    The Correctional Servipe of Canada (CSC) is i m p l e m ~ n t i n g an ambitiousaccommodation stn;ltegy to addrE!..ss increases to the offender populatione ~ p e c t e d to result from the implementation of Bill C-25 (the Truth in SentencingAct), BiLLC=2-(thUackling-\lioJem-crim9-AGt}-aflG-Aetmal-e-ffeflder--peptt!atioft-ngrowth.BACKGROUND:Introduced in the Houseof Commons on March 27, 2009, Bill C-25 - the Truth inSfjntensing Act received Royal Assent on October 22, 2009 and came into forceon F'ebruary22.2010.Under the Act, offenders can receive a maximum of1-to-1 credit for each dayspent in custody prior to sentencing. Only under special circumstances and withjustification, can the courts. give an. offender 1.5-day credit for each day spent incustody prior to sentencing.The Tackling Violent Crime Act, which received Royal Assent on Febl1Jary28,2008 f 'includes among other measures mandatory minimum sentencesforserious gun crimes. \, .In response to this legislation, CSC expects to accommodate an increasednumber of offenders through double-bunking.CSC also plans to provide new permanent accommodation within existinginstitutions and expand its rehabilitation programs to support the offenders.Q1: What impact will the government's tough ~ crime agenda have onesc operations?As a r ~ s u l t ofthe Truth in Sentencing Act (Bill C-25), the Tackling Violent CrimeAct (BiU C-2) and nonnaloffender population growth, esc predicts that theinmate population wiil increase by approximately 4,500 inmates by 2014.Q2: What measures. isCSC taking to prepare for the expected increase inoffenders?To address new accOmmodation requirements, CSC has developed a multifaceted approach that includes the folloWing:

    Extending and increasing temporary accommodation measures such asd o u b l e ~ b u n k i n g and ensuring full use of all available beds;

    Constructing new living units in many ofCSC's existing men's institutionsand each of its women's institutions, resulting in approximately 2,700 newaccommodation spaces; and,

    c ~ : C will concurrently expand its delivery of correctional and rehabilitationprograms, victim services and effective supervision in the community.- - ~ - - - ~ - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -As implementation of these measures gets underway, esc will also develop along-term accommodation plan that will reflect these emerging accommodationrequirements andprovide an inmate population forecast to year 2018. This longterm plan will look at options to address someof the aging penitentiaryinfrastructures across Canada.

    Q3: Y6u've outlined plans to construct an addit ional 2,700 b$ds but areanticipating the inmate population will increase by more than 4,500 by2014. Will you build new penitentiaries to make up the shortfall?Public Safety Minister Vic Toews has consistently stated that our planincludesthe construction of new spaces within existing CSC facilities.The funds allotted provide for increased costs associated with double bunkingand for building new units. This is just two strategies esc is using toaccommodate the expected increase to the offender population.Moving forward, esc is developing a long-term accommodation strategy basedon offender population forecasts to 2018 that will take into account theinfrastructure needs of older penitentia-ries that no longer meetthe physical 'standards of a modern correctional system. This strategy will 'also ensureappropriate accommodation measures are in place forCSC to fulfil its mandateand respond to the impact of any additional legislative requirements that emerge.Q4: What will these measures'cost?According to our projections, the Truth in Sentencing Act is expected to costapproximately $2 billion over five years starting in 2009-2010.Q5: What about other legislative initiatives proposed as part of thegovernment's t O ~ J g h on crime agenda?CSC's current population 'forecasts and costing are based on legislation that haspassed and become law. These analyses will become more precise as the effectof any new legislation is felt.
