European Institutions
Providing targeted advice on ESF support to apprenticeship and traineeship schemes
Unprecedented rates of youth unemployment are of major concern across EU27. To help combat this phenomenon, Ecorys is assisting the European Commission (DG EMPL) in supporting governmental bodies and social partners to set up or improve apprenticeship and traineeship schemes for young people, in particular with support from the European Social Fund (ESF).
The two-year contract includes research activities, running a helpdesk, and events organisation.

Implementing the maritime pillar of the Europe 2020 strategy
An Ecorys-led consortium has been awarded an EC contract - worth € 2.6 million – for identifying and utilising growth opportunities in the European marine and maritime economy. The marine and maritime sectors are evolving with new sectors emerging and new players - many of them Asian – entering. It is vital for the EU to identify where opportunities for future growth lie and how best to utilise them in order to fully develop Europe’s maritime and marine potential.

Ensuring Europe’s future competitiveness
Economic sector analysis is at the heart of Ecorys’ research experience, with Ecorys having worked extensively in the area of competitiveness and industrial policy over the past years. Starting with the conceptual development of the competitiveness tree in 2001, project work has brought us to the forefront of industrial policy. We have worked on the steel sector, services, structural change, done various market monitoring studies (e.g. fl atscreens & refrigerators, electrical and electronic goods), resource effi ciency, energy intensive industries, aerospace, GNSS, GMES, shipbuilding, railway supply, etc. The focus of Ecorys’ research and work has evolved based on these topics and is currently looking into more cross-cutting issues related to (sustainable) industrial policy like innovation & technology, skills, labour market conditions, and global outlooks.

Child rights: protecting vulnerable groups in Europe
Ecorys is supporting the EC DG Justice implement the EU Agenda for the Rights of the Child. We have mapped defi nitions and data sources on missing children in EU Member States and developed a database and indicators to monitor this multifaceted phenomenon, ranging from runaways from home and care institutions to abductions by parents or third parties. Special attention is paid to vulnerable groups of children such as unaccompanied migrant minors. We also conducted a large scale study examining the implementation of Article 12 of the UN Convention on the Rights of the Child regarding child participation at EU level and in Member State legislation and policy. The direct involvement of children was ensured through the creation of cluster groups who conducted peer research.

Education and Culture: effective policies and strengthening communication
Ecorys is providing integrated communications support and evaluation services in the fi elds of education, training, youth, multilingualism, culture, sport and audio-visual actions for the European Commission, DG EAC. Recent work includes the promotion of new EU education and culture programmes and evaluation of the EU’s four Culture Prizes (literature, architecture, popular music and cultural heritage), European Capitals of Culture and the Culture Programme.

Key Enabling Technologies: mastering the change to a knowledge economy
Key Enabling Technologies (KETs) are crucial technologies which drive our future European economy. We have been leading several studies related to KETs for the European Commission. The goal of these projects is to create more insight in the industrial deployment of KETs in Europe. Examples involve indicator development to measure the deployment of KETs, the identifi cation of KETs ‘good policy’ practices in and outside Europe, and in this perspective, the role of state aid regulations.

EU Enlargement & Neighbourhood
Ecorys has a long tradition in supporting EU Enlargement and Neighbourhood countries in their efforts to meet the institutional and policy standards of the European Union. For more than 20 years, Ecorys has been an active partner to governments and non-governmental organisations in the EU enlargement process in Central and Eastern Europe.
Our active involvement in the present EU Enlargement region, namely Western Balkans and Turkey, shows in numerous projects aiming at institutional capacity and policy development in line with the EU accession agenda.
Ecorys also closely follows the European Community (EC) Neighbourhood Policy (ENP) aimed at Southern Mediterranean, Eastern European and Southern Caucasus countries. We support the EC and the local benefi ciaries in implementing the broad political strategy towards the Neighbourhood region. With our projects we contribute to bridging the enlarged Europe and its direct neighbours.
Supporting regional development in Serbia
Since 2011 Ecorys has been successfully supporting the Serbian government with the development of a new national policy, directed at regional-economic development via the EU funded Technical assistance for Regional policy development at national level Serbia project (value of € 1.8 million).
We provide capacity building and technical assistance to the Ministry of Economy and Regional Development, in the creation of a balanced regional and socio-economic development in Serbia in accordance with the EU cohesion and regional development policies.

Supporting Macedonia in enhancing national monitoring system for implementation of EU funded programmes and projects
Ecorys assists the Macedonian government in enhancing its monitoring and evaluation capacities by further strengthening the operational system, designing tools, establishing and fostering the network of monitoring and evaluation offi cers, providing training and capacity building. Thus Ecorys contributes to better decision making, based on problem and risks analysis; better policy formulation and prioritising; appropriate and timely corrective measures via lessons learned and eventually ensuring a greater utilisation rate of the EU assistance (absorption capacity) pre- and upon accession to the EU.
The overall aim is to support the EU Accession Agenda of the Republic of Macedonia and its preparedness for implementation of the structural policies of the EU.

Foreign Direct Investment Promotion in Sevastopol, Ukraine
Ecorys helps local and regional stakeholders in Sevastopol (Ukraine) develop a more systematic way to attract Foreign Direct Investment (FDI) into the city. In this two-year project Ecorys is developing an Investment Promotion Agency that promotes the region as investment location, attracts companies active in ICT, medical devices, automotive components as well as providing professional services to potential investors. The project is implemented in close cooperation with Oxford Intelligence (the FDI specialists who joined with Ecorys in 2012).

Implementing the E-business Competitiveness Improvement Programme in Croatia
Since 2010 Ecorys has been implementing the E-business Competitiveness Improvement Programme in Croatia. The implementation is now entering its second phase. The project aims at enhancing the competitiveness of Croatian enterprises by increasing their e-business and e-commerce awareness and activities. Ecorys helps develop ICT strategies for Business Support Centres and Small to Medium Enterprises by providing a comprehensive training and mentoring programme covering different aspects of e-business, and organizing raising awareness campaigns.
Our services for this project include: capacity building for the Business Support Centres; developing ICT strategies to enhance the e-business skills of SME’s; e-business trainings; raising SME awareness about e-business; running awareness-raising campaigns and organising seminars.

Technical Assistance for Empowering SMEs for Networking and Inter-regional Cooperation, Turkey
Ecorys is supporting the Ministry of Economy as well as clusters in fi ve regions in Turkey to improve the competitiveness of enterprises and to strengthen networking and cooperation through business clusters.
The clusters get support through development of sector strategies, implementation of pilot actions, and have the possibility to use a knowledge management system as well was a benchmarking system. 400 SMEs are supported and 12 Business Clusters have been established. These companies and clusters are now better positioned to compete on the international market and increase their export.

Pre-feasibility study for Gran Canal de Nicaragua
Ecorys has a name when it comes to assessing the economic, fi nancial and institutional feasibility of the major global port and maritime infrastructures (Suez Canal, Extension Port of Rotterdam, Indian Port development, etc.).
In 2012 Ecorys was commissioned (together with Royal Haskoning DHV as technical advisor) by the Government of Nicaragua to execute a pre-feasibility study for the so-called Gran Canal de Nicaragua. Ecorys carried out the market forecast, built a fi nancial and economic CBA model and advised the newly established Canal Authority on the next institutional steps.
The client is now discussing how to enter the feasibility stage with a strong and serious third party consortium.

Most of the services provided by nature – including fertile land, clean water and air – are in decline and climate change and biodiversity loss are close to the limits beyond which there are irreversible effects on human society and the natural environment. International DevelopmentPFM Summer School for public offi cials in Ghana
Ecorys in collaboration with GIZ, organised a PFM (Public Finance Management) Summer School for the Ministry of Finance and Economic Planning (MoFEP) in Ghana. The eight week Academy covered technical training on budget preparation, execution issues, macroeconomics as well as broader and softer management, planning, monitoring and appraisal skills.
The aim of the MoFEP academy is to enhance the capacities of the stakeholders involved in the Public Financial Management reforms in Ghana. The MoFEP Academy 2012 is regarded as a fi rst step in ensuring a more comprehensive approach to training and to provide some degree of institutional anchorage to overcome isolated reform initiatives.

Evaluation, Feasibility Study and Baseline Survey for Ghanaian water and sanitation programme
Ecorys is conducting an ex ante evaluation study of the Ghana Netherlands Water, Sanitation & Hygiene Programme (GNWP) for the Dutch Embassy in Ghana.
Lack of good water and sanitation services hinder economic and social growth in Ghana. Better facilities and infrastructure would also contribute to better quality of life, health and environment. Therefore it is logical that water and sanitation are a top priority in the 2012-2015 multiannual programme for Ghanaian-Dutch cooperation. The Dutch government is committed to supporting Ghana in the development and implementation of its water and sanitation programmes. The evaluation study fi ts into this overall objective and will provide important information for future policy and improvements.

Support to the Government Accountancy Training Centre (GATC) in South Sudan
The GATC is responsible for training civil servants in the area of Public Financial Management (PFM) and Government accounting. While the GATC has established itself as a useful venue for a variety of training sessions, work remains to be done to strengthen the institution, to improve the physical infrastructure, and to extend relevant training programmes for South Sudanese civil servants at both central, state and county level.
With this project Ecorys helps build the institutional capacity of the GATC; supports the training of its civil servants; and develop PFM capacity at local government level.

Implementing the Economic Empowerment of the Poorest programme
Harewelle leads the Management Agency implementing the Economic Empowerment of the Poorest Programme, a joint initiative between the Government of Bangladesh and DFID. The purpose of the programme is to enable 250,000 extremely poor households to climb out of poverty.
The programme runs in year six of eight and is valued at € 84.4m (£71.5m is a Challenge Fund), combining the core functions of fi nancial management, fund disbursement and monitoring with signifi cant value added capacity building through lesson learning, advocacy and improved nutrition. Recent DFID reviews scored the programme as A++, the highest possible score.

Home MarketsCost-benefi t analysis of large scale urbanisation plans for City of Almere
The northern part of the Dutch Randstad (the urban agglomeration along the axis Amsterdam-Utrecht) faces a growing need for housing.
The city of Almere can play a key role in meeting this demand in the coming decades. As part of the RRAAM-project Ecorys has performed a cost-benefi t analysis for the construction of 60,000 houses, upgrading the accessibility of the city and improvement of the ecological environment.
The study and its results have provided the Dutch government with a clear oversight of the impacts of the scale-up.

Home MarketsEcorys leading the way with evaluating UK family policies and programmes
Ecorys is overseeing a ‘trilogy’ of family policy evaluations in the UK, including the Troubled Families programme in England (2013-15); the Families First programme in Wales (2012-15), and the Improving Futures programme, UK-wide (2011-16). All three programmes aim to bring about a step change in how families’ needs are met within policy design and to transform local partnerships and services to develop more joined-up working between child and adult services.

Technical assistance for Uttar Pradesh Health Systems Strengthening project in India
The Directorate-General of Health in Uttar Pradesh, India, receives USD 150 million from the World Bank under The Uttar Pradesh Health Systems Strengthening Project (UPHSSP). Ecorys supports the implementation of the project with a team of more than 20 fulltime and short-term experts to strengthen the organisational performance of the state’s health sector. The aim is to increase the effi ciency and the quality of the health service delivery and to ensure an improved engagement with the private health care sector. The state of Uttar Pradesh, with a population of 200 million, accounts for 16% of the total population of the country and features as the most populous state in the country.

Peer review as mechanism for improving teaching and teachers
Peer review between teachers can stimulate the professional development. For the Dutch Ministry of Education, Culture and Science Ecorys studied the use of peer review at primary and secondary schools and for intermediate vocational education in the Netherlands. Twelve case studies showed different ways in which peer reviews can be applied such as consultation and visitation between colleagues or between schools.
The case studies provided policy makers and schools with examples of good practices, recommendations for the implementation and information on bottlenecks and the potential benefi ts of peer review. Study results were presented at the 2013 International Summit on the Teaching Profession, Amsterdam.

Integrated urban strategy for the city of Pétervására, Hungary
Ecorys is developing an integrated urban strategy (IUP) for the municipality of Pétervására, Hungary. The general aim of this IUP is to prepare a mid-term (7-8 years) development strategy which determines the strategic goals, the potential action areas and the planned projects for Pétervására. Besides the desk-top research, Ecorys applies participative methods for larger scale community involvement. This involves producing questionnaires, conducting a series of interviews, organizing forums and round table discussions to obtain inputs from local residents to receive integrated opinions about the problems, values and objectives of the settlement.

Home MarketsManagement of the Health and Social Care Volunteering Fund (HSCVF), UK
Ecorys is leading an award-winning partnership as the Managing Body for the HSCVF. In 2012 this partnership won the Directory of Social Change’s Great Giving Funders Award, a Department of Health (DH) grant programme targeting the voluntary sector. The HSCVF Managing Body undertakes the full cycle of programme management from calls for applications, bid assessment and project funding administration.
HSCVF also provides capacity building support to the successful organisations. The package aims to enable the projects to become more sustainable in the longer term. The HSCVF is a key contributor to the DH’s strategic activity in supporting good practice in volunteering.

Media campaign for the promotion of the Warmia and Masuria region in Poland
Ecorys has launched a new two million euro media campaign to promote the Warmia and Masuria region in Poland. The main aim of the campaign is to promote these regions as good travel destinations, to increase tourist movement and to raise the competitive profi le of the region and its regional tourist products.
The campaign includes television, outdoor and online advertising. It will run in Poland as well as in Germany, Czech Republic, Ukraine, Belgium, Slovakia and Lithuania. The campaign is fi nanced from the resources of ERDF, within the scope of the Operating Program for Regional Development, whose benefi ciary is the Marshal of the Warmia and Mazuria region.

IDEA Consult (subsidiary company of Ecorys) supports Actiris, the Regional Employment Offi ce responsible of the European Social fund (ESF) in Brussels, to deliver all documents necessary for the implementation of the ESF programme in Brussels for the period 2014-2020. With the contribution of relevant economic and social partners, IDEA Consult detects the labour market and socio-economic priorities for the region and defi nes the future priority axes of the Brussels ESF programme 2014-2020. This is crucial for the drafting of the ESF Operational Programme and the contribution to the Belgian Partnership Agreement.

Master Plan for the Brussels canal area
IDEA Consult is part of the team around French urban planner Alexandre Chemetoff. This won the international competition for the development of a new vision for the canal area in the Brussels region. The master plan is to propose a fl exible long term planning tool which should allow the regional administration to guide the transformation of this derelict industrial and socially deprived area.

Ecorys is performing an evaluation of the POCTEFEX programme. Since the participation of the Kingdom of Morocco, the programme represents an important challenge in terms of cultural habits, fi nancing conditions and legal context. The evaluation pays special attention to the cross-border cooperation needs between the two countries (North of Morocco and Andalusia).
Ecorys is analysing the relevance, effectiveness, effi ciency, impact and sustainability of the project results, the identifi ed strengths and weaknesses in project implementation, with the aim of setting recommendations to ensure optimal resource utilization. The evaluation also includes an extensive revision of the indicators system, as well as evaluating the Programme’s Communication Plan.

Econometric model for impact assessment of Structural and Cohesion Funds of the EU
Ecorys has developed a macro-econometric model for the impact assessment of the Structural and Cohesion Funds for the Administration of the Council of Ministers in Bulgaria with the support of New I and CPM. The tool allows for an estimation on the impact of EU funds on economic sectors from the demand and the supply side.
The model features a sophisticated production function with human capital, basic infrastructure and technology. This will be a valuable tool in the 2014-2020 fi nancial perspective programming.

Always good beef in Poland
Ecorys is leading a project that promotes the beef certifi cation system QMP in Poland. The budget of the three-year campaign is near to two million euros. The campaign aims to expand the knowledge of QPM System’s certifi ed beef. The idea of the campaign lies in its very name: “QMP - beef is always good”. The campaign is implemented at the request of the Polish Association of Cattle Producers, co-funded by the European Union, the Polish and the Beef Promotion Fund “QMP - beef is always good”

CANparent: Parenting Classes Trial Voucher Scheme
Ecorys and consortium partners were appointed by the UK Government Department for Education in April 2012 to implement a voucher scheme trial in three areas of England. Working with Parenting UK and Orion Print, Ecorys UK is managing the voucher scheme for parents of children under six years of age, to attend classes to improve their parenting skills. It is part of the UK governments aim to normalise parenting classes and is being funded to fi nd out what works best, what parents want and to help shape future policy and support.

Ecorys has been assisting the British Embassy in Turkey with the implementation of projects funded under the Reuniting Europe Programme. One of these projects is about promoting human rights by strengthening the institutional capacity of the Ministry of Family and Social Policies in the fi eld of domestic violence.
For this project Ecorys organised a study visit to London for Turkish civil servants, to focus on the provision of shelters for women in UK. We also organised two training seminars around domestic violence, including a session on services and policies on violence against women in The Netherlands. In the near future, Ecorys is going to assist the Ministry in the preparation of guidelines for aiding women affected by violence with personnel working with the victims themselves.

Cost-benefi t analysis of ‘housing hotel’ in Rotterdam
The ‘Woonhotel’ (‘Housing hotel’) in Rotterdam is an initiative of housing corporations Woonstad and Woonbron. In a jointly owned building the corporations offer temporary housing for people who are self-suffi cient but for some reason are unable to obtain living accommodations. It provides a safe and stable environment allowing them to focus on getting their lives back on track. Rent is related to the level of income or social benefi ts. Any income shortages for the participating corporations are compensated from the profi ts produced by the commercial part of the hotel.
Ecorys has performed a cost-benefi t analysis of this Woonhotel. The study has shown that the project has important social value for the city of Rotterdam, reduced costs for emergency shelter services and potential negative impacts of people living on the streets.

Ecorys studies sustainable energy sector in the Netherlands for WNF
The WNF, the Dutch branch of the World Wildlife Fund, has commissioned Ecorys to assess the Dutch governments plans for the energy sector. The government has set a target for 2020 when 16% of all energy has to be generated from sustainable sources.
The Ecorys study shows that the government plans could lead to the creation of up to 60,000 jobs in the clean technology sector. But to reach its goals, efforts need to be increased. Currently only 4% of the national energy comes from sustainable sources. The study also shows that the Dutch clean technology sector has the potential to grow considerably.

Meta-evaluation of the Olympic Games London 2012 and visitor survey
Ecorys, together with Grant Thornton, carried out a meta-evaluation of the London 2012 Olympic and Paralympic Games for a cross-government steering group. The work involved the development of baselines and assessing whether the Games and linked programmes such as, the Cultural Olympiad and British Business Embassy, who have delivered the promised legacy impacts in sport, the economy, community engagement including; volunteering, inspiring young people and regenerating East London.
Ecorys carried out a major survey of visitors as the basis for a forthcoming tourism impact assessment. Our work has been guided by a related study funded by the Economic and Social Research Council and the Ecorys Research Programme examining methods in meta-evaluation. The meta-evaluation fi nal report is due to be published in the summer of 2013 and will include lessons for maximising the impact of mega events.
