Student Success and Support Program Mission
To increase community college student access and success by providing effective core services, including orientation, assessment and placement, counseling, academic advising, and early intervention. SSSP ensures student equity in assessment, student services, and access to college resources and provides a foundation for students to achieve their educational goals.

Exemptions for Students • Title 5, Section 55530 requires non-exempt,
first-time students to participate in core services
• Eligibility for priority registration requires competition of orientation, assessment and SEP
• Colleges may place registration hold • Exempt students can participate if desired

Exemptions for Students Districts may develop exemption policies if a student has: • Completed an associate degree or higher • Enrolled for a reason other than career development or
advancement, transfer, attainment of a degree or certificate of achievement, or completion of a basic skills or ESL
• Completed services at another community college • Enrolled solely to take a course that is legally mandated for
employment or in response to a significant change in industry or licensure standards.
• Enrolled as a special admit student.

Assessment Colleges are not required to use a “test.” But, if using a test, per Education code S. 78213 and title 5, section 55522, the test:
• Must be validated and approved by CCCCO Content validity, cut score validity, minimization of bias, reliability, and disproportionate impact
• Must use CCC Assess once implemented to receive SSSP funding

Early Assessment Program (EAP) • SB 946 authorized the CCC to implement EAP and access student
test data • Use of EAP test results for placement of students
demonstrating college readiness in transfer level English and/or math:
• Effective January 1, 2009
• List of colleges accepting EAP results on CCCCO website: http://extranet.cccco.edu/Divisions/StudentServices/EAP.aspx
• Currently 76 community colleges are accepting EAP results and others are in discussion to adopt EAP

Common Core State Standards (CCSS)
• CA K-12 adopted in 2010, full implementation 2014-15 – 2014-15 scores recently released
• Anchored in expectations for college readiness • Higher education agreed to participate in design of
the new Smarter Balanced Assessment Consortium (SBAC) assessments with goal of recognizing 11th grade exam as evidence of college content-readiness – basis of the Early Assessment Program (EAP)

– Smarter Balanced (SBAC) computer-based assessment aligned to the Common Core State Standards
• SB 490 provides direction to CCC accepting EAP – Sequence precollegiate and transfer-level courses to CCSS
• 2015 EAP incorporated into the CAASPP designed by Smarter Balanced Assessment Consortium (SBAC) – No additional questions/essay – All CA 11th grade students take EAP and receive early
college readiness signals
