Introduction to Corporate Protection Australia Group (CPA Group) The Corporate Protection Australia Group (CPA Group) is a Queensland based national organisation with over 16 years’ experience in our dedicated environment. We provide premium corporate (human and asset) protection solutions to the mining, oil & gas, energy, critical infrastructure and maritime industries. Our key individuals and associates have a history of successful outcomes in demanding, high profile environments and situations. These include supply of fire and rescue, paramedical and security staff, safety and security risk management, project expertise, specialist consultancy and related education and training. The CPA Group is a specialist organisation. Image & Reputation We are aware that in most cases our staff are the first point of contact on site. Clearly defined expectations for our team members regarding their dress and bearing reflects positively on them, the company, and our customer’s image. All of our staff are provided with uniforms (compliant with site requirements) identifying them as being asset protection officers, medical and or fire and rescue personnel. Redundancy and Surge Capacity We train additional staff to assure redundancy, business continuity and surge capacity. As contracts permit, we develop additional assets (including vehicles, radios, medical and safety equipment) based in the region. This provides our customers with confidence in our ability to professionally and efficiently manage changes in demand. Remuneration & Retention Wage rates are set at a level to assure staff retention and consistency of service delivery to our clients. Our employees are paid via a Federal Enterprise Agreement which is compliant with Fair Work Australia legislation. Employee Share Option Scheme (ESOP) The Employee Share Option Scheme (ESOP) was implemented by the CPA Group board of directors in July 2011 to not only benefit participants and enhance performance; the scheme also supports and reinforces the ‘family’ culture and value of the group (loyalty). The scheme applies to all CPA Group Executives, Managers, Head Office Staff, Supervisors (Guards) as well as Senior Guards across the group. Our core company value is loyalty - it defines who we are and what we stand for. Loyalty to our customers, our staff and to our Group. Employee Assistance Program (EAP) CPA Group offers our employees with free, confidential counselling through an Employee Assistance Program (EAP) to help our employees manage personal and work-based issued that impact their productivity and performance at work, enabling CPA Group to professionally manage employee well-being. Our EAP provides access to counselling services by phone, online or face to face, allowing our employees to speak to a professional counsellor wherever they are based.

Safety The CPA Group has an ongoing commitment to safety in the workplace and has a fundamental philosophy of ongoing consultation and communication with clients, staff, and industry, which helps us achieve our goal of “zero harm.” The CPA Group has a policy of zero harm and adopts an all hazards approach to safety management in the workplace. People are our most important asset and their health and safety is our greatest concern. The CPA Group has a corporate health, safety, environment and community plan, which is aligned to those of our clients. The objectives of our Safety Policy are:

Our people and our services

Our extensive workforce is exclusively employed to the industries of oil and gas, critical infrastructure, maritime and mining. Our entire business including recruitment, education and operational objectives are focused on the delivery of highly skilled, safety focused personnel who are experienced in a variety of fields and locations. For remote operations it is, and will continue to be, our intention to draw and train our staff from the local region wherever possible so as to provide specialised knowledge of local people and the community We are the largest supplier of maritime security guards in Queensland, and a major supplier of security/asset protection officers and emergency service officers to the Queensland mining and critical infrastructure industries. All of our team leaders are supported by a network of industry specialists operating out of our head office in Brisbane and around the country.

Medical Services Corporate Protection Australia Group Health and Medical (CPAGHM) is a provider of a range of medical services including medical staffing to resource industry clients. With industry leading experts in the medical services industry, CPAGHM understands the specific issues and challenges presented by the offshore and onshore environment and the high level of expectations of our clients in terms of quality, health and safety. CPAGHM has relevant and recent experience in numerous environments including offshore and onshore, mining, oil & gas and critical infrastructure operations in both remote and metropolitan locations. This document provides details and a number of industry references to verify CPAGHM’s performance in this area. CPAGHM has an extensive pool of Doctors, Registered Nurses, Paramedics and Rescue Paramedics with significant offshore and onshore medical and HSE experience. Our offshore capability is supported by our onshore medical and operations team as well as providing the operational and logistic link to ensure client employees moving onshore on an emergency or referral basis are followed up, managed and reported to our clients. We recognise that a critical component of offshore work involves onshore support. In addition to the topside medical support provided 24/7 by CPAGHM’s Medical Director, operations support for our medical teams is provided by CPAGHM’s Operations Management Team, our onshore team delivers a comprehensive suite of Occupational Health support to ensure that excellent service is not confined to offshore. CPAGHM understands the financial and corporate implications of work-related injuries and illness and works on behalf of its clients to ensure that management of these situations is in accordance with agreed client protocols, policies, procedures and processes. CPAGHM seeks outcomes that are optimal for both the employee and the employer. We work with other members of our team in the delivery of allied health services and in providing off site follow up medical services. Where required, our nurses and paramedics are nationally accredited to conduct Drug and Alcohol Screening and are certified to conduct breath alcohol testing, urine drug screening in accordance with AS/NZS 4308:2008 and the detection and quantitation of drugs of abuse in urine and oral fluid testing in accordance with AS/NZS 4760:2006. Personnel are also trained in accordance with AS3547 – breath alcohol testing devices for personal use. CPAGHM utilises Australian Standard compliant testing kits and has a long standing relationship and agreement with a number of NATA approved pathology providers for confirmatory gas chromatography/mass spectrometry (GC/MS) and liquid chromatography/mass spectrometry (LC/MS) testing. Staff will hold a certificate issued under the nationally recognised training framework. CPAGHM has extensive experience in the provision of remote primary care medical services, aero medical retrieval, hyperbaric (dive) medicine and medical rescue. This includes the provision of fully equipped ambulances, GP clinics,

Fire and Rescue CPAF&R currently provides a number of capabilities to a range of clients including Queensland Gas Corporation (QGC), Fluor, Worley Parsons, Drill Search, Western Geco (Schlumberger), Geokinetics, NACAP Australia, MCJV and Hutchinson Builders. A snapshot of our capabilities includes: • A range of fire and rescue services to QGC across their gas operations and construction facilities • Technical Rescue personnel in Northern Queensland • Remote incident and fire mitigation teams for drilling and seismic operations throughout Australia • Standby Rescue teams for construction firms within the mining and civil sectors • Provision of Incident Response Commanders supporting field management teams • Provision of ERT training mapped against national competencies • Incident Command – Direct support to the client management team for incident/emergency management

(Command and Control) • Training – Fire Extinguisher, Fire Warden, camp evacuations, bushfire awareness, medical responses • Review Policies, Exercises and Drills – Review of all incident and emergency management policies, desktop

exercises and live scenarios such as vehicle roll over, fires/ explosions, inclement weather, etc

• Medical Support – Providing direct support to the onsite Paramedics, including Aero Medical Evacuations. Many

of our staff have advanced paramedical qualifications. Our clients take comfort in the fact that CPAF&R carries specialised insurance for these dedicated risks, have a large permanent and casual professional team that provides full contingencies and is supported by world standard assets and equipment. CPAF&R will provide options for consideration, which is underpinned by our specialist knowledge of serving the commercial market in both meeting risk and protecting against dynamic / catastrophic risk events. Corporate Protection Australia Fire & Rescue was recently awarded the largest private fire rescue contract in Australia.

Emergency Response Teams (ERT) Not an individual business unit but a combination of our Medical and Fire Rescue personnel. Our ERT’s are staffed entirely by professional fire fighters, paramedics and asset protection personnel, most of whom have served with a government or an international emergency service/defence force. These men and women are trained and experienced in managing any incidents, treating or stabilising injuries and illnesses presented in the field, whilst also securing key assets. This capability is underpinned by a comprehensive initial and then ongoing site specific risk and security assessments; in conjunction with daily/weekly site specific drills and exercises, ensuring total familiarity with the site or sites that they are responsible for. This approach ensures the skill set and drilling of deployed personnel match all identified risks as well as site and legislative requirements. ERT member’s training and qualifications will be based on global ERT best practice, proven methodologies and a systematic approach, enabling sites to prevent, prepare for, respond to, and recover from incidents that are traditionally encountered within the mining, maritime and critical infrastructure industries. The ERT will have the following qualifications in relation to Fire and Rescue –

• Respond to local emergencies and incidents • Undertake road accident rescue • Fire team operations • Render hazardous materials incidents safe • Confined space rescue • Operate breathing apparatus open circuit • Vertical rescue • HAZMAT • Occupational first aid.

GAIN – TRAIN - SUSTAIN is the core focus of our entire staff retention programme. CPA Group is cognisant of the limited number of qualified personnel able to perform this role and therefore, by virtue of their position, ERT members are offered the opportunity to participate in the CPA Group Employee Share Option Plan; providing extra incentive to deliver and perform. We encourage the involvement of the site volunteer ERT in our project response operations. We utilise our experience as fire, medical and rescue professionals to train volunteer team members in ‘real life’ based, site specific scenarios, developing a safety culture and team confidence. Our ERT training objectives and scope can include: • Support paramedic advanced life support • Confined space training • Fire and rescue training • First response and emergency care • Vertical rescue • Breathing apparatus certified • A range of first aid and related training to enhance site capability • Advanced resuscitation and oxygen therapy.

With the availability and skill set of full time ERT members, our customers have access to time flexible trainers who can facilitate and certify compliance and ongoing training needs to the existing work force. The advantages of onsite trainers are: • Maximum use and benefit of the site deployed staff, and reduction in the need for trade personnel to leave site to

complete compliance training • Reduce the need and cost for external trainers • Ongoing liaison between CPA Group staff and site personnel, offering the client site specific knowledge to adjust

the training plan to best fit the needs of the site • Flexibility in training dates; for example if weather affects the ability for the workforce to conduct specific tasks, a

compliance training session can be quickly facilitated • Course and certificate costs are discounted and delivered onsite, significantly reducing overall training costs

With CPA Group providing the ERT members, our staff becomes a part of your onsite team, driving a culture of zero harm; encouraging and educating all staff to adopt an all hazards approach to safety management in the workplace. Asset Protection Personnel Our site supervisors are trained to evaluate, develop and manage their local team. Supervisors work to ensure that rosters are monitored and filled, and easily accessible to team members, contractors and our clients. Site supervisors are tasked with efficiently and effectively meeting and exceeding the expectations of our clients. All asset protection officers are fully trained to AS4421-1996 (Australian Standard for guards and patrols) and hold relevant licences, including security and driving (applicable for vehicle supplied) and current first aid certificates. Officers are chosen for a combination of their technical and people skills, as well as their ability to cope with, and manage change. Numerous asset protection officers are trained and qualified in breath alcohol testing to AS 3547-1997 as well as to the manufacturer’s specifications for the Lion Alcolmeter SD400. To date, CPA has conducted over 58,000 breath alcohol tests at various sites. Our staff are trained to operate and be fully conversant with various electronic access control systems including the DSX system and are competent in producing the various reports available from such systems. Staff have a practical working knowledge of Microsoft Word, Excel & Outlook.

CPAI specialise in Security Risk Management, Critical Vulnerability Studies, Maritime Security, Aviation Security, Mining Security, Naval Security, Business Continuity and Disaster Assessment. iSafe is Australia’s foremost maritime security advisory company with clients among Australia’s leading ports, port service providers, offshore facilities, container, general and bulk cargo operators and various shipping companies.

iSafe services include security risk management, critical vulnerability studies, maritime security, aviation security, mining security, industrial dispute management, naval security, business continuity and recovery. Our credentials ensure solutions that minimise risk, and contribute significantly to the goal of compliance to applicable legislation. Members of our Advisory consulted on the development of the Maritime Transport and Offshore Facilities Security Act (MTOFSA). We specialise in the writing, auditing and delivering advice and services for detailed and effective maritime security plans and all manner of security concepts. These include risk assessments, training, manpower, systems, MTOFSA related compliance and the provision of solutions to clients across a range of operational security management issues. iSafe has developed security plans for in excess of 80% of Australian ports. iSafe currently provides ongoing advice and risk assessments to ports and port facilities responsible for over 25% of the world’s ocean going coal and over 20% of Australia’s GDP in coal and other exports. iSafe adopts an all-hazards approach which offers a greater justification for business investment to mitigate the risk of other less severe, but more likely threats. The specific exposures to any company are identified through vulnerability and security risk assessments which identify the appropriate mitigation strategies. Mitigation strategies are consistent with business continuity planning to achieve critical infrastructure protection and realistic outcomes. This simultaneously provides businesses with a range of benefits from reduced risk to efficiency gains. In doing this, we protect the people, assets and brand of any organisation.

Corporate Protection Australia Training (CPAT) & Baseline Training & Consulting Baseline Training and Consulting is part of the Corporate Protection Australia Group providing quality workplace health & safety education and training throughout Australia. Baseline is a registered training organisation (RTO). Under the umbrella of the VET Quality Framework, Baseline ensures that all courses are in full compliance with all national and state legislative requirements and in accordance with relevant Australian Standards. Baseline Training and Consulting is an accredited Revision 3 Training Provider recognised by the Wellsite Permit to Work Association. We offer a mix of nationally recognised and non-recognised training courses. All our training courses can be delivered on site and can be tailored to your requirements. Alternatively participants can attend composite training courses at any of our training facility located in Brisbane, Sydney, Melbourne, Townsville and Adelaide.

Safety Management

iSafe Safety Management Systems (iSafe) provides safety and risk management consultancy services within specialist environments. Most recently, iSafe produced the LNG Marine Construction Operations Maritime Safety Management Plan for Gladstone LNG Projects. This plan has been adopted and issued by Maritime Safety Queensland. iSafe undertakes and implements risk management solutions to cover all business needs. iSafe services include: • Safety management planning • Auditing • Compliance • Consultancy • Drug and alcohol testing services • Drug and alcohol testing equipment • Fire equipment testing and tagging • Speed monitoring • Supply of specialist medical and rescue equipment • Rehabilitation and return to work.

Additionally, the CPA Group is the preferred trainer and supplier of Laser Technology Speed Measurement devices. This is a proven product that is tried, tested and utilised by Australia’s State, Territory and Commonwealth Police Services. Our speed measurement equipment and training complies with the requirements of AS 4691.2-2003 Laser-based speed detection devices Part 2: Operational Procedures. iSafe supplies, installs and maintains security related systems, including: • Rapid deployment cameras (RDC) with infrared capability, three day recording, and battery power • CCTV systems • Alarm systems • Boom gates • Access control systems • Patrol recording system • Contractor management systems • GPS tracking systems (Including in vehicle monitoring systems) • Security fences (monitoring and alarm capability)

International Operations CPI was established in 2007 as a result of direct interest from the international security market to provide an extensive range of security and consultancy services on a global scale. CPI was appointed as the international security consultant and facilitator reporting to the Provincial Emergency Management Agency (PEMA) Bali under the directorship of the Governor of Bali, His Excellency Made Mangku Pastika. The primary mission of Bali PEMA is to ensure safety, wellbeing, and protection of the residing population, visitors and property from all hazards, including natural disasters, acts of terrorism, and other man-made disasters. CPAG senior management have many years’ experience in the provision of medical services at remote locations in PNG including Ok Tedi, Hidden Valley, Wafi-Golpu, Lihir and Bougainville. Further, CPI was approached by Leightons PNG to undertake and deliver a threat assessment and security report for teams deploying to the PNG LNG Project. Our task greatly assisted Leightons PNG during the feasibility stage of the project, allowing them to safely deploy staff to begin construction of their site workers camp and civil construction of the project. Following the series of earthquakes impacting Christchurch, New Zealand in 2010 - 2011; CPI was contracted by the New Zealand Earthquake Commission (NZEC) to provide authorised assessors and escorts to assist in the rebuilding phase. CPI has a significant number of our team working on continuous rotations to assure this first phase outcome. CPI has established branch offices in Papua New Guinea and Singapore to further support its international operations. Flexibility Through our current and past experience, we understand the change management processes associated with major operations, projects and public infrastructure. We are aware of the necessity to support such operations with the required flexibility of human and operational resources. Our team are also experienced with working in remote locations and developing untrained staff.
