WICHITA FALLS – CCRP SECTION HISTORY
US 81 from Bowie UPRR overpass to Wise county was completed in 1972 with a pavement section of 8” continuously reinforced concrete pavement over a 4” asphalt stabilized based over a 4”compacted foundation course. Maintenance over the next 40 years consisted of full depth repairs and surface texture to improve skid resistance.

In approximately 1976 TxDOT experienced drastic funding shortfalls, leading to staff reductions and reduced lettings. Completion of the Bowie expressway corridor was a high priority for the District, but economics forced the payment system to be reconsidered. Subsequently, US 287 from FM 174 to US 81 was completed in 1978 with a pavement section of 1.5”HMA over a one course surface treatment, over 11” flexible base, over 6”compacted subgrade. The plans note future construction of an additional 3” HMA. The section has been overlaid, seal coated, and crack sealed periodically since initial construction.

Hot Mix Asphalt is seen as cost effective, smooth, quiet, safe, perpetual, versatile, environmentally friendly, and requires less traffic delays. The United States has more than 2 million miles of paved roads and highways, and 94% of those are surfaced with asphalt.

The Asphalt Pavement Alliance’s HMA Life-Cycle Costs Fact Sheet
• Reduces costs for initial construction.
• Requires less maintenance over the life of the pavement.
• When maintenance is needed, HMA offers the widest variety of alternatives geared to solve the precise problems on the roadway.
• Can be overlaid to add structural capacity to account for increased traffic loading.
• Properly designed and constructed HMA pavements will last 50 years or more with occasional resurfacing, relieving road agencies of the need for costly, time-consuming and disruptive reconstruction.
• HMA can be recycled (milled and replaced along with fresh materials), saving dollars and preserving nonrenewable natural resources

OTHER FACTORS – QUICK REVIEW - CRCP (WHITE)
The Massachusetts Institute of Technology’s Concrete Sustainability Hub released a report regarding life-cycle assessment (LCA) of concrete pavements. Among the findings; over 50 years, the mean real price of concrete decreases by 20% and the mean real price of asphalt increases by 95%. Ready Mix Concrete Association of Ontario (RMCAO) studies show that concrete and hot-mix asphalt performed similarly up to 2,000 trucks a day.
