“Whereas, Muskies, Inc. is an active, service oriented organization with a single
focus of improving the sport of Muskie fishing for the nations anglers everywhere the fish are found and, whereas, a basic policy of Muskies, Inc. is
to encourage our membership to release any healthy Muskie that is not a true trophy to the angler, it is not our policy to intimidate or pressure any angler or

quality fishing and is compatible with management of other native and non-

appropriate consumptive activity and, whereas, Muskies, Inc. believes that when conflicts arise between a group’s traditional usage of a resource, and the
well-being of the resource, that the long term welfare of the resource should take precedence over the temporary or perceived needs of any group of people,

OUTING GUIDELINES
Statement of Purpose
In order to promote camaraderie and inter-Chapter competition, Muskies, Inc. establishes the Gil Hamm Memorial Chapter Challunge.
Location
The outing shall not be held on the same body of water more than once
within a three year span, with the exception of the following lakes; Lac-Suel, Lake of the Woods, Georgian Bay, and Lake St. Clair. “Additional
lakes may be added when recommended by the GHMCC Committee and approved by the Executive Committee.”
The outing waters shall be large enough to support the entrants without adversely affecting the local fishing population.
2.3 The host Chapter shall select the outing water for the following year with the help from the GHMCC Committee. The Chair of the GHMCC
shall be the Vice President Internal Affairs.
The GHMCC Committee will make each and every camp or resort in the selected area feel that they have been treated equally and are involved
in and with Muskies, Inc. by allowing them to bid on reservations for the tournament. A form letter or e-mail will be used.
Sufficient lodging facilities within a reasonable drive and with an
adequate launching area shall be available for all anticipated participants.
A meeting area shall be available for the participants to gather nightly.
Outing Hours
The outing shall be two and a half days in length.
The exact hours shall be determined by the host Chapter but not to exceed a starting and finishing time of sunrise to sunset. The hours
shall be posted at the headquarters.
The outing days should be scheduled by the host Chapter.
Etiquette
Normal rules of angling etiquette shall be observed at all times and
administered by the host Chapter.
15
Entrants shall be courteous to local residents and other non-
participating anglers at all times.
Outing participants are to be aware of final day checkout times if housed in a resort. Please do not infringe on your resort’s new guests
fishing time.
Any killed fish in the outing are to be handled and/or displayed in a manner befitting the respect Muskies, Inc. feels toward the resource.
Scoring
Scoring shall be by length to the nearest inch.
Scoring shall start at 30”.
Four points will be awarded for each qualifying fish with an additional point(s) added for lengths over the legal minimum.
Another angler must witness all fish.
Only released fish will count toward team’s points.
The winner will be the team that scores the most points during outing
hours.
The host Chapter shall determine the deadline for entries to be turned in at the outing headquarters.
Teams
Each Chapter shall be permitted to send team(s) (as determined by the GHMCC Committee) appropriate for the body of water fished.
Each Chapter shall determine how its team(s) is selected.
Each team shall consist of up to six anglers in at most three boats;
however the winning team shall determine how many boats and how many teams each Chapter may enter.
Only non-entrants such as the press or agency observers shall be
permitted in the team boats and they are not permitted to assist in angling in any way.
All team members must be current members in good standing in
Muskies, Inc. and the Chapter they represent.

combine to form a single team and inform the host Chapter.

compliance with the governmental ordinances. The host chapter shall administer compliance with these rules. Boats in violation of these rules
are automatically disqualified from the outing until the violation is corrected or in more serious matters, until a meeting of a majority of
the team captains resolves the dispute.
Entries are to be on Muskies, Inc. Annual Members Only Fishing Contest entry forms.
Fish hooked before the end of the daily fishing hours but landed after time expires will be eligible.
The Host Chapter shall adjudicate any legitimate problems or
circumstances that arise. e.g.: late fish registration due to severe weather conditions.

used but only if used in conjunction with quick strike rigs.
Transporting of fish to be witnessed and then released is not allowed.
A responsible representative of the host chapter shall be available at the outing headquarters during the entire outing.

management or research agency with the funds earmarked for the muskellunge fishery in that geographical area. The M.I. Host Chapter
will administer this program.
A contribution from each participating chapter of $70.00 per team is required. All proceeds will be apportioned as follows: $ 55.00 to the
Host Chapter and $ 15.00 to the appropriate fish management or research agency with the funds earmarked for the muskellunge fishery
in that geographic area. The M.I. Host Chapter will administer this program. M.I. Host Chapter will submit the Income and Expenses of the
Gill Hamm Memorial Chapter Challunge to the Vice President Finance/Treasurer and Executive Accountant within thirty (30) days of
the Challunge.
17
A team of Board members is encouraged.
A team consisting of unaffiliated members will be permitted.
Recommendations
In the spirit that the Chapter Challunge was originated, it is suggested that the final half-day be voluntarily used to switch partners among
participating Chapters. Fish caught by individual anglers would go in their own team totals. This is to be administered by the host Chapter.
A Big Fish Pot is not a part of the Challunge. If the host Chapter wishes
to have a Big Fish Pot or any other contest in conjunction with the Challunge, they must set the rules and administer them independently
of the Challunge and M.I. In any case, such events shall not interfere
with the fellowship and spirit of the outing at hand.

the date of the catch. The chapter chairperson will enter them on the Muskies, Inc. website within 60 days of the date of the catch or mail them to the
Chairman postmarked within 60 days of the date of catch. The contest ends on December 31st each year and the Chairman must receive all entries by January 10th the following year.
Release & Measurement – A basic policy of Muskies, Inc. is to encourage our
members to release any healthy Muskie that is not a true trophy to them. Accordingly, acknowledgment of the releases is available to the member by either a patch, a yearly summary of all catches or individual certifications for
each fish (unless the member indicates that he or she does not want the patch or certificate sent). This process of selecting and receiving the awards is
coordinated through the Chapter chairperson. Total length is measured from the tip of the lower jaw to the farthest tip of the
tail.
Released forms to record the information are available on the Muskies, Inc. website in the Lunge Log section under Lunge Log Entry at:
https://muskiesinc.org/indy_files/zz_llentry.php Pictures of healthy released fish are encouraged. However, stress on the fish
should be kept to the absolute minimum and the fish safely returned to its environment as soon as possible. Muskies Inc. does have suggested rules for
the proper holding and handling of fish to be released, in both the MUSKIE magazine and the Website.
In order to qualify for the contest and be posted on the Lunge Log in the website, a fish must meet or exceed the 30 inch minimum length requirement

in the release division. All Muskies released in the United States or Canada will qualify for the release division regardless of any size limit for a state or
province. An individual chapter may require a specific size limit for the release division in the specific chapter contest. However, any released Muskie may be
submitted and entered in the Muskies, Inc. website on the Lunge Log if it is at least 30 inches long.
A Muskies, Inc. Members Only Fishing Contest Committee has been established to review all entered fish. They will arbitrate any disputes or
questions and their decisions shall be accepted as final. At its discretion the committee may require additional documentation consisting of a photograph and/or a 2nd witness before any entry is accepted.
A released fish cannot qualify for any weight division despite meeting all the
specified requirements. Starting January 1, 2000 all entries must have a state and/or province listed
for the body of water and at least a lure type and name of Lake or River; No Exceptions or they will not be entered on the website. All members are
encouraged to list the specific body of water as the list of Muskies caught also serve as a research tool for the various departments of natural resources in
the United States and Canada. All members are encouraged to list the specific lure name a Muskie was caught on. This allows members of Muskies, Inc. to share in the specific successes of fellow members.

Muskies, Inc. Muskies, Inc. Measurement Policy
Muskie entries sent into the Lunge Log are recorded exactly as they are
entered. Individuals are free to follow the stated policy of rounding off to the nearest inch for a typical catch. However, if the Muskie is approaching the area of a Muskies, Inc. Lunker of the Month, that being 45 inches or longer,
we ask that all attempts to obtain an accurate measurement be taken.
The significance of getting down to the exact measurement, that being a quarter of an inch for the majority of Muskie captures is a moot point. Please
think of the Muskies well-being for these captures. During the season when we have very warm temperatures, the safety of the
Muskie becomes much more important than closing in on the nearest quarter of an inch.
The estimation of a Muskie’s length without some mechanical measuring device is not accepted. The very experienced angler with many captures who
thinks he can guess a Muskie’s length while in the water is simply doing that, guessing.
The measuring of a Muskie still in the water is not an exact science, however, in the interest of preservation of the Muskie, it is encourage and accepted. It
is understood that most anglers that measure a Muskie, with integrity, still in the water will actually come up with a length shorter than the actual God
given length. Consequently it is a common practice accepted by Muskies, Inc. Length Measurement - For the most accurate measurement of length for a
Muskie it will have to be brought into the boat and laid flat on a proper surface. A proper surface is plastic or vinyl. The carpet in a typical boat is one
of the worst surfaces to lay a Muskie on. Wood is not much better. The best measurement is one where the protective surface also contains the
measurement device.
The most accurate measurement is when the measurement device is on a flat surface with the Muskie laid on top on it. Line up the farthest tip of the jaw with zero, then measure to the farthest tip of the tail.
Compressing the tail so that the tips come together to determine the longest
point of any section of the tail is permitted.
25
This is common practice by nearly all to the Departments of Natural Resources from around the country. This method is used during creel census and law
enforcement issues.
The use of a soft tape (mentioned later for measuring girth) should not be used for the length measure as it follows the contour of the Muskies and will give a false increased measurement of the true overall measurement.
Girth Measurement – When a large Muskie has been captured, it is interest to
the angler and all of Muskies, Inc. to determine the girth so that an estimation of weight may be determined. All Muskie anglers should purchase a simple soft tape or flexible tape for this purpose. It should be one that will easily
follow the contour of a Muskies body to measure the largest distance around the Muskies body.
To measure the girth with integrity, multiple measurements should be made to locate the longest measurement. Studies show the typical Muskie angler is so
excited that often the time to find the longest measurement is not taken.
Pull the soft tape firm but not to compress the body in any manner.
The typical weight formula is: Length X Girth X Girth divided by 800. There are a number of individuals and experts who state this formula is short and not accurate for large beefed up fall Muskies. They are correct. However, this
formula that Muskies, Inc. uses is one used as printed on the website for estimation of large Muskies.
The Board will charge for the release patches previously administrated free as follows:
Prices will be:
Century Club Patch………………………………………………………………………………$ 4.00 Purple bar for Century Club…………………………………………………………………$ 1.00
50 Inch Release Patch…………………………………………………………………………$ 3.00 White stars for Century Club & 50 Inch Release Patch……………………..$ 1.00

The Muskie picture must be of an entry entered in the Lunge Log or in the
process of doing so.
Pictures of released Muskies must be held in a horizontal position in, on or in close proximity of the water. Members should take care during pictures to limit the amount of time the Muskie is out of the water.
During the season when we have very warm temperatures, the safety of the
Muskie becomes more important than the multiple pictures and the typical member gets the best one available and returns the Muskie to the water as quickly as possible.
The photo must show the angler who caught the Muskie.
Another person may hold the Muskie, in the case of small children or members physically unable to hold the fish. In this case, that person must also be
identified.
Do not write on the back of the picture with a pen or pencil. Use a soft point marker. Members may use a “post it” and attach it to the back of the picture
or a separate piece of paper. Muskies, Inc. needs the following information with each picture submitted:
Member’s name and Lunge Log fish ID number
Length of Muskies Girth if available. Date of catch.
Body of water where caught. Include special notes. First Muskie, largest to date, event winner, etc.
Muskies, Inc. accepts most pictures. However, please refrain from sending every catch of the year if you are a member who catches dozens throughout
the season. Members Only Fishing Contest Committee, April 11, 2002

“MUSKIE” MAGAZINE
MUSKIE MAGAZINE EDITORIAL GUIDELINES GENERAL
All appropriate submissions by M.I. members will be considered for publication. The decision to publish, and the timing (magazine issue) for publication, rest entirely with the Editorial Committee and the Managing
Editor.(The opinions expressed by the authors are not necessarily those of Muskies, Inc., its officers, board of directors or staff). All written material
should be original and unpublished and must consist of accurate information that appeals to our special interest readership. We accept fiction that contributes to the education, enlightenment or entertainment of our readers.
We enjoy articles that are easy to read, which can mean supplemental text including sidebars, bulleted lists, graphic elements, etc. We also welcome copy
that comes with subheads and pull quotes already written.
Muskie is the preferred spelling for MUSKIE Magazine articles. It appears that
the spelling of Muskie is generally a Minnesota derivation. Musky on the other hand appears to be that of a Wisconsin derivation. Since Muskies, Inc. was
founded in Minnesota we prefer to favor that spelling.
MUSKIE Magazine purchases first North American serial rights, and in some
cases, all electronic rights to articles. Contributors (other than M.I. Professional Consulting Services contracts) grant rights for M.I. to publish
once in MUSKIE Magazine, both the print and online versions, including archives, and on the M.I. Website.
Articles should be sent as email attachments in Microsoft Word format to: [email protected]. Handwritten or hard copy submissions will
not be accepted. MUSKIE will attempt to coordinate monthly articles with advertising and time
of the year activities, i.e. “Fall Fishing”, “Sport Show Edition”, etc.
Photo Guidelines for MUSKIE Magazine

any photo (or artwork) which does not support the mission and best interest of our organization. These guidelines are not all encompassing. The editorial
staff of MUSKIE Magazine will make the final decision regarding the publication of photos. Photos for MUSKIE Magazine should be of high quality and resolution and submitted to the Editor via email.

supported in a non-vertical position (the closer to full horizontal the better).
MembersMMembers are encouraged to
minimize the amount of time fish are out of the water for photographs. Photos of released Muskies which
appear overly stressed in the judgment of the editorial staff will not be published (this includes photos which indicate significant bleeding).
Photo submissions must include the following: Name of the photographer and names of other key individuals in the
photo. In the case of chapter or group photos please identify the group. If the photographer is not the person submitting the photo you must
provide the name, address, email, and telephone number of the photographer.
A brief description of the photo.
If the photo features a Muskie, the length of the fish, date of catch, name of body of water, and the name of the lure are requested. In
most cases the photo should feature the angler who caught the Muskie, although another person may hold the Muskie in the case of children or members unable to hold the Muskie by themselves.
Please include any other special information, such as: first Muskie caught, personal best, event winner, or special circumstances.
The majority of Muskie photos which are published within MUSKIE Magazine should serve to reinforce the catch and release philosophy of Muskies, Inc.
However, MUSKIE Magazine will consider occasional publication of photos of large Muskies which were legally harvested by Muskies, Inc. members and
which were submitted to the Lunge Log, or are of historic significance. Photos which include fish will only be considered for the cover of MUSKIE
Magazine if they show Muskies which have been successfully released and are good examples of current catch and release handling practices.
MUSKIE Magazine will not publish artwork that displays Muskies in conditions or positions which are not compatible with these photo guidelines or which
depict scenes that may present a detrimental public image of Muskies or of Muskies, Inc.

The Editor and Advertising Sales Manager (sometimes the same person) have leeway to work within the approved Advertising Rate Schedule to provide frequency discounts to long-term advertisers and to entice new advertisers.
The Editor and Advertising Sales Manager may also use occasional discounts to attempt to increase advertising for specific issues or periods (examples:
Sport Show Specials, Showcase Issue Specials, and Seasonal Specials). Note: we negotiated a very low design rate in our printing contract and provide ad design work as part of the enticement to attract advertisers.
Typically this involves a very low percent of our paid ads but over half of our “free” chapter and internal ads.

10-10-98 With approval at the Annual Board Meeting to sell our membership list, Chapters will have access to the membership list of other Chapters for the
exclusive purpose of promoting official Muskies, Inc. business. It shall be improper to share this information outside our organization without the
express approval of the Muskies, Inc. Board. 03-25-95 The number of issues of MUSKIE is revised to 6 issues per year with
a double issue in December.
10-24-90 Muskies, Inc. adopts an overall policy for editorial, financial and advertising.
MUSKIE magazine represents the most effective means of communication between and among members of Muskies, Inc. and provides a valuable
educational service as well as assisting the organization in manifestly accomplishing its stated purposes. Because of this service that it performs, it
should be funded through the membership dues paid by its individual members. However, the management and administrative personnel assigned to the Vice President Communications and Marketing shall be responsible for
effectively marketing its advertising potential to the manufacturers and providers of equipment and services regularly used and purchased by our
members thus generating income to defray a large share (and eventually all) of the cost of the publication. The effectiveness of that marketing program will directly affect the other projects of the organization by reducing the
publication burden from the membership dues.
MUSKIE magazine offers advertisers to the sports fishing market a unique medium to reach a distinct audience of anglers with a special interest in a single species: the Muskie. Muskies, Inc. offers a service to these suppliers by
making the pages of “Muskie” available to them regularly, reach the audience represented by our membership and to others who receive the publication.
Muskies, Inc., however, reserves the right to reject any advertising that is not in keeping with the high standards expressed by our purposes. Advertisers and advertising agencies assume liability for all content (including text,
representation and illustrations) of advertisements printed and also assume responsibility for any claims raising there from against Muskies, Inc.
As the official publication of Muskies, Inc., it is the policy of MUSKIE magazine to restrict its content to only those matters and articles which further the
purposes of the organizations. Specifically, it shall serve as the principal means of communication between the chapters of Muskies, Inc., as well as
between the elected officers of the organization and the total membership. The magazine shall also serve the membership through the solicitation and publishing of materials which will improve the fishing skills and enjoyment of
the individual members. The magazine shall serve the strength and growth of the organization by providing a forum for letters, articles and other materials
from individual members that will enhance the ability of the total membership
33
to more effectively carry out the stated purposes of Muskies, Inc. In no case, however, shall the pages of the magazine be made available to individuals or
groups for the expression of points of view which are destructive in nature to the good fellowship and sportsmanship principles which have made Muskies,
Inc. the strong organization which it is today. The magazine shall also strive to co-operate with all types of recognized conservation groups in the dissemination of information that will advance the proliferation of Muskie
waters and the population of Muskies in those waters. However, as the official voice of a not-for-profit organization, it shall not involve itself in political
matters which result in the endorsement of individuals seeking public office. MUSKIE magazine will also work to provide content for www.Muskiesinc.org and may rely on the website to provide publishing space for materials that are
too lengthy for the magazine, but deemed important for the membership.
The Vice President Communications and Marketing shall be responsible for the administration and enforcement of the above stated policies through consultation among a committee. However, when matters of major importance
evolve, they shall refer those matters to the Executive Committee for resolution.
10-12-85 The Advertising Sales Manager and the Editor are given the
responsibility to review all submitted ads for acceptability and if a question arises it is to be sent to the Vice President of Communications and Marketing who may decide if Executive Committee review is necessary.
GUIDELINES FOR ADVOCACY & POLITICAL ACTIVITY
03-24-90 Muskies, Inc. elects to adopt the expenditure test (Safe Harbor)
501 (H) in relation to our lobbying efforts.
Muskies, Inc. is a tax-exempt organization. This status gives us two advantages over nonexempt groups. Muskies, Inc. pays no income tax and donors can deduct their contributions from their income tax as provided by
law.
In granting this status to Muskies, Inc., Congress restricted our ability to lobby and to engage in political activity. The discussion we have prepared tells you what the restrictions are on what Chapters can and cannot do.
Lobbying Activity
Some of you may have written or spoken to your Congressman, in addition,
you may have written a letter to the editor, urging rejection of a certain piece of legislation. This is lobbying. Muskies, Inc. has the right to lobby but on a
very limited basis.
Because we are tax-exempt, lobbying a legislature seeking adoption or rejection of legislation cannot be a “substantial part of our activities.” This quoted phrase comes directly from the federal statute covering tax-exempt
34
organizations. If an organization engages in substantial lobbying activities, the I.R.S. can revoke its status.
Lobbying means two things: a) contacting or urging the public to contact
members of the legislative body for the purpose of proposing, supporting or opposing legislation; b) advocating the adoption or rejection of legislation. Legislation means any proposal on the federal or state level including
referenda.
There are two forms of lobbying: direct lobbying and grassroots lobbying. Direct lobbying is contact with a legislator. Grassroots lobbying is using the media including your own newsletters to urge the adoption or rejection of
legislation and to call your members to contact their legislators.
The Federal Courts have not clearly defined the phrase “substantial activities.” The best answer is to use common sense which I define as: you can do some lobbying but it should be a minimal part of your overall activities. Example: a
chapter has three outings annually, a chapter banquet, and monthly meetings and once during the year urges members to write their legislators to vote for
or against a certain issue. Were this lobbying the only activity that the Chapter did during the year, Muskies, Inc. could lose its tax-exempt status. In this
example, lobbying is only a minor part of the overall activity. This example covered grassroots lobbying. The same reasoning applies to
direct lobbying. If even one Chapter violates the lobbying standards, Muskies, Inc. itself could lose its status. The Chapters are the agents of the national
organization. The law also permits Muskies, Inc. to hire a lobbyist. The lobbyist, however, is
bound by the same rules we are. Congress has set down limits on what organizations may spend on lobbying without losing their tax-exempt status.
Muskies, Inc. would have to elect the expenditures test. Muskies, Inc. can form a separate lobbying organization. This organization
would have no lobbying restrictions. It would not have tax-exempt status for donors of money or services. We can form this separate group without
dissolving the current Muskies, Inc. organization. As individuals we can lobby to our hearts content. You are free to call or write
your legislator as often as you feel necessary. What you cannot do is indicate that you are acting on behalf of Muskies, Inc. unless the lobbying is a minor
activity.
Political Activity
The first and only rule to remember is that tax-exempt organization cannot
participate in federal, state or local elections. That means no endorsements, financial contributions, volunteering time or sharing of mailing lists.
Any political involvement can cause the loss of our tax-exempt status. The next section is a set of guidelines on political activity that may be of use to
you. It deals with specific issues that may arise in your chapters.
35
Political endorsements: as you might expect, Muskies, Inc. cannot endorse candidates in any shape or manner. You, as an individual, can endorse a
candidate.
Voter education: each chapter may hold forums to which you may invite only one candidate. If you invite more than one you must invite all the candidates for that office. This rule applies to any debates as well. You cannot make any
editorial comments or endorsements before, during or after the forums, but you can limit the topics for discussion.
Newsletters: the no-editorial-or-endorsement rule applies to records. Nor can a Chapter draw attention to one candidate’s views on a commentary in any
newsletter or magazine. The newsletter cannot compare or contrast candidate’s particular issue. A newscast should encourage your membership to
become involved in the political process. A newsletter can publish the voting records of candidates for office if this
activity is done annually and not timed for an election.
Political Action Committees: Muskies, Inc. cannot form a group to solicit and then contribute money to candidates. It can form a separate lobbying group
that can create a political action committee. By law, tax-exempt groups cannot have political action committees.
If a Chapter needs guidance on political or lobbying issues, the Bylaws Committee has established a procedure for approval.
If a Chapter or individual acting on be-half of Muskies, Inc. intends to engage in lobbying or if a Chapter plans to join an organization that lobbies
extensively, the proposal must be disclosed to the Chairman of the Bylaws Committee or Corporate Counsel.
Upon receipt of the proposal, the Chairman shall have two (2) days to forward a recommendation for approval or rejection to the President of Muskies, Inc.
The President then shall have three (3) days to consult with the other members of the Executive Committee and they, by majority vote shall uphold
or reject the recommendation of the committee. The President shall inform the Chapter of the decision in writing. (03-24-90) 03-19-88 The Corporate Counsel will review any outside affiliation by a
Chapter so as to protect the tax status and integrity of Muskies, Inc.
