01. SCOPE OF WORK:

The scope of work includes Providing and Installation of Industrial lighting on newly constructed Locoshade building at GSECL, TPS, Ukai, like lighting, fitting and single phase receptacle points by providing cable, GI conduit, Lighting panels,DBs,JBs,Fixtures, lying of cables, erection of conduit, termination of cable glanding, earthing and Fabrication/ preparation of mounting arrangements of distribution boards, lighting, fittings and welding as and where required etc. work includes furnishing of skilled/ semi skilled/ un-skilled labours with all tools & tackles required for completion of the work. For identification, embossed aluminum tags are to be provided on every cable at both ends. Also fixtures Nos. / Lighting point Nos. is to be written

on every lighting point. The job also include supply, providing all materials like cables, GI conduit pipe, lighting panel, lighting fixtures, gland, earthing wire, Industrial plugs, lighting distribution boards, plugs, saddles, Junction box, Main switch etc. Job also includes testing of complete wiring after completion of work.

(I) Letter of intent of work order will be issued as soon as possible following the proper evaluation of the tenders. On receipt of such letter or order, successful contractor shall immediately arrange for supply of such materials and labour which may require for the proper execution of the work.

(II) The contractor will have to enter agreement with Corporation. The necessary stamp charges will have to be borne by the contractor for agreement.

02. CONTRACT DOCUMENTS:-

Besides the letter of acceptance the following documents will constitute a part of contract.

(i) Booklet regarding tender and contract for works.

(ii) Specification.

(iii) Relevant drawings

(iv) Any other papers, correspondence etc. mutually agreed upon.

03. SECURITY DEPOSIT:-

The party will have to pay Security Deposit at the rate of 10 % of the order value by Demand Draft. The party will have to produce solvency certificate to the satisfaction of the Corpo. of 20 % of the order value.

04. TIME OF COMPLETION:-

All work under the scope of the contract shall be completed in all respect (sample approval, bulk supply & erection) within a period of Three months from the date of issue of the order. Time being the essence of the contract, the work will have to be completed within the stipulated period otherwise penalty will be imposed as per rules.

05. Sales and other Taxes:-

No sales, professional, Service tax, vat or any other taxes, cess or levy excise Octroi, royalty or other duties will be payable by the Corporation against this contract.

06. The party shall have to make his own arrangement for storing his material and accommodation for his workers. They will not be permitted to utilize any quarters for storage and accommodation.

07. If the party fails to show reasonable progress, the Chief Engineer (Gen.) Ukai, shall have every right to carry out the work either departmentally or by employing other agency at all risks and cost of contractor without waiting for the expiring of the time specified for this work. The party has to keep the responsible man at site to supervise the job.

08. While carrying out the work, if any corporation’s employee is found working on behalf of the contractor, the contract will be terminated immediately. 9. The party shall give the wiring license details of his firm and or the actual workers.

10. The bidder should have either executed or executing this type of W/O during last seven years ending either following values,

(a) Three works not less than 10 lacks,

(b) Two works not less than 15 lacks,

(c) One work not less than 20 lacks.

11. The bidder should have average annual financial turn over not less than Rs. 20 lacks during last three years.

12. The bidder should have submitted all relevant documents along with Technical Bid, falling which offer will be rejected.

13. INSURANCE:

You will make an arrangement at your own cost by insuring all materials and equipments obtained by you for the work and also your labours etc. The GSECL will not be responsible for any loss or damage either to your personnel or to your equipments.

14. TERMS AND CONDITIONS:-

(A) Wiring Rules: The installation shall be carried out in conformity with I.E.A. and the latest addition of the wiring rules.

(B) Definitions : The definitions of terms in the I.E.A. wiring rules shall apply.

(C) Pressure and Frequency of Supply :

All current consuming devices shall be suitable for 230 V or 440 Volts, 50 cycle, A.C. supply whichever is necessary for particular work.

(D) Circuits:

The points in new wiring shall be distributed in separate circuit, not more than three (03) points.

(E) All required materials like wires, panels, conduits, fixtures, plugs, LDBs, JBs, saddles and other mounting accessories shall be provided by the contractor before starting the work. Schedule-B item Sr No.41&42 will be provided by GSECL .

(F) All tools and tackles required for this work have to be arranged by the contractor.

(G) All man power required like Supervisor, skill labour to execute the job shall arrange by the contractor at

his cost.

(H) One full time Supervisor must be deputed at the site throughout the work whose qualification is not below Diploma in Electrical Engineering/ Electrical supervisor. (I) The party shall have to make transport arrangement to shift materials when ever required as per instruction of Engineer-In-Charge.

(J) In case of accident with men or materials, the responsibility lies with the contractor. Any scrap as a by- product at the end of work, party has to credit the same to the Main Store.

(K) The party has to make an arrangement for welding machine, electrodes, gas cylinder, cutting and drilling machine etc. required to execute the work.

(L) Electric connection and consumption will be free of cost at site locations as per the actual requirement.

(M) The party shall strictly follow factory rules.

(N) At the time of starting/during the work, however, any modification suggested by Engineer-In-charge shall have to be incorporated by contractor.

(O) Sample of materials shall be got approved by the Engineer-In-charge before bulk purchasing and supply

(P) The conduit shall be supported to wall ceiling, beam girder etc. Jointing of cables of wire shall be permitted and only of looping back wiring should be adopted. Connecter of proper size shall be used in all looping and connection by twisting shall not be permitted. Sleeve shall be used for termination at connector end in ceiling rose/connector strip. (Q) In a conduit, circuit belonging to only one phase shall run. Each lighting circuit should have separate neutral wire (R) Grounding wire (12 SWG GI wire) shall run along with conduit/cable through out the installation in all the areas as mentioned in scope of work at no extra cost. (S) All the equipment of lighting system such as lighting panel (LP), luminaries, receptacles and conduits etc shall be provided with earthling terminals and shall be connected to earth properly. (T) Red oxide & oil paint supply along with painting of all fabrication works by one coat of red oxide and one coat of oil paint and providing of required m-seal for sealing of additional entry holes of LP and junction boxes is in the scope of contractor at no extra cost.

Special Notes :

(1) It is mandatory for all the bidders to submit their tender documents by both forms viz. on – line (e-tendering) and physically in schedule time. I f t ender documents submitted in only any one form, say either by on line or physically, in that case the same tender will not be considered. Further bidders are requested to submit price – bid (Schedule-B) on-line only and not to submit the price bid in physica l form. This is mandatory. If price bid is submitted in physical form, same will not be opened and only on-line submitted price bid will be considered for evaluation. Further if the quantity quoted differs in the any of the technical bid forms and in price bid forms , it is at the discretion of CE Committee/ED Committee – GSECL to consider the quoted quantity.

(2) Please submit PHOTO copy of Sch-B duly signed by you, along with technical bid, without stating

prices.

(3) Tender shall not be opened without payment of EMD & Tender Fee. Please furnish details of EMD & Tender Fee paid on cover.

(4) If any deviation in your offer with respect to Tender specification, Please clearly mention on separate deviation sheet otherwise we will consider your offer is exactly as per our Enquiry / Tender specification.

(5) GSECL prefers to place the order on Overall L1 basis [Part-I + Part-II]. Bidder should quote their rates for all the items of the tender.

(6) Repeat order : GSECL reserves right for the placement of repeat order @ 50% of the order quantity / value within 4 [ Four ] months of the order as per the Clause No. 24 of Commercial Terms and Conditions instead of 25%. Other condition of Clause No. 24 remains same.

(7) It is to be noted that GSECL, Ukai TPS is establishing and implementing occupational Health &

Safety Management System complying with OHSAS 18001:2007. You as a part of the GSECL Ukai

team and as defined by the scope of mentioned standard, all contractors are required to comply with

and participate to prevent the occupational Health and Safety hazards and risks including observation

of safety rules. Further you are also to comply with all applicable legal requirements while executing

the supply / work, in case the job is assigned to you (8) TERMS OF PAYMENT :- [A] Supply Portion : 80% payment Shall be released Within 45 days after receipt of material in good

condition at site and remaining 20% payment will be released after successful completion of work [B] Works Portion : 100% payment after successful erection, installation and testing of various lighting

equipment (i.e. Ceiling fan, tube lights, lighting fixtures, lighting D.Bs etc.) as per the basis of actual Work done and joint measurement subject to deductions occurring during the execution of work, if any. The final payment will be made after completion of work according to the scope.

(9) Delivery Period : (A) For item Sr. No. 12, 19 to 21, 23 to 25, 28 :

All the bidders are requested to read and verify the documents of Commercial Terms & Condition of Tender & Supply (i.e. Clause No.1 to 83) of GSECL, UKAI, TPS and confirm that all the above documents are verified & certify by you as below.

“ I / we read the above documents and agree for the Conditions of Tender & Supply (i.e. Clause No.1 to 83) of GSECL, UKAI, TPS and accordingly submitted my / our offer. ”

(1) For Page No. 1 to 21 of terms & condition : Party can give acceptance of clause No.1 to 83 on a single paper instead of all 21 pages.

(2) For Page No. 25 to 37 : Please note that you have to furnish the details in all Annexure-1 to 13, Certificate-A & Integrity Pact i.e. dully fill, stamped and signed otherwise your offer is likely to be ignored out rightly.

(3) In case of Ex-works Prices, you have to mention item wise Pkg. & Fwd., Freight, insurance charges in Annexure-10 otherwise it will be considered as per GSECL procedure for evaluation.

(4) Clause No. 12 of Commercial Terms & Condition at Page No.6 of 46 : Kindly read clause No. 12 i.e. Security Deposit of Commercial terms & Condition as below.

SECURITY DEPOSIT : The successful Tenderer’s will be required to pay an amount equivalent to 10 % of the value of the Order (End

Cost) against letter of intent as per GOG guideline as a Security Deposit for satisfactory execution of the contract. Such security deposit will be payable either in D.D./Bank Guarantees. Bank Guarantees will be acceptable if issued by Bank of Baroda and State Bank of India. The Bank Guarantees will be executed on the standard form prescribed by the GSECL. In case of the Bank Guarantees furnished / submitted, they should have clear one time validity till the completion of the order in all respects and up to the expiry of guarantee period from the date of receipt of the last consignment. Bank Guarantees for interim period will not be allowed. If by any reasons the supply period is extended then supplier should undertake to renew the Bank Guarantee at least 01 Month before the expiry of the validity failing which GSECL will be at liberty to encash the same.

CORPORATE BANK GUARANTEES NOT ALLOWED. If S.D. Exemption is claimed against NSIC Certificate, then the NSIC Certificate / Competency Certificate more

than 03 years old will not be considered. If the validity of the certificate expires prior to completion of the order, then it has to be got revalidated from NSIC by the Tenderer and submitted immediately; otherwise bidder shall have to arrange for payment of Security Deposit.

S.D. should be paid within 07 (Seven) days after receipt of the LOI.

Security Deposit is to be paid @ 6 % of the Order End Cost for Small, Cottage & tiny industrial unit of Gujarat State registered under Small Scale industries of Gujarat State and holding subsequent registration with CSPO/NSIC/DGS&D Registration Certificates for the item under tender.
