$1 Billion in Spend! $223 Million Saved! By Bruce Beardsley, COSTARS Marketing Manager
During fiscal year (FY) 2014 (7/1/14-6/30/15), COSTARS members spent more than $1 billion using COSTARS-exclusive and statewide contracts – an increase of almost 9 percent over FY 2013! At the same time, members saved their constituents more than $223 million! While use of COSTARS-exclusive contracts increased 2.2 percent, COSTARS members’ use of Pennsylvania statewide contracts (popularly known as “piggy-backing”) surged 18 percent. More than $560 million in sales were generated by COSTARS-exclusive contracts and more than $457 million was spent using statewide contracts. For the first time, municipal governments’ share of the total COSTARS spend surpassed the spending of schools, including public and non-profit private schools (27.8 percent vs. 26.5 percent). Colleges represent 16.7 percent of total spend (see chart). Schools dominated the spending on COSTARS-28 Energy Conservation Management Supplies, COSTARS-29 Grounds Keeping (Grounds/Turf Maintenance), and COSTARS-34 Theatre (Auditorium) Furniture, Fixtures, Audio/Visual Equipment and Musical Instruments contracts. Municipal governments spent the most on the COSTARS-24 Traffic Signs, COSTARS-38 Heavy Equipment Rental (a brand new contract), and COSTARS-33 Street Lighting, Parking Meters and Street Furniture contracts. Colleges were the main users of the COSTARS-20 Laboratory Supplies contract, while county governments were the leading buyers on the COSTARS-7 Foods and COSTARS-10 Voting Systems contracts. Despite declining by 10 percent, COSTARS-3 IT Hardware remains the largest COSTARS-exclusive contract - as it has since the beginning of the program - with sales in excess of $206 million. It also has the largest number of authorized suppliers (215). COSTARS-25 Municipal Work Vehicles increased 14.5 percent to almost $114.7 million. COSTARS-15 Water and Wastewater Treatment Consumables experienced the largest growth – from $50,243 to $749,334, an increase of 1,391 percent! Among other COSTARS-exclusive contracts experiencing substantial growth were COSTARS-16 Water and Wastewater Treatment Plant–Components/Equipment, COSTARS-28 Energy Conservation Management Supplies, and COSTARS-24 Traffic Signs.

We are continuing to conduct outreach and distribute useful and important information to our COSTARS constituency. The 2015-2016 Sodium Chloride (Road Salt) Contract is now available for your review on the COSTARS website at www.costars.state.pa.us. Select the Local Government & Schools tab/COSTARS (Cooperative Purchasing)/Member Information link, then select the yellow Members button in the blue box on the right-hand side of the page. The contract link is available under Newsflash/Current News. This document includes:
An overview and summary of the contract as it pertains to participating COSTARS members.

IMPORTANT – Please Read
This year’s initial fill period is different than last year. During the initial fill period, participating COSTARS members may place orders from Aug. 1 to Oct. 31, for delivery within thirty (30) calendar days of receipt of the order.
After the initial fill period, COSTARS members may place and receive their winter fill orders from Nov. 1 through July 31, 2016 (the contract period). During the winter fill period, please allow five (5) to seven (7) business days for delivery according to contract terms.
Your required tons are not an estimate. Your organization must purchase a minimum 60% of required quantities exclusively from the awarded supplier. The supplier may charge storage fees for any entity that does not meet their 60% minimum requirement. The supplier will provide up to a maximum 140% of the tonnage requirements listed.
The minimum order quantity is 22 tons per stockpile location. Members are encouraged to have the minimum requirement (60%) delivered before Nov. 1, but not to exceed stockpile capacity.
Your organization may not change any contract items, options, or specifications for the purchase to be considered a contract purchase; you must order the items exactly as specified on the awarded contract to be within the contract terms. Your organization must place all orders directly with the correct awarded supplier. DGS will not place orders for your organization. Your organization is responsible for payment directly to the supplier for the quantities purchased under the contract.

How to Place a Road Salt Order
Members should place orders directly with the supplier that covers their county. To locate your supplier:
Open the 2015-2016 Sodium Chloride (Road Salt) Contract found on the Member’s Area page of the COSTARS website.
Scroll down to page 4 to determine which supplier is handling road salt orders for your county.
Contact the supplier directly to place an order (contact information is available on page 3 of the contract).
Members may also want to confirm that their organization is listed on the contract by viewing the List of Estimates chart (starting on page 19).
In addition to normal ordering procedures (e.g., phone, email, fax), American Rock Salt (ARS) is now offering online ordering and reporting services. If ARS holds the Sodium Chloride contract for your county, you may follow the instructions below to place an online bulk road salt order:

To access your account information online, you will need an ARS customer number (that will act as your user ID) and a password, which can be obtained by calling the ARS customer service toll-free number, 1-888-762-7258 during normal business hours, Monday – Friday from 7:30 a.m. to 4:30 p.m.
Once your online account is set up, you can place orders 24 hours a day, 7 days a week.
Another new service offered by ARS is an online reporting service. Members may check account status, and view invoices, payments and shipments via the ARS online reporting service at https://www.arsnetaccess.com. Please note: members will need a different ARS user ID and password to access this website, which can be obtained by contacting the ARS customer service toll-free number 1-888-762-7258.

Among statewide contracts, the most heavily used contracts were Wireless Communication Services (Voice and Data), Sodium Chloride (Bulk Road Salt), Construction/Heavy-Duty Type Power Equipment, and Agricultural/Grounds-Keeping Type Power Equipment, all of which increased usage compared to FY 2013. During FY 2014, 1,381 suppliers held COSTARS-exclusive contracts – an increase of 6 percent from the year before. The average COSTARS contract-authorized supplier reported just under $405,608 in sales to COSTARS members. The average IT Hardware supplier generated COSTARS sales of $955,187; Laboratory Supplies vendors ranked second with average sales of $930,839, followed by Food vendors with $604,506. Of the $223 million in savings, $167.8 million reflected product/service discounts and $55 million was saved by public entities by not having to go through the formal bidding process since the commonwealth has already done that (process savings). The use of COSTARS-exclusive contracts resulted in 53.4 percent of the total savings, while 46.6 percent comes from the “piggy-back” use of statewide contracts. Commodities offering the largest average discounts through the COSTARS program included small package delivery, tires, and furniture. The entire COSTARS program generated 123,897 transactions, of which 86.3 percent were below the $19,400 bidding threshold, reflecting the use of the program by members even when there is no substantial process savings to be realized. Members with the largest COSTARS spend were Pennsylvania Turnpike Commission ($11,476,157), City of Philadelphia ($9,454,011), The Pennsylvania State University ($8,075,327), and Allegheny County government ($7,943,701). Allegheny County has the most COSTARS members (682)(statewide average is 122 members per county) and the most COSTARS spend ($71,582,116)(statewide average is $11.7 million). Montour County has the highest spend per member ($184,659) (statewide average is $95,677 per member, an increase of 3.9 percent). Approximately 60 percent of the 8,200 registered COSTARS members purchased through the program in FY 2014.
Missed Opportunities? By Claire Osborne, COSTARS Marketing Manager
In FY 2014, the COSTARS program saved its members more than $223 million in transactional and commodity savings and generated a record $1 billion in sales (see article on page 1). However, there are some COSTARS contracts that are not being utilized to their fullest potential. COSTARS -21 Pest Control offers a wide scope to our membership including General Indoor and Outdoor Pest and Rodent Control, Termite Control and Fumigation Services. COSTARS is looking to add new suppliers to this contract to generate greater competition and increased geographic coverage to help protect our members from the risks and damages involved in pest infestation. To be eligible for this contract, the supplier must possess and maintain a valid Pesticide Application Business License Certificate issued by the Pennsylvania Department of Agriculture and must provide proof of appropriate insurance. COSTARS-24 Traffic Signs only generated $21,685 in sales so far this fiscal year. This contract offers a scope of Chevrons, Do Not Enter Signs, Emergency Parking Only Signs, Left Curve Ahead Signs, No Parking Signs, No Turn on Red Signs, Railroad Warning Signs, Right Curve Signs, Right Turn Signs, Speed Limit Signs, Stop Signs, Street Name Signs, and Weight Limit Signs. COSTARS-24 is a valuable source to save money while maintaining and upgrading traffic signs to adhere to the minimum reflectivity regulations of road signs mandated by the Federal Highway Administration. All products on this contract are in compliance with PennDOT requirements and the Manual of Uniform Traffic Control devices from the Federal Highway Administration. On the Member Information page, select the yellow Members button, then on the Member’s Area page, select the Search Contracts/COSTARS Contracts link on the left-hand side of the page, then select 24-Traffic Signs from the Contract drop-down box and select Search. A list of authorized suppliers will be displayed. Select the icon under the Contract Overview column to view the contract. The COSTARS team regularly receives a variety of questions from COSTARS members and suppliers; many of them pertaining to the COSTARS program, COSTARS-exclusive contracts, and statewide contracts. Below are answers to some of the most commonly asked questions.
COSTARS Program Frequently Asked Questions
� Are leasing and trade-ins permitted under the COSTARS-25 Municipal Work Vehicles and COSTARS-26 Passenger Vehicles contracts? Trade-Ins If a supplier wishes to accept used vehicles in trade for vehicles purchased under the contract, the supplier should submit a formal trade-in schedule or a statement of trade-in policy with its bid package as part of the options offered in the Bid Item Workbook. Please refer to the Special Terms and Conditions of the contract for more information. Leasing and Installment Purchases Suppliers may offer leasing or installment purchases under this contract and COSTARS members may, at their discretion, choose to enter into a lease or installment purchase. Please refer to the Special Terms and Conditions of the contract for more information.
� Are salt storage domes available under any COSTARS or statewide COSTARS-participating contract? Salt storage domes are not available under COSTARS-exclusive or statewide COSTARS-participating contracts. We recommend
that members follow their normal procurement requirements to purchase salt storage domes.
COSTARS-Authorized Suppliers Frequently Asked Questions
� Must a COSTARS-authorized, self-certified small business re-certify on a yearly basis? Yes, self-certified small businesses must recertify on a yearly basis.
� How does a supplier know when it is time to re-certify as a small business? As indicated on the Small Business Procurement Initiative (SBPI) Certificate, self-certification is valid for a period of one (1)
calendar year from the date of issuance. The SBPI Self-Certification Application will email the suppler thirty (30) days prior to their certification expiration with instructions for re-certifying.
� Do COSTARS suppliers receive a reminder when their annual contract renewal COSTARS administrative fee is due? Suppliers receive a renewal remittance letter 60 days before their contract is set to expire. If a supplier does not pay the fee after
30 days, they will receive a second renewal remittance reminder.
� Where can suppliers find the appropriate COSTARS fee within the renewal remittance letter? The administrative fee a supplier is required to pay for one contract year is listed on the second page of the remittance fee letter
or renewal remittance letter.
� If a supplier has a six-digit vendor number issued by the Commonwealth of Pennsylvania, does that automatically make them a COSTARS-authorized supplier?
Registering with the Commonwealth of Pennsylvania and obtaining a six-digit vendor number does not identify a vendor as an authorized supplier under the COSTARS Program. To become authorized as a COSTARS supplier, a vendor must bid on a COSTARS-exclusive contract and be awarded the contract, or complete the documentation included with a statewide COSTARS-participating contract, indicating that they would like to participate as a supplier in the COSTARS Program once they have been awarded the contract.
� Does a supplier have to report sales for a quarter in which they had no COSTARS sales? Yes, a supplier must still submit a sales report indicating “No Sales” were made for that quarter.

COSTARS Supplier Workshops Throughout 2015, COSTARS Marketing Managers have been conducting free quarterly COSTARS Supplier Workshops at the Department of General Services Harrisburg offices at 555 Walnut Street. The purpose of these workshops is to assist prospective and current suppliers with COSTARS and statewide contract opportunities, navigating the COSTARS website, performing online administrative functions, marketing tips, and most importantly, to answer questions prospective and current suppliers may have about the program. Workshops were held in March, June and September, with more than 50 companies represented. The next Supplier Workshop will be held on Tuesday, Dec. 8.
