SANS 10086 Part 3 gives instructions,

on the repair,

overhaul,

reclamation and

modification of a certified apparatus designed for use in

explosive atmospheres

MAINTENANCE◦ routine repair actions taken to preserve the fully serviceable condition of

the installed apparatus

REPAIR◦ to restore a faulty apparatus to a fully serviceable condition

OVERHAUL◦ restore to a fully serviceable condition an apparatus which has been in

use or in storage but which is not faulty

RECLAMATION◦ the removal and reinstallation of spare parts between two damaged

pieces of equipment in order to restore one of the equipment to a

serviceable condition in accordance with the relevant standard

The difference between


General Statutory requirements

The Occupational Health and Safety Act, 1993 (Act 85

of 1993) and the Mine Health and Safety Act, 1996

(Act 29 of 1996) require that

Ex equipment shall be certified and the

certification shall not be invalidated by any repair

operations


Repairer or overhauler of an apparatus, may be:◦ the manufacturer,

◦ the user or

◦ a third party (repair agency)


The user

The user shall ensure that the repairer complies to

relevant standards◦ quality control,

◦ quality assurance,

◦ workshop equipment and

◦ knowledge required of the persons directly involved in the

repair or overhaul


The user Should the user undertake the repair or overhaul of apparatus himself he

should be aware of relevant legislation and standards

He shall be aware of any changes in responsibility for health and safety

should repair or reinstallation (or both) be carried out by a third party.


The Repairer

The repairer shall have ◦ Repair and overhaul facilities

◦ The appropriate equipment necessary to carry out the required

checks and tests

The repairer shall be aware of ◦ Any relevant legislation concerning health and safety,

◦ Especially where he is involved in the reinstallation of the

apparatus.


Repaired Ex equipment shall be recertified

unless the repair operation is conducted by an

approved repairer.


Repairer or overhauler of an apparatus, may be:◦ the manufacturer,

◦ the user or

◦ a third party (repair agency)

◦ The user

◦ The repairer

The Manufacturer

Shall ensure documentation availability◦ appropriate drawings

◦ technical specification;

◦ performance and conditions of use;

◦ dismantling and assembly instructions;

◦ certification limitations;

◦ marking (including certification marking); and

◦ recommended methods of repair or overhaul of the apparatus.


The user shall

◦ obtain as part of the original purchase contract. (Certificates

and documents)

◦ Keep records and work instructions (previous repairs

overhauls and modifications)

◦ Inform the repairer of any statutory requirements for

compliance with certification

◦ Before the reinstallation of the apparatus ensure cable and

conduit complaisance


The repairer shall Be aware of and comply with Certification and standards

Ensure people are ◦ trained in repair and overhaul of Ex-apparatus and

◦ are supervised (records shall be kept.)

Obtain the necessary ◦ information and

◦ data from the manufacturer and user for the repair, overhaul or modification (include previous )

Provide the user with documentation stating ◦ defects,

◦ repairs,

◦ spares used,

◦ results of tests and

◦ checks and the recertification documentation


The repairer shall ensure Identification of repaired apparatus

◦ marked to identify the repair or overhaul and the repairer's identity

Quality assurance◦ Quality control and quality assurance procedures shall be in accordance with SANS

ISO 9001.

Reclamation◦ Done by skilled, trained personnel and documented and provide to client

Modifications◦ Not allowed unless recertified

Temporary repairs◦ Intended to achieve continued short-term operation ,shall only be carried out if

retention of explosion-protection aspects is ensured

apparatus is in full compliance with this part of SANS 10086 and the certificate

apparatus is in compliance with this part of SANS 10086 but not in compliance with the certificate.


The marking shall include:

the relevant symbol

the standard number

the name of the repairer or his registered trade mark

the repairer's reference number relating to the repairer

the date of the overhaul or repair.
