIC. The
ELCIC Reformation challenge includes four initiatives: sponsoring refugees;
raising scholarships for schools; planting trees; and contributing to the
Lutheran Endowment Fund. Dean Wall encouraged Anglicans to be
intentional about commemorating this event.
The Rev. Canon Robert Towler challenged CoGS to show support of the
reformation challenge through the planting of trees. $50 plants 50 trees and
planting a tree in your backyard counts towards the goal.

He then spoke to the main report, which highlighted the work of General Synod’s
ministries, and encouraged the Council to read it. He noted the reason for highlighting
the ministries of General Synod was to emphasize the great gift the church has in the
staff of General Synod. To conclude, Archdeacon Thompson noted that it continues
to be a privilege to serve the church as General Secretary.
COMMUNICATIONS AND INFORMATION RESOURCES
Ms. Meghan Kilty, Director of Communications and Information Resources, noted
that she had heard throughout the week how God is alive in the church and its
ministry down to the local context. Ms. Kilty shared how the national
communications team is working to change how the church talks about and shares
stories. An example of how they are doing this was the 2017 Canadian Church
Calendar, which was a collaboration with the Evangelical Lutheran Church in
Canada (ELCIC) and shared stories of mission and ministry. The national
communications team also wants to share stories from across the country and Ms.
Kilty invited members to submit their stories and photographs, or to be in touch with
her if they have a story but are unsure how to tell it.
REFLECTIONS
The Rt. Rev. Larry Robertson, the Rev. Canon David Burrows, Ms. Katie Puxley,
and Canon Grace Delaney provided personal reflections on their experiences from
the meeting. Reflections included: the theme “You are my witnesses”; the ministries
Council heard about throughout the meeting; the upcoming conversations within
dioceses and provinces about the proposed changes to the Marriage Canon; the spirit
of the first meeting of CoGS; the reflections from church partners; the need for
translation of some prayer books and core documents; the sacrificial nature of lay
people who serve on Council and how the church needs to support their participation;
and the worship services.
WORD TO THE CHURCH
Council members brainstormed key messages from the meeting. Key messages that
were identified included the following:
TRC – how to be concrete in our actions
Anglican Fund for Healing and Reconciliation – stats, projects, broad range

AN ACTION OF SOLIDARITY WITH THE INDIGENOUS PEOPLES OF CANADA

Notes:
The Document which follows, “An Action in Solidarity with the Indigenous Peoples of
Canada”, is a local response to the Primate’s call for “The United Nation Declaration on the
Rights of Indigenous Peoples” to be read in every parish in Canada on June 21, 2016 or on the
Sunday closest. It was created by the Rev. Canon Greg Smith, inspired by an idea of Victoria
Andersen within the Worship Planning Team of St. Aidan’s Church, London, ON. It is being
offered as a resource to parishes in the Diocese of Huron by the Bridge Builders (task force on the
Repudiation of the Doctrine of Discovery), which is comprised of Indigenous and non-Indigenous
members.
This document does not contain the full text of the UN Declaration but simply the headings of
each Article as modeled in the video of 46 Indigenous representatives presenting a short version
of the United Nations Declaration on the Rights of Indigenous Peoples.

These Articles are accompanied by a reading of the Ten Principles guiding the Truth and
Reconciliation Commission, the mandate given by the Primate and prayers from Indigenous

It is recommended that every member of the church be given access to the whole text of the UN
Declaration – the length of which makes a public reading very challenging – either in printed form
or as a web address. A convenient pocket size edition has been produced by the Society of Friends
in Canada and can be purchased (while supplies last) by contacting them here. This resource is
also available through the KAIROS Canada website.
This document is produced as a means of “getting a job done”. It is anticipated that it would be
read as a community at the time normally taken by the sermon. Reading the text as printed will
take 10 minutes. It will be up to individual communities to provide the theological rationale for
this action by, for example, including the readings appointed for the National Aboriginal Day of
Prayer, incorporating other appropriate elements to the worship, and by the community leader
making a brief public introduction to the action based on Scripture and Christian teaching.
To avoid misappropriation, it is important to note that non-Indigenous people should not make
use of any ritual or ceremony sacred to the First Nations people without the guidance, teaching
and leadership of an Indigenous person who practices the traditions. However, worshipping in
circle and turning to honour the four directions in prayer are appropriate actions.

An Action in Solidarity with the Indigenous Peoples of Canada
Narrator Voice: Listen to the words of the Most Rev. Fred Hiltz, Primate of the Anglican Church
of Canada speaking at the Chapel of the Mohawks, Brantford, Ontario, March 19, 2016.
Voice 1: “In renouncing the Doctrine of Discovery that drove colonial expansion – regarding
“discovered lands” as empty lands; and treating the First Peoples of the land as savages to be
conquered, civilized, and Christianized – our church described that doctrine “as fundamentally
opposed to the gospel of Christ and our understanding of the inherent rights that individuals and
peoples have received from God”.
I remain deeply committed to enabling our church to let its “yes” in repudiating the Doctrine of
Discovery be a resounding and continuing “yes”.
While much has been written about this doctrine, it is clear there is much more education required
if we are to understand the political and spiritual arrogance inherent in it, and the force with which
it was upheld through strategies aimed at systemic cultural genocide…I call on every diocese and
territory of our church to ensure opportunity for learning about the history and lingering legacy of
this doctrine…I am requesting that on National Aboriginal Day, June 21 or the Sunday closest,
there be a public reading of the UN Declaration on the Rights of Indigenous Peoples in every
parish across Canada.

The Chancellor, Canon David Jones, advised that the Missionary Society of The Anglican Church
of Canada (MSCC) is a separate legal entity of General Synod. It is composed of all members of
General Synod and has a Board of Directors that includes the Council of General Synod (CoGS)
and the Officers of the MSCC. The Officers include the Primate as President, the General
Secretary, and the Treasurer of General Synod. Canon Jones explained the function of the MSCC.
Ms. Hanna Goschy noted that the Board of Directors received four documents with the CoGS
docket:

Ms. Goschy presented the 2015 financial statements. She noted that while the MSCC is a separate

RESOLUTION FOR THE GENERAL SYNOD PENSION PLAN

Be it resolved that the Council of General Synod approve the recommendation of the
Pension Committee to make the following amendments to Section 3, 1, 4(a) and Section
5 of Regulation 19 (“Compliance with Quebec Supplemental Pension Plans Act”) of the
General Synod Pension Plan Regulations, effective January 1, 2017
Section 3 of Regulation 19 is deleted in its entirety and will be noted as Reserved:
3. Reserved Minimum Amount of Pension at Retirement
The retirement benefit payable to a Member referred to in Regulation 19.1(a) shall
not be less than the amount determined in accordance with Regulation 5 as of the
date the Member ceases to be an Active Member plus an amount, the commuted
value of which is equal to the excess (if positive) of:
(a) the commuted value of the amount determined in accordance with
Regulation 5 as of the date the Member ceases to be an Active Member
in respect of Contributory Membership on and after January 1, 2001,
increased by the lesser of
(i) 50% of the increase, if positive, in the Consumer Price Index
(Canada) from the month the Member ceases to be an Active
Member to the month ten years prior to the Member's Normal
Retirement Date and
(ii) 2% per annum compounded annually from the month the
Member ceases to be an Active Member to the month ten years
prior to the Member's Normal Retirement Date, plus any excess
member contributions as determined in accordance with the
requirements of the Quebec Supplemental Pension Plans Act
applicable to the calculation of such amounts; over
(b) the commuted value of the amount determined in accordance with
Regulation 5 as of the date the Member ceases to be an Active Member
in respect of Contributory Membership on and after January 1, 2001 plus
any excess member contributions as determined in accordance with
Regulation 15.5, provided that the commuted value referred to in
Regulation 19.3(a) shall be determined assuming commencement of the
deferred pension at the Member's Normal Retirement Date.

Rationale: To align this Regulation with current legislative changes resulting from Bill
57, an Act to amend the Supplemental Pension Plans Act.
Section 1 of Regulation 19 is edited to read as follows:
1. Application
(a) Regulation 19.3 applies only to Members who cease to be Active
Members on or after January 1, 2001, and whose last employment by a
Participating Employer was in the Province of Quebec.
(b) (a) Regulation 19.4 applies only to Members whose last employment
by a Participating Employer was in the Province of Quebec and whose
Pension commences on or after January1, 2001.
(c) (b) Regulation 19.5 applies only to Members employed by a Participating
Employer in the Province of Quebec, and only with respect to their period of
employment in that province on or after January1, 2001.
(d) (c) In the circumstances described in Regulations 19.1 (a), and 19.1(b)
and 19.1(c), the applicable provisions of this Regulation take precedence
over any other provisions of the Plan that would otherwise be applicable.
Rationale: Consistency with amendments to Section 3 of Regulation 19.
Amendments to Regulation 19 (“Compliance with Quebec Supplemental Pension Plans
Act”)
Section 4(a) of Regulation 19 is edited to read as follows:
4. Pension Guaranteed for 10 Years
(a) In addition to the optional forms of pension available pursuant to Regulation
5.5, a Member referred to in Regulation 19.1(b a) may elect at time of
retirement to receive a reduced Pension, payable in the form that would
otherwise apply in the absence of an election under Regulation 5.5 except
that payment will continue in full for 120 months in the event of the
Member's death within 120 months following the commencement of
Pension payments.
Rationale: Consistency with amendments to Section 1 of Regulation 19.
Section 5 of Regulation 19 is edited to read as follows:
