CORANGAMITE BOWLS DIVISIONRULES FOR PENNANT
BOWLS AUSTRALIA LAW OF THE SPORT & BOWLS VICTORIA RULES FOR COMPETITION, WILL APPLY WHERE THESE RULES ARE NOT COVERED
1. Definitions 1.1 In these rules the expressions player, member, bowler or opponent
will refer to an affiliated bowler or an affiliated club. Words importing one gender include the other gender.
1.2 For the purpose of interpretation C.B.D is Corangamite Bowls Division B.V. means Bowls Victoria, Executive the elected Officers of the CBD as defined in the Constitution, and a reference to Match Committee will be a reference to either or both of the men’s or women’s Match Committee as elected.
1.3 Reference to will within these rules means that action is compulsory.2. Affiliation 2.1 Pennant shall be open to sides made up of Bowls Victoria
affiliated players who are members of the C.B.D. member clubs. All players must be affiliated with B.V and the C.B.D.
2.2 Penalty for playing an unaffiliated player in pennant. Club at fault, the game will be treated as a forfeit by the offending club with the total match points available for the game being awarded to the opponent and 15 shots being awarded to the opponent and against the offending side.
3. Sides And Timing 3.1 Prior to the commencement of each pennant match the
home club shall appoint an umpire for that match. The appointed umpire and the side manager must not be the same person.
3.2 In a pennant match each team shall play 25 ends. A preliminaryroll up of 2 ends shall be allowed providing it is completed before the time appointed for the commencement of the match.
3.3 SATURDAY PENNANT, a side consist of :-Divisions 1,2 & 3 4 teams of 4 players Total 16 playersDivision 4 3 Teams of 4 players Total 12 players
The commencement time for each home and away andfinal matches shall not be later than 1.30 pm unless otherwise specified by the match committee. An afternoon tea break shall commence as ends are completed after a signal at 3.00 pm. Play will resume not more than 20 minutes after the signal is given.

3.4 TUESDAY PENNANT sides consist of :-Division 1,2 & 3 3 teams of 4 players Total 12 playersThe commencement time for each home and away and finals match shall not be later than 10.30am unless otherwise specified by the match committee. A bell will be rung at 12.15pm for commencement of lunch. Play will recommence at 1.00pm.
3.5 MEN MAY ONLY PLAY IN TUESDAY PENNANT AS LEAD, SECOND AND THIRD 3.6 Clubs may field one or more sides in the pennant
competition. All sides of the club shall be graded in numerical sequence as 1,2,3,4. etc. in their descending order of seniority.
3.7 Each club is to use coloured discs as allocated by their club. 3.8 PREMATCH PRACTICE.
On the day of the match any team can, with the permission of the host Club, practice on the green at the Club at which a the match is to be played, on rinks other than those allocated for the match until 12.30pm (Refer to RFC rule 14B).
4. Abandoned Matches 4.1 Pennant play including finals will be abandoned on an declared
day of TOTAL FIRE BAN in either Central or South West Regions. 4.2 If there is no Total Fire Ban the match committees shall be
the authority determining if all pennant play shall be abandoned for the day and its decision shall be communicated to all the clubs by either telephone fax or e-mail.
4.3 Heat policy. Tuesday Pennant:Play will be abandoned for the day by the managers when the temperature reaches 34 degrees in the shade at the club concerned. A bell will be rung to cease play. If play has commenced, ends started will be completed, an end in play will not be replayed if it becomes dead. The result will be determined in accordance with rule 4.5 or 4.6. Clubs are required to submit pennant result sheets to the CBD pennant recorder.
4.4 Saturday pennant games will be suspended if the temperaturereaches 36 degrees in the shade at the club concerned. A bell will be rung to cease play. If play has commenced, ends started may be completed, an end in play will not be replayed if it becomes dead. If after 45 minutes the conditions have not changed the result will be determined in accordance with rules 4.5 or 4.6 clubs are required to submit pennant result sheets to the CBD pennant recorder.
4.5 If a home and away match is abandoned on the day and at least60 ends of a 100 end match or 45 ends of a 75 end match have been completed the match result will be decided on the ends completed.
4.6 If a match is abandoned and sufficient ends have not beencompleted the match becomes an abandoned match. Each side will receive 5 match points.
5. Inclement Weather 5.1 If the greens director is to be absent each home club shall
appoint a nominated deputy who shall be present to act. The greens director or the appointed deputy shallbe the sole authority for determining whether play may be commenced on the greens of the club. If a decision against play for the day is reached before the arrival of visiting side or sides such decision will be promptly telephoned to the club or clubs.
5.2 If play for the day has not commenced 1 hour from theofficial starting time play shall be abandoned. rule 4.6 will apply. Clubs are required to submit pennant result sheets to

the CBD pennant recorder. (If Corangamite match committee cancels the round this clause does not apply)
5.3 If play for the day has commenced and subsequently, due to (considerations of the weather for example rain, thunderstorms or excessive heat) one side wishes to leave the green and the other does not, neither side can leave the vicinity of the green and the umpire will resolve the dispute.
5.3a In the event of more than 50% of games in any Divisionbeing abandoned on any given day, then all games in that Division shall be deemed abandoned clubs will share match points. Managers to notify Colac City immediately that the game has been abandoned.
5.4 If play has been suspended because the greens director orappointed deputy closes the greens as unfit for play it shall not be resumed.
5.6 If play has been delayed or suspended, and the match hasnot been completed by 6.30 pm on a Saturday or 4 pm on a Tuesday play will cease with the ends in play at that time. An end in play will not be replayed if it becomes dead. If Tuesday pennant game is delayed longer than 1 hour it will be abandoned. Rules 4.5 or 4.6 will apply
5.7 Every effort will be made, regardless of time to complete any finalsmatch, but if the match is abandoned for the day it will be completed under such conditions as the match committee decides. The appointed manager of the day is the sole authority but may wish to consult with the umpire if he or she so desires.
5.8 In the event that more than 50% of matches have beenabandoned in any Division on any given day, then all matches in that Division shall be deemed abandoned. Clubs will share match points. Managers to notify Colac City immediately that their match has been abandoned. No points will be allocated.
6. Change Of Date Or Venue 6.1 The commencement time of play may be varied if agreed to
by both clubs and sanctioned by the match committee chairperson or his or her delegate.
6.2 Permission to play a match at other than the fixed venue due to aninability to prepare insufficient rinks, as a result of weather conditions or for any other reason, may be obtained from the match committee chairperson or his or her delegate.
6.3 If because of inclement weather or other appropriate reasona home game is transferred to the opposition’s green, the return match is to be played at the club from which the match was originally moved. N.B. This provision will only have effect due to a change in the first round of home and away games, if clubs are drawn to meet a third time the venue for that match if the original change happened in the second round of matches.
7. Record Keeping And Results 7.1 The home side shall arrange for the result of all matches
played on its greens to be entered on the prescribed forms using blue or black pen and signed by each manager. The home club shall forward the match results to the designated pennant recorders or data entry system as soon by the specified time.
7.2 Tuesday pennant result must reach the pennant recorderby 7pm on the day of play and Saturday pennant results no later than Thursday following the game.
7.3 Procedure to follow if the pennant results are not received: Pennant recorder to notify the offending club that the results have not arrived and make the necessary arrangements to receive the results for Tuesday pennant by the next day

(Wednesday) by 5.00pm. Saturday pennant if not received by the Thursday they must be by the next day (Friday) by 5.00pm.
7.4 If the results are not received in accordance with rule7.3 then the offending club will lose all points from that game.
8. Eligibilty Of Players 8.1 No players may play in a Saturday Pennant final series with a
club unless they have played at least four games in Saturday Pennant with that club during the current pennant season. This also applies to Tuesday Pennant (2 separate competitions)
8.2 Prior to the last four rounds of the home and away series there shallbe no restriction on the interchange of players between sides of a club.
8.3 For the last four rounds of the home and away series no side shall include more than three players who have played the majority of their games during the season in higher numbered sides.
8.4 In the final series no player shall play in a lower divisionor a lower graded side if they have played more than 50 % of scheduled games in a higher division or in a higher graded side in the same division, during the current home and away series.
8.5 No player shall play in a finals game if they have played in a semi final or a finals game in a higher division or a higher graded side in the same division during the current home and away series.
8.6. Not with standing of by-laws clubs with all sides in thefinal series shall be permitted to promote not more than two players from sides graded lower or in a lower division to substitute for players injured or absent in higher grades or divisions and such substitutes shall remain eligible to play in their original sides in subsequent finals games. An (S) for substitute to be marked on pennant sheets indicating the player (DR 4.4.1).
8.7 Participation in a abandoned match does contribute to eligibility under rule 8.1 & 8.4
9. Points Scored 9.1 Match points shall be allocated as follows 10 points for a side win 5 points for each side tie 2 points for each team win 1 point for each team tie Abandoned match Each side to receive 5 match points. Abandoned round Each side to receive zero points. Sides with a bye shall receive 12 points plus 15 shots.10. Forfeits 10.1 A club needing to forfeit a pennant match must notify
the designated match committee chairperson by 6.00 pm on the day before the match. All teams in a side receiving a walkover shall be deemed to have won and as well as being allotted the maximum permissible points, the Side receiving the walkover will gain 15 shots. The side giving the walkover will lose 15 shots.
11. Finals 11.1 At the completion of home and away matches where sides
have equal points the respective positions shall be determined by shots up. If still equal the order will be determined by the aggregate shots against each side being divided into the aggregate shots scored.
11.2 The top four sides in each division shall enterin their respective division finals.
11.3 After receiving recommendations from the green committee the match committee shall determine on which greens finals shall

be played in the best interest of the CBD. Neutral greens shall be used unless otherwise determined by the match committee.
11.4 Order of play Semi Finals 1st Semi Final 3 v 4 2nd Semi Final 1 v 2 Preliminary Final Winner of 1st Semi Final v Loser of 2nd Semi Final Grand Final Winner of 2nd Semi Final v Winner of Preliminary Final 11.5 No spectators to sit behind the play. 11.6 In a pennant final the results shall be determined by the
total shots scored by each side without regards to team wins. If the total shots are equal at the conclusion of the fixed number of ends a further end or ends shall be played by all teams in the sides until a majority total score is reached by one of the opponents who shall then become the winner.
11.7(a) In the finals series, no 2 matches shall be scheduled to be played on the same green, unless the physical unavailability of sufficient greens within the C.B.D prevents such scheduling.” (b) In the event that there is no alternative but to play 2 finals
games simultaneously on the same green, the rinks to be used are to be divided in to 2 halves of the green, and the higher graded or positioned teams to be given preference as to which half of the green they wish to use. If the Managers of these teams cannot agree on which half to use, then the choice is to be decided by the toss of a coin.”
12. General 12.1 Greens shall be timed not less than 15 minutes and not more
than 30 minutes prior to the commencement of each pennant match by the home side managers or their appointed nominee with a member of the opposing side and the time recorded on the official pennant sheet.
12.2 Green speeds consistently outside the range of 13 to17 seconds as specified as suitable for pennant, will be referred to the greens committee for discussion with the club concerned.
12.3 Providing that it is the clubs lowest side, a club’s side will bepermitted to play one player short in any or all of the teams, as detailed in Law 46.2.2. The lead and second will both play with 3 bowls. One fourth of the total shots scored by the defaulting team to be deducted from the score after the game has finished.Tuesday Pennant Prior to commencement of play the senior home side manager shall welcome the visiting sides, announce the managers, umpires, timing of the green and who has won the mat. At lunch one designated manager or club official may respond on behalf of all visiting clubs.
12.4 Promotion and relegation provisions will apply to all divisions 12.5 Saturday Pennant at afternoon tea or lunch a home manager or club official shall welcome all clubs present and one designated manager or club official may respond on behalf of all visiting clubs. 12.6 Infringement of any of the laws, or of the rules for pennant
may involve imposition of a penalty as determined by the Division Board after considering the recommendations of the match committee. Penalties available may be or not limited to a fine not exceeding $50 or disqualification, loss of match points or a replay.

HOME TEAM MANAGER’S DUTIES 1 Be conversant with the rules for pennant competition. 2 Be at the club for Saturday pennant by 12.45 pm,
Tuesday pennant by 9.45 am. 3 Have your score cards filled out before you arrive. 4 Do the draw with the visiting side manager. Exchange
of score cards between managers to execute the draw. 5 Have the greens timed not less than 15 minutes and
not more than 30 minutes prior to the commencement of eachpennant match by the appointed nominee as per rule 12.1. Record the time on the pennant sheet.
6 Ensure that the home and visitors club names are onthe score boards.
7 Announce the umpire of the day and also who won the toss. The manager and the umpire are not to be the same person. 8 Afternoon tea for Saturday pennant have the bell rang
at 3.00pm. Play will resume by 3.20 pm. 9 Tuesday pennant. A bell will be rung at 12.15 for lunch.
Play will recommence 30 minutes after the lastteam comes in for lunch.
10 Tuesday Pennant. Prior to commencement of play TuesdayPennant the senior home side manager shall welcome the visiting sides, announce the managers, umpires, timing of the green and who has won the mat. At lunch one designated manager or club official may respond on behalf of all visiting club. Saturday Pennant. At afternoon tea a home manager or club official shall welcome all clubs present and one designated manager or club official may respond on behalf of all visiting clubs.
11 The home club shall forward the match results to thedesignated pennant recorders as soon possible after completion of the match. In accordance with rules 7.1 to 7.5
12 At the completion of the match the home manager shall telephone the results to City Bowls club 5232 1166.
